allegation of misconduct against an officer san jose police now in full damage control mode after a rough couple of weeks being rocked by scandal after scandal this latest one involves an officer who has now been arrested and charged with masturbating in front of two adult women while on duty in uniform while on duty in uniform on a domestic violence call that's what we're talking about and guys this this news article that we're gonna hear doesn't even go into the detail wait till you hear the detail in the context in which he did said act we have never seen this before san jose police shooting their own video and providing it to the media showing chief anthony mata escorting the officer out of the internal affairs office they blurred his face however the d.a released this mug shot and identified the officer as 32 year old matthew dominguez a four-year veteran he's charged with misdemeanor indecent exposure chief mata released a statement last week i said that when an officer violated the public's trust or engages in criminal conduct i would personally walk that officer out the door today i did it oh oh and you're such a good guy for doing that that's awesome okay so now what other things are you involved in that's eradicating the freedom from the public putting your hands into the uh pockets of the public you're supposed to be protecting and serving and otherwise acting as road pirates in your department what else are you doing i mean this right here is just window dressing on behalf of this police chief according to the criminal complaint dominguez was at a home responding to a domestic disturbance questioning a mother and her daughter when he allegedly began touching himself the chief alluded to that sexual case at a press conference last week a press conference that was meant to talk about another officer misconduct involving drug use i will not tolerate inappropriate behavior or criminal conduct dominguez has been placed on standard paid administrative leave you will not tolerate criminal conduct but guys if you just think about what law enforcement does in action forget about their words i know they're saying they're here to protect you and serve you but they're not serving and protecting we find time and time and time again they're harassing their co they're collecting they're engaged in road piracy they're engaged in planting drugs on people who are completely innocent so they can get uh you know prosecuted for judge drug charges so they can fill the prison industrial complex it's just a big crime ring so while he says he's not going to tolerate criminal conduct in the department that's what those con those departments are all about it's almost like al capone getting up there and saying well the mafias the mafia will not tolerate criminal conduct within its ranks it's like but that's all you engage in is criminal conduct what are you talking about the president of the san jose police officers association released a statement i am absolutely disgusted by this repugnant allegation the damages the reputation of our profession and department where 99 of san jose police officers serve honorably every single day there's that there's that 99 percent number again 99 of it's only the one percent or .001 percent of the bad apples that spoil the whole bushel and yet in this same news article they're talking about a flurry of allegations and criminal activity coming out of the police officers from the san jose police department but 99 of us are just completely above board and we will not tolerate criminal actions single day if this is true the individual must be held accountable and he should never be allowed to be a police officer ever again this is the fifth major scandal this year in late fifth major scandal that's just what we know about like i i think i've shared this on live streams before but i was in a management class once actually a couple management classes and a couple of uh thread lines that ran through those management classes at different companies was that for every person who complains there's 26 or 27 people who didn't complain so what the complaint that you unearthed represents 26 other people so you better get your act together if you've had five major uh instances of officer in decr indiscretion and criminal activity then that represents a whole lot more that these people are not willing to lift the covers or turn over the rock and discover and disclose to the public this is this is this is what should concern every single person this is just the criminal activity that we know about now we now you and i know about other criminal activity like the drug interdiction thing on the i-40 east and west corridor in tennessee for one small example not to mention mesa arizona mesa police department shooting daniel shaver james boyd the stuff that happens in california new york people get choked out for selling single you know single cigarettes but in the west um i-40 east and west corridor the drug interdiction unit was caught by a local abc affiliate as engaging in criminal activity where they were stealing large amounts of cash from motorists under the pretense of well this could be used for drug crime so these are just a few examples of major things that happen within police departments that we know about what about all the stuff that's officer is on leave over allegations of trading a meth pipe for information obviously this is just the latest one has become a drumbeat of serious transgressions by young officers in the san jose police department mayor sam licardo said they will begin negotiating with the union over increasing wait wait a drumbeat that's like a threadline that's like this is a major crisis we're dealing with in the san jose police department while the police chief and other people from the uh you know the police officers association or saying well