This can go one of two ways. Listen to what he's saying. >> It's a threat. >> Okay. Officer man from the Michigan City Police Department. >> Any badge numbers? What? >> You can get off the report. >> What's What's your name and badge number, too? >> Listen to what he's saying. >> They can't tell you where where the hell I'm from. Why you talking to me? Do your job, sir. Do your job, sir. Walk your dog. >> Do you understand what I told you? Will you stay away from the deal? >> I'm not I'm I'm be right here. >> Yes or no question? >> I'll be right here. >> Yes or no question. >> Welcome back to the Lackluster channel. In the summer of 2024, Officer Lewis of the Michigan City Police Department in Indiana pulled over a vehicle alleged to have ran a stop sign. The driver began recording immediately upon pulling to the side of the road for the officer. >> How you doing? >> I'm all right. Officer Lewis, Michigan State Police Department. You got your license on? >> Yeah. Yeah. What you stoping for? >> So, a few reasons. License plate bracket on the car. It's on the bottom blocking the county that issued your license plate. In Indiana, an indicator sticker in the bottom right hand corner shows the county in which your vehicle is registered. At first, they spelled out the name of the county, but have since moved to display a number only to represent the county instead. It is unlawful to cover or conceal this number, but the concealment of the number is most commonly done without the operator's knowledge. Car dealerships often place a license plate frame on the vehicle as a method of advertising their shop for free. >> You guys are [ __ ] weird. >> I'm actually quite surprised this hasn't sparked a class action lawsuit against dealerships as they cause situations like this one. Officer Lewis also claims the driver failed to stop at a nearby intersection. Though the driver claims he had to stop for a vehicle traveling in the opposite direction that made a left-hand turn in front of him. >> Okay, so that's one, two, right here. Ohio and Barker AB. Got to come to a complete stop at the stop sign. >> All right. Stop is a whole another car turning. >> What you mean? No, the stop sign right back here. We got to all four times. Got to come to a complete stop. So that's the reason I'm stopping you. All right. You got your lights on. You feel me? >> Yeah. Yeah. >> You said what's your name? >> Officer Lewis. >> What's your badge number? >> 312. >> And you said and you said what? What did you stop me for? >> So two reasons. license plate bracket on the vehicle is blocking the county that issue get out and look at that. >> Not right now. >> Stay in the cop for me after we done wrap it all up. But ain't no rational nothing like that. If you if you want me to show you what I'm talking about, I'll show you. >> Yeah. I want to know what you talking about. >> So then and then also Ohio and Barker. Just the last stop sign right here. >> Yeah. The stop sign where the car where the car in front of me went out. >> Yeah. This last car I stopped and let the car go. >> Yeah. This this last stop sign we just passed. >> Yeah. >> So the you didn't stop. So that's the only reason I'm stopping. I stopped that car. I I kind of stopped. They went before me and they pulled up after me. >> I got you. Hey, look. I ain't going to write you no tickets no like that. Okay. All right. Is this your vehicle? >> Yeah. Yeah. >> Okay. All right, bro. Just do me a favor. Sit tight for me. I'll drive it with you. Okay. I'm going close the door. >> Yeah. >> Nearly 10 minutes pass before a new officer emerges from the soup of emergency lights. And soon it becomes evident what this traffic stop was really about. Okay. How you doing, sir? >> What's your name and badge number? >> I'm K9 officer man from the Michigan City Police Department. >> And your badge number is what? >> You can get off the report. Okay. >> What report? >> The public everything's recorded. So, you can come down to the station and get a cop. >> Now, you're supposed to identify yourself, sir. >> I'm off can officer mans of the Michigan City Police Department. >> All right. What's your badge number? >> It'll be on the report. You can come down the station, get it. >> Okay. So, the reason why I was called out here today is I'm going to run my dog around your car. Okay. Is there anything in your car that's illegal? >> So he lied when he said he said stop me for a stop and go when I let a whole car go in front of me. >> I don't know the reason for the stop. I was >> And now And now you searching my car. >> I'm not searching >> without a warrant. >> What's that dog going to do? >> He's going to sniff. >> He's going to search my car without a warrant. >> Going to sniff the air around your car. A free air sniff. >> All right. >> We live in America, so the air is free. >> All right. You What's What's your name and badge number two? >> Listen to what he's saying. Don't worry about it. >> I I I got right as an American. I ain't no [ __ ] What's your name? >> What's your name? Bad number. >> Go one of two ways. Listen to what he's saying. >> I can't hear you, sir. >> This can go one of two ways. Listen to what he's saying. >> It's a threat. >> No. >> You going to listen to me or not? >> What' you say? >> Are you going to listen to me or not? That's what I said. >> You just asked if you can listen to me or not. >> I'm asking you a question. >> Okay. So, are