It was supposed to be just another traffic stop, but one driver turned it into a full-blown spectacle. On September 25th, 2024 in Oak Creek, Wisconsin, police clocked a black Mercedes-Benz SUV, flying >> Wisconsin hour over the limit. Before the officer could even flip on the siren, the driver a red light right in front of him. >> Patrol Cam Live is the channel we found this. It looks like it's going to be good. So, we're going to do body cam bingo. We switched up the card, so we made a different card. Um eventually we're going to have these for sale. So we want to have a couple different variations. This is variation number two. Um I know my rights slash I know the law. Some variation of that. Um mentions lawyer or court like I want my lawyer. I'll see you in court. I'll take you to court. Something like that. Uh call your supervisor. Obviously that's a it's kind of a mainstay. Um asks asks for phone. So hey I need my phone. I want my phone. I have to have my phone. Something like that. Um, I love don't touch me because like like like I'm gonna stop arresting you because you say that. I love it. That that one's gonna be one of my favorites. Uh, name and badge number. Obviously, another big one. Um, someone says for what? Like, hey, you're under arrest. And they go, for what? It's like I've already mentioned that. Uh, and then drops the race card. That seems to be a popular one because society. So, we've got all those. We've got new. It's a whole new card. We're going to see how it goes. What on earth are you doing? >> You're going 73 mph back there and then you just ran the red. >> I was never going 70. >> Okay, you were. But it's okay. >> When I used to drive a sports car for a living, I was asked all the time, "Why do you need a car so fast?" There are multiple times that Sam and I would chase someone at over 100 miles an hour just trying to catch up to them. Um, this car going seven, I think they said 73. Um, the laws of physics say you have to go faster than that to catch them. Cops need fast cars. Like, we're not driving a jalapy for a reason. We need to be able to catch up to people that are speeding. And this is a great example as to why. >> Do you have your uh proof of insurance and your driver's license on? >> I have my driver's license. Um, >> where are you coming from tonight? >> I live >> Where are you coming from? >> Like, where were you at? >> Not where are you going? >> I live right there. But where were you? >> Almost made it. >> Almost made it. >> Where was I at? Babe, >> can you just call that cop babe? >> Insurance, please. >> I don't have proof of insurance, sir. >> Who's your insurance company? >> I don't have proof of insurance. >> What company do you have? >> I don't have proof of insurance, sir. >> She doesn't understand the difference between proof and >> insurance. So, I got a couple questions I want to ask you. Um, where were you coming from tonight? >> I did. Right down the road was coming from, sir. >> The next question I have for you, how much alcohol have you had tonight? >> None. >> You haven't had any? >> No. >> Not with that answer. >> No. >> Okay. Well, I tend to disagree based off of the odor, slur speech, your driving behavior. So, what I'm going to have you do is just step out for me. Let's go ahead and step out here for me, please. We're going to go right back in front of my car over here. Hang out right here for a second. >> All right. Do me a favor. Turn around here. Face me. Put your feet together just like this. >> Turn the forward facing lights off. >> All right. Have any issues with your eyes or anything like that? Any recent head trauma? Anything? Okay. Put your feet together, arms at your side. >> All right. Can you see the tip of my finger? >> Yes. >> Okay. What I want you to do is follow it with your eyes in your eyes only. Okay. Do not move your head. Do you understand? >> Okay. Bring your arms down at your side and follow my finger. Please put your feet together, please. >> I've used a lot of razors in my life. Electrics just don't work. They claim to be convenient, but the fact is they just can't cut close enough. And disposable razors might be fine at first, but they dull so quickly you have to constantly replace them anyway. Then I heard about our sponsor, Hensen Razors. Hensorers are made by actual aerospace manufacturers who build parts for the International Space Station and Mars rovers. When you've been in the business of manufacturing for more than 20 years, and you shoot your products into space, they have to last. Their standard double-edge blades are only 013 in above the shave plane, which is a tiny detail that makes