Anything other than keep your hands on top of your head. That's it. Put your hands on top of your head. Stop moving. Follow my instructions. I want you to get down on your left knee. Get down on your left knee. >> DO IT NOW OR YOU'RE GOING TO GET TASED. >> GET DOWN ON your left knee. >> So, maybe this guy's left knee is like my left knee. I had an old injury. I can't get on my left knee. They didn't really give him time to get on his left knee, though. They shot him twice. Two tasers. I don't know if you picked that up. Boom. Boom. And he dropped like a sack of potatoes. Let's see if it was justified or if we're just dealing with a bunch of bullies. >> I'm ready to go to location. >> We in the 2000 block of John Avenue facing northbound and the southbound lane. >> Okay, so what he's doing here, he's pulled this car over. He's waiting on backup to get there because he's treating this as a felony stop for some reason. I don't have the context on why he's treating it as a felony stop. What is a felony stop? A felony stop is when you pull somebody over for what is a serious offense or what you believe to be a serious offense. Probably a serious offense. It doesn't have to have actually occurred, but they have to have reasonable articulable suspicion of a serious felony. And they'll get multiple officers on the scene. They'll shout commands at you to hold your hands out the window. To unlock the door, open the door, drop your keys outside, get out, walk backwards to my voice. And this guy complies with all of those demands. He complies with everything. And then right at the last second, well, watch this. We'll see what they do. >> Sir, I know we can see you. >> Hands up. >> Driver, with your left hand, reach down and open the door. Do it now. With your left hand, grab the door handle and open the door. DO IT NOW. Unlock it. >> Your side has been updated. >> Slowly step out of the vehicle and face away from us. Face away. >> Most of you, put yourself in this guy's position. You've never been pulled over like this. Nobody's ever shouted commands at you to face away from them and back up to their voice. So, it is a little confusing if you've never been through something like that. I know what a felony stop is. I would know what they're about to do and what they're looking for. This citizen is oblivious. He has no idea what's going on and you can tell he's confused. He's not aggressive. He's not resisting. He doesn't appear to be a danger to these officers. Let's see if they handle it correctly. Spoiler alert, I don't think they're going to. >> JUST LISTEN TO HIS INSTRUCTIONS. >> Move slowly backwards down to my voice. You got the fan? Start moving. Slow down. Keep moving forward. >> Stop moving. Hold up. Let me take over for a second. Keep looking forward. Don't do anything other than keep your hands on top of your head. That's it. Put your hands on top of your head. Stop moving. Now that's when somebody should approach him, hands on top of his head. You approach him, you put the first cuff on the right hand, you bring it down, you bring the other arm down, you you handcuff him behind his back. You don't really have to walk him through getting prone on the ground at this point. He's not a threat to you. They just don't handle this right. Let's watch what they do to him. Follow our instructions. I want you to get down on your left knee. Get down on your left knee. DO IT NOW OR YOU'RE GOING TO GET TASED. GET DOWN ON YOUR LEFT KNEE. Do it now or you're going to get tased and I think what, 3 seconds? And boom, boom, they both tased him. Was that right? I mean, [music] I'm in below, tell me what you think. If you're a police officer and you think it was justified because he wasn't following commands, he was confused. He was saying, "Can I get an explanation?" Use your words. Your words can go a long way to de-escalating an incident like this without a use of force report, as we should not be doing in this case. Let's watch another view of this. Let me get it from a body cam of another officer and I want you to see the behind the scenes of what the officers are saying. >> Sir. >> Do it now. With your left hand, grab the door handle, open the door. Do it now. >> It's locked. It's locked. >> Unlock it. >> I don't see anybody else in the >> Keep your hands up. >> The girl said, "I don't see anybody else in the car." That's cuz there's nobody else in the car. You got to use common sense in this job. The context clues here show me this guy's not a threat. He's clearly confused. I may not have to pull the trigger on my stun gun, on my taser, if I just explain to him why I'm doing what I'm doing, and then walk him through it. >> Police, step out of the vehicle and face away from us. Face away. Keep your hands up. Face away from us right now. All right, put your hands up. You got to release your fingers. >> Go over there with Brown, go less lethal. >> All right, face away from us right now. >> Now, I want you to keep in mind she said, "I'm going to go over here with Brown and go less lethal." All of these guys have their firearms out pointed at this guy. One little itchy move, one wrong move that this guy doesn't follow their instructions exactly, he could get seriously injured or killed because they've got their 9 mm pointed at him. And then one of them, or two of them at least, go less lethal when he gets back up to you, which means they put their firearm up and they go to the taser if they need it. Do you think they need it? Watch this and tell me. >> Stop moving. Hold up. Let me take over for a second. Keep looking forward. Don't do anything other than keep your hands on top of your head. That's it. >> Do you hear that? Don't do anything else except for keep your hands on top of your head. That's it. That should have been the last command that they gave him. Walk up to him, put him in handcuffs. He's clearly acceding to all of your commands. He's walked backwards. He He walked forward for a couple of steps cuz he was confused, but he turned around quickly when they said, "Turn face away from me. Face away from me." Cuz God forbid you walk up to me facing me. I mean, I get it. I understand in felony situations where people could be armed with firearms why you would want them to be faced away from you for obvious reasons. You need to be flexible. If the guy do exactly what you say, but he largely complies, which is what we have here. One of these guys has cuffs ready, but two of them are just kind of itching to pull that taser trigger. What do you think? >> I want you to get down on your left knee. >> Can I get an >> Get down on your left knee. >> Could I please get an explanation? >> DO IT NOW OR YOU'RE GOING TO GET TASED. GET DOWN on your LEFT KNEE. >> NO! >> GET THE HELL >> GET THE HELL >> DON'T MOVE OR YOU'RE GOING TO GET TASED AGAIN. >> I'M GOING to die here all right. I'm going to die. >> Keep watching the vehicle 19. >> Yep. >> Help me. >> Hold on. I'm just going to double double cuff him. >> I I just hate watching somebody in the fetal position moaning and crying because they've been wrongfully tased. There's no reason for this. I'm sorry. I don't think you can give me a justification that I'm going to agree with. This was an excessive use of force. That's my opinion. I am curious, so be sure to comment below. Tell me your thoughts. Tell me what police department you work for if you think this was justified. Let's watch the aftermath of one of these taser events. Let's skip forward to where they're getting him up and you can see all the wires and all the tangled mess and they're yanking these probes out of this poor man. Let's watch that part. >> I just wanted to have two. >> So, am I under arrest? >> At this point, you are not free to leave. You can talk with my partner more about that in a second. >> Oh my god, did you hear that? So, am I under arrest? Well, at this point you're not free to leave. It sure the crap feels like you're under arrest. Can they really justify a lawful detention that was this excessive without probable cause for an arrest? That's a good question and it's a good question for the civil rights lawyer cuz I really think that this guy needs to talk to one of those. >> So, what are you what are you charging with? >> That's what you were charged with. Resisting? That's the only thing I can really >> Did you hear that? So, what are you like charging him with? And he's like, "I don't know, you know, resisting? Maybe I've got resisting." Are you kidding me right now? You just tased the crap out of this guy, put him on a felony stop, and you don't have a primary charge? Like, resisting is a secondary charge. He didn't resist a stop. He didn't resist a search. He didn't resist you lighting him up with the taser lightning. If you make a mistake and you don't have anything to charge him with, say, "Man, I'm really sorry. We really thought we had something different here, but we're going to let you go on home and tend to your wounds." That's my thought on this one.
