So, I did a video recently on quotas. So, Tony said, "Always be mindful at the beginning of the month we have procrastinators, and at the end of the month we have procrastinators." I don't think procrastination is the reason that there are more tickets at the end of the month. I think the reason there are more tickets at the end of the month is the hidden quotas that cops really have. I promise you these cops, they work in a system where they're graded by their achievements, and they're graded by atta boys and things of that nature. And so, their sergeants are looking, the lieutenants are looking, the captains are looking, and everybody that's a patrol officer is going to try to to outperform their buddies as far as arrests are concerned, tickets are concerned, productivity standards, and performance metrics. They're kind of like quotas.
