All right, everyone. My name's Frank Slope. I'm a 24-year veteran of the Sheriff's Office out here in Arizona. Today, we're going to be doing some body cam breakdown of sovereign citizen videos. While we're doing that breakdown, we play a little game here called body cam bingo. Now, we're going to be looking at five, kind of six, sovereign citizen videos. So, normally, we have a little free square in the middle. We took that one away because we have whole five whole videos to look at. We're going to see how many of these squares we can get. So, we're looking at uh mentions traveling or that they're not driving or some sort of thing in there. Um has some crazy stack of papers cuz sovereign citizens love papers. Um they record with their phone. They mention some sort of crazy irrelevant law that means nothing to anyone. Um name and badge number, obviously, that's a that's a big one, so we put that one in the middle. Um that they say that they're not for hire or that they're in commerce or something crazy like that while they're like driving a Prius. Um they demand some sort of monetary compensation for the contact with law enforcement. Um they mention lawyer or that they're going to take someone to court or that they're going to sue someone. And then, of course, they love asking for supervisors. So, those are our squares. So, we've got six squares. We're going to see how we do during this body cam breakdown. A Brevard County deputy on a motorcycle was trying to do a traffic stop for an expired tag. >> with phone. Boom, got it. Top corner. Turns on the mic as the driver sets up his own recording. I'm not ex-driver. Hey, not driving. I'll take that one. Hey, he's not driving. He's driving? No, I'm not driving. Okay, well, I am conducting a lawful stop. You are required to present me your identification. >> If this guy was truly traveling, he would just be walking down the road. His boots are made for walking. So, when they say they have a right to travel, they absolutely do. You can walk down the road on your two feet and absolutely long as you're crossing all the streets, you know, in a crosswalk and everything's legal, you can travel as far as you want, wherever you want to go, and no one can stop you. Absolutely correct. But once you get in a car, the rules change. >> So, I'll take whatever identification you have. >> Okay. I I don't carry identification unless someone's going to pay me for my name. My name is right There we go. Demands payment. He's got to got to have some sort of compensation for his time. Crazy guy. >> Okay. Uh I'm just recording this for the record. I'm not driving or operating a vehicle for hire. Nope, there it is. Not for hire. And my name is right here. Yeah, that's what he says. Of course he's not for hire cuz he's not driving. So, I can't show you my driver's license. You can't arrest me. So, my conditional acceptance for my name to you is you give me $500 for my So, a lot of people complain about stop and ID. Um that's not what this is. This guy committed a traffic violation as he's driving on the road and was stopped by a a motor deputy in Brevard County for an observed violation of Florida traffic law. That's not stop and ID. He has been seized per the Fourth Amendment and during this seizure and this investigation that's happening, he has to provide evidence of his identity. That's just the way the law works. I don't know I don't know what country that that doesn't work, but if he doesn't want to obey that law, maybe he should move there. >> Check the 13 out with a 94, please. Sir, you will be arrested if you do not present some type of identification. Really? Excuse me? I said, "Really?" Yes, sir, really. Why do I need to provide identification? You are operating a road a vehicle on the roadways in the state of Florida. Sir, with all due respect, you're behind the driver's in the driver's seat, behind the steering wheel. I'm not driving and this isn't the driver's seat. Now, if you want to try and prove in court that There it is. Mansions Court. We're getting close. Sir, I've been behind you since you're on Babcock, okay? You've been in that seat the entire time. So I love that this guy is like, "Oh, I got to record on my phone. I you I'm my phone is still recording." When the entire reason that we're watching this is because every deputy that shows up has a body cam. The stopping officer's got a body worn camera. The next guy that shows up, the guy that shows up to sit on the tow, whoever it is, everyone's got body cam. Like videoing on your phone is pretty much irrelevant these days. It just it's like we all even I wear a body camera now. It's just it's the way of the world. So people that are there sticking their phone in your face just dumb. And if you want my name it's $500 cash. Okay, go ahead and step out of the vehicle for me. I can step out of the vehicle >> You can step out of the vehicle for me. >> out of the vehicle for $500. >> out of the vehicle. Roll over on your stomach. >> When his body cam pans down, you see those big old motor boots. I'll tell you right now, you don't want someone with motor boots walking up to your window. You're getting a ticket. I work with a bunch of guys that wear motor boots and they write a lot of tickets. So I knew where this was heading. Okay, sir, this time you are being placed under arrest. You will be registered as a John Doe until you are properly identified. But I already said I'm not driving or operating. >> Okay, well yes sir, you are. Turns out the man's name is Ronald Russell Farnham and we didn't pay $500 for that information. But Farnham's passenger, who turns out to be his girlfriend, looks mortified after all of this. Do you have a valid man you have a valid driver's license? May I see it, please? Sir, I'm operating on the honor system. And you're not honoring Now, you're in dishonor, and I will prove on the record in court that my name is my property. I've registered it with the county recorder more than 2 years ago. So, I hope you're still recording cuz I have my case number, my filing number, and my >> Echo 13 And I have my case number over here, please. >> And I was not pulling over. I'm coming here to the printer because they have a printer order for me I'm picking up, so I did not pull over. All right. Well, I tried to get you Slow down, man. I can't. You don't have to overhaul your whole life in 2026. Start with simple swaps, like upgrading the snacks in your pantry to ones with real ingredients, like Masa. It's the easiest way to eat clean without feeling like you're on a diet. Masa's chips contain just three ingredients: organic nixtamalized corn, sea salt, 100% grass-fed beef tallow. That's it. No seed oils, no mystery chemicals, just real food. And these chips don't only avoid all the bad stuff, but they taste incredible, too. Masa is nothing like regular chips. With Masa, you'll feel satisfied and energetic with no crash or bloat afterwards. Personally, my favorite flavor is these habanero. They're the best nacho chip you'll ever taste. You ready to give Masa a try? Go to masachips.com/frank. Use code Frank for 25% off your first order. Or simply click the link in the description, or you can also scan the QR code to claim this delicious offer. If you don't feel like ordering online, Masa is now available nationwide at your local Sprouts supermarket. So, stop by and pick up a couple bags before they're all gone. Rotate your sign. Let