You either come over here and talk or you go to jail. You can come here and talk to me or you can go to jail for kill failing to identify yourself. >> You just told me if I don't walk to you, you going to take me to jail. >> What could be more ironic than an organization that has emlazed on its company vehicles to protect and serve whereupon the employees who exit those vehicles attack and abuse. How about tackling and arresting a man who's exercising his rights on a public sidewalk, get this, on National Constitution Day, >> man, you are a liar, bro. >> For a suspicious person, >> you can go to jail if you don't listen to us. >> Hey, hey, you can go to jail, too. >> What's your first name? >> You can call me Daddy. >> You're done. >> I'm going to take you to the ground. >> Hey, look at the ground. I'm going to take you to the ground. >> Hey, look at this dude, y'all. Look what he's doing to me for for getting my phone. >> Now, before we get into this video by Kansas City Accountability, it's important to note that the Appleton City Police Department and the police chief has specifically responded to this incident, saying, "Transparency is very important to me, the Appleton City Police Department, and the city of Appleton. An individual's constitutional rights are the foundation of what the United States, the state of Missouri, and our city stand for and protects. Constitutional rights to freedom of speech are fundamental protections that must be upheld in all circumstances. And you let me know if the assistant police chief fulfilled this mandate. Such rights are essential to effective governance and public service. I was contacted yesterday regarding the alleged which is fully recorded the alleged incident but was not provided the video until it was posted for the public today. I want to assure everyone that we will do everything in our power to address the situation. Everything in our power. The city recognizes its obligations under Missouri's transparency laws and is committed to appropriate disclosure while respecting legal limitations. Section 59502 of the revised Missouri statute restrict public discussion of law enforcement officers in the investigation of wrongdoing and in the resolution of the investigation. Be assured that the city will take the appropriate actions. Usually this means we will conduct a thorough investigation of ourselves and we will get back to you. Truthfully, the only investigation anybody needs is the video that we're about to see and the audio we're about to hear with our own eyes and ears. Check this out. This is off the charts crazy. >> Hey man, what's up? Come here. Come here. Hey, come over here, bud. >> He talking to me, telling me to come over here to him on their property. >> Come over here, please. You in the green hat wearing the mask. Come over here. >> That ain't how you talk to me. >> What's up, man? You know you're in front of a bank. I >> you can't hear any sign you use sign language or what? >> I I can speak. >> You can understand me. But why don't you take the mask off, man? >> You're worrying everybody around here. >> I didn't speak to no one. >> Is that >> I didn't speak to no one. >> Is that >> I didn't speak to anyone. >> Come over here. Why don't you come over here to me? >> Come on over here, buddy. >> Why would I come over there? He said, "I'm not obeying his commands." >> Why don't you come over here and talk? >> Why don't you come over here? >> All right. You You either come over here and talk or you go to jail. >> Say that again. >> You You can come here and talk to me or you can go to jail for kill failing to identify yourself. >> What's your What's your What's your name and your badge number? >> Come over here. I'll give it to you. No, no, no. What's your name and your badge number? What is your name? What is your name and your badge number? I don't have to come over there for for you to give your name and your badge number. >> What is your name and your badge? >> Yeah, you can. >> Yeah, you can. And that's against your policy. >> What's against my policy? >> What is your name and your badge number? >> As long as you give me your name. >> Yeah. >> What's your name? >> Yeah. He said he going to take me to jail if I don't walk over there to him. >> You know you're outside. >> You hear y'all hear this dude? >> I want him to come over here, y'all. I don't want him to think I got to come over there to him. Here. We We coming over here to him. We coming over there to him. >> You said if I don't walk over here to you, you going to take me to jail? >> Go ahead. Uh, go ahead. >> Two setbacks. 