He got hands on him. >> I need cover. >> Go. Go. Jay, >> what's your name? Going to go arrested. >> What's your name? Travis Patterson. Deputy 211. Turn around. Do it now. >> Travis, let it go. >> Let it go. I'm behind the police line. Travis, by the way, >> behind the truck. >> Welcome back to the Lackluster channel. A year ago, I published a small portion of video sent to me by a viewer named Hugh, a disabled journalist in Tamuk, Oregon. In September of 2024, Hugh was filming the scene of a bank robbery from behind a police barricade about a block away. Standing nearby was rookie deputy Travis Patterson, [music] who had been hired just 6 months prior and was likely on scene of his first bank robbery. At his barricade, several members of the public were also recording the scene from the same distance, but were standing in the middle of the street. Hugh, on the other hand, stayed on the sidewalk with his body tucked securely behind cover. But despite his distance, Deputy Patterson turned his attention towards Hugh just as he began recording. >> WHAT IS YOUR NAME? MOVE. WHAT IS DON'T TOUCH ME. DON'T TOUCH ME. >> GET BEHIND ME. Don't Don't punch your punches. >> Don't put YOUR WHAT'S YOUR NAME? >> YOU'RE GOING TO GO ARRESTED. >> WHAT'S YOUR NAME? >> TRAVIS PATTERSON. DEPUTY 211. Not anymore. >> Get behind a vehicle. >> Not anymore. Travis, >> stop. >> Hey, you you lay your hands off me. Travis, >> lay your hands off me. >> 211, I need cover. You stop. Don't >> touch. Stop. Stop. >> Hey, stop it. >> You behind your hand. Give me your other hand. >> I'm What am I under arrest for? >> Interfering. GET UNDER. >> INTERFERING. WHAT? >> Turn around. Do it now. >> I have our >> Turn around. Turn around. >> As Deputy Patterson's tunnel vision altered his judgment, Oregon State Trooper Jace Husby stepped in to remove the deputy, allowing Hugh to leave. Turn around. >> Travis, let it go. >> Let it go. I'm behind the police line. Travis, by the way, >> behind the truck. >> Yeah. By the way, Travis, you're losing your job over this. >> I'm guaranteeing it. >> In the weeks after, Hugh and I both attempted to gain access to the body cams from both departments. Both agencies initially denied our requests. So, Hugh spoke with a supervisor to file a complaint against Deputy Patterson. >> Just for the record, are you known as anything else namewise? What are you known as? >> Hugh James. And how how do we know you as that? >> Because I own the scanner groups, the Chil County Scanner Group Uncensored and Flatip County Uncensored. >> Okay. >> And what what what is your job when you're doing that? >> Um well, I volunteer my time to the network and film accidents, fires. Um I give my stories to the news agencies in Portland. >> You said you were pressed. >> Yes. Yes. Do you have a national press card? National Association of >> photojournalist press card. >> I'm a citizen journalist. >> Okay. >> Stated uh um obviously by what I do. So >> do you have any ID or a press card or anything like that? >> Yeah, I have a I have my safety vest that says press on it. >> Okay. Where was the deputy at? What was he doing? >> The deputy was covering down by the pull out US Bank. He was covering the the perimeter. When you need the perimeter, where was he parked? >> Um, he was parked in the middle of the street, not Fourth Street. >> Was he was he blocking Fourth Street? >> Yeah, that he him and another another deputy's car was blocked. Fourth Street. >> Okay. >> What did the deputy say to you or anybody else? >> Um, he was covering the bank and I was behind the police line, safely behind the police line and under better cover than him. And I walked up and I recorded and he turned around and told me to move. Then he went apeshit on me. >> Okay. What do you mean by apes [ __ ] >> Um he started approaching me, cussing me and uh then he uh he grabbed me. He started to forcefully move me and [ __ ] his fist back at me like he was going to punch me. >> How did he grab you? >> Um he come up and he pu he pushed and he grabbed me >> like >> Yeah. Like >> So you're making you're making like both arms. He grabbed you by both arms. >> Yes. >> Okay. And what did he what did he do >> then? and he twisted me and then he turned [clears throat] me and then he was cussing at me. Um, and then he was moving back and I asked him to identify himself and he identified himself on the tape and then he came up and he grabbed me again and he goes, "You're under arrest." And I go, "Under arrest for what?" And he goes, "Interference." And I'm flat-handed. I'm going, "Internfering with what?" And he pulls out his taser and he puts it in my chest. Um, and then I tell him I got a heart condition and problems that probably wouldn't be tased me. And then at that time, Jace Hughesby, I think his name is, the state trooper, came along and told Travis to let it go. Let it go. Probably best let the video do its thing. >> Well, video. >> Yeah. I I Everybody's video. Yeah, but you but you you got that thing right there and he should have that on and and >> and this is about 80% of the story, but it's not 100% of the story. >> And and the trooper story, you know, the trooper telling him to let it go and pulled him away from me. >> Body cam footage from Oregon State Trooper Husby shows the moment he stopped Deputy Patterson. >> What's that? >> You want to go that way? >> WHAT IS YOUR NAME? MOVE. GET BEHIND. >> DON'T TOUCH ME. Don't touch me. >> You want the shield or the shield? >> Oh, I thought you had your rifle. >> I do have the rifle, but I downgraded it. >> Okay. All right, that'll work. You got a shield? >> I'll do the handcuffing. >> Hey, you you lay your hands off me, K. Lay your hands off me. 211. I need cover. >> He got hands on him. >> 11. I need cover. Go ahead. Go. Go. Jason. >> 211 has a disturbance. 