On January 17th, 2025, officers with Florida Fish and Wildlife were on patrol when they observed a fishing vessel failed to adhere to a no wake zone. Hello citizens. Frank Slope, a 24-year veteran of the Sheriff's Office, and on my days off, I do body cam breakdown while we play body cam bingo. So, [cheering] that's what we're doing [screaming] today. Uh arrest cam Fish and Wildlife is what we're doing. Uh that's the channel that we found this video. Um kind of like Donny Rapture, they're kind of the OG of uh watercraft stops. Well, we found this one. I have some training to be a game warden. I wanted to do it in a previous life. Uh so, I love stuff that's Fish and Wildlife related. So, let's check this one out. >> Hey guys. We're going to come up beside you, okay? Okay. Do you know why we're talking to you right now? Going too fast in a no wake zone. >> That's correct. >> Yeah. Hang tight there for a second. That's why. No wake zones are there for a reason. Typically, they're in areas that are either congested or that have boats that are or docked or moored, and this guy, if you're going through a no wake zone and you're on full plane, you're a jerk. You're throwing a wake. It's It's pushing boats into the dock. It's causing damage. Like, there's a reason why no wake zones exist. And uh it's a great reason for stop. When I used to do a lot of watercraft enforcement here um on the lakes here in Arizona, no no wake or wake in a no wake zone um was was a big stop for me. A lot of times it's around areas where people are swimming, um where people are putting their boats in, and you're rocking people's boats as they're going by on the trailer. It's It's a great reason for stop. So, I love that these Fish and Wildlife officers observed that and then jumped right on it. Appreciate it. All right, guys. All right. So, I'm Officer Ruth at the BC. The reason we stopped you is cuz it's a idle speed zone all the way through here, right? And you guys are on plane, correct? >> Right. All right. Is it your boat, sir? Yes. >> see your license and registration for the vessel? Right. So, we got a phone call from his dad that he's going to get him back to the boat. Okay. Yeah, he's giving me my medical information. Yeah, well Now, uh let me see. I think I might have them in my vehicle. Registration and stuff. Okay. Where are you guys fishing today? Just out to the Just locally around the Palos Verdes. Around the Palos? Yeah. We just give him a boat ride, basically. You guys catch anything? No, we just just out. Any guns or anything in there? No, I got a Those are not my bags. All right, sir. I'm going to check your coolers real quick, and we're going to give you a warning for this, okay? As long as you have two life jackets on board. Do you want to pop this open for me? Nope. Nope. Sweet under the buckets over here. Perfect. Anything else? >> Nah. Mhm, good check. Good check. Mhm. And this here What's that? Uh-oh. Looks like fish to me, buddy. Uh-oh. It's a speckled seatrout. Um you catch them all over the south. They're all over the gulf. Uh down in Florida. I've caught them in Florida. I've eaten them in Florida. Um they're great. They're they're a great fish. I absolutely know why these old guys caught them and kept them is because they wanted to eat them. They're great to eat. Um but you know, there's bag limits. Um just like there are, you know, we call them weak fish uh up north. Uh it's a different same species just different little different species. Same family, different species, I guess. Um but we catch them. They're great table fare. Um I've caught them in all across all over Tampa Bay. Um all the way it even all all way down south towards Pine Island. uh all over that Gulf Coast. So, they're great. I get it. I get wanting to keep them, but you just can't. Are you serious? So, when I asked if there was fish on board, what did you tell me? No. Nice. Yeah, you didn't. Sea trout. One, two, three. 16 in. Got them. Like three missing in here so far. Oh, don't forget interference. I'm going to check the rest of the boat. Fishing license, I'm going to check those. Sir, I'm going to need to see your ID as well. You got my ID. I got yours. I'm talking about the other gentleman. Got them. That's a good check. She's definitely doing the doing a good job not taking an old man's word for it. Game warden business is a little bit different business. So, you'll notice that the line of questioning here from these F W C um officers is pretty specific. They asked if they were fishing, if they caught anything, um and then after they said, "Yeah, man. Yeah, we were fishing. No, we didn't catch anything." Well, in the act of fishing, you can catch fish, and you can put a fish anywhere in that boat. So, those fish and wildlife officers are absolutely within their right to conduct a search anywhere where you could fit that fish. Now, if they were offshore and all their gear was marlin gear, you could search anywhere you you put a marlin. So, you couldn't be checking a box that's this big cuz you can't fit a marlin in a box that big. But, when you're talking about Florida, there's all sorts of species of fish. And anywhere where you could fit a fish in that boat is somewhere where they could check because of the fact that they are specifically looking for violations of fishing game rules. So, um I I like that she did, you know, a kind of a periphery search and then said, "Hey, I just want you I want to look in the coolers and look anywhere where you could put a fish." You notice that she wasn't opening up, you know, small little area. She was looking anywhere where you could find a fish and hey, there's fish. Can't lie to the wardens. I'm just going to push this out of You got a crab trap, right? Excellent. No, we're we're in neutral. Okay. All right, I'm going to check the rest of the boat. Oops. Here. Do you have your fishing license? Yeah. Do you have your fishing license? >> I'm uh 71. 