own minds that you've committed some kind of criminal activity because you're reporting a military installation from outside the gate or you're outside of a police station a law enforcement agency or you're recording inside a car that's on a public roadway for some reason they want to act like you have committed a crime their actions dictate that they believe you've committed a crime or they wouldn't be wasting the Manpower and resources to investigate you and that's what it is it's an investigation when you're engaged I mean to add insult to the injury it's the you're you're engaged in a
