When I requested training records from the Neptune Beach Police Department, unfortunately, the state issues 2 hours credit to an officer does a 2-hour course even if it took the officer only 30 minutes. The problem is this would not be deemed legitimate and credible in a court of law. >> Hey, Mr. Jack Detective Robert Force from the Sheriff's Office. How are you? Someone got a package in the mail. Uh it has a lawsuit in it. Information that had your name on it. >> I don't know why this all matters. You're not going to knock at my door under the authority of the Sheriff's Department asking me questions about looking at public records that you could look up. >> I'm asking if you if you mailed something. >> I emailed it to one person. Now, what he or she did with it, I don't know. >> Do you remember who you emailed it to? >> to tell you who I emailed it to cuz it doesn't matter. >> Well, I I would like to know. >> I know you would. >> [music] [music] >> What's good, YouTube? It's BB react back again with another video and another reaction. And in today's video, it's from the Neptune Beach Police Department over there in Florida where you had this guy that was speaking at this meeting regarding about some corruption going on with this police department. And then for some reason, after he spoke about what was going on, a few days later, you had these sheriff officers pop up at his house and started asking him a whole bunch of questions. And it just goes to show that man, whenever you try to speak up or try to let it be known that there's some corruption going on at some of these police departments, for some reason, you having these random detectives pull up to your house and start asking you questions. And it just goes to show what their true intentions are. I'mma watch it give my reaction. Let me know what y'all think about in the comment section. Let's get it to the video. >> Mr. Sminky. Good evening, Madam Mayor and Council. My name is Jack Sminky in Florida. Closing the envelopes is a copy of a complaint I'm filing with you alleging the Chief of Police is incompetent. After being surprised by what Commander Stuckey had to say last council meeting regarding training, like completing 36 hours of training in 4 to 6 hours, I want to let you know that Commander Stuckey was not being untruthful to council. When I requested training records from the Neptune Beach Police Department, the records would lead anyone to believe that 2 hours of training equal 2 hours. Unfortunately, the state issues 2 hours credit to an officer who does two a 2-hour course, even if it took the officer only 30 minutes. Hence, as Commander Stuckey Stukey points points out, it is in fact possible to do 36 hours of training in in 4 to 6 hours. The problem is this would not be deemed legitimate and credible in a court of law. I am also trying to figure out what the definition of training is in the city of Neptune Beach. The reason why the Neptune Beach Police Department seems unable to provide curriculum, syllabus, or other documentation is either because they are not required to have it, or if they are required to have it, they don't have it. The training in this state, as mandated by the Criminal Justice Standards and Training Commission, appears to be of poor quality with extremely low standards. Basically, this puts the onus on the respective police department itself to provide its members with quality in-service training. The Neptune Police Department, in my opinion, fails at this task. I still believe Commander Stuckey to have engaged with Chief Kay to cover up an internal affairs investigation. The eight FOIA requests that were in Chief Kay's envelope at December's monthly meeting never got to the person who handles FOIA requests, even though I'm 100% positive they were in Chief Keys envelope. This delayed my FOIA request. I resubmitted the FOIA request and I'm sure I will eventually get to inspect documents I am seeking. I will then be able to tell exactly what Commander Stucki did or didn't do regarding the internal affairs investigation in question. Commander Stucki's explanation of the delay regarding internal affairs investigation IR 24 01 uh makes better sense now that former command here Commander Snyder's lawsuit has surfaced. I'm surprised that nobody had a spare key to Commander Snyder's office nor did it strike Commander Stucki or the chief to have a locksmith simply open the door. Uh it appears that Commander Snyder was away for kind of a a long period of time. Um I requested the and received the body worn cameras footage of a prostitution arrest of Shulin Zhang from May of 2025. Uh I saw that nine police officers there uh to make an arrest of one person. >> The fact that they need nine police officers for that is just crazy. This goes to show what's really going on. >> I find it amazing that Chief Key doesn't know prostitution is going on in this town right under his nose. The Neptune Beach Police Department um called in JSO when a couple and their dog was was found dead at 300 block of North Street. Uh Neptune the Neptune Beach Police Department got former Chief Sembach from JSO as well as Commander Snyder and Commander Stucki. JSO JSO also trains a lot of Neptune Beach police officers. The city of Neptune Beach needs JSO so much, I don't understand why the city of Neptune Beach doesn't just contract with JSO to do its policing for a lot less money. Who has more resources and expertise, JSO or the Neptune Beach Police Department? Thank you. >> Thank you, Mr. Thank you. >> Hello. >> Are you Jack? >> I am Jack. How are you? >> Hey, my name's uh Sector Robert Forrester with the Sheriff's Office. How are you? >> Okay, how are you, Sam? >> Hey, Sam. How are you? >> Um what can I do for you? >> So, we got assigned a case for follow-up. Um someone got a package in the mail. Uh it has a lawsuit in it and then it has on the back it says from it was something like a login information that has your name on it. Um do you remember have you ever mailed anything like that? >> Nope. >> Okay. Um are you familiar Can you tell me what that is? >> Sure. Yeah, I've been on it for years. So, the website PACER is a federal website where you can look up federal lawsuits. >> Okay. >> Um I'm a retired police officer from Pennsylvania. >> Nice. >> Uh I am a retired private investigator from the state of Pennsylvania. So, I've been on PACER for 20 some years. >> Okay. >> Well, put it to you this way. Not wanted that much recently, but occasionally I use it. >> Okay. >> In fact, I've got a um I've got an invoice sitting in my mail right now. >> Okay. >> Which cuz they PACER sends you a bill like every 3 months. >> Do they charge Is it like a subscription or do they charge you like each >> Here's the deal. You register. >> Okay. >> Yeah, you register. Um let's see. How did this go? I registered a very long time ago. You register, so you got to tell me who you are what to deal