71? You know, if you're 71, you still can't poach. Um It's a pretty good point. Good-looking fish. Good eating size. Oh, speckled sea trout. When was the last time you guys went to jail? Went to jail? Yeah. Sir, when was the last time you got arrested? Last time I got arrested was probably about 8 or 9 years ago. Okay. I wasn't found guilty, though. Okay. A lot of people on that boat. I got a >> They're two legally sized. The rest are short. >> Oh, wow. Wow. >> Caught before 30. Oh, hell of a lot. Yeah. It's like 14 or 15 short fish. >> WRC before? No. No. No. No. We got I mean we're kind of good bill of health. A good what? >> A bill of health. I mean no problem. There's no problem. No, you know. Until now. >> Until today. Yeah. You haven't been caught before. That's right. Well, no. I just mean it, you know. There we go. It's just like someone driving down the road with a suspended license at twice the speed limit. You're drawing attention to yourself while you're doing something illegal. Well, these guys are doing something illegal. They've poached sea trout. They have them in the boat. And they're drawing attention to themselves by traveling at a speed above wake less. Like they're drawing attention. They deserved everything they got. And besides that, they didn't have a properly sized um life jacket for the little boy that was on there. They didn't know where their type four throwable was. Um they all these other violations also riding dirty that none of those would have been addressed if they hadn't just obeyed the law. But they just couldn't. They just had to He had to get off on plane and and had to get out there. And he drew attention and then he got it. No. Record Well, now you're going to have a record. Yeah, now you're going to have one. Yeah. >> There's one thing we don't tolerate. If you don't share with me we have short ones. Probably wouldn't have been that big of a deal. But the fact that you lied and then you tried to cover it up in front of me over there, now we have an issue. Yes, ma'am. I'm hitting you now I'm hitting you with everything. Yep. >> take you to jail right now. >> I understand that. That's a bad example to set. You're right. You're right. So, I hope that the best example that was set on that day, on that boat, was done by the Fish and Wildlife officers. Like, I hope that that kid looked at granddad and granddad's friend and he saw them being held accountable. He saw them get some tickets um that the Fish and Wildlife officers knew that it was wrong. Grandpa also knew that it was wrong. He admitted to lying to the Fish and Wildlife officer. Hopefully, that kid learns from that that if you just follow the rules when you get stopped by the cops, everything is good. You have a great cordial conversation. Show them your bag limit when you're within the rules, and off you go. Could have been easy. So, the citations you guys are going to get, they're all going to be for court appearances, okay? We'll set the same court date on them. She's going to tentatively set a court date within about 30 days, all right? Uh you'll get notifications in probably about a week about it. If you don't, there's going to be a phone number at the bottom of the citation for you to call, okay? Uh if you do not show up to court, warrants can be issued for your arrest, okay? All right. So, the citations you're going to be getting, first one is going to be interference with an FWC officer. Good. Okay. It's because you guys lied. All right. Uh next one is going to be for undersize uh seatrout and then over the bag limit. What else? Anything else? That's it? No. Those and then you'll be receiving civil citations uh which are just uniform boating citations for boating the slow speed zone, not having the registration on board, and then improper display of your registration numbers. Nice. Improper Improper display. You're supposed to have a 2-in spacing between the end of FL, the start of the numbers, the end of your numbers, and then your last two letters. >> Never was aware of that. It's listed on your registration. >> It's actually on there. It's a picture of it. >> I mean, I Conservation is a big deal for all outdoorsmen and women. Um we want there to be another generation after us that enjoys the hunting and fishing that we're enjoying now. And that's why bag limits are set, that's why hunting seasons are set, that's why hunting limits are set. That's why there's bag limits and possession limits. All of those that every law-abiding hunter fisherman know. So, the fact that these guys just were catching fish that were too short, so it decreases recruitment. And they were over their limit, so they're taking more. So, hey, these guys deserve absolutely everything that they got. And I love that the simple act of lying to a Florida wildlife officer is also a crime. I love that. Now they both got cited with it. When I got the boat, you know, that's how I did it. And I I've been inspected before and they never mentioned it. So, I I didn't know. We turn into sticklers when people start lying to us. Oh, okay. Yeah. I like it. It's okay. It's a really