hazards welcome back to the lackluster channel today's story was made possible with the help of a viewer named zero in july 2020 nicole harper was driving home on the i-67 and is alleged to have been clocked for speeding by senior corporal rodney dunn who claims that she fled but in the video we see an obvious decrease in speed as harper pulls into the right lane and activates her turn signal she claims it was to indicate she was going to exit the interstate as the area had a reduced shoulder regardless of harper's actions and indications that she would stop corporal dunn initiates a pit maneuver [Music] okay did they hit the inside wall hey roll over give me uh ams started got the number three line shut down the pit maneuver sent harper's vehicle into the concrete center divider and overturned it the manner in which corporal dunn casually strolls up to the vehicle seems to demonstrate he had no fear that the victim he had just defended was a threat in any way come out this way right here come out this way can you come out yeah about a minute can you get out your passenger door i'm gonna move this watch your head why didn't you stop i got plenty of room right here are you only one in the vehicle yes okay well man we've got to pull over when we're come on can you come out [Music] i did i pushed it back as far as it would go because it was it was lighter as far as it'll go back oh my gosh oh my gosh i thought it would be safer to wait until the exit no ma'am you should pull over when law enforcement stops you okay you were running 84 miles an hour and i'm trying to get you to stop and then when i pulled up alongside of you you saw the state trooper you looked over at me because i can barely see let's go over here i've lost my shoe okay we'll take care of that go sit down over here okay sit down right there we call it a pit maneuver when people flee from us or don't that's what happened okay do you need to sit down [Music] all you have to do is pull over corporal dunn claims that all harper had to do was stop but in the arkansas driver's license study guide the very first step advises drivers to activate your turn signal or emergency flashers to indicate to the officer that you are seeking a safe place to stop harper's actions posed no threat to anyone and was literally by the book corporal dunn seemed not to care about the occupants of the vehicle and his actions show an ugly disregard for human life more officers arrive on scene and discuss the situation okay well i told you you were running 84 and then when i i know that i know that i was speeding i agree with you i need to pull over man i didn't i didn't even think it was safe for you for me to pull over there they do out here okay their shoulders on the right and their shoulders on the left i just didn't feel like the shoulder was big enough okay what happens when people don't stop for us we track us we hit the vehicle do we anticipate them rolling over absolutely not but we we stopped the vehicles i have no idea what's going on inside your vehicle or why you wouldn't stop because i didn't think it was safe for you i have no idea about that been doing this for 27 years ma'am and when people don't stop we have no idea what's going on inside the field okay and all you had to do when i even pulled up on one side of it and try to get your attention okay but when people don't stop for emergency vehicles we end this right here right now before you get further into congested traffic that's why we're here okay and no we don't anticipate vehicles rolling over or that we you're saying but do you understand what i'm saying too i i didn't think this was enough room for you to come up beside my car and for you to be safe honestly i get that but this is what we do okay we um [Music] um [Music] it is unclear whether her speeding tickets stuck but harper is suing the department and is insisting on policy change the lawsuit claims that pit maneuvers are negligent and excessive force in reality they are intentional and deadly force in 2020 the arkansas state police initiated 144 pit maneuvers in which three people were killed corporal dunn should have considered