me see these up. Wait, wait, wait. You're hurting me. Roll to your side. Yeah, I know, but these I hope you are. All right. My phone is still recording. Yes, sir. Come this way. Come this way. But I want that Come this way. Okay. Well, here. I already conditionally accepted all of his offers for my schedule and using the Anything on your person before you get in back in my car? This will be his right here. All right. Anything on your person? I'll answer any questions for $100 a question. Anything on your person before I put you back in my car? >> question for $100. I already searched you before. I You don't have the right You can search me for $500 cash. I'm conditionally accepting all of your offers for my fee schedule. There's no charge for And you can search Yeah, there is. I I'm in honor. Okay. Are you a trained on this at the Fraternal Order of Police? >> Our suspect here is mentioning the Fraternal Order of Police. And he's you know, he's saying stuff that like you were trained by or per the Fraternal Order of Police. So, we abbreviate it as FOP. So, the FOP is simply they're they're an organization of law enforcement. In some states they act like a labor union, in other states they like for here in Arizona, which is a right-to-work state, they still act as our union. They provide legal representation, guidance for your you know, your career. There's all sorts of benefits to being a member of the FOP. But they're not giving sovereign citizen training or whatever this guy thinks that they do. That's not what the FOP does. But the FOP does help law enforcement all the way across country and they're a great organization. I'm an expert on honor and I'm in honor. My name is my property. Anything on your person that I can take? You cannot You can search me for $500. I didn't need your name because I'm going to charge you. This is the best way I did not give you permission to search me without payment. You're violating my rights and my ability to conduct commerce. You're violating You're in dishonor now. Stop resisting. >> resisting. I'm not resisting if I'm conditionally accepting all of my I'm going to write you a fee schedule. You know I'm telling the truth. You're going in the car. I'll get in the car for $500. Get in the car. Get in the car. I already conditionally accepted your offer for money. Get in the car. Get in the car. >> You're assaulting and battering me and you're violating my rights. I conditionally accepted your offer for my fee schedule. No, dude, you can't put me in jail. You can't do this. You guys are going to get in trouble. Now I want you to get this. Farnam was released on bail, ironically, $500 worth, but he failed to show back up to court on charges of driving with an expired registration and resisting without violence. So, a warrant was issued for his arrest and his bond was up to $10,000. A public defender represented Farnam in court, but Farnam, who sometimes calls himself Renonimus, filed some motions of his own, like this order to cease and desist. He wrote, "Renonimus is sole possessing flesh and blood and not a sovereign citizen, as that term is an oxymoron invented by the Fraternal Order of Police to confuse people during the operation of the police's perfected racket." And when the state sent Farnam a notice to appear for docket sounding, he apparently sent it back with rejected written across it. Well, after more court shenanigans, a competency hearing was ordered for Farnam and a mental health expert wrote up a report that said Farnam would need mental health treatment before he would be competent to go to trial. And I want to talk about the competency report because there was interesting testimony from a Dr. Jeffrey Williamson and it says, quote, "In his testimony, Dr. Williamson acknowledges the difficulty in distinguishing between a sovereign citizen who is merely choosing not to participate and who is misusing language in a bizarre manner for the purposes of delay and subversion of the process and an individual who as a result of mental illness is behaving inappropriately and unable to cooperate with counsel or take part in the proceedings. Notwithstanding that difficulty, Dr. Williamson testified that in his opinion, the defendant suffers from a delusional disorder. >> We didn't get a bingo on that one, but man, we circled a lot of boxes. Uh we're going to see this next video? Who knows? We're going to see what happens. Moving on, another simple traffic stop that led to much more serious charges this time in Palm Beach Gardens, Florida. It is May of 2023 and a police sergeant on routine patrol spots a car with a New York license plate. And when dispatch runs it, it comes back as being unregistered and not having insurance. Hey buddy. Can you roll your window down for me? I can't hear you. You need to roll your window down for me. Just a little bit more for me, please. I do traffic stops for a living. I hate when people won't roll their window down. It just makes everything more difficult for absolutely no reason. It's just It's the perfect exemplar that you're a terrible human. Go ahead and give me another unit. Okay. May I see your driver's license, please, registration and proof of insurance? The reason I'm stopping you, sir, is your tags are suspended for no no insurance. I'm sorry? Sir. Okay, we're not going to play that game today, okay? After he asked for the officer's name and badge number, the driver, who now Boom! Name and badge number, we got a bingo. yellow constitutional rights card against the window saying he won't be answering any questions. Show me proof of insurance and we're done. It's a very simple process. Driver's Driver's license turn. Driver's refusing to cooperate. He is not giving me any information, sir. We'll get another bingo in a different direction. I love it. I don't need that, sir. No, I don't. Sovereign citizen. I need a unit. Refusing to ID. 10-14. I guarantee that when this officer that made this traffic stop kicks out on the radio, "Hey, I got a sovereign citizen here. He won't roll down his window." Every police officer within earshot of that radio is now headed to his location as quickly as they can possibly safely get there. Because they know what's going to happen. Windows are going to get broken. Someone's going to get handcuffed. Someone's going to jail. Car's going to get towed. Like all the fun stuff that we do, it's all going to happen on this stop. So, I guarantee backup's coming. I don't answer questions. 