2783, man. >> You just told me if I don't walk to you, you going to take me to jail. That's not what I said. >> You were unable to. >> Man, you are a liar, bro. You calling me a liar. I'm saying you said it. >> Look how you're dressed. >> I'm saying that you said it. >> You saying you didn't say that? >> I said you can go to jail if you fail to identify yourself and fail to listen to my command. >> I don't have to listen to your command. And I'm not identifying myself here. >> Dressed like this. >> Absolutely. >> Show them what you're dressed like in front of the bank. >> Absolutely. In front of a bank. >> Hey, I don't care what I'm I don't care. If you as an American are not free to dress how you want to dress, doing whatever you want to do, as long as you're not harming anybody or threatening to harm anybody on American soil, especially on a public sidewalk, and especially exercising your constitutional rights, then you're not free and you need to stop singing or the land of the free, home of the brave at sporting events. Dress the way you want, no matter who likes it. If they're fearful and concerned about the way you dress, just know that your rights don't end where fears and concerns begin. >> I don't care where I'm I don't care your grandmother's house. >> You're a suspicious person for getting calls in on >> for Look at like that outside of a bank, man. That's all it is. >> Bro, that is a What's your name in your bags now? What's your name? >> Right here. >> M Dobs. Bro, that's a piece of [ __ ] bro. I didn't say nothing to you, man. I'm peaceful. I haven't spoke to nobody. >> Then you need to leave. >> I need to leave. >> You can't be dressed like this. You can't be dressed like this outside the bank, man. >> Man, I'm not going nowhere, bro. >> You can't be dressed like >> Hey, look. I'm on I'm on the sidewalk. >> Give me your ID. You're on. >> Give me your ID. Get your supervisor here. Get your I am the supervisor. Get your supervisor. Your Get the chief. >> The chief here. available. The chief going to come here for this. >> What are you trying to do today? >> Hey, I didn't try to do nothing. >> Trying to get attention. >> No, I didn't say nothing. He's got your >> I didn't say no. I didn't say nothing to nobody. The only thing that got me riled up is what you just said to me, bro. >> Yeah, you can go to jail if you don't listen to us. >> Hey. Hey, you can go to jail, too. >> I'm going to show you how you can go to jail. You can go to jail. Go ahead. Just keep doing what you about to do. >> Show me how I go to jail. >> Keep doing what you about to do, buddy. >> I see where you about to go. >> I'm I >> I see where you about to go. >> What's your first name at least? You go see what it is. >> What's your first name? >> You can call me daddy. >> What's your first name? >> Daddy. >> What's your first name? >> Daddy. >> You're trying to cause problems. I ain't saying nothing. I get it, man. I get it. >> Hey, listen, bro. I didn't say nothing. >> You want clicks? I get it, man. >> I didn't say nothing to nobody. 83. >> I didn't say no nothing to nobody. >> I still not listening to anything. >> I'm all right. When you came yelling at You came down stand outside the bank like this. >> Why can't I'm on the public? Look, >> I'm in public. >> Why you wearing a mask? >> I'm in public. >> You think CO's out here? >> Yes. You hit it on the nose. You hit it on the nose. >> You hit it on the nose. >> See what happen when you use your brain a little bit. >> Here's what I'm Here's what I hit on the >> Go ahead. And I tell you what I got a problem with. >> You hit on the nose that you just want attention, man. >> No, I don't. No, I don't. >> Crew over here playing basketball. >> Who? >> These guys over here shooting hoops. You >> listen to what he's saying. >> You thought you would start trouble. >> Shooting some hoops. I ain't trying to shoot nothing. >> What day is it today? What's today's day? What national day is it? >> I don't know. >> What national day is it? >> Here, let me ask you another question. Let me help you out on what day it is. >> With the first amendment, it grants you five freedoms. Can you give me three of them? >> No. >> Okay. Can you let me know what the fourth amendment is? >> No. >> That's what you just did to me. >> No. >> You know what today is yet? >> No. >> You still don't know what today is? Hint. Hint. Are you an observant officer? >> What >> are you observant? >> Yes. >> I am. >> You worried about me being What's in my hand? >> Uh camera and the constitution. >> So, what day is it today? Boy, you still don't know. Yeah. Get your super get your get your chief here. You got a business