So here's one of the dirty little secrets of law enforcement that most people don't know. One of my followers @jessicaanderson recently asked this, cops have a quota for tickets, so will they pull you over for absolutely nothing? Mostly, police officers that will say we don't have quotas and you know we don't have quotas. I've been a police officer, I know for a fact they have performance metrics and productivity standards that require that they write tickets and make arrests. And police officers are often graded on the number of arrest and tickets that they write. So there's obviously an incentive there for them to write more tickets. And there's an incentive for the opposite of that. If you're not writing tickets, your sergeant eventually is going to come down on you and say, hey buddy, why are you not writing tickets? So while they don't necessarily have a certain number that they have to hit every month, which is what a quota is, they do have metrics that require them to write tickets and make arrests. But to answer your question specifically, they're not allowed to pull you over for absolutely nothing.