are you prepared to listen? Are you going to try and talk over the top of me? No, I ain't trying to talk over the top of you. I'm trying to see who's surrounding me. Y'all have firearms. I ain't got nothing. Y'all sitting there surrounding me. >> This is a very >> And he just told me he can go one or two other ways. >> You are making this so much. >> You guys are threatening my I'm Call your superior. No, y'all. He just go one or two ways. That's a threat. >> No, it's not. >> Yes, it is. >> It's a very simple statement about what's going on. >> I need you to call your superior. >> Anyway, I'm canon officer man of Michigan City Police Department. So, to for me to run my dog around your car, you are going to step out of your vehicle. Okay. If you refuse to step out of your vehicle, then you're going to start resisting law enforcement. >> That's how is that resisting? >> Because in order to safely search your vehicle >> No, no, no. See, I got rights. >> Yes, you do. And I'm not going to violate any >> No, you violated them already. No, it's not. >> Yes. You You guys already violated my rights. Don't worry about it. You You going to read about it. It be in the report. Remember? >> Yes, I will. >> Run your dog. >> I'm going to need you to step out of the car for me to run my dog. >> For what? >> Because it's for my safety and yours. No. >> Yes, it is. >> You can run your dog, man. >> You're going to step out of the car. I'm going to send my dog into your car to get you out of your car. >> What? You going to enter my property? >> If you refuse to comply with my very simple instructions, I'm going to send my dog in to extract you out of your car. >> No, that's a threat. >> No, it's not. >> No, that was a threat. >> No, it's not. >> Are you going to step out of your car or not? >> Yeah, >> it's a Yes. >> Yep. I got you. Give me Give me a minute. I got to make a call. >> Go ahead and step out. >> Step out. Turn around. Face your vehicle. >> All right. And you ain't putting the cuffs on me. >> Turn around, face your vehicle so I can pat you down for weapons. It's not to put cuffs on you. >> And what's your badge number? >> You'll get it off your report. Turn around, face your vehicle, please. >> 316. >> All right. Go ahead and step back towards that vehicle. >> I'm going to watch my vehicle. >> Step back. >> Damn. Don't Don't push on me. No. Look this whole car right there. Ain't no car going to touch me. Don't touch me, man. >> Step back to that vehicle. Man, I can be where I want. Man, >> my dog is going to be right here. If you interact with my dog and he bites, >> I ain't going to touch your dog. That dog bites me, I'mma sue you. >> That's why I'm telling you to step back over there. >> No, you stopped me for [ __ ] >> I I didn't stop you. >> It's at this time the driver realizes his tag is not concealing the identifying information that it is required to display. It sinks in that officer Lewis's first pretext for the stop was a lie. Considering his trustworthiness at this point of the interaction, I'll leave it to you to decide whether or not Officer Lewis was being truthful concerning the alleged stop sign violation. >> I did not stop you. >> It go from you. You ran a stop sign. I'm not ticketing you. Oh, your tag's covered up. Look at my tag. People are covered up. >> They they can't tell you where where the hell I'm from. >> So I can run my dog. >> Don't worry about it. >> I am worried about it because you just very >> Go grab the dog. The only thing you're worried about is suing me if my dog >> Why you talking to me? Why you talking to me? Do your job, sir. Do your job, sir. >> I'm trying to. You're >> I'm about to walk over here. >> Stay on the side. >> You're going to end up in cuffs if you think you just walk where you want. That's what's going to happen. >> What? >> You're going to end up in cuffs and >> then I'll be wrongful. I'm not doing nothing. I'm standing on property. I'm watching what's going on with my property. >> Private property. >> This is my property. >> Is this public or private right here where you're standing? >> No idea. I got it. >> Yeah, you right. >> You keep walking away. You're going to be bunkked up, >> man. 100%. >> I'm not walking away. Why would I leave my car? >> I don't care. I'm I'm letting you know. If you walk away, you're going to put on cuffs. >> I ain't walking away. You ain't going to put me in no cuffs. >> We will. >> That's all right. Go ahead. Do what y'all got to, man. >> Good. If you walk up towards this vehicle, I'm going to take that as a threat towards you. Do not walk up towards the vehicle while I'm running my dog around the vehicle. >> Walk your dog, man. >> Do you understand what I told you? >> Walk your dog. >> Do you understand what I told you? >> Do you understand what I told you? If you do not say anything, I'm going to have him put you in custody. >> Then I'll be wrongfully detained. >> No, you wouldn't be. >> Yes. >> Yes or no? >> You You wrongfully stop me >> from the vehicle. >> Yes or no? >> What' you say? >> Will you stay away from the vehicle? >> I'm not I'm I'm be right here. >> Yes or no question? >> I'll be right here. >> Yes or no question. >> All that when I'm saying I'm agreeing with you. I'mma stand right here. Do >> not say yes or no. That's what I asked for. A 2-year-old supposed to say yes or no if you ask her a yes or no question. >> Yes, sir. >> You said, "Hey, what's what's your name