for a huge difference in comfort and precision. And this aluminum handle lasts basically forever. So, there's no subscriptions or gimmicks or anything like that. You don't even have to buy your blades from Henen. You can get them on Amazon for like 10 cents each. What's also great about Hensen razors, there's no plastic waste and you only have to buy once. Just a truly great shave that's better for your skin and better for your wallet. Visit hensenshaving.com/frank and use promo code frank to receive 100 free blades. That's like 2 years worth. Just make sure that both the handle and the blades are in the cart for the promo code Frank to take effect. Follow my finger. Yeah, >> they're really simple instructions. >> It's going to stay out there for a second. So, just follow it. Keep your eyes out there. >> Okay. I did do a little test. >> So, you not want to finish it. >> No, I'm saying I did. >> No, we're I'm not done. >> No, you didn't. >> Do you want to finish the test? >> Sorry. How long do we have to do this? >> Until the tests are complete. >> Just the way she talks is annoying. >> Okay. Do you want to finish it? >> No, actually, I'm so done. >> Okay. You're under arrest. >> No, I'm actually not. >> Yes. No, I'm not. >> You're under arrest. >> For what? For what? >> For you're under arrest. I like everything that they did. Uh turned the forward facing, flashing lights off, faced the uh the suspect away from traffic. These are all great things um that someone who's knowledgeable about the job does. U they're they're great things to articulate. They're great for video. Um, defense liars always like to try to um point to those things as to uh in an attempt to invalidate the test. So, these are great things to do. Um, the HGN test is it's it has several small parts to it. Um, as you move your stimulus from left to right across the suspect's face, you're looking at the pupils at the at the movement of the eye. Um, so she didn't want to do it. She was messing around. um not keeping her arms down to her side, not keeping her feet together, moving her head, not following with her eyes, all the different things that people do to try to get around this test. And as she does them all, like in in an attempt one after another to try to to not participate in this test and then says, "Hey, I'm done." And starts to walk away. I love that this officer just goes straight to hands-on. It's absolutely what has to happen and it's the perfect time for it. Let go of me. Let go of me right now. >> Stop. You're under arrest. >> Let go of my arm right now. >> Let go of my arm right now. >> Stop. >> All right. Don't Don't make this any worse. >> Stop. >> Are you kidding me right now? >> Y, >> bro, are you kidding me right now? >> We need a calm. >> We might have to add. Are you kidding me? >> And down you go. >> Oh, we're not doing that. >> Hey, send somebody else over here. Got one under arrest for five fives and she just kicked 68. I didn't kick anyone. >> I cannot wait to hook your ass. >> To what? >> Hook your ass. Both of you. I can't wait to cook. >> I don't know what that means. >> Cook? >> Yes. >> Cook you? >> Yeah. What's that mean? >> Yeah. You're okay. Do you know exactly? >> No, I really don't know what that means. >> Oh, to cook your >> No, I don't know what that means. >> Oh, I don't know. Maybe you should turn on your camera. Oh, we got three cameras. Four cameras on actually. >> Sure. I hope he feels like a man when you do this. I hope you feel like a man. Ew. Loser energy. I don't even know how you >> even respect you. >> Get a blood draw for this. >> Oh, please do. >> If we can get the rap out, that would be fantastic. >> Blood draw. Please. Oh my god, you guys are pathetic. Honestly, >> separate your feet. No, no, no, no, no, no. >> Separate your feet. >> No. Get Don't touch me. Please do not touch me. Let go of me. Let go of me right now. >> I'm not going to let go of you. You're under arrest. >> For what? >> For owi. >> There it is again. >> What have I done? >> Well, your driving behaviors. You're going 73 and a 45. >> You cannot ran. You cannot continue. You cannot touch me in this way. >> No, we can. >> This is against the law. Let's against the law. >> No, it is. >> The only thing against the law here is you operating motor vehicle impaired. >> Let go of me right now. >> There are four men. >> Yep. We got a whole bunch of body cameras. >> Let go of me. Let go of me. Let go of my body, please, right now. >> No. No. >> Don't you dare kick me. >> And you go. Stop acting like a child. >> I'm not acting like a child. Yes, you are. >> I want >> Don't Don't do that. >> You're under