What if he tells you you're under arrest but then later lets you go because he's wrong? Well, that's a good question and I'm not going to say that that never happens. But here's what probably happened. If he puts handcuffs on you, that doesn't mean that you're being arrested. It feels like you're being arrested, but it doesn't necessarily mean that he's putting you under arrest. What he's doing is he's detaining you while he investigates further. So, I'm not going to say it'll never happen, but it's not normal for that to happen.