and your badge number?" >> Just don't worry about it. Get it from the station. [Music] [Music] >> Careful. K9 Officer Manza. >> K9 Officer Manz in the Michigan City Police Department >> claims the dog hit on the vehicle, effectively circumventing the driver's fourth amendment rights despite how often studies and even case law have shown that canines have been inconsistent, unreliable, or plainly manipulated to indicate the presence of narcotics. >> By the way, I took a close look at the plate. You actually correct a sticker. However, >> however, you did still roll the stop sign. So the >> even though I stopped and let a car go before me, >> you did not come before. >> Oh, now my my my place not. So y'all just making [ __ ] up. >> I'm letting you know that now you violate my right. >> Disregarded the stop sign. >> I appreciate it. I'm going to need that video, too. >> I'm walk over here watching this car. You putting that dog up. >> Now you going to keep walking around. >> I'm about to see what he's doing to my car. You walked over there. Put your hand in my in your pocket and then walked up to that car and it put me in cuss illegally. I got you on video. >> You have no idea what the law is. >> You're right. I'm being wrongfully detained. I'm going to need you to put that dog up so I can see what's going on. >> No, this is an official officer of department. >> That's cool, man. I'm going to go up to the front. All right. >> No, you're not. You're right here. >> Stop [ __ ] around. >> We're done. >> No, it ain't it ain't nothing. No. My hands on you for the rest of this [ __ ] stop. >> You got it. >> Chill out. This isn't your stop. You listen to what we're saying and you'll go home with no ticket. You don't have your drugs in the car, you'll go home with no ticket. You'll be fine. >> Man, listen. >> You keep acting up, you're going to get a different charge. It's for ignorant, resisting, disorderly conduct, something stupid that you don't need. >> Just chill out. Let him search your car. If there's nothing in there, you good. >> No, you're right. Yep. >> I know I'm right. >> Yeah, he's right here. >> Right here. >> He don't tell me not talking about the dog, then bring him over by me. >> He's far enough away from you. >> I don't know. Oh, that's a long t you got there. >> How long is it? >> You don't know >> exactly. >> Why are you so aggressive? >> I don't understand what your problem is from the start. >> What are you talking about? I just worked all damn day and get pulled over for a bogus charge and then you talking [ __ ] to me when I'm asking simple questions. I ask this man. It's it's the law. You have to identify yourself as a pedestrian. >> Correct. >> No. And he did it. Exactly. He did. There is no law that says that. Yes. You have to tell me your badge number in here. >> What law? >> Don't worry about it. You going to find out. >> Tell me about it. >> It's okay. >> Cuz you don't know cuz it's a madeup law that you have no idea what you're talking about. >> Indiana law doesn't have a statute that requires an officer to identify themselves. But under due process and fourth amendment standards. Any lawful detention must be carried out by a clearly identified law enforcement officer. The Indiana courts have repeatedly recognized that for a stop, detention, or arrest to be valid, the officer must be acting with apparent lawful authority. And in many jurisdictions, this means three avenues of identification must be present. This could be their uniforms, employee ID cards, or verbal statements. But regardless of the lack of any statutory requirement or department policy for them to identify, they should do it because they aren't ashamed of their work or because they believe that the founders of the United States wouldn't have stood for masked, nameless, unidentified state agents with the power to harass the public or just to avoid looking like an [ __ ] >> I'm saying I'm trying to go somewhere else. Pull me over for nothing. >> You know how many how many cars we search? Almost every car we we run a dog on has weed in it. We search it. We we they got a little bit bud, we throw it out. We we call it a day. We not over here. >> We don't do [ __ ] I drive a semi for a living. I don't play with none of this goofy [ __ ] >> Yeah. We're not trying to trip anybody up on a little bit. We give the best. >> We're looking for bigger stuff. If you don't got big stuff, we're out of here, >> man. I ain't got [ __ ] >> But what kind of cops will we be if we don't we didn't do due diligence? You know what I'm saying? >> Right. You sure? >> He break these cuffs off yet? >> Once he Once he's done searching. >> Done searching? Nah, this is legally detaining me, man. >> What am I being charged with? >> No, there's no charges. >> There's no charge. >> You've been You're being stopped. >> No. Why am I legally being detained? I have cuffs on. >> You are being detained because you were told numerous times. I told you I wasn't walking nowhere. I said yes. I got it right here. I agreed. I said yes. Do you want to talk on the top here? You want to listen? >> You said what? >> I'm not going to talk to your ass. I'm going to talk to you face to face. >> I'm looking at you right now. >> No, you're not. >> Look at me. >> You're blading your body away from me. If you're going to do that, I'm not going to talk to you. >> Go ahead. >> I ain't just playing games. >> I'm not playing games. I'm