Code Blue Cam is the channel we found today's video on. We've used them before. They've been great before. We're going to see if they can be great today with Body Cam Bingo. So, we're going to play. We're going to see how it is. Sam likes it. Hope you like it, too. >> On November 3rd, 2021, a nearby police agency requested assistance from the Lacrosse Police Department in taking in 38-year-old Travis Householder into custody. Travis was recently fired from his job and sent messages to staff members at the company. He made threats to murder the victim's families and make them watch. Wow. An officer parked in an alley west of Travis's residence and was able to observe Travis exit the residence and get into his vehicle. With the knowledge of the felony charges and active warrant, the officer repositioned his squad car near the apartment entrance and activated his lights. >> I like it. All right. Little surveillance, little vehicle take down. >> Violent threats to others. The officer drew his firearm and provided commands to Travis to raise his hands. Travis stopped his vehicle in the parking lot and was shaking his head, indicating he wasn't going to comply. >> What's that? You want me to move forward? >> Yeah, >> let's see how this goes here. >> He's still refusing commands. He's looks like he's trying to park his car. >> There's already a better way to do this, but that's okay. Block them out. >> Put your hands on the steering wheel. >> OKAY. >> UH, RIFLE. >> YEP. >> OH, I get a little less lethal. Shotgun. >> I'll take it. >> Hands up. Travis then exited his vehicle and began walking backwards towards his residence. He refused to comply with any commands. >> Time for some less lethal. >> Get on THE GROUND. DO IT NOW. >> GET ON THE GROUND. DO IT NOW. >> GET ON THE GROUND. DO NOT GO INSIDE. >> SHOOT HIM. >> What are they doing? >> Les leaves with the poison. There is uh as with everything, there's different philosophies on use of less lethal. Uh my agency uh very specifically and the SWAT team very very specifically, we like an overt use of force. Um being aggressive very quickly, uh quells the possibility of something becoming an extended um you know, standoff or like in this case, he barricades in his house and now they're trying to negotiate him out. um where if as soon as he got out of the car showing non-compliance to verbal orders um they would have deployed a canine or deployed less lethal or taser or a 40 or whatever less lethal option they have. They could have ended that right there in the parking lot um and not had the the outlay of resources of trying to negotiate with this guy. And I'm sure they had a tack team in route to deploy gas to gas him out of his house and everything else where if they just would have got out as soon as he showed that he wasn't going to listen to him, they deployed less lethal to change his mind, change his udaloop. Um we could have uh could have ended this. This would have been a much shorter video. >> He retreated back inside the residence. >> Yeah, get shield. believed if he were to enter his residence, he could potentially arm himself with a weapon to harm others. >> Just hammer inside. >> There's a better way to do this. >> We got a shield up here. We got a shield. We got a shield here. You want another one? Got a whole filing cabinet back there. Got it. [Music] >> Hey, you you guys want to approach from the other side? Approach from the back side. You're going to go right across the windows going that way. >> He definitely sounds like he's from Wisconsin. >> So, we scour the internet for great body cam videos. We just happened to find videos from Wisconsin a lot. They're like the Florida of the Midwest. The majority of our videos, body cam videos that we review here come from Florida. Florida's a great state with aggressive sheriff's offices, great police departments. Um, and they just end up with great videos. Maybe a very close second is going to be Wisconsin. So, I love Wisconsin. It's a great beer drinking, deer hunting, walleye fishing state. I love it up there. I spent time up there. I have friends there. Um, and their body cam is great. So, we're uh it it we don't look for for videos from Wisconsin. They come to us. After a while, they were able to get in contact with Travis, requesting him to exit the residence safely. >> What's that? >> Hear you? >> Sorry. Can you hear me? >> Is that better? Hey, it's Corey with the Lacrosse Police Department. >> Yeah. Why are you guys shooting at me? >> Honestly, Travis, I just got a I just got a I got a call to come down here and said you went back inside >> and something happened. I don't know. They're They're trying to take you in custody. What's going on? >> Yeah, I don't know. I have no idea. >> Okay. Okay. Yeah. I honestly, Travis, I don't know either. All I know is there was some officers down here and they wanted some help and I said I'd give you a call. Okay. Would you be willing to come out so we can talk to you more about that? >> No. >> Well, no. Why not? >> What? What is this about? >> To be honest with you, I don't know. All I All I >> That's You're not being honest, but that's okay. Negotiators are >> wanted to talk with you. They have a very difficult job. >> In my current role within my department, I'm a member of our SWAT team. Um, I run a bolt gun. I'm part of our sniper deployment detachment. Um, and then I'm a SWAT operator as necessary. Another certification that I have but don't use often is I'm a graduate of the FBI crisis negotiations school. Uh so I went through it years ago and negotiations are are a big part of any tactical team and on scenarios like this where you have a barricaded subject who you can um you can have contact with in this case through a cell phone negotiations becomes an absolute integral part of the plan of getting this guy to come out. Um it's not a it's not a glorious job. It's it's a tough job. Um, it's a job where you really got to think on your feet and uh, it's and in this case, the sergeant's doing a great job of of really trying to, you know, get this guy to come out so everything ends peacefully. So, credit to him and credit to all those negotiators out there that are doing the job. That's not glorious, but absolutely necessary. >> Talk to me. They >> No, they Hey, I want to talk to you. Let me shoot my bean bag down at you. >> No, no, no. know what they did. >> No, that's not how it >> Well, they did that because you didn't obey commands. Let's be fair. >> No. >> So, they