Get out, >> sir. >> I'm not letting go of your arm. I'm not going to pull on it, but get out. Get out. That's all I'm wanting you to do. >> Let go of my arm. >> Get out. >> Let go of my arm. >> Get out. >> I'm not getting my arm out. >> What the is your problem? >> Have we figured out yet why it is that so many law enforcement agents are so quick to jump to violence when an individual they're communicating with doesn't obey immediately. This happened back in June in Boille County, Kentucky, and the officer is trooper Seth Owens with the Kentucky Troopers Association. Seth decided he would leg sweep, knee, and punch a man while his three-year-old daughter is in the backseat of the car for speeding, or allegedly speeding. Allegedly, David Langdorf was going 86 and a 55. And Seth, well, he just couldn't contain his emotions and he thought it'd probably be a good idea to beat another guy today cuz I got this badge and I got authoritie. We're going to take a look at it and make some comments along the way. >> Get out. Don't touch the door. Get out. >> That's fine. Get out. >> Get out of the car. Yes, that's the reason. Is it Is it awkward some safety? I have no guns. >> Because I said so. Get out. >> Because I said so. >> Supreme Court says you have to. If I ask you to get out of this car right now. >> Let go my arm. Let go of my arm. I have shoulder issues. >> Get out. >> Now, now let me just stop real quick. The Supreme Court says that's my God. They they write something. That's my holy book. Those are the marching orders we got. Never mind about the Fourth Amendment. Your right to be secure in your person, the Supreme Court said. So what these cops are actually saying is, I mean, cuz they are costumewearing individuals, they're saying the men with black dresses tell me what to do. They tell me to jump, I say how high. And Pennsylvania versus Mims is the law of the land. And you're going to fall under that axe, boy. And that mentality isn't just isolated to trooper Seth Owen's mind. Virtually every cop in the land will use Pennsylvania versus Mims as holy writ against anybody who would dare stand for their rights and question thin skinned fragile ego tyrants. >> Get out. >> Sir, >> I'm not letting go of your arm. I'm not going to pull on it, but get out. >> Do you think I'm going to run my daughters in the back? >> Get out. That's all I want you to do. >> Let go of my arm. >> Get out. >> Let go of my arm. >> Get out. Sir, >> get out. >> Let go of me. Let go of me. Get out. >> Let go. >> Get on the ground. >> I'm not getting on the ground. >> What the is your problem? >> Get you. >> You just want to fight. [Music] behind your back. I can't >> your hands behind your back. >> I can't hurt your hands. >> Now, admittedly, it looks like this trooper is totally doing this for this guy's safety. And he just wouldn't do it to this guy. He would do it to you, to your father, your mother, your grandfather, your children. He'll do this to anybody cuz he's lost his freaking mind. When that ego is bruised, all bets are off. And then when they call for backup, forget about it. It's game over. The red coats are here. Sarah, my dad is in the car. >> Put your other hand behind your back. >> Put your other hand behind your back. Put your other hand >> behind your back. Help. Help. He's hurting me. >> Put your hand behind your back. >> I can't. [Music] [Applause] Help me. God. >> And now you got a couple dogooders on the scene to help the red coats and to further oppression and tyranny on this land. and they have no idea what's going on. They're pinning down the wrong guy. The attacker is the guy in the costume. But because we all live under a massive circus tent, the clowns get a pass. >> Oh god, my daughter's Please help me, sir. Oh god, I think you broke my rib. No. Oh god. I'm not resisting. You [ __ ] me up. [Music] Oh my wrist. I can't breathe. >> Get that out of the way. >> Are you kidding me? Was that my watch? Oh god. They tight me up. Oh god. Who's got my ankles? What is going on? >> Oh god. >> When I tell you to get out, >> that's what I meant. Come on. >> Little does this peasant right here know, this cop would do the same thing to him and to his family. Why would you get out of your vehicle to help a cop? You know what they're all about. You know they're road pirates. You know