10-4. I copy sovereign citizen. I need additional units. Sir, I'm going to try this. Jay, are you James? Are you James? James? >> not answer questions. Sir, let me let me explain this to you. I really don't want to go down this road with having to take you out of the car for failure to identification. Sir, the window will come down. Okay? Don't be reaching for anything in the car. I'm not reaching for anything. Okay? I don't answer questions. Okay, well, you're going to have to give me your information, sir, by Florida law. Okay? And let me guess, you're traveling, right? You're not driving a vehicle? I don't answer questions. Okay. Well, I need your ID. Your tag is suspended. You have no insurance, and it says according to you according to the DMV, your your your driver's license is suspended. Okay? So, you really want to go to jail over something silly like this? When it could just be a ticket? >> You don't have to talk to the police. You absolutely don't. What you do have to do is provide the paperwork that's required by the law of your state. And if in here, again, Florida, great state, they require that you provide a license, registration, and current proof of insurance. That's what you have to provide. You don't have to say a single word to that officer. You can take your little stack of papers, give it to the officer, look straight ahead, you don't have to say a single word to him. But you got to provide what's required. Is that what you really want to do? All right, step out of the car. Nope. I'm sorry, I'm giving you a lawful reason to step out of the vehicle. >> Nope. Sir, if you don't step out of the vehicle, you're going to be escorted from the vehicle. You want to escort me? Okay. You're going to be escorted from the vehicle. I really don't want to do that, James. >> answering the question. I understand that. >> answering the question. Give me your insurance card and show me your insurance is valid. Yeah. Hey, Ben. Don't be reaching for anything in the car. No, get your hand out of that right now. Don't be reaching for anything in the car. But hey, stack of papers. Boom. That's That's a book of papers. Probably I'm going to call it a book, same as a stack. >> For a traffic stop, okay? Your license is showing suspended, your tag is suspended, and it says you have no insurance on file. Then show me that. That's impossible. >> Then show me that. I don't consent to a search. I It's not a consent thing, sir. Eventually, after more back and forth, the officer is able to come back with more information. I was able to find a driver's license for you. So now I know who you are, okay? So that's number one. Number two, you are driving with a suspended tag and a suspended reg and no insurance, which means your car will not be allowed to be driven. Okay? That's I know, I'm telling you what's happening. So, the question is, do you have somebody that can come and get you in the car that can come and get you cuz you're not going to be able to drive. I can't hear you. No, I got your driver's license, so I know who you are now. That's the easy part. The The hard part is if you just show me proof of insurance, you're on your way. Then it's nothing more than a clerical issue. You have. You you you committed a traffic infraction, sir. No, no, I'm telling you what the state Listen, you're in Florida. You committed a traffic infraction. Okay? So, I don't understand why you just won't give me proof of insurance and be on your way. You have. You have committed a traffic infraction. You're driving with suspended plates. It is a criminal offense to drive with no insurance in the state of Florida. It is a criminal offense. Are you driving the vehicle? Are you driving the vehicle? When was the last time you were arrested? Of course you don't. Okay. I really like the tactics here. Um they pinched this guy's car between a cruiser in the front and a cruiser in the back um just to make sure that, you know, he can't go anywhere if he decides to uh to drive away. So, good tactics by these guys. You notice that no one steps in front of the car. No one steps behind the car that they're they're keeping that area free just in case this guy tries to ram his way out that no officers get hurt. >> The officer gives him every opportunity to get out of this, but Latimore still refuses. Give me window punch. He's coming out. Okay, I'm going to break the window, sir. I really don't want to do that to you. The window's going to be broken. Okay? The window's going to be broken. Okay? I'm not vio- If you just show me proof of insurance, we would be all set, James. Why won't you do that? Sir, why won't you do that? So, for safety, the officers decide to break Latimore's passenger window instead of the driver side. It's unlocked. He's going in his bag. He's going in his bag. Get it. Get it. Get it. unlocked. And Latimore continues to yell that he doesn't consent to the arrest, but that's not exactly how this works, folks. On his way to the jail, though, Latimore keeps up the mantra. I don't consent to searches. I don't consent to searches. You were violating the constitutional rights. YOU'VE JUST VIOLATED MY CONS THE RIGHTS. YOU JUST violated my constitutional rights. So, in the end, Latimore was charged with resisting an officer, and once he got insurance and showed proof of it to the state a couple months later, the charge was dropped. >> All right. Next video's coming up. This is what we're looking like. So, we've got all but one circled. So, we're going for a cover all here. Um I mean, sovereign citizens are so predictable. I mean, it's almost not fair, but it's fun. All right. So, we want to start this off in Edgewater, Florida, where a motorcyclist with a ironic name was stopped July 30th of this year for running a stop sign. And as the officer gets out of his patrol car, you can hear Andre Narcisse, yes, like narcissist, blasting music. Oh, let me turn this off. It's on native, so I'm going to record all this. Okay. Yeah. >> I need your driver's license, registration, and proof of insurance. >> Why why need my driver's license? First of all, why are you pulling me over? Nope, I need your driver's license, your registration, and >> going to do this for insurance. I study law Okay. and I'm not a dummy and I know everybody down at that office. >> about 2 seconds to give me your information or you're going to go to jail. It's as simple as that. Oh, wait. Hold on. Hold on. I want you to repeat that. 2 seconds. I got 2 seconds or I'm going to go to jail? >> your driver's license, your registration, and your proof of insurance or you're going to go into handcuffs and you're going to go to jail. >> that's illegal? It is not. It actually is. It actually is. Can you call your supervisor? Call your supervisor down here. Nope. No, you will call your supervisor down here. Nope. I know my law. >> You don't want to give me your stuff? You cannot touch me. I show a lot of criminals on this channel and one kind of crime that's really important to cover is identity theft. What the ARE YOU DOING? WHAT ARE YOU DOING TO ME, BRO? WHAT THE I GOT NECK SURGERY. I DON'T CARE, DUDE. WHAT THE ARE YOU DOING? OH MY GOD, BRO. OH MY GOD. Call emergency and call your supervisor right now. You are 100% absolutely wrong for what you just did to me. I'm going to file a suit. I'm going to file suit. Call your supervisor. Call your supervisor. You just committed a crime, a felony. Okay. Unbelievable. You drew me. I've had neck surgery. Yep. Well, you shouldn't have been resisting me. >> I didn't resist you. I asked you why did you stop me? Wow, I'm going to sue Okay. Good luck. No, I will win. It's $100,000 for every violation. You are touching me without your supervisor present. Yeah, cuz I'm doing my job, buddy. No, it's not your job. You're actually violating my rights. And on top of that, I'm Native American. Okay. Yeah, you don't know you're you're not even allowed to touch me, bro. That's how the law works. You're a commercial entity. You're not even a freaking part of the my land, dude. You're You're a commercial entity. Okay. Narcisse was charged with resisting without violence. And here's the interesting part about it. The officer let him know on the ride to jail that if he just provided his license, the officer wouldn't have even given him a ticket. So, we're doing pretty good in body cam bingo. We almost have a cover