it's just 99 of us are okay it's that one percent who's screwing it up for the rest of us drug and alcohol screening and that chief mata will be announcing some changes in the coming days these tend to be very young officers which tells me there may be some very young officers matthew dominguez this guy who spanked his monkey on duty on video camera in front of people he's supposed to be helping was 32 years old that's not very young very seriously wrong with whatever we're doing around oh it's it's seriously wrong all right stay tuned you ain't heard nothing yet and backgrounding and we need to we need we need to figure that out in san jose we need to find out why psychopaths keep applying for police department jobs we can't figure this out how it guys when there's a power vacuum guess who fills it not you and me we we don't want to rule get in and find out the inner workings of the police department if they have a conscience guess what they're going to do they're going to have no part of this we we quit that's it i quit i i can't i can't tolerate uh running roughshod over the public that we're supposed to be protecting and serving when we're helping ourselves to their freedom and to their money we're ripping people off we're taking their last dollar they can't even put food on the table because we just gave them a 253 ticket for going nine miles an hour over the speed limit but you want to see something by the way uh i looked it up how many people are employed by the san jose police department as of i don't know what date this is but there's 959 of them supposedly and they've already been embroiled in five major cases of officer indiscretion and criminal activity driving drunk getting into accidents overdeing on fentanyl you know stroking the lizard okay so i wanted to show you this because there's there's more context to this that this story doesn't cover disturbing details emerge after san jose police officer arrested for you know what at family's home i'm not going to say that because the algo algorithms will pick it up but this is this is a newsworthy article this is something everybody in the public should know who does this prosecutors outlined more disturbing more disturbing details surrounding the arrest of san jose police officer who was literally walked out the door of the headquarters after he was arrested on suspicion of the m word at the at the home of a family who had called for help matthew dominguez goes i'll give you some help zip he had been eyeing the 23 year old daughter matthew dominguez 32 who was arrested thursday on a misdemeanor indecent exposure charge could face a year in jail and be placed on the sexual offenders list for could be if it was you doing this you would be by the way i don't know if there's still this law in california but back when i lived in california from 2001 to about mid-2007 there was a if you got caught like if you had to really go to the bathroom real bad and you were peeing on the roadside you know trying to stay out of everybody's way not trying to expose yourself to anybody you're just you know looking for a little relief and a cop stops you the chances of you being on the sex offender list for doing that is off the charts you could literally be listed by law enforcement as a sex offender because you had to go to the bathroom real bad on the roadside but you know they would throw the book at you if you did that but they're they're considering we might put him on the sex offender list if convicted dominguez is currently on administrative leave that's paid administrative leave so hey how do we reward matthew dominguez for doing what he did in front of the public on body cam on the clock how do we reward him oh let's let's go ahead and give him a little vacation let's make sure it's paid for by the san jose tax dollars it's crazy man according to prosecutors dominguez and two colleagues were dispatched to the home a home in san jose on april 21st at 6 30 p.m the family had a restraining order against their son who suffered from mental illness and police were called to investigate a possible violation of that order dominguez definitely did some investigating dominguez took the lead of course he did he began speaking with the family's 23 year old daughter quote officer dominguez took interest in her and continued to interact almost exclusively with her hmm so he was eyeing the young daughter huh he's being kind of uh oh i don't know what do we call that oh yeah predatory i'll protect and serve you baby come on over here the young woman told dominguez where her brother might be and he told his two partners to leave the house and try hey why don't you go hey i got an idea why don't you guys go leave and look for this guy and i'll stay here and try to get some further details dominguez stayed back court records indicate and quote milled around the home keeping the daughter in view his body camera his body uh camera video shows so he's got this body camera video rolling while he's on the clock while he's on a call to help these people to help the public about 40 minutes later the daughter asked dominguez what she should do with her brother's gps monitor when she went to get it dominguez followed her the mother called mrs miss s and the court documents joined them at this point they were between the dining room and the kitchen the daughter handed the gps unit to dominguez while while she was discussing the gps unit the mother saw dominguez unzip his pants place his hand inside his zipper and began rubbing his you know what according to court documents simultaneously the daughter saw him rubbing you know what the mother then asked her daughter to get a glass of water it's what this is weird would you be thinking about getting a you know what i think i'm thirsty now what the heck is going on here the mother then asked her daughter