they're extortionists. You know they're violent human beings who kick down your door for no freaking reason, shoot your pet, tase your grandma during a welfare check. What the hell are you doing? Helping the British. Helping the red coats. Supporting the thin blue line. >> Hot really fast, man. >> Roll over. >> Sit on your butt. >> What is wrong with you guys? >> Sit on your butt. >> Oh, you're really hurt. >> I'm not helping you at all. >> That's good. What is wrong with you? >> I don't I don't confess to searching seizures. >> Well, that's good. >> Get out of my vehicle. Close the door, sir. >> No, you're going to jail. I'll search the car if I want to. >> Thank you. Quick stop. >> I'm really surprised the cop didn't leave that guy sitting at the car, run across the street, and arrest that guy for jaywalking. >> How far away are you? >> Come back in your way. What's your name? >> You're on the scene. What's your name? >> My name is Ferris Mark. I'm on the Lincoln County >> 76 in Kentucky. >> I just happened to drive by the Lincoln 239. >> You didn't hurt. All because I said I don't need to get out on the highway in the traffic stop. >> What was your legal reasons? >> There's no hater. >> Lincoln 23 79230. [Music] Can you check my window? Is she still sleeping? Is she still sleeping? >> Am I in the sleeping? Okay, she's all right. >> Who can come get her? >> That's good. I'll just have the cabinet get it. That's fine. >> The cabinet. >> What's the cabinet? Where's the cabinet? Driver's going to be in Lancaster 14. >> I can't 1433 man. Seriously, >> Richmond 228 unit 244. [Applause] >> Seriously, all that kicking for what? >> Cuz you don't want to listen. >> Get out of my vehicle. I don't consent. >> Well, you don't have to. I would >> I'll get up. >> Mistake. Is that camera? >> You want your phone to call somebody? >> Is that phone? Hey, is that camera going? >> Smile. Smile for me. I'm smiling. Say state police got me. >> Good. >> You want your phone to call >> If you want anybody to get it, it's going to be me. Do you want your phone to call for your daughter? >> Can I scoot up? >> No. >> Okay. Hey, it's over now. Where's your phone? So you can call somebody for your daughter. >> You know it was excessive. >> Where's your phone to call your daughter? >> My daughter's right here to call for >> If you want to play games and I I will get the cabinet to get her. I do not care. >> Where's your phone call? >> It's clear this officer doesn't care. And the reason he did this, did you hear him? Because you weren't listening to me. You don't listen to me. Violence comes upon you from me. >> It's in the middle in the front. It's plugged in. [Applause] >> Face ID didn't work. It work. >> No, you still didn't do it. Just flip up on it. No flip. No flip. Wait for it. Now flip up. No, you did it one too many times. >> Oh, no. My bad. Dyslexia. Just start over. >> Okay. >> Okay. Who do you want to call? Think it's Kristen Lang Bowman Langstone. This is my wife. >> Hello. >> Is this Kristen? >> Yes. >> Kristen, this is Trooper Owen with the state police. >> What's wrong? >> Your husband's going to jail. You need to come up here and get your daughter. doesn't have a driver. >> Uh, he was driving reckless and then some other stuff. >> So, >> who else can come get the children? I don't want the cabinet to take. >> Oh my god. Um, okay. Um, >> okay. Can I call Can I call my my friend? Yeah. Call whoever you need to and get them to come. We're right here 150 just east of Ghost Pike in Danville. About 2 miles east of Ghost Pike. >> Just tell it's a sign. >> It's the sign with Danville. >> Dave, >> I hung up. I We'll deal with that in a minute. I'm going to lay your phone down by you. Do you have anything illegal on you? >> Illegal? Uh, >> do stuff that won't go into the jail? You already knocked my knife out of there. >> Yeah, that was a safety issue. >> You hit me pretty good, buddy. >> It's a notepad. That's a D20. >> I'm a nerd. >> What is it? >> It's a D20. >> Guys 202. >> I'm just going to take this thing off. Where's this thing? >> No. Zip it up first. I don't want to lose my stuff. >> Please. >> I don't know, man. I've had problems with my ribs. >> Get in there. >> Where is he? Where is the latch? >> On the other side. On my right side. >> It's It's not a latch. >> It's an actual