all. So, mentions irrelevant law is the only box that we have left. Sovereign citizens love to mention laws that have nothing to do with the laws that they're breaking. Like, they'll be in Kansas and mention some random maritime law. You know, or they'll be you know, they'll mention some law from you know, 1742 that was made in England and brought over on some boat and they think it's part of the US Constitution. It's just They love it. They love mentioning stuff that that's totally irrelevant, and that's what I'm looking for. >> We don't know if Juan Rivera necessarily identifies as a sovereign citizen, but he's following pretty much the same playbook very closely. So, we thought we'd include him in this list nonetheless. A Volusia County deputy pulled him over on May 16th, 2024 for a broken taillight. Watch what happened. Hello, Sheriff's Office. Do you have your driver's license on you? I do. I PULLED I PULLED you over because your taillight's out. >> Traffic stop starts just for no functioning taillights. Hey, you know what? It's a great stop. In all probability, if this guy wasn't a jerk and just gave his driver's license, registration, current proof of insurance, said, "Hey, look, I'm having electrical problem with my truck. It's an older truck. I'm dealing with it." I almost guarantee this deputy would have been like, "Hey, get that fixed before you drive anywhere. Have a great night." Gave the guy a warning, cut him loose, away he went. Instead, this happens because he's just got to be a jerk. The one on your left. Your left taillight is completely out. All right, I need your driver's license and your registration. Because I'm asking you for it. This is a traffic stop. Yes. I'm not giving you a verbal warning. I'm telling you. All right, so this guy, [snorts] not wanting to identify, is not going to step out of the vehicle, I can tell you that right now. He's recording uh his telephone, his left one. And he's going to be recording. He's one of those. I'm Deputy Carroll with Volusia County Sheriff's Office. Can you put that down? Do you have your license, registration, and insurance for the vehicle? >> You got a supervisor? Do you have the >> license, registration, >> and then insurance for the vehicle. Okay, go ahead and I've had people ask for my supervisor, also. First of all, in at least my agency's policy, which I happen to love, we are under absolutely no requirement to get a supervisor there. You can ask for one, and that's great. You can also ask for a hamburger or a coconut smile, and you might not get any of those, including my supervisor. And trust me, you want to talk to me, you don't want to talk to my boss. Because if you stop him from doing whatever he's doing to come and talk to you on your traffic stop for some absolute BS tomfoolery, he's not going to be nice when he gets there. You want to deal with me, Pros. Are you the supervisor? >> to identify yourself on a legal traffic stop? He's asking for my ID. My supervisor is on his I want to talk to a supervisor and he's sending another officer. >> uncooperative. He's being No. I asked for a supervisor. >> You're refusing me a supervisor. Refusing to identify, refusing to get out of the vehicle. >> over a freaking taillight out. And you refused a supervisor, so now you send another one of your guys. Listen, [snorts] it's a legal traffic stop. And Rivera was insistent that a supervisor be called out to the scene, but when the sergeant got there, Rivera was skeptical. You want to speak to the supervisor? I'm the supervisor. So, do you have your driver's license and registration? The supervisor, what's your badge number? Can I help you? No, you don't. So, this guy is so gay ignorant that he wants a supervisor. A supervisor gets there, the shift sergeant, the the boss of everyone else sits there. The sergeant gets there, he's got his sergeant stripes on. The guy, this idiot suspect, doesn't even know what sergeant stripes are. So, when the sergeant's like, "Hey, I've got these stripes." He doesn't even know. That's how ignorant this guy is. He just He doesn't know anything. It's a It's a miracle he can tie his shoes by himself. How do I know you're a supervisor? The little stripes on there. Okay. Well, I'm the supervisor. I'm Sergeant Ledbetter with the Sheriff's Office. How can I help you? Okay. Do you have your driver's license and registration? Nope. Get out of the truck. Why? I'm verifying >> I don't care. You're the supervisor. I just wanted to Get out of the truck. Wait. Wait. No. Okay, I'll give you what Get out of the truck. I'll get out. Let me get out. Get out. I'm getting out. I'm getting out. Relax. Don't slam me. Nope. It's fine. It's fine. Bro, listen. You know what? Hey. Relax. Relax. This arm is broken. >> I don't care. Put your sister hands on me. >> wanted you to call your supervisor. No, you didn't. You want to play Tonight you're going to jail. No. Can I tell you what No, you can't. Is he going to let me Oh, watch. Watch. That arm. Watch that arm. That arm is broken. Okay. Hold on. Hold on. Hold on. Hold on. Can I Can you just tie me up front, please? Nope. This arm is broken. Oh. Quit resisting and you won't have a problem. >> I'm not resisting, boss. Look, can I just explain myself to you? Nope. Please. We need to talk here. There's rules on how this stuff works. He told me that the light was out. I did it. Yeah, they're not properly working. Sarge, I don't have nothing to Okay. What What What's the problem going on? I just I'm tired. I'm just trying to get home. Now you're going to go to jail, and then you can go home. Why? Please. Because this isn't a game. I'm not trying to pull a game. >> Okay, well congratulations. Now you've met the sergeant and you can go to jail. This guy is like, "Hey man, I'm tired and I'm just trying to go home." Yep, you know what would have made that easier? Giving your driver's license, registration, current proof of insurance, and not being a jerk. Because all of that has led you to not going home. And instead, now you get to go to jail. And that's exactly where he belongs. Rivera was booked on a charge of resisting without violence, but not long after, Volusia County Sheriff Mike Chitwood shared this body cam video on the department's social media in order to call out Rivera for claims he made after the arrest. Transparency, that's why we have these body cams. And in a sworn citizen complaint, Rivera accused the deputies of slamming him against his truck, slamming him into the ground, choking him. Yeah, I got to tell you, I don't really see any of that. If you want to malign my deputies, if you want to destroy their character, if you want to try to commit unrest in this community by absolutely lying, we're going to out you and we're going to arrest you. Less than 3 weeks after his first arrest, Rivera was arrested again, this time with a fresh haircut. >> I'm not running anywhere. Stop it. Stop it. I'm not I'm not running anywhere. What's going on? Warrant for your arrest for perjury. What perjury? What is that? It means making a false statement. Are you kidding? Take Please. Perjury for what? That's just what the warrant's for. You'll have to talk to the courts about that. Wow. I love all of this. So, back in the early 2000s, there was this outcry for body cameras to hold police accountable and to show police corruption and demonstrate police misconduct. So, everyone got body cameras because society required