to get her a glass of water which the daughter mistakenly offered to dominguez i don't know what's going on with that the mother again asked her daughter for another glass of water and at that point dominguez followed the daughter into the kitchen and turned around to face the mother guys it gets worse there another person another two people become involved while he's in this act right here this is officer dominguez she told authorities that she saw dominguez you know what outside his pants fully exposed court record state the mother and her daughter left the house and called for her husband the daughter also called her uncle who was nearby the father ran into the house and saw dominguez quote with his you know what you know what in his left hand and his right hand on the counter he's like so what you here for god i mean this is why people go you can't make this stuff up you could but you don't have to the script is writing itself this we're in looney territory right here so he's standing against the corner with one hand on his you know what and the other hand on the counter dominguez then looked at the father called mr a who promptly turned around and left the house [Music] two minutes later dominguez walked out of the kitchen and went back to work well uh we're finished here at that point the father and the uncle reported dominguez behavior to the officers on the scene it's not clear from the court documents what happened with the brother it's like at this point who even cares who does this right here it was also not immediately clear if dominguez had an attorney to represent him he is not in custody and his next court hearing is on june 22nd in an interview with ktvu on thursday sergeant sean pritchard of the san jose police officers association said that the handful the handful of officers the handful of officers who have their hands full or at least some of them do are now being investigated don't represent the department yes they do oh okay okay mr uh sergeant sean pritchard who represents the department the people who are engaged in roadside piracy the people who are planting drugs on other members of the public the people who are harassing auditors knocking cameras out of their hand and handcuffing people who are peaceful who are on a public sidewalk did those people represent the department there's another video i really want to do live uh and it was brought to my attention by mass accountability the mass accountability channel it's a four-year-old story but i think it i think we need to go over it because there's some there's some important details we need to delve into it with regard to police conduct and how they interact with the public but he added that he feels the department really needs to take a hard look at its hiring standards and background processes some of these are absolutely very serious criminal allegations and again if they're proven to be true then these individuals do not belong in law enforcement who does belong in law enforcement who does because what are they there for guys they are there to enforce the law we've said this we should say this probably every video george washington said the government that's that includes law enforcement is not eloquence it's not reason it is force and like fire it's a dangerous servant and a fearful master so what is the job of law enforcement to enforce the law what laws do they enforce all of them even the ones that conflict with the good laws and most of the laws that politicians write because that's what laws are the opinions of politicians backed by the threat of force most of these laws that the politicians write are there to take away your rights and steal more money from you so these law enforcers and which which means that most of the laws in this land are wicked cruel and utterly immoral and evil so they're evil enforcers for the most part does that mean that cops don't do some good things oh yeah i'm sure the the ss soldiers back in uh the funny mustache guys germany i'm sure they did good things a time or two but that's not the issue it's like the analogy that i use is what if 365 days out of the year the husband is really really nice to the wife treats her like a queen but on that 365th day he just beats the crap out of her to to the point where she has to spend a week in the emergency room but the rest of the time he's perfectly i mean he's a gentleman he opens doors for her he gives her flowers he treats her like a queen like you know he's the best guy on earth nobody's going to remember that good stuff people are saying well officers there are good officers right there name one good officers don't commit roadside piracy good officers don't shoot daniel shavers in the halls of laquinta inn completely unarmed and has done nothing wrong completely innocent officers don't put torture cuffs on and throw people in the rage rape cage when they've done absolutely nothing wrong just because they've got shake oh i think you got some shake on the floorboard of your vehicle we need to investigate is that marijuana i smell good officers don't do that good officers go you know what life liberty property pursuit of happiness that's what i'm here to secure i smell a little marijuana are you guys having a good time and you know life liberty liberty and property don't drive impaired that's what a good officer that's what a good officer would do it's highly unusual uh it's a highly unusual step says police chief anthony mata who died of a fentanyl overdose and officer and this is just what we heard from the that little news report an officer is under investigation for providing a meth pipe to a woman in exchange for information and another off-duty officer arrested for dui in hayward so that's what's going on in the san jose police department just that's just one police department in one area in the united states