with. Um it's open to the public. And if you do a couple searches like let's say they give you the results and nine sheets of paper come out of it. Okay? They're not going to send you a bill. There was like a certain threshold. >> Okay. >> Okay? Um if you let's just say over a 3-month period um doing a lot of searches, whether I'm searching myself, I'm searching for somebody's background, so it could be anything. And you go through a a over a cer- certain threshold, yeah, they send you a bill. Okay? In that 3-month period. So, put it to you this way. There's times uh I don't get a bill for years. And then there's times I do more searches and I do get a bill. And then it's the bill's paid with a credit card that's on there. >> Is it expensive? >> No, it's like 15 cents a page. >> That's That's not bad. >> No, yeah. Yeah, they don't charge you a monthly fee or anything like that. >> Okay. Um do you know when the last time you used it or logged in? >> Well, you know, it's funny. My wife and I actually uses it. >> Um >> But but listen. Uh I don't know why this all matters because I'm registered and hooked up to it. I have been for 20 years. Uh any records on Pace are public records. So like you're not going to come to my door under the authority of the Sheriff's Department asking me questions about looking at public records that you could look up. >> I'm asking if you if you mailed something. I know I I already told you. >> No. >> Right. So I that I leads me to my next question is when you logged in because they had your information on there. And so that's why I was going to ask if you logged in recently. If not, has someone else accessed your account? >> Mhm. Oh, well that's possible. Yeah. >> Okay. >> All right. So so if you're asking me if I pulled up the lawsuit with Chief Keefe in Neptune Beach, my answer is yes. >> Okay. >> I did because I'm involved with litigation with Neptune Beach. Hence, it's relevant. Okay? >> Okay. Now if you're asking me if I mailed it to somebody I actually emailed it to to one person. And what he or she did with it, I don't know. >> Do you remember who you emailed it to? >> going to tell you who I emailed it to because it doesn't matter. I I >> Well, I I would like to know. In other words, I would like to know so I could go to their house and harass them too. Well, I I would like to know. >> I know you would. But I don't think I have to tell you. >> Okay. Okay. Do you remember when you sent that email? All right. Uh the lawsuit that you were talking about, are you involved in it? >> Yes, absolutely I'm involved in it. I view this as a little bit of a first amendment issue that you're questioning me about stuff I have a first amendment right to. Okay? You know, I sue law enforcement agencies over constitutional violations. So, I you know, you're on body cam, so that's great. >> Yes, sir. >> Proceed because at the end of it, I'm going to ask you your information. >> I I can give you one of my cards right now. I don't have anything to hide. >> Okay. >> I'm coming to get >> You're coming to get information under the authority of the sheriff's department for what information? Because I search public records. Be careful what you say, you're on body cam. I'm a police expert. Okay. You understand? >> Okay. Is there anything about uh the package that I previously brought? >> [screaming] >> No, I have a right I have a constitutional right to use the U.S. mail. Okay? Correct? I can send a letter to anybody I want to send a letter to. I think you need to stop here before you get sued, and I think you need to have share your sheriff call me. >> Okay. What's a good What's a good phone number? >> Save that body camera footage because I think you guys are in hot water. >> Okay. >> Okay? You can't. You can get the hell off my property because I think your stop is unlawful and unconstitutional. >> Have a good day, sir. >> You will be hearing from me. >> And this is another example of the type of intimidation that these officers be using against people that like to speak up. Because from the beginning, when he mentioned about how this officer completed this course in 30 minutes when it was supposed to take him 2 hours, this happens a lot often than people realize. >> need anyone to believe that 2 hours of training equal 2 hours. Unfortunately, the state issues 2 hours credit to an officer who does two a 2-hour course, even if it took the officer only 30 minutes. >> And that's why some of these officers be clueless whenever they're out on the field. And how do you know that a police department is corrupt? When they be holding back them FOIA requests. >> person who handles FOIA requests. This delayed my FOIA request. I resubmitted the FOIA request and I'm sure I will eventually get to inspect documents I am seeking. I will then be able to tell exactly what Commander Stuckey did or didn't do regarding internal affairs investigation in question. Prostitution arrest of Shulin Zhang from May of 2025. Uh I saw about nine police officers there uh to make an arrest of one person. >> But yet it took nine officers to arrest that one person. Yeah, okay. And these officers really do make it pretty obvious whenever they're trying to intimidate you. >> You too. My next question is when you logged in because they had your information on there? Do you remember who you emailed it to? >> going to tell you who I emailed it to cuz it doesn't matter. I I >> Well, I I would like to know. >> I know you would. >> Yeah, he would like to know so he could go to their house and harass them too and try to intimidate them also. But that's my take on it though. Let me know what y'all think about it comment section. How do you feel about this guy for exposing the Neptune Beach Police Department? You have this guy going to this meeting explaining everything that has been going on from the FOIA request to them delaying some of them from the officer doing a 2-hour course to make it only 30 minutes. And for some reason just in a few days you have an East Detective pull up to his house and start asking him a whole bunch of questions. And it's just pretty obvious that they're just trying to intimidate him. And then also you having them even ask him, "Well, who else did you email it to? Well, can you tell us their name too?" It's pretty obvious that these officers are really just going by everybody's houses that trying to expose that police department and try to intimidate people to get them to remain quiet. This is the type of tactic that they they've been using for so many years. And sometimes people do get scared and don't say anything, but you do have those few that don't be quiet at all and they keep on pushing. And it just makes me further believe that this police department really is corrupt. That's my take on it though. Let me know what y'all think about it comment section. Make sure like, subscribe, and y'all have a wonderful day. >> [music] >> Mhm.