arrest. So, right now, you've got obstruction. You've got assault on a law enforcement officer. >> No, I'm sorry. What am I under arrest for? >> Ow. I assault on a police officer. Resisting obstructing. You want to make it worse? >> No. >> Put your foot in the car. Listen to me. Listen to me right now, please. Will you submit to an evidentary chemical test of your blood? >> No. >> Okay. So, in Arizona, um, as in many, many other states, we are a implied consent state. So, when you sign your driver's license, you are implying to having given consent to a chemical test. Now, it's assumed that when you're signing that, you're sober. So, you are saying when you're sober, yes, if I'm ever arrested for DUI, I promise you could draw my blood. I'll provide a breath sample. Whatever the chemical test is that's required, I I will do it. Well, when you are impaired and you don't do that, you are you have already implied giving consent and then you take that consent away by refusing a chemical test. the state of Arizona immediately suspends your license for one year or for two years if there's a prior implied consent refusal within the last 84 months at least here in the state of Arizona. So if you have already in the last 7 years you've already said no I won't I refuse to submit to that test and you do it again they suspend your license for 2 years that's the repercussion for uh denying the implied consent test. So it's a it's a big deal in Arizona. Many other states have similar laws. >> I don't any of the test >> 39 to 23 that's a negative. >> No problem refusal. I am telling you you do not have permission to draw blood from my body. >> Yes. >> Do you understand? Not Do you understand that you don't have permission to do this? >> You don't have permission to do this. I'm telling you right now. You don't have permission. >> I like that thing. >> That's like a little >> I'm telling you legally. >> Making her into a little angry burrito. I >> have permission to do this. IT'S NOT A WARRANT. A WORD FOR WHAT? I DON'T HAVE A WARRANT. LIKE, WHAT ARE you talking about? >> You're too drunk to know. We have search warrants. >> So, Arizona is the first state in the country to have electronic warrants. So, we have what's called an e-warrant system. 24 hours a day, 365 days a year, we can get a warrant for someone's blood within minutes. uh you complete an affidavit online, it goes through a secured server, goes straight to a judge that's sitting on the bench, they're a superior court commissioner, they read, as long as there's uh probable cause for the arrest, they sign the warrant and it's issued. It's sent back to the officer electronically, the whole thing happens in minutes. Um, apparently Wisconsin has a very similar uh system. So, they did exactly what we would do. Um they she said no, she refused to submit to the chemical test. They obtained a warrant. So you are a a blood test is considered a search under the fourth amendment. So per the fourth amendment, a search warrant allows you to conduct that search even without consent of the subject. So search warrants obtained, they conduct the search, which is a blood draw, uh ultimately getting the evidence that they need to successfully prosecute this case. You don't have a search warrant for me. Like what? >> Yeah. Wisconsin killing it. >> I'm the judge for your blood. >> Are you out of your mind, dude? I can't wait to sue the out of Oak Creek Police. >> I honestly can't wait to do it. >> All right, let's just stabilize her. >> Let go of me. >> Hey, you want to come over here and help us get this rap on? >> I cannot wait to get my lawyer. >> Can we get my lawyer? Bingo. Bomb mentions >> for myself. Oh, really? Can I? Can I? >> Can you? What? >> Can I make it worse for myself? >> Yes, you can. >> Really? You're telling me that I am? It's against my right. >> I'm trying to help you. >> Because if I could have kicked you in your face outside of my car, I would have because you're loser piece of I hope you go home at night >> in a hope that you get cancer. >> Well, that's not very nice. >> Wow, that's not very nice. >> Okay, that's what I hope for you. Honestly, that's my only wish for you. >> You have no choice. >> I hope one of your eyelashes falls off. >> What's really funny is you're telling me I have no choice, but I do have a choice. Yeah, it's called the law. And I do have >> Yeah, and the law says that we can legally sample your blood and that's what we're going to do. >> Says that, but honey, I don't think so. >> I got it. >> No, I don't think so. >> Excuse me, ma'am. Can I call my lawyer, please? You're not allowed to technically draw my blood