1725 is backing off. >> Travis, turn around. >> Travis, let it go. Let it go. I'm behind. Please. Let it go. Travis truck. >> All right. One. Kurt. Still in the same spot. >> Still in the same spot. >> Yeah. >> Let them know that we're going to be entering to stay up against that wall. From the breach team's body cam, you can see a local photographer walking around taking pictures from the corner just outside the bank. >> Tell us what you want each us to do and you give commands. We need one person. >> And do we know this guy's name? >> What's his name? >> Philip. >> Philip. What? Reese. >> Reese. >> Reese. Okay. >> Two pictures from this vantage point were featured on the front page of the Tiele Headlight Herald. The first picture shows the Tamuk police ushering out the suspect in cuffs. When we look at the building through Google Maps, we can see the picture was taken from directly in front of the bank. The second picture shows an officer as he quote rushes to the scene with bulletproof gear and is taken from just outside of the parking lot of the bank. Both pictures were taken prior to and during the arrest, but by a local news organization that republishes the city's press releases almost verbatim. Hugh recorded the scene from a block away from behind cover on a sidewalk outside of the police barricade. He filmed from the same distance as several other members of the public. All who thought they were at a safe distance and despite standing in the street were not attacked by Deputy Patterson. [music] >> So he's good down there. >> Coming because the windows right there. >> Sure. >> That's all right. Just prior to entering the bank, a bicyclist can be seen riding in circles and then down the street within the police barrier. >> All right, he knows we're all here. Just want to make sure our guy over there's safe. All right, everybody take a deep breath. >> Okay, we got a guy going by on a bicycle, too. >> Everybody, are they collected right now? Yep. All right, Sadler, you're going to be in front. Vanderhoff. >> All right. Put it on your head. >> Who's cuffing? >> James will >> James cuffing. >> He doesn't have a rifle. >> I will cuff. >> I got leftovers. >> Okay. [clears throat] >> All right. You watch our Jace. You follow up in the rear. Watch our back. >> Yeah. Watch. >> All right. All right, you guys. Let's go. 103. We're going to be making >> He's going to be right to the left. I got the door. >> He's right here on the left. To my left, left. >> Get on the ground. Pull. Pull. Pull. Pull. Keep your hands out TO YOUR SIDE. HANDS OUT TO YOUR SIDE. >> Be careful. Be careful. Do >> exactly what the deputies tell you to do. >> All right. >> What's your name? Is it Phillip? >> All right. Keep that hand out. >> Okay. >> All right. Good. >> After the incident, he went to the hospital. >> Somehow during the process, he injured my ribs. Um, I went to the hospital and then I also have it sparked a PTSD event. one that I'm backed up at two o'clock in the morning again and kept get back to sleep. >> Okay. [cough] >> So when you got there there weren't a bunch of people milling around behind you. >> There was a bunch of people milling behind and I didn't. >> So you don't know if he told them to move also? >> Yes. I don't remember him telling you to move. >> I Yeah. It's all I remember. And when they stormed the bank whenever the >> Where was he when they stormed the bank? >> He was at back at his place back in front of his cruiser pickup. Okay. After several denials for records requests, I finally released a snippet of the video. Hugh was only able to obtain the short lengths of body cam footage seen today because in February of 2025, the Tamuk District Attorney's Office charged you with interfering with a peace officer. 6 months after the incident and only after the video of Deputy Patterson went viral, showing him singling out one of several other people in the area, including members of the local press that simply copied and pasted what the local government wrote in their press release. For some reason, they were allowed to move freely within the police barricade without being attacked and maliciously prosecuted. And though it appears that Deputy Patterson was equipped with a body cam, the sheriff's office refuses to release the footage. So, as always, let me know what you think of this mess, and as soon as I receive an update, I will let you know.