it. So, we did that. And now, what do you body cameras really show? They show how terrible people are to us, and they show and demonstrate and prove without a shadow of a doubt that misconduct doesn't occur. So, that when people make knowingly false claims like this guy, that he then he gets to be held accountable. And I love that the police county sheriff one called him out on social media cuz that needed to happen. And two, that they put out a warrant for his arrest for the perjury of filing a false police report saying that he was he was slammed against his car and that he was choked and all of these things that absolutely 100% didn't happen. And then, guess what? Back in jail. Exactly where this guy belongs. So, a true statement that I have recorded from his arrest >> I show you my my video, officer, please? You're going to want to talk to your lawyer about that, all right? Yep. I don't have a lawyer present here. Can I get some shoes? Yeah. Yeah, can you get some Can you see if you have some sandals in the What do I do from here? He has a $50,000 bond. Um >> 50,000? Yes, sir. He'll be up at the police county branch jail. All because the police don't want to get in trouble. Rivera's first arrest, misdemeanor charge. This one, a felony. Rivera ended up getting out on a $500 bond, not 50,000. Now, we head to a New Mexico public library where a sovereign citizen's refusing to wear a face mask. At the time, there was a mask mandate by the governor requiring everyone to wear a face covering in businesses. A Las Cruces crisis intervention coordinator arrives to escort the man out of the building. Hello. Hello. Hello, sir. How is everybody doing? I'm doing well. What's going on? I don't know. I I I was here. I was trying to conduct some business. So, I was trying to get some things printed up. And they ended up kicking me out of the uh computers that I had access to. Okay. And I just needed her to print out four pieces of paper. Okay. >> And she's trying to tell me that I I have to wear and demand me to wear a mask to do to use any facility or anything in here. You have to wear a mask. There's a governor's mandate, sir. Okay, but that's not law. Okay. And did you or did you not swear an oath to the Constitution or did you swear an oath to >> Can I ask you a question? During the time of COVID, I was incredibly fortunate to work for an amazing sheriff's office here in Arizona. Uh in the sheriff's office, in the jurisdiction that we were in, we did not enforce any sort of COVID mandate at all to anyone at all. So, I was never put in the position that this police officer was put in, and I'm incredibly grateful for that because I I don't know how I would have handled this. The suspect makes some absolutely great points um about personal freedoms, about um the criminal justice system. So, I'm glad I was never put in this position because you know, I I'm 50/50 agreeing with him and not. So, I'm right in the middle. So, we can cut through all of this. Is this really worth it to go through all of this for four pieces of paper when you can just put a face covering on? >> Isn't it crazy that I'm being discriminated against and you're asking me Sir, I'm the I'm the wrong person to argue because I've lost three family members to COVID. So, I'm not the right person to argue with. >> I'm sorry that that that that you Okay. that you lost family members. >> There's a There's a way to handle this. You can just wear a face covering or you can leave, sir, and go somewhere else that doesn't require you to wear it, but this is a city building. What What are your You don't have any stripes on your arm. No, I'm a police officer, sir. Okay, do you have a sergeant I can speak with? Sure. Let's go outside and you can speak to a sergeant. I'll call one for you cuz they don't want you in the building, sir. >> to stand here and just wait for the No, sir. You need to wear a face covering or you need to leave. I'm not going to go through this whole thing that you can put on YouTube. >> This has nothing to do with putting on YouTube. This is actually me recording and asking that to you. >> Can you please wear a face covering or can you leave? Cuz those are your two options. You can wear a face covering or you can leave. Okay, would you trespass me? Yes, I can and I will. And I don't want to do that because it's four pieces of paper. Well, actually that's what I would like. I'd like for you to trespass me so I can have the documents so I can come in. Do you have your ID? I feel for this police officer. Um it's valid call for service. He's called by the library. Now, the library is a public building um but the staff there wants the subject uh trespass for not wearing a mask because there's a governor's mandate which isn't a law. Um uh man, I don't know. I think I think the police officer's operating in good faith based on the request of um you know, of the staff of the library. But man, what a what a terrible position to be put in. But if they're representatives of the library and they don't want that guy there um possibly because he's causing a disturbance cuz he's the only person there not wearing a mask, um maybe it's a valid trespass. I uh I don't I don't know enough about New Mexico state law. Um I'll tell you right now I'd have a hard time doing that here in Arizona. Um not a position I'd want to be in. I don't ID unless I commit a crime. Okay. Well, you're trespassing. That's a crime. >> That's not a crime. It is. No, it's it's a statutory violation. >> Why do we need to go down this road? Just wear a face covering or leave. >> is it that whenever I talk about my rights, my constitutional rights, you want to Sir, here's your uh to to step over a >> I'm going to give you a I'm going to give you an opportunity, okay? Cuz your constitutional rights and your argument standing right here is actually going to get you in handcuffs and arrested. So, here's your options. >> I will take you to jail if you'd like. You're taking me to jail if I like? >> Yes, or you can just wear a face covering or leave. >> I'm American state national? I don't know what an American state national is. Um I He's got some very sovereign citizen-esque qualities in the points that he brings up. Now, some points that he brings up are valid, and I will absolutely I will agree that there are some personal freedoms and the trampling uh on those personal freedoms that occurred uh in certain places throughout the United States. I yes, absolutely I'm I'm sure that that occurred. It just didn't occur to me here, so I'm just not knowledgeable enough about them. Um but uh yeah, I think he's I think he's checking the sovereign citizen box, and I don't I'm going to have to look up American state national. I don't I don't know what that belief system involves, but whatever it is in this case, it's involving not following the rules. >> I don't, sir. Whatever imaginary thing that you think that you don't have to follow laws, that's your prerogative. >> Mandatory Governor signing something mandatory is not law. So, are you going to wear a face covering or not, sir? >> states Sir, are you going to put on a face covering or not, sir? >> about if I step outside and I'll wait for your sergeant to get here and we'll >> Let's go. Let's head right outside. Absolutely. Because now I'm leaving because I was threatened. Okay. >> You were going to arrest me. Yeah, I will. If you refuse to leave, I will arrest you. There's