until I call my lawyer. >> That's not true. I know it's funny. I would laugh too if I was a fat ass. I would >> Your words are hurtful. >> Oh my god, how funny. How insignificant is our life? >> If I was a loser, fat piece of that worked as a nurse in the ER. But >> yeah, >> I don't know. >> I was a nurse helping people >> in the emergency room. Another great thing about state of Arizona is we have cops trained as photonists. Uh I went through phabbotomy school in 2003. I was in the inception of the law enforcement phbotomy program here in the state of Arizona. Um I'm still currently a qual state qualified photamist and that same program teaching cops how to draw blood for impaired unimpaired driving suspects has spread across the country. Um there are many states that will in order to obtain a blood test will take their suspect to a hospital. And that appears what they did here in Wisconsin. Uh that they transported this suspect to the hospital, obtained a search warrant, and then they'll secure that suspect and then have a a member of the medical facility there, a trained photamist for the hospital conduct that blood draw. It it's very common place. Um and even here in Arizona, if we don't have a photamist, sometimes hospitals will help us out. sitting here laughing at people in the AR. >> I was just trying to be nice, but >> Oh, trying to be nice? That's wild. Why you having me in a hog tie? Like, oh, just try. >> It's an angry burrito. >> Honestly, I wish I had a video camera right now to make a real out of this dumb. >> Make a real out of it. >> I'm going to make the real out of it. >> Is that just trying to >> Well, Sam, not me. >> Shut the up. You got to be out of your mind right now. Could they have waited for her attorney? Under Wisconsin law, no. Once arrested for OWI, refusing a test is itself a violation. >> Delaying evidence collection risks, [music] contaminating the sample, and undermining the case. The officers chose procedure over courtesy, and the law was on their side. >> Good. >> No, that's not a legal document. >> That's good information. >> No, it's not. >> It is, sir. It's signed by a circuit court judge. >> Um, actually, no. A circuit court judge did not sign that document. I just can I just >> You are welcome to contest that in court. >> What's the time documented on on that signature? >> Yeah, there's no time. Yeah, cuz it's a fake signature. Get me the out of this place. Honest to God, get me out of this [ __ ] >> I don't think it has to be timestamp. >> Ridiculous. You gave me a fake document with no sign. >> There's no time stamp on it. And that you can contact your attorney when we get back to the least. >> No, I'm contacting my attorney, right? I wish to speak to my attorney right now. >> I will not. Okay. >> It is my right. >> If you fight with us, you're going to turn your misdemeanor into a felony. >> Oh, wow. That's wild. I actually wish to speak to an attorney right now. Immediately. >> I understand what you wish, but it will not happen. [clears throat] >> I like this guy. I'm now by a misdemeanor. It turns into a Oh, now suddenly because you authorizes us to use necessary force in order to take same thing for us. >> So, we are going to take your blood. You can fight [laughter] with us additional charges or you cannot. It's >> I am not giving you permission to take my blood by legal right. I'm not giving you Listen, I'm not giving you permission. >> Search warrant doesn't. >> We don't need your permission. We have a warrant for your blood. satisfies the requirements of the fourth amendment. >> Enter under my body. >> You can say whatever it is that you wish. We are taking your blood. >> This is against the law. >> No, ma'am. It is not. >> You driving drunk is against the law. That's why we're here. >> You giving that fake that piece of paper is [ __ ] >> Okay. These officers are going to put you on the floor and you're going to be wrapped. The rap will not allow you. >> This is so great. >> Actually, I will not comply with the order. Force will be my attorney. down you go. We very commonly put people on the ground uh to conduct a blood draw. It just allows us to control the person better u both for their safety as they're physically resisting the warrant. Um that warrant is an order from a judge that says you have to submit to the blood test. The fact that she is fighting is obstructing or failing to obey that court order, which is what the search warrant is. So, it is it's an additional charge here in the state of Arizona for failing to obey a court order. Uh, and apparently in Wisconsin, it's called obstructing. I love I love that. I love that