During a routine revenue-generating road piracy stop, the police chief calls the offending officer telling him, "Hey, do me a favor. Don't economically terrorize that guy cuz he's our buddy." Must be new. Say what? >> Must be new. Me? The reason I stopped you, you were on your cell phone back there at the uh the light. >> You got our old man pulled over. Who's that? Stacy Blanding. Yeah, who is Mr. Blanding? Run the guy sings all over the world up here in Quickly. Yes, so I got to pull over. No, right here in Winder. All right. Hey, hey, just tell him that uh he owes us some free oil changes. Okay, everybody who's not a state-placating jellyfish and who actually has a moral spine understands that roadside piracy {slash} extortion rackets are wrong. And why are they wrong? Why are they immoral? Because if you haven't committed a crime, which means if you haven't left a real victim, you don't deserve to be harassed. You don't deserve to be physically or economically terrorized. But this right here is a double-triple-decker, fully-stuffed burrito psychological operation where a roadside pirate attempts to economically terrorize this man but gets a call from the police chief telling him not to economically terrorize him because this guy provides a service at a really good price for the police department in the form of oil and tire changes. This is a police department in Georgia. The name of the video is Georgia Police Department changes policy after body camera captures unacceptable conduct. In Tennessee's neighboring state of Georgia, a police department was forced to change its policy regarding traffic citations after a body camera captured conduct city leaders called unacceptable. >> Investigative reporter Brendan Keefe shows us how the incident unfolded. A Jefferson police officer pulls over a pickup truck not knowing who was behind the wheel. >> Good afternoon, I'm Officer Redmond, Jefferson Police Department. Can I see your license and registration, please? Just being new. Say what? Just being new. Me? The reason I stopped you, you were on your cell phone back there at the uh the light there getting off the interstate back there, all right? Okay. All right, step out of the car for me. The driver, Stacy Blanton, [music] wasn't done with his phone. Records obtained by Atlanta News First Investigates showed the driver immediately called the cell phone of Police [music] Chief Steven Bannister. So, they pulled the records, the private records of this man's private phone call. Cuz as far as I know, this guy doesn't work for the state. He just works for a company that does oil changes. Officer Jordan Redmond was in the squad car running Blanton's license. Within a minute, the chief called Officer Redmond. Yes, sir. You got our old man pulled over. Who's that? Stacy Blanton. Yeah, who is Mr. Blanton? Blanton, he He's the guy that changes all our oil up there quickly. Yes, sir. I got him pulled over. I don't write him a warning. I'm not sure. He's Blanton. I don't want to give him a warning. He's giving me a hard time. He wants to see He gets us a heck of a deal with service on our cars. We get it back to you today and do our oil. Officer Redmond pauses in silence for a moment, then All right. Hey, hey, just tell him that uh he owes us some free oil changes. >> [snorts] >> All right, then. Will the officer really issue a warning instead of a ticket for the driver owing some free oil changes? With a cliffhanger question like that, you pretty much know what the answer's going to be. This cop is going to directly disobey his police chief. And the psychological operation and disconnect here is we know that roadside piracy and extortion is wrong. It's immoral, even if it is legal. Legalized immorality is still immorality. Legalized criminality is still criminality. Even if you have a uniform and a badge and a gun and come with the authority of the state and claim to be an official or the authority. The problem is the police chief is showing preferential treatment over and above the treatment you and I would get. And the underlying narrative they're trying to lay down here is, "Hey, if we're going to extort one person, we're going to extort everyone." That doesn't make the extortion good. It doesn't make it right. It doesn't comfort our fears and calm our concerns about advancing tyranny. Inconsistent and discretionary tyranny or consistent tyranny is still tyranny and we want no part of it. It's kind of like this idea of taxation. All the masses instead of saying, "Hey, we don't want to be taxed." They say, "If you're taxing us, you should also tax the billionaires and the corporate elitists." Instead of just going, "Yeah, taxation is wrong and it shouldn't ever be done to anybody." Roadside theft and extortion and piracy is wrong and it shouldn't be done to anybody and it shouldn't be left up to any department or individual within a department exercising their discretion whether they're going to economically terrorize us or not. Some of these comments right here, "Wait, a local police chief is calling in favors and telling officers who and who not to ticket? I'm shocked." And this guy says and he's got 80 likes. "Good job to the officer involved. Takes balls to disobey your boss when you know what they're telling you to do is illegal." Well, what he is doing and what he ended up doing, this officer, is immoral. So, good job on the officer being a badged, uniformed road pirate economic terrorist? This is one of those examples where they're getting the sheep to applaud the chains of their own oppression as they call for consistent, uniformed, non-discretionary tyranny. And back to the video. >> Will the officer really issue a warning instead of a ticket for the driver owing some free oil changes? The answer is no. Hi boss man, so I'm going to issue you a citation today for your cell phone. You have two