no threat. That's going to happen. >> And the trespass was because what? Because you're not wearing a face covering. >> And that's a criminal offense? They can ask you to leave or refuse service to you, sir. >> That's a criminal offense. The criminal offense is that they've asked you to leave. If you refuse to do so, that's trespassing. Criminal mean that I would actually And that's not That's you can So, so your definition >> what? I'm wrong. You know everything. I don't know anything. Let's go outside. >> not. Okay. Sounds like somebody needs to be Yeah, schooled a little bit. Okay. You know what I mean? Well, I'm glad that you picked a a library to have this argument. You know what? I'm sorry, and it it's a public place. Okay. I I am not coming in public. That's fine. You want me to call your sergeant? Yeah, let's go outside and I'll call him. Go and call him. I'd like to hear him. I'm not going to argue semantics. Let's go. Outside. Okay. There you go. You want him trespassed where he can't come back. Okay. So, you're going to need to provide your ID, sir, cuz I'm going to have to write a trespass. >> you my name. Okay, that's fine. Stephen Mackmiller. Stephen, you're going to have to spell that last name for me. >> Mackmiller, m a c k m i l l e r. And I'd also like for you to get the names of these individuals that were that ended up calling. Do you spell Stephen with a v or a p h? A v. What's your birthday, sir? I don't need a birthday. Okay. I'm going to give you another opportunity to think this over cuz right now what's happening, you're being trespassed from this building. In order for me to issue you a trespass card, you have to identify yourself by your name and date of birth or your social security number or your ID. I told you my name. I need your date of birth as well, sir. Were you born here in New Mexico? I don't want to answer any more questions. Okay. All right, sir. So, what's going to happen is you're going to be trespassed from this building. Oh, yeah. I love that. You're not allowed to come back including the parking lot. So, when we conclude here, you're going to have to leave. >> I will. I want that trespass. Okay, you're not going to get the trespass card, they are cuz you're being advised and given a trespass warning. You're not being criminally cited. No. Exactly. So, this isn't isn't a crime. I didn't commit a crime and you're over here trying to trespass me. Yeah, you're you're trespassing cuz they're asking you to leave. I know, but just because they're asking me to leave doesn't mean >> My suggestion is you would need to talk to the city manager and the mayor because they said it. >> Okay. When we're done here No, it's not when we're done. I would like to speak to him before we're done. No, you can talk you can walk across the street and ask for him. So, now So, now you're refusing as an officer to call in your sergeant. I am. Yeah. I am. You can walk right across the street and go talk to the sergeant if you like. going to walk across the street. you have a copy of your name name of the government? I'm not going to go search for him. I asked him to come here. Well, you're going to need to leave the property. So so it's not your So it's not your uh So it's not your uh policy when somebody that you are talking to First name Stephen, last name MacMillan, m a c m i l l i e r. I'm an American state national. You understand the difference between American state national and >> care whatever imaginary thing you believe in. >> not It's not imaginary. >> That's fine, man. It's not a >> Whatever American thing that says you don't have to follow the rules or whatever, that's cool, man. >> our sovereignty right that we don't have to abide by mandatory dict- dictatory laws. Yeah, that's what he said. Is this really worth it to cause all this >> What you find is that 863-746 is Was it Was it worth it? Was it worth >> Was it worth Rose Can you go to three? to be a citizen of Rose Park. You're You're not Rose a Park, man. I'm on three. Hey Bob, can you come to the library? There's a sovereign citizen that would like to speak with you. >> wearing? It'll be a few minutes. I'm in CID in a meeting. Okay. It's going to be a few minutes. He's busy. I'll wait here, man. No, you're going to You're going to go wait on the When I finish identifying you, you're going to wait on the sidewalk. You cannot be on the property. You're being trespassed. I'm telling you right now, you need to leave. >> to see the sergeant. the sergeant. You can wait on the sidewalk. You cannot wait here. Can't you just kick me off of here? You can't kick me off of here? >> I'm going to kick you off, sir. Okay. Can I get his Olin and his social? Can you do me a favor and give me your uh your badge number? 863 What are last four he keeps talking over me. Thanks. What's this then? I'm liable for what? Well, you you could be held civilly liable for violating my constitutional rights. Go ahead. By all means, do what you got to do. But you need to leave the property, sir. Can I get your name? Milks, M I L K S, and my badge number is 863. 863? >> Yes, sir. And who was the supervisor that McCord. McCord? Do you have any idea what his ID number is? Yes, 746. >> McCord, okay. Yes, sir. Well, you'll definitely be receiving something in the mail. That's absolutely fine. I just need you to leave the premises, please. So this is this is it? I don't get any paperwork? No, sir. Can I get a report number? I'm not doing a report on this, sir. You're not Unless you'd like a report. Do you want a report? >> Yeah, well, that's what I was asking for. I need a report number. That's fine. And I and I actually asked you to to grab their names, so I know who they are, so I can hold them responsible. >> You can call the library and get it. But I'm not going to give you their information. Well, they're the ones that are That's fine. They're the ones so you don't care to identify the people that are No, not at all. That's just I'm just a bad cop that way. 863 central 1. So you're a bad cop? Yep, I'm just a bad cop. I do bad investigations. Let me get you a case number and you can get out of here, okay? >> me a case number? Do you have a business card or anything? Can I get a case number, sir? I don't. I'm going to write it on this paper for you cuz I ran out of business cards. Okay. Sounds good. There you go. It's your right to record, brother. So you were trespassing in a public place for no reason. Mhm. And you agree to that? Yes. So you know that you understand that's abuse of power, right? Yep. File the lawsuit. Good. Okay. Here you go, sir. It's LCPD 20 and then 225707. My name's Milks, 863, and there's a non-emergency number if you have any questions. I do. It is an unfortunate thing I've had to deal with. Well, you have a good day, sir. Thanks. What I do like about the suspect is that he obtained all the the information that he needed in a a very a fairly cordial manner back and forth with law enforcement officer. He provided right and truthful name and date of birth. His identity was verified. He was provided, you know, he asked for a report number and all that stuff, and then he went about his business. He went down the road. He left the premises as instructed. So, good for him for at least not pushing his beliefs, which may be false, misguided, may not be false or misguided, but at least he didn't push it to the fact that he forced this police officer to take