card on you. >> You got your business card on you. Write it down. >> Write it down. I'm going to get it regardless. >> You going to make me go through all that. You don't have a body camera on you, so nobody gonna see how you acting today. I did not want to do this. >> God. Yeah, you did. >> Do you know what today is? >> Yes. >> What is today? >> You wanted it today. >> No, you don't. What is today? >> You wanted the attention. >> No, I did not. No, I did not. What is today? >> How many people's going to see this? >> What is today? >> People going to click it tonight. >> Maybe a hundred. Maybe 100. >> Maybe 100. >> So what? >> But you have to see how it looks. >> So what? What is today? dressed like this in front of a bank, in front of businesses, everyone's calling. >> And there you have it. The perfect still frame of law enforcement, hypocrisy, and criminality. And I hope the police chief sees this. You have an American citizen who's clearly on a public sidewalk exercising his First Amendment rights and you have the law enforcement officer standing there who's about to violate those rights as that man holds the Constitution in his hands. You can't get more ironic and powerful of an image than this right here. >> How I'm dressed out today, y'all. >> Look how I'm dressed. >> What is today? I'll give you a cheat code. Look at your calendar. Pull it up. It'll all make sense if you look it up. >> The calendar. >> Go look. >> Don't got it on me, man. >> Where your phone at? >> It's inside the office. I'm in their door. >> What is today? Oh my god. >> Police reports and I got people calling in saying a man dressed all funky and outside the bank taking notes. Video camera in the bank. >> You can't do stuff like that, man. That's not normal. >> That is normal. normal. >> So, we going to make it normal cuz all I'm doing is exercising. >> It's not normal. >> It absolutely. If it ain't normal, we going to make it normal. >> Yeah. >> Start. And what what better day than to start than today? >> 7839. >> What is today? >> Ask them what today is. Ask your dispatch what today is. >> Hey man, that's crazy. >> The radio for professional. >> Hey bro, ain't nothing more professional than today. >> Okay. >> What is today? And the thing is, you actually required to do something today and I just helped you out. This is what you can say you did for today. >> Okay. What is >> the thing is you don't even know what today is. Oh my god. Apologize for coming and approaching me like you did. >> That ain't how you you don't want to apologize. >> You think that's that's right. How you supposed to come to somebody? You yelling at me. >> Exactly how I approach someone who's dressed like you in front of a bank. Suspicious video. >> What is he doing wrong? No crime. >> Taking notes. But you got to come. You see a nice guy just acting suspicious. >> Hey, bro. You got to come. >> They don't see the nice guy just acting. >> You kicked that off. >> Suspicious. >> I even didn't respond. Let you I tried to let you recover, bro. I really did. >> I have nothing to recover. >> Okay. You don't see nothing wrong. You think what you doing is right? >> Everything that's wrong. >> Uh-huh. >> And it's going to go down exactly how you want it to go down here in a few minutes. >> Okay. >> Yeah. >> Okay. Mhm. Let me see if your supervisor know what day it is. >> She doesn't know either. >> Okay. That's a damn shame. >> That is a damn shame. Let's just go over it real quick. The day that he recorded this is September 17th. It's called National Constitution Day and it's celebrated annually on September 17th to commemorate the signing of the US Constitution in 1787. It's also known as Constitution Day or Citizenship Day and is a day for recognizing the rights and responsibilities of US citizens. And why September 17th? Because on this day in 1787, the delegates at the Constitutional Convention in Philadelphia signed the United States Constitution. And what is the purpose? To celebrate the success of a free nation whose rights are protected by a written Constitution that people like Dobs is supposed to protect, preserve, and defend. And yet they do the exact opposite time and time again in video after video where content creators show us that as they exercise their right to record in public to exercise their freedom of the press, they're constantly being antagonized, harassed, and attacked by the Constitution trampling officer Dobs of the world. How come y'all don't know what today is? Y'all must don't follow policy. You didn't want to give me your name. Your name and your badge. When you approached me, you made contact with