officer Ying's camera is never reactivated hearing trouble over the radio Corporal Treadway rushes to the scene [Music] [Music] Corporal Treadway arrives to find Brian in handcuffs on the ground me T Corporal Treadway was quick to oblige Brian's sarcastic request to choke him again you happy huh youing happy now shut the up stop moving what's your name stop moving what's youring name doesn't officers make plans to wash out his eyes uh how you want to do that Co out and then uh put him on the ground and have him wash out his eyes since he's got his back to the door we'll just open the door and lean him back that way they can he you want to get it ready and a few minutes later they finally open the doors to speak with him I need to go back station oh he had to spray them in the car hey man please spray me out with some water bro all right look this what's going to happen all right I'm going to lean you back and the the EMTs are going to wash your eyes out all right I'm cool with that all right just lean straight back M man I got your head there you go right man just some sailing I'm going to spray it in your eyes okay all right try to open up your eyes after washing out his eyes they finally tend to his wounds and transport him to a hospital he was released and charged with resisting but that morning Corporal Treadway submitted a use of force report telling his supervisor that the video quote didn't look good this caused his supervisor Sergeant Randolph to escalate the report to Lieutenant Harold heral brought the incident to the Chief and the internal investigation began the report details the choking incident it also states that once the officers brought Brian to the trunk of the cruiser he was bent over onto the trunk and that his handcuffed wrists were raised above his head by Corporal Treadway what [ __ ] when writing about the choking incident corporal Redway claimed that the technique was quote a pain compliance grip to Brian's neck however he does admit that his language was unprofessional but states that the choking or pain compliance was not punitive calm the [ __ ] down you going to chill the out now huh [Music] 30 yeah he got blood on he goes on to describe the difference between choking and a pain compliance technique known as a joint manipulation of the mandibular nerve to demonstrate the maneuver Internal Affairs included pictures the source a police magazine and not the Department's policies on use of force techniques interestingly the second picture provided to demonstrate the hold shows something quite different than what Treadway appeared to do and is in fact from Wikipedia how to learn martial arts Corporal Treadway wrote in his report that choking implies a restriction of the airway in a manner derived from a forced collapse of the subject's trachea calm the fck down you going to chill the out now huh while his pain compliance grip technique can stimulate a gag reflex similar to putting your finger down your throat he claims it does not forcefully collapse the trachea the quote pain compliance calm the F down is derived from the manipulation of saliva glands at the base of the tongue with the fingers officer Ying appears to have backed up his Corporal writing that he observed Corporal Treadway place his hand on Brian's neck but it is still unknown of how much if any pressure was being applied you happy huh youing happy now shut the [Music] up stop moving what and in the end several members of the department investigated and once completed a determination of not sustained was found it's unclear what happened to Brian though he never filed an official Complaint or sued the officers and it is now passed the statute of limitations both officers are still employed with the Lake