him into custody, and he was able to go out and and continue his day now with the knowledge of this is what happens. Thank you so much. Have a good one. All right. Got your 15 minutes of fame. Is it Is it just Tuesdays or what? I think it's just Tuesdays. Jeez Louise. Steven requesting a police report forces Officer Milks to obtain a complaint's name and contact information. In fear of retaliation, Officer Milks writes the library contact information instead of disclosing any of the manager's personal information. Just so I got it straight. Kind of the same thing he was with me. I'm sure he didn't have a mask. You ask him, "Can you please put one on?" You're the first one that asked? You even offered him one? Okay. Yeah, the American nationalist though. Yeah, all that nonsense. Okay. Let me I ran out of criminal trespass cards on my person. Let me grab you one. Yeah, it's been a while. I'll fill one out and I'll bring it back. Even if I got to run across the street, I might need to to get another one. Uh but I'll fill it out and come back. But I think he left. He didn't even want to wait for the sergeant, so I think Yeah, that's got to get there real quick. Get on YouTube real quick. So, well, I guess we'll see each other in court if I don't see you when I drop off the trespass card, so all right. You all have a good one. There were no court records online indicating Steven sued the Las Cruces Police Department or the city library. However, records show Steven was arrested in April 2024 for obstruction or retaliation and terroristic threats against a judge. >> We didn't We didn't get the cover all. So, we're still missing mentions of relevant laws. We're going into this little bonus video. Um this one looks like we're going to run into a lady who's just fed up. And uh and she just she just doesn't want to deal with it anymore. So, let's check this one out. >> I'm tired of paying taxes. You're tired of paying taxes. At least you're honest with me. I'm not getting in the All right, YOU'RE NOT. >> I'M SHUTTING it off. I'M GETTING MY PHONE AND I'M LEAVING. >> RIGHT HERE. PUT YOUR HANDS BEHIND your back. Stupid mother Okay, we're done with this. was going to fight. It's a steamy August day in Stanton County, Nebraska, when a routine traffic stop proves the heat left one woman with no chill. Hello. Deputy Dyson, Sheriff's Office. Reason I pulled you over is it looks like your plates are pretty expired. Yeah. Are they expired or you just forget to put the sticker on? >> No, they're expired. Okay, what's going on with that? I'm tired of paying taxes. Tired of paying taxes. At least you're honest with me. So, WHAT MADE YOU YOU JUST DECIDE THAT YOU'RE going to stop that day? Cuz this is what, 2 years? 2 years ago. Okay. That was July a year ago. Yeah, and then it would be due again this July, this last July. So, it's Yeah, I got you. What did What made you decide you were done paying taxes? Because it's a 2016, it's got over 100,000 miles on it, and it's like almost 400 bucks to get taxes on it. Oh. That's crazy. They really rob you, but Well, yeah. Plus, it's money that's already been income taxed, you know? I'm right there with you, but you you know everyone else got to do it, so do you. I used to drive a 2016 F-250, right? 3/4 ton truck, 2016, exactly like this lady's, and my registration here in Arizona was substantially less than $400 a year. So, I absolutely I understand where this lady is coming from. I wouldn't want to pay $400 a year, either. But I'm going to because it's the law. So, like there's lots of taxes that I pay that I don't want to pay, but I still pay them cuz I don't want to go to jail. I don't I don't think she understands that. I'll pay the ticket. Pay the ticket, okay. But it wouldn't be quite that easy. After searching for her insurance, the deputy asked the woman to come to his patrol car to sort out the situation. I'll tell you what, it's hot. I'm going to do this in my car. Can you step out and come to my car and we're going to get this ticket typed out? I got to go in your car? You got to go in my car. And there's the There's also another insurance down here. No, that's 2021. That's not good. Inside the deputy's patrol car, things start to really heat up. There's There's really nothing I can do. What if Okay, no. I I I don't want you getting back in that car, okay? You're not able to get back in that car. >> I'm not getting in your I You're not I'm shutting it off. I'M GETTING MY PHONE AND >> YOU TO STAY OVER HERE. I want you to stay over here. >> touch me. I need you to stay over here. Are you It was at this moment our insurance instigator knew she messed up. ARE YOU GOD DAMN IT. OH, you mother Hey, you broke my I just want to know if I can get another unit. I absolutely 100% agree with this deputy sheriff not allowing her to go back in the car. He has He's already had kind of an adversarial contact with her. She's mad because she's getting a ticket. She knows that she's probably going to lose her car. There's no way I'm letting her back in that car. I don't know if there's a gun in there, if there's a knife, if she's going to jump in and take off. I There's not one chance am I letting her back in there. And she wouldn't listen to him, so he has to put his hands on her. And there's no other way to stop her from getting back in there. And it's a lawful order. So, she's got to obey it whether she believes it or not. >> My car is running. >> on the ground. It's 100 Put your hands behind your back. Put your hands behind your back. Put your hands behind your back before you get in more trouble. All I wanted TO DO IS SHUT MY CAR OFF. I CAN do that for you, but you're would listen to me. >> I'm not LETTING YOU GET BACK IN THAT CAR. >> MY FOLDED JUMPER CAR OFF, AND YOU TREAT ME LIKE I'M drug addict. >> All right, we're not treating you like anything. THEN WHAT DO YOU CALL IT? >> I'VE BEEN very respectful towards you. Now, put your hands behind your back. >> Put your hands behind YOUR BACK. THEN LET GO OF ME. GOD. Dollar General. OH, WELL, PUT my hands like this. Get on the ground. YOU GOT A HOLD OF MY HAND. Put your hands behind your back, like this. >> Okay. Let's do it. God damn it. Get down ON THE GROUND. >> GETTING UP AND PUT MY HANDS BEHIND MY BACK. >> PUT YOUR HANDS BEHIND your back. Stupid mother Okay, we're done with this. >> Put my hands behind my back. Put your Give me your hands. You're just making this worse for yourself. >> No, you're the one making it worse. You wouldn't let me PUT MY HANDS BEHIND MY BACK. PUT THEM BEHIND YOUR BACK. YOU got an option right now. We're going to have a lot more guys here, and they're not as nice as I am. The woman giving deputies trouble here was later identified as 57-year-old Deanne Karpowich. She's eventually placed into a patrol car, and that's where the trouble continues. Hey, get over here. You're good. Backwards. >> Don't stop. I know you just said it to get me in the car. I can get in on my own. >> Okay, go ahead. You guys act like I'm going to run away. I can't even run. >> Okay. Take a seat. God. It's not easy to get in there. I know it's not. So, throw me in. We don't want to do that. You already threw me on the ground. You barely gave me a choice. You won't put You didn't stop when I TOLD YOU. >> LET ME GET MY OKAY, WATCH YOUR FEET. OH. Watch your feet. That's your going, James. Okay. Once you get your air going if you don't have Oh, yeah. It's It's going pretty