belt. Oh god, my ribs. You know what? >> Good evening. I'm Megan Manoring >> and I'm Larry Smith. That video you're watching is body cam footage from a traffic stop in Garren County where a man was pulled over by a KSB trooper for alleged speeding and at the end of it left in cuffs and injured. Now, that man and his attorney are filing a lawsuit against the trooper for alleged excessive use of force. X18's Kaylee Randall shares with us. >> Alleged excessive use of force. We got it all on video. It's all recorded for the world to see, but it's still just an allegation. >> The body cam and dash cam footage from that day. And we have to warn you, the video may be disturbing to some viewers. It's tonight's big story at 6. >> I'm not getting What the is your problem? This dash cam video is from a traffic stop that turned into an alleged use of excessive force within minutes. >> Let go. Get on the ground. >> I'm not getting on the ground. >> What the is your problem? >> You know what? [Music] You just want to fight. When 32-year-old Devin Langdorf is heard telling Kentucky state trooper Seth Owens, he can't put his hands behind his back as Owens continues to knee him and then punch him. >> I have never seen that in 43 years of practicing law. I've never seen a trooper act in this manner on what should have been a simple speeding ticket. >> All while Langdorf's three-year-old daughter is in the back seat. >> If you want to play games and I I will get the cabinet to get her. I do not care. This body cam video was taken a little more than three months ago on June 6th on the site of US 150 in Boille County when Langdorf was arrested and charged for alleged speeding and reckless driving. >> That they'd literally thrown the book at him. >> Danville attorney Ephraim Helton represents Langdorf. He shared with LAX18 the arrest citation which charges Langdorf with speeding, reckless driving, and failure to produce and maintain insurance. >> And then we got the discovery. And when we saw the discovery, one, he had insurance. Should have never been charged with that. >> No registration receipt. >> Two, he had a current registration. And what's interesting, looking at the citation, the citation, the officer puts his current registration here, >> endangering the welfare of a minor, disorderly conduct, and resisting arrest. >> Because I said so, get out. So, the cop is not only lying on the police report, he's being inconsistent in his lies on the police report. >> Supreme Court says you have to if I ask you to. >> Resisting arrest requires that you have to use or threaten the use of physical force or violence against the police officer. Never occurred. We saw that. >> The citation reads, "Langdorf was driving on West US 150 at 86 mph in a 55 mph zone. He was agitated and asked if he could leave the traffic stop. He did not have his proof of insurance inside of the vehicle and continued being belligerent during the stop and failed to exit the vehicle once asked. >> Get out. That's all I'm wanting you to do. >> Let go of my arm. >> Get out. >> It also reads, "Lang's door failed to get on the ground, resulting in Owens assisting him to the ground. >> When I tell you to get out, that's what I meant." >> The leg sweep is an assistance. He's assisting him to the ground. Almost like, "Yeah, captain. I just gently placed him on the ground like kind of like you would a little puppy dog on a pillow. I just assisted him." Let's take a look at that Kentucky style assistance again. >> Also reads, "Lang's door failed to get on the ground, resulting in Owens assisting him to the ground. >> When I tell you to get out, that's what I meant." >> Maybe it was reluctant, but he gets out and he's leg whipped. Why do you leg whip somebody to the ground? You're out of the vehicle. Helton says Langdorf suffered a torn cartilage in his ribs, a torn bersa sac in his right shoulder, and rotator cuff tears. He is currently in physical therapy, but could need surgery. >> Trooper Owens needs to be placed on administrative leave immediately. If you can't control your temper, think what you would how you would react in a truly hostile situation. That is scary. >> We have reached out to Kentucky State Police, but have not received a response yet. Trooper Owens doesn't need paid administrative leave. He needs a jail cell.