being serious. >> I thought we were just at the respect party. >> Listen. No, I'm being serious. >> No, you guys are playing with my life right now. Three of y'all just came me out my car for nothing. >> Your life? >> Yeah. >> Did I touch you in any way when you exited your vehicle? >> No. You got out of your vehicle and I said, "Turn." >> You grabbed me >> and told me, "Watch out. Get out the street." >> And why is that? >> You have a whole vehicle right there. I know my surroundings. >> You didn't say you now. >> Oh my god. Dude, you are impossible. >> I'm saying why. >> You legitimately have no idea what you are talking about. >> What am I being? >> Have you ever seen a car rear end another car and it get pushed? Have you ever seen that? >> Yes. >> You were in the middle of the street. You're a semi driver, right? What What type of semi do you drive? No. What type of semi do you drive? A mat. >> What? What type? A sleeper. A regular day. >> A daycap. See? And now now you're going you're going to do this. I'm trying to >> I'm trying to watch this man over here. You got it. I'll go like this. >> Yeah. Yeah. Put it that way. That's excellent. That is excellent. >> So again, what am I being charged with anymore? >> What am I being charged with? Anyone of y'all? >> I already answered that. >> What did you say? >> You're being stopped for a traffic violation. So, I'm not being charged. >> That's not a criminal charge. >> All right. But I'm cuffed, >> right? Because of because of how you're acting. Yes. >> You're acting. >> No. He asked me if I was going to move. I said, >> "Can I can I explain what I mean by your actions? We had to ask you about five times to step out of the car. Once you got out of the car, you're walking all the way around. We don't like that. >> Answering no questions. This man stopped me for something else." And then all of a sudden, more cars pulled up on me and >> Why do you think that is he want to go around me with a dog >> which is when you say I stop? No. Well, that's an illegal circumcision. >> All right. >> What amendment certain seedure? >> You going far enough? >> You don't even know what amendment is, but you know it's illegal. You >> Yeah. >> All right. So, it's been a long day. You done yet? >> As soon as you you're done running your mouth, this will go a lot faster, but unfortunately, you've delayed everything off a rise and roll donut. You know, >> it's dangerous stuff. Yeah, don't donate. They sound good. >> I know. That's going to say they're dangerous. You want me to do it for you? Probably get a better angle. >> It's like there's like seven cameras pointed at this part. >> Yeah. >> Don't worry. They all disappear. That's why I changed my life to [ __ ] like this. >> Good. >> Y I've had my whole life >> to treat us the way you did for no reason. Man, listen. >> Is that why you ain't you? No way. Respect to someone that's being respectful to you. >> So loud. Don't talk to me. >> I was in the middle. I'm sorry that the middle of my sentence interrupted the beginning of yours, but I wasn't completed with my sentence. Okay, >> if you turn a little more, you get a better angle. >> Yeah, you're kind of like pointing down the sidewalk. >> There you go. Yeah. Oh. Oh. >> Get one of those like GoPro mounts. >> So like chest or something. >> Yeah. Something handsree, you know. >> So you just you just off the trunk and everything, huh? >> Point the >> It'll be all right, man. I knew you was going to pull me over and I knew I was going to get you. I knew I was going to get you. >> I used to try and focus on the road. It's a lot safer for you the other >> man. I was definitely talking. >> Well, not if you were watching him. I mean, I'm just trying to get some recommendations to help you out. >> Got it. You got to take your >> Yeah, I grabbed me up by my arm. >> Yes. I I prevented you from going in the center of the road and getting hit by a car. Yes. >> You dragged me like I was your child or something. >> I would also like that they run in the road. >> Yeah. I I don't want anybody running in the middle of the road. >> It's all right, buddy. >> I'm sorry for caring for your life, but >> you ready? >> All right. [Music] Oh, >> you have a seat back in the car, sir. >> All right, my guy. >> Just a warning. Like I told you before. >> Just warning cuz you knew you was going to pull me over when you seen me bend that corner over down uh uh what is that before 11th there on the 10th. You see me hit that corner. You came around me. I was watching you the whole time. the camera around you. Hold on. >> No, you pulled up on the back of me. You followed me all the way down. I watched your eyes and I knew you was going to pull me over and that's how I knew y'all was going to act like this. Especially when these two Y'all are the students. Hey, look. This man right here ran me. I asked him for why was the what was the probable cause of that? And he had Paul the dog. It's all right. I appreciate. What's your name? Badge number. >> Officer Lewis. Hey y'all fellas, be safe. I'll see you later. >> Overall, the stop revealed nothing but the officer's contempt for the public. And after nearly 30 minutes, the investigation finally came to an end. Let me know in the comments below if you think these officers lived up to the department's core values. And if you have a story you'd like me to review, submit it using the form linked in the description. [Music]