should be arrested cuz I don't know who's out there. >> I'm scared. >> The police are here, Travis. >> Oh, scared. Get out of here. >> Police department. >> I don't know that >> because you just said an officer who wants to talk to me would never shoot at me. First, he would come up and say, "What?" >> Well, you failed to obey any commands. So, >> I don't know what happened. >> You're not the victim here. >> Shot me. The guy shot me. >> You think I'm going to get out of my house >> and talk to police officers when the guy shot me with a bean bag? >> Yeah. >> Yeah. >> And you said it hit you in the stomach, >> right? >> Okay. >> I like a less lethal shotgun. Uh, we have them. We use them in SWAT a lot. Um, or we use them departmentwide in my agency. Um, they're used all over the place. I like them. Areas that we really like to aim is like below the waist, uh, buttocks, thighs. U, that's really the the main area where we're looking is those big muscle groups. We're not looking to shoot center of mass. That that's not um not really what's preferred. So, this shot that goes down in in lower abdomen down into the legs and thighs. Perfect. That's a That's exactly where you want to shoot him. So, I I like the deployment of it. Um I would have liked it if it was if it was faster. Um as soon as he showed non-compliance, which is how we articulate it, we'll deploy that. Um so, and I think that that leads to um this guy being able to get away. Um, do you have any um internal investigations because this is going to be a lawsuit against >> Oh, yeah. >> Oh, lawsuit >> mentions lawyer courtsuit. >> If they want to talk to me, that's fine, but I'm suing the Lacrosse Police Department. >> Oh, yeah. Yep. >> Is this being recorded or No, >> it is. Yep. Yep. >> Okay. Thank God. >> Yeah. No. And and Travis, all the officers should have they have body cams on them and so all that should be recorded, >> right? >> So that caused officers now are just have just are here instead >> again. Is that how officers do it? When they come, they want to talk to you, they come full squad, they say gun, they shoot you in the stomach. I can't >> Is that what they do to their civilians? Travis Travis, I can't speak on behalf of what happened before I got here. >> You're downplaying quite a bit. >> Who are you? >> I'm I'm a sergeant with the Lacrosse Police Department. >> Okay, then you're you are a sergeant. You can talk. >> Yeah, >> you can talk for the Lacrosse Police Department. Is that is that normal protocol? >> Travis, I don't know what happened before before I got here. I don't know what officers >> I literally went out to my car, backed up. Oh no. I went outside, threw my garbage out, backed up, had a police officer come flying around to arrest me or to do something >> to arrest you. >> There's other police officers behind me. >> Cuz you committed a felony. >> Safe here. I'm going to stay in my car. >> Why is there so many police officers here? >> Yeah. What is the probable cause to stop me? My fourth amendment right is what? If you have a uh >> it sounds like you have a warrant for your arrest. >> Yeah, we have probable cause for arrest. So, >> all right, I'm hanging up now. I'll discuss this with my probation agent. >> Okay, Travis. Travis. >> Travis eventually exited voluntarily and was taken into custody. >> Door open. Door open. You hate me. We have a contact with someone else. >> Copy. >> What is this? What is this? >> Can Can we Can we block him from going back in and then can cut him off? I >> think that dog will block him from going back in. Yep. >> There we go. >> Okay. Anywhere else? >> Nope. We'll get you checked out here. >> All right. >> My car. >> Is anybody else inside, Travis? >> Just a cat. >> Just a cat. >> I think my car is running. You can shut it off. Is it this one right here? >> Yeah. >> Pa. >> Um, ease. >> Is there a way we can There's nobody else inside. You said just put them inside the apartment if you don't mind. >> Do you need maybe lock it up and take the key with you? >> Um, >> does that sound good? >> That's fine. >> Okay. Is there an apartment key here? Is that that one? >> That's that one. >> Okay. >> Break it down. >> Travis, do you have your phone on you? >> I don't need it. >> Okay. You don't need it. >> You guys will lose it and then I'll be like, "Oh, where the [ __ ] my phone?" >> Okay. >> Been through this [ __ ] Idiots. >> I'll lock up your apartment. >> Police department. [ __ ] Are we >> like wearing a shirt that says obey? Yet >> he just couldn't do that. >> Yeah. >> Okay. >> Pointed a gun at me. >> Travis. >> Yep. >> We do that to felons. >> Did you point a gun at me? >> I didn't. I was the one you talked to. >> Did you point a gun at me? >> Huh? >> Did you point a gun at me? >> That's okay. >> Guner for [ __ ] buddy. >> All right. You understand it? During the debrief, which is very common, someone comes out of a barricaded residence, we debrief him to find out who's in the house and, you know, if there's anything else we need to be worried about, and he says, "Hey, the only thing that's in there is my cat." Okay, I I like cats. I've met some really friendly cats. I like them. I like cats that have personalities. Um, and then later on he says, quote, "Guns are for fill in the blank." So, he loves cats and he doesn't like guns. I know all I need to know about this guy right now. I know. Take him, put him in a little box like, "Yep, you go in here cuz you're that guy." >> The tric ambulance is down here. >> Yeah, we're ready. Point a gun at me again. >> Pulling up. >> Oh, okay. I'm going have pull up right here. Watch. >> You point guns at civilians. You point guns at civilians. That's what the Lacrosse Police Department does. >> I think we all do that. That's what happens when you're a violent felon. >> Is your cat going to be okay? Travis, >> she's fine. >> What are you on probation for? That's interesting. >> What is it? Mandy Woo wa. Get his badge number and give it to me. >> Well, I'll take that. >> I'm going to need I'm going to need his last name. It's man doo je. >> I got name badge number. >> Yeah, you're good. Thank you. >> Travis was charged with stalking and phone harassment both as a repeater as well as resistance. >> Nice. All right. Body cam bingo. We got two. Oh, not a bingo yet. We're still working on it. Those of you that want to have all sorts of squares on here, it's hard enough to get a bingo with these squares. If I tripled this, we'd never get a bingo.
