YOU'RE BETTER STOP! YOU'RE BETTER STOP! ON THE GROUND! ON THE GROUND! >> [ __ ] I'M SORRY. >> TASER, TASER, TASER, one down. On your stomach! ON YOUR [ __ ] STOMACH NOW! ON YOUR STOMACH NOW! On your [ __ ] stomach! >> Here we have a cop identifying himself on camera. This is exactly who he is. Anybody that would just use the F word like that and tase somebody that's already on the ground basically begging for forgiveness for what he just did, you don't need to tase him. Maybe the first tase was legitimate. I'm going to give him that. He was running and even though he did stop, that doesn't mean he can't start running [music] again. So, the cop probably had the right to go ahead and tase him and get him to the ground. But once he's to the ground, especially when he says, "Man, I'm sorry. I'm sorry. I'm done. I'm done." And this cop tases him again. Let's see how we got here. We're dealing with suspects from an unattended traffic stop that was basically a theft. They call it a robbery. I think it was a a petty [music] theft, but it turned into a felony real quick. Let's watch this video. >> SHUT IT OFF! SHUT THE THING OFF OR DIE! >> WHOA! SHUT THE effing thing off or die! If I heard that, I mean, the windows are rolled up, he probably didn't hear him say it. I would have shut it off. This is an itchy cop right here, a nervous, jumpy, filthy-mouthed, potty-mouthed police officer. I would be really afraid that he would have shot me. I've seen people shot for less than this. >> SHUT IT OFF! >> DB8? >> OKAY, WE HAD THE VEHICLE boxed in and it drove up on the grass, took off on a highway at speed and stopped off to kiosk as cruising. >> So, you heard that. He backed up on the grass, took off at a high rate of speed, and struck Officer Kiyos's cruiser. He did, he clipped the cruiser on his way out. We're going to watch the dash cam of Officer Kiyos next. [music] So, we're looking at Officer Kiyos's dash cam as he pulls up. I wish he would have stayed right there, we would have got a better view of it, but he pulls beyond the car, and we don't get to see the car back up, but I'm talking over the video right now as it's playing. It looks like he hit that truck, too. I didn't see that before. He definite definitely clipped the police car. >> 10-18 Okay, we have a vehicle locked in that pulled up on the grass, took off at a high rate of speed, and struck Officer Kiyos's cruiser. I'm going to need 10-41. I 10-20 already. >> Crash, crash, crash on the on-ramp. Bail, bail. >> And we're going to switch to a different view now. He said crash, crash, crash on the on-ramp. What that means is the car crashed. Bail, bail means the people in the car are now running, or at least one of them is. Passenger stayed in the car, the driver bailed out and started [music] to run. And I know this is hard to teach, this is probably too critical of police officers, cuz I've been there and I've done this. The adrenaline gets going, you don't really think about your language. If you're a cusser anyway, you're going to really cuss when you're on adrenaline. And they just do. I think police officers need to try their best not to do that. Now, it's easy for me to say in the comfort of my office in front of this camera, miles away from something like this, but it's just my opinion. Now, this is Officer Kiyos's body cam, which we're going to get a better view of the foot chase. >> high rate of speed, and struck Officer Kiyos's cruiser. It's my alleyway, 10-18. I'm going to need 10-41. I 10-20 already. >> Crash, crash, crash on the on-ramp. Fail, fail. YOU BETTER STOP! YOU BETTER STOP! ON THE GROUND! ON THE GROUND! >> OH [ __ ] I'M SORRY. >> TASER, TASER, TASER. One down. ON YOUR STOMACH! ON YOUR STOMACH NOW! On your STOMACH NOW! On your stomach! What the [ __ ] did I tell you? Let's back up and watch that again. I'm going to have you watch it again. You hear two pals, pow pow, on the taser. So, he shoots two loads at him. The first one hit. I don't know why I maybe he just instinctively fired the second charge, cuz you can fire two charges. If one of them misses, the other one's not likely to, especially if you're this close. Both of them hit. He got his man. Once he's down, he's down. And I just think it's abusive to tase him again. What do you think? Let's watch it again. On your GET STOMACH NOW! ON YOUR GET STOMACH NOW! On your Get stomach! tell you? Put your hands behind your back now! >> I'm sorry. I'm sorry. >> John, you still got one in the car. I got this guy taken