Did Tennessee just make it harder for you to challenge unconstitutional laws? House Bill 1971 was recently passed and it basically means that you can't file a declaratory or an injunctive relief petition before the court to challenge what you believe to be an unconstitutional law. So, now with the passage of HB 1971, you have to wait until you're actually affected by the law before you can file a petition for it. I believe that law is unconstitutional and I fully expect it to be challenged on the appellate level at some point. You shouldn't have to wait until the wrong has been committed against you before you can seek judicial review.