good. This is what we got going on. With Deanne secure in the backseat, officers realize they're familiar with our registration rebel. I literally just stopped her for expired registration. Not the end of the world. Um I should go I go up to the car and she says Yeah, I'm not paying it. Just give me a ticket. I don't pay the ticket. I don't pay it. I don't pay my taxes. Whatever. Something about sovereign citizen. So, this is kind of a bonus video. It It's not She's not exactly sovereign. Like she doesn't She doesn't have the stack of papers and have all the verbage. She just doesn't want to pay her taxes. She just doesn't want to pay for her registration cuz it's just you know, it's just too much. And I understand that. Um as a single guy, I pay a ton in taxes. Way more than my married friends. Um I I get it. I get how how angering it can be. But I'm paying my taxes to not go to jail. I'm paying my registration so I don't have to have this kind of contact with someone. Going to take off and I get her out of the car. Have her sit in my car. She does that willingly. No problems. Um Then she chooses to get out when I tell her I'm not going to let her drive her car down if she's not going to fix the registration. She gets out and starts walking towards the front of her car. I get in front of her. Yeah. Sorry, I'm hot. Wait, I can I shut your doors off? I just wanted to Michael do Oh, there he is. Um So, anyway, she's walking towards the car. I stop her. I say, "Hey, you don't have to sit in my car, but you can't go back to your car." And she just tries to push past me. And that's when I say, "Okay, you're going down." I took her down to the ground pretty gently. I wasn't She's an old lady. I didn't want to hurt her. Nobody wants to hurt anybody. She's a king which Yeah, she told me that. She's still bent. She has a track record of not caring for law enforcement or whatever. But I was just going to give her a ticket but now it's And I'll cite her for probably obstructing and registration. If you're wondering who the guy in the yellow shirt is, he's the sheriff. Like the sheriff. His name's Mike Unger. He's the sheriff of Stanton County in Nebraska. Stanton County has got a population of about 6,000. We looked it up. I just thought it's great that the sheriff is there backing up his guy who's on the side of the road with a uncooperative suspect and your sheriff's like, "Hey, I'm the sheriff. I'm going to stop by." I love that. Like hats off to Sheriff Unger. Nice nice job backing up your guys. The traffic stop doesn't end here. Deputies actually offered to drop the woman off somewhere out of the extreme heat. Are you wanting to go to your dad's house? No. Well, where would you like to go? Anywhere. Okay, it's a PR bond, right? Okay. It's 12. I should probably It's a misdemeanor. I have to take her to the sheriff's office. But like I said, I'm just going to take my time. Yeah, I'll take my time with it though. I just I don't know if I want her out in the heat. With an unclear destination for Diane, our deputy heads for the sheriff's office but not without another argument unfolding. >> Yeah, thank you. I'm hot. I need a drink. I'm going to take her to the sheriff's office. Okay. What did you say? You didn't tell me anything. And if you would have asked, I would have done that for you. Did I tell you to get out of here? And you weren't allowed to. You can't You don't run this. I run the traffic stop and it's for my safety. Now, how do I know you're not getting in your car, telling me that you're just going to shut it off, but you get in and you take off because you know your car is getting taken away. Hey, it's happened to me. It's happened to me. That's why I can't allow it to happen. When I say you need to be out of this vehicle When I say you need to be out of this vehicle you're not allowed in it. What? I don't know you. I don't know you at all. I don't know anyone that I stop. I don't know anyone that I stop, but I have to assume the worst, but I treated you like the best. I did. I let you sit in the front seat. Well, no, you did that yourself. I I don't think I once yelled at you. I spoke to you very respectfully. If your hands were not back behind your back, you did not do it. Well, even when I uh even when I let go of your hands, you still didn't put your hands behind your back. You tried to get yourself up, which is not an option. No. Nope. You were not complying the entire time, but hey, you can take me to court and argue it. I treated you with the utmost respect the entire time. The nice deputy extends another offer to drop off the woman somewhere else instead of taking her to jail. So, I'm going to see if we can do something about not sending you to jail tonight. I don't want to have to do that to you. But, is there somewhere you would like me to drop you off? Is there somewhere you would like me to drop you off? Is there somewhere I can take you? Otherwise, I don't I don't need to. If you don't want me to, I won't, but I'm offering. Okay, we'll figure it out when we get to the sheriff's office. Once they get to the sheriff's office, Diane continues her complaints. Let's see how that works out for her. There you go. It's all nice nice and cold inside. Right up to that door? 1747 Go on in, all the way down to the wall. We're going to go to that back room that's dark. And I will let you sit. Oh, where's the light switch over here? Can you take these off? Are you going to cause any problems? I'm not going to cause any problems. Well, I mean, if you're going to be decent with me, of course I can take them off. Are you going to be decent with me? I don't want to have to tackle you here. I I really don't. I want to avoid that. >> Here you go. Can I have you take a seat in this black chair here? Can I have my phone? Yeah, in a minute. Right now, I got to finish up paperwork before we do anything. You okay with the other wise though on the way today? >> No. Doing okay? Just your wrist kind of hurt? What was that? You don't care, so why would you ask? I wouldn't ask if I don't care. Are you in pain anywhere? Yes, it [ __ ] hurts. From what? It gets Like, she's getting dumber cuz she's literally just losing money when she could have just paid to have them current and not gotten pulled over at all. She's not very smart. How's it working out now? What's that got to do with it? Well, we got to make calls to see who can pay your bond if you don't want to do it. Um, we almost got a coverall. So, we just we were missing one little square, but we did pretty good on the body cam bingo on this one. So, um, we wanted our first one to be sovereign citizen based. People have asked me all the time about my my views on the sovereign, you know, philosophies and if I deal with them. Sovereign citizens [clears throat] are great online. They're obviously, like you've seen, they're super entertaining. They're always good for a good arrest. Um but here in Arizona, we don't deal with them a ton. Um at least not not in Pinal County, not where I work. Um and really the reason for that is we just don't we don't put up with any sort [snorts] of BS. And I think those people know that even if they might have that philosophy, they don't want to bring that to where I work. So, um we don't deal with them a whole lot, but man, they make for great videos on the internet. So, thanks for being here. Check out our next long-form video. Should be in a couple weeks.