care of. >> Officer, I'm sorry. I didn't know it was Sorry. >> You're getting a ride. YOU'RE GETTING ANOTHER RIDE. You're getting another Taser, put your hands behind your back. >> You're going to get another ride on that lightning. Did he deserve another ride? Did he deserve the second ride that he got? Not to mention the third. Let's really just be honest. I don't think he deserved any of that. This guy's begging for forgiveness. I get when you're in a situation like that, you do have a burst of adrenaline, but it doesn't explain this, in my opinion. What do you think? What's your opinion? >> I'm sorry, sir. You know what happened. >> Put your All right, you're didn't know that. There he goes again. POINT GET IN HERE. FIRE NOW. >> I know. I didn't mean to do that to you. >> Then stop complying ass. >> It's behind my back. >> Shut up. >> Sorry. >> Really? >> Sorry. >> Seriously, start complying ass. Shut the F up. Man, I just I think Well, you already know what I think. >> Sorry. I'll get over it. I know I'm sorry. >> You can stop talking. I just feel sorry for this guy. I've arrested people that I felt sorry for and I really do believe if they had it to do over again, they wouldn't have made the mistake that they made. Treat this guy with just a little bit of respect. That's all we're asking. And channels like mine, I get a bad rap from some cops who say that I'm critical of of all police. That's not true. I take up for the police when they deserve it. I shine a light on bully cops when they deserve it, too. I'm going to shine a light on both of it. If I've got a good cop being a good cop and treating people with respect, we're going to shine a light on that. And when I get bully cops that have potty mouths, I'm going to shine a light on that, too. What do you think? So, let me tell you who Officer Kiosque is and talk a little bit about what happened to him as a result of this. His full name is Nicholas David Kiosque and he got charged with assault as a result of this incident. This was abusive. The first taze was was fine, in my opinion. Second, third, and fourth tazes, he can't justify. That's assault and you're basically abusing somebody for punishment reasons. In March of 2025, a judge granted Kiosque a diversion. That means he wasn't convicted of any criminal offense. He was put [music] on probation. When they come to the court without a record, they have the right to do a judicial diversion or a pre-trial diversion and then get it off of their record. He's enjoying the diversion because he didn't have any record, so it's right that he wasn't convicted. I don't have any context on a civil lawsuit. I think he deserved to be sued. I think he loses qualified immunity in what we just saw. What do you think? Comment below. Should more have happened? So, I always like to look at the comment section of the video, which the video that we got came from CT Insider. Go give them a like and a subscribe, and give them the the credit that they're due. Most of the comments here think that this was a fair use of force. In fact, a couple of them say, "Cop risked his life to end a criminal who had no care if he killed the people trying to get away. He already rammed a police vehicle. There was sufficient time for him to comply, but you can see he's looking into any opportunity to not listen and escape still." Prosecutor spending more time than this doing work on cases with actual criminals. Another comment said, "So, a state's attorney has referred this for criminal charges. Ridiculous. If they just shot him, they would be saying, 'Why didn't you use a taser?' I'm supportive of the first use of the taser. I don't think that was improper. What was improper was punishing him for not moving quick enough when you had him on the ground. It's painful, folks. It can cause cardiac arrest. It really can. Cops can't go from zero to a hundred, prosecute somebody on the street for pissing them off. I'm usually really shocked at my police actions, but this was warranted by what I saw on the video. The guy's lucky he didn't die due to police officer restraint of pulling the trigger while the car was driving away." That's what I was just saying. This officer did use some restraint, but he was this close to pulling his trigger, >> [music] >> I promise you. Comment below and tell me what you think. They were right to tase him the first time and put him in the custody. They they just didn't have the right to punish him after that. That's my opinion. What is yours?