me. I asked you for your name. Yes, you did. Yes, you did. Yes, you did. Yes, you did. You said when you come, you said come over. I I don't know you. I know you're a piece of [ __ ] >> What's that? >> I look how you came. You told me you'll take me to jail if I don't approach you. >> You either come over here and talk or you can go to jail. You can come here and talk to me or you can go to jail for telling you identify yourself. If you if I don't if you don't identify yourself, >> I'm not going to identify him. >> Identify him. >> I'm not going to identify him. >> So, this guy is a known liar and he's lying on camera. How many false reports has this guy written when he knows that there's no oversight and there's no camera on the scene? >> Just simply, >> you need reasonable. You don't know what the Fourth Amendment is. Would you like to read it? >> Read it. You read it. >> You read it. Let me hear it. >> Is to be secure in your person's papers, houses, and effects. Are you in your places, houses, and affection? >> Okay. What's your He's in his person, and you, Officer Dobs, Chief, Assistant Chief Dobs, are making this man insecure in his person. You're doing the exact opposite of the Fourth Amendment that you claimed you were going to protect. And as far as the First Amendment, we see in video after video from content creator after content creator that they no cop knows the five elements of the First Amendment and all they have to do is memorize an acronym. RAPs, RAPS, religion, assembly, petition, press, speech. Even Congress can't make a law abridging any of that, let alone a peeon law enforcer. But this guy right here is not just a regular law enforcer. He's an assistant police chief. That means he has people under him. He is the source. They are the stream. And a stream can rise no higher than its police chief and assistant police chief source. Ras of a crime. You need reasonable art or ticketable suspicion of a crime to ID me. >> No, I don't. >> Okay. Oh my god, y'all. I want to out of all days, y'all. This officer want to break. Hey, he wanted to break it. >> Just to investigate suspicious call. Here's the thing. >> Uhhuh. Don't cover up your name. >> Here's the thing. This is the assistant chief. >> When it comes to when it comes to >> Hey y'all. Hey y'all. This This is the assistant. >> When it comes to a call different, man. >> This is the assistant chief. >> Okay. Okay. So, 3 years ago, would you arrest somebody for wearing this? >> 3 years ago. >> 3 years ago, >> you would have demanded that you wear a mask 3 years ago. This shows that this guy's an order follower. He's just going to do what he's told regardless of what is right rather than what is right regardless of what he's told. He sways with the wind. He has no moral foundation. He has no principle by which he operates. His moral compass was crushed a long time ago when he put that uniform on doing co. >> You're not getting arrested for wearing a mask. You're just getting calls on being suspicious. >> You just told me that you would arrest me. >> I'm saying that you said it. You telling me you didn't say it? >> Taking pictures, video camera. >> What they see is you write notes. Not that you're studying your constitution, man. That's awesome. You're studying. >> Exactly. They don't know. But you supposed to know. >> No, I don't know that until I come up and talk to you, >> bro. You never came up. You're not professional. >> Approach you. It's common sense. I'm not going to approach someone dressed like you in front of a bank, taking cotes, taking camera, and just willy-nilly approach you. >> Why aren't you going to approach? Cuz you're fearful. And officer safety, it is the priority. And this is common in this guy's mind, just like in the minds of all law enforcement. Officer safety trumps individual rights. >> Yes. Okay. You told me you would take me to jail if I don't approach you. >> Yeah. >> You said that. >> Mhm. >> Then you said you didn't say it, man. I got you on camera saying it, bro. >> Yeah, you can go to jail for not identifying. Hey, you can go to jail. If you go in there, you can go to jail. If you go in there, you can go to jail. If you take some money, don't use the word if. Let's talk about what's actually happening. You could if you could go to jail. I'm not doing nothing. I'm on the public sidewalk holding the [ __ ] Constitution in my hand on Constitution Day. This is National Constitution Day. You the assistant chief. You supposed to be doing some uh some type of amendment activity. You can't get more ironic and pathetic than this. >> Bull boy at this point. >> Yes, because you came and