options. You have court date on the front of your copy. Also got a website address called Excuse me? Your chief just called. I spoke with my chief. So you have a court date on your copy. Also have a website and phone number. Do you understand that? I had a private phone call, sir. Hello. Wait. Mhm? So your court date's going to be on the front. The website and phone number's going to be right here on the back for you. City So basically what's going on here is the police chief said, "Hey, I don't want you economically terrorizing this guy." And the roadside pirate said, "Hey, I'm going to economically terrorize everybody." And you've got the third-party masses who are watching this going, "Yeah, he should economically terrorize everybody." I mean, what's good for the goose is good for the gander. All the guy was doing was driving down the road talking on his cell phone. And he was hypocritically pulled over by a man in a uniform that's not only constantly talking on his cell phone, he's talking on the radio, he's doing distracted driving with that massive laptop that he's got affixed in the center of his console obstructing his view in the front and on the side. What is City cell phone records show the driver immediately called the chief back. We don't know what was said in that 2-minute call, but Chief Bannister then dialed Officer Redmond's phone, a call that lasted 7 minutes. [music] Here's the citation. Records show Blanton paid the $50 fine in September without admitting guilt. You drive safe, sir. 3 weeks after the stop, the city manager issued this formal reprimand to the chief for inappropriate interference. Why do you think the city manager did that? Do you not know that you are placed here to generate revenue, as much revenue as we possibly can, and you don't need to be exercising discretion and not economically terrorizing certain members of the community. If we're going to economically terrorize one, we're going to economically terrorize all. You got that straight? Now, rewrite the policy so we can make more money. Your actions directly violate the principles of operational integrity and impartial law enforcement, the city manager. How can you have operational integrity when part of your operation is to actually act as a roadside pirate or an armed highwayman? You're essentially a uniformed professional pickpocket. $50 here, 75, 150. You didn't activate your turning signal, your license plate light isn't properly illuminated. I saw you talking on the cell phone, you didn't have a seat belt. All of these things give them the justification they need to trample on the fourth amendment right to be secure in your person. You don't need to harm anybody, you don't need to threaten or harm anybody, you don't need to damage property or steal property. You just violate one of our policies and codes, and we're going to bring the economic hammer down on you. And we'll find a reason to deprive you of your rights under the color of traffic law. So, in essence, the police chief was telling the cop to do the right thing for the wrong reasons, for a discretionary reasons, for preferential reasons, for he scratches our back, we're going to scratch his reasons. manager wrote, adding that the chief undermined the authority and discretion of the on-duty officer, created a perception of preferential treatment, and risked public confidence in the fairness and impartiality of the police department. >> What a load of crap. Risk public confidence in the fairness and impartiality of the police department? How in the world are you being fair when you put on a uniform every day, and you uphold every single law including the unconstitutional, unjust, and profoundly immoral and unfair laws. The city manager called the chief's conduct unacceptable but did not demote him or issue any punishment. The city manager ordered the chief to draft a new policy to prevent him and other officers from doing what he already did. No, I'm not doing a warning. This feeling that he was in three or four times. The new policy memo is titled prohibition on request for preferential treatment regarding traffic citations/warnings and it >> Okay, guys. I've got another law for us to follow and I know we're going to follow it to the T. >> [laughter] >> Hey, how about this law? Don't ever turn off your body cams. If you ever turn them off If you ever mute them for any reason, that's an automatic termination and a decertification. Look what this person says, "Wow, that cop needs to be praised for not being corrupt? You're not being corrupt by playing the part of a road pirate?" You see how effective this psychological operation is? Even though that seems like a given, we've learned that corruption is so pervasive it's unbelievable that he had the strength of character that we used to just expect and now is as rare as a unicorn. 228 likes. Imagine being stunned that an officer did the right thing. How far we've fallen. Do you see the caustic potency of this psychological operation? Prevents officers from requesting that another officer issue a written warning in lieu of a formal citation. Officers are directed to decide on their own fairly and without bias. We reached out to the interim police chief, then mayor John Howell, who's since been voted out of office, Stacy Blanton, the driver in this case, and the officer involved. None of them responded to our requests for interviews. So, just to recap, a road pirate pulls a guy over to economically terrorize him, the police chief says, "Hey, he does us a whole lot of favors at the police department. Please don't economically terrorize him." He economically terrorizes him anyway, and even though both tyrants are a cancer to their community, one is seen as a good guy and the other is seen as a bad guy. And the circle of this psychological operation is complete. Stamped with the seal of tyrannical approval.