good point. I don't take it personally. You know. But I'm going to get We we get very very technical. I can understand. Yeah. Do you have a type four throwable on board? A what? A type four throwable. Looks like a little seat cushion with handles on it. Uh Should know where it is. All right. Because there's not one immediately available on deck, that could be another $143 citation because of the improper carriage requirement. Same thing here. There it is. Yep. So, that's required to be out and on deck. Yep. Whether that gets written or not, it's going to be up to Officer Booth. Do you have a child-size life jacket on board? Yeah. All right. It's a good That's a good question. >> Can I see that, please? Oh, yeah. Yeah. 457420 10-13 Joey 7420 Well, that's another violation. How much you weigh, buddy? Like about 60 lb. 60 lb? Okay. 60 So, that's not the correct size. What does that go up to? It's 30 to 50 lb. I absolutely agree with this Fish and Wildlife Officer that when people start lying to you, you become a stickler for nuances of the law. Um you know, he looked at that boat, the spacing wasn't correct on the registration numbers, it's required. Um those numbers are set. Uh the standard is by the Coast Guard, but they're set by each state. Um you can look up in any law book for watercraft in any state, it's going to tell you how to number, the exact size of the numbers, the spacing in between them, the location. All of that is in there. It's all in the law. And any violation of those specific you know, rules that you need to follow is a citeable offense. So, I love that that this officer said, "Hey, sometimes we become sticklers for the law." That's right. And we should. I love that something is different today. I don't know how much you weigh. What is the bag limit on trout? You should probably know that. >> Seriously, they change frequently. No, they don't. No. Do you have a cell phone? Yeah. I do. Is it connected to the internet? Yeah. That'd be a really good thing for you to look up right now. Yeah. It's also pretty much every marina you can get a little pamphlet for fish rules, right? Yep. You can look online. There's like multiple applications for it. In 10 seconds, we found the spotted sea trout limit on our phone. That easy. Depends where in Florida you are, you know, what part of the coast you're at, uh cuz they're a saltwater fish, so it's they're they're coastal only. Um but you can look in there, and if you're in the western panhandle or Big Bend area or southern Florida or the central east coast or you're up in the northeast, each one of those has a has a different um bag limit, and you can look in there, it tells you everything you need to know. And literally, it it took us absolutely no time at all just to find it on our phone. These guys could have done so also. They just didn't because they just didn't care. So, I'm giving you a a citation for blowing the speed zone, right? So, it's a $140 citation there. Um I'm also charging you for over the bag limit, undersized. Good. >> the same for you as well, and I charged you both for interference. Perfect. >> Do you have any questions about that? All right, so I have to have you um sign each of these copies. So, I'll join >> What is the what's going to be the fine today for They'll set up a court date, and the judge will decide that part, okay? >> will have to go to court then. Yes. Yeah, they'll contact you like um at the number at the bottom, call to set up a court date with them, and then uh just make sure you do that, and I would do it this week, okay? Okay. All right, so I need you to sign here. Here. So, you understand that you're going to get it taken care of, okay? >> Yes, ma'am. Where I sign at? Right over here. Let me put my glasses on so I can see. Okay, and Steven, the same thing for you. Contact that number at the bottom. They'll set up a court date for you. And do you do you understand the charges today? Yeah, I do, but I I've just I don't know where I interfered, but whatever. Well, >> Oh, an adult, and you know when I ask when there's fish on the boat boat you could have said yes. Yes, that's correct. >> Okay. Also true. So we're on the same page. All right, and this is your citation for the blowing the speed zone if you could just sign there, okay? I'll give you guys copies of this so you have all that information. And these are your guys' IDs and copies for both of those, okay? Thank you. Give that to you. Okay. Well, I hope you guys have a better day. >> [laughter] >> Now that we've taken all your fish and gave you a bunch of tickets. Yep, they're all in there. All your guys' copies are in there, okay? And make sure you call that number on the bottom to set up your court date, okay? >> Well, we'll probably have to call first thing Monday morning. Yep, I'll call in and just tell them what happened. They might say call back in a couple days cuz I have to mail those out. So. George, the operator of the vessel was cited for failure to adhere to a no wake zone. George and the other male, Steven, were both charged with three misdemeanors, one for undersized trout, one for being over the bag limit, and one for interfering with a Florida Fish and Wildlife officer. Both were required to appear to court in person and both entered a misdemeanor intervention program and their cases are currently closed. I had a great body cam bingo card. I got nothing circled whatsoever. It just it just today's not my day for it, so. On the bright side, this is a clean card. We'll try again tomorrow.