you said you would take me to jail. Yes. >> Not identifying. >> I'm not going to identify >> to obey my orders. >> Hey, you could I don't have to follow unlawful orders. I don't have to follow unlawful orders. Okay. Okay. >> Absolutely. Absolutely. Yeah. I'm a little riled up. You told me you going I He going to say I'm I'll take you to jail if you don't approach me and you don't give me your ID. >> What? What? This is the >> Keep your hands out of your pocket. >> This is the Ain't nothing in my pocket. >> Keep your hands out of your pocket on the ground now. >> There we go. Hands on. That is an attack on another man who has decided to exercise his unalienable rights on American soil by a guy who's supposed to be protecting those rights. >> Got my phone. >> You're done. You're done. Go to the ground. I'm going to take you to the ground. To the ground. I'm going to take you to the ground. >> Hey, look at this dude, y'all. Look what he's doing to me for for getting my phone. I got my phone. Put your hand behind your back. Put your hand behind your back. You want to You want to play silly games? >> All I did was get my phone. >> That's how cops see this. You're exercising your right. You're out there just enjoying your freedoms. Exercising your freedoms. But the way the cop sees it, oh, you're just playing games. You're trying to provoke me. You're here for clicks and views. You're just being provocative. It's your fault. Your fault. Your fault. These are the words of an abuser. There's always victim blaming. always. >> All I did was get my phone. You saw that, man. >> Clear to obey. You don't reach in your pockets when you're dealing with police officers. >> Sir, I'm not detained. >> And you're dressed like you are and you're acting like you are. You don't go in your pockets when officer tells you not to go in your pockets. >> My hand was already in my pocket. All I did is pulled out my phone and told you I had my phone. >> Turn your wrist so it doesn't get hurt. Outbound. This is why you want a 360 camera because even if that 360 camera falls to the ground, you have a 180°ree view to see exactly what's going on and who's doing what. I don't know who recorded this, but now we have a third person view so that we can get the gravity of the real irony of this situation. You have a guy who's supposed to be protecting, defending, and preserving the Constitution, attacking a guy on Constitution Day while the symbol of freedom flies in the foreground. Can you even script this any better? >> There. Hang on. I got to get this fit. >> Boy, you doing this on National Constitution Day. >> 27 A3. Be advised, one just in custody. You're doing this on National Constitution Day. You know I'm You see I'm out here just exercising my rights. >> No, you're out here doing what you want to do. >> I didn't say nothing to nobody, bro. It's okay. You know exactly what I'm doing, man. And you did that this way. >> Come to Appleton, Missouri, where we will tackle you and attack you for exercising your rights. That's what's happening, police chief. Now, during your investigation, you need to say that's exactly what happened. And at the very least, you need to fire Dobs. But justice would dictate that Dobs attacked a person for no reason. There was no lawful reason. And Dobs should be in jail for at least 12 months and stripped of his police certification. And his pension should be liquidated and given to Kansas City accountability so it doesn't cost the people of Appleton any money. Put your thoughts in the comments section and let me know if you think that's actually going to happen. And I call for your cheese. I asked for your supervisor. >> You got me >> to help you out. >> You got me. That's what you got. >> It's okay. >> He got me on the ground for my cell phone. Bro, this is crazy. >> In there. >> Yes, ma'am. I appreciate you, Miss P. I appreciate your professionalis. And I know you ain't got nothing to do with this. I appreciate you, too. And y'all know where to go see it. Yes, y'all. Yes. So, we definitely just got out of jail, y'all. We got out of jail. This is not the people that arrest me, though, y'all. Uh, hey, Appleton City, I believe, that arrest me and they brought me up to them. And, uh, Miss Peggy was professional. Everything I told her, she she went and checked with her supervisor before she made an official uh, call on it. Y'all, this is wild. And we definitely now got all this work to do, y'all. This is Moses from Kansas City Accountability. I'll leave the link to the full video in the description. If you visit him, and I suggest that you do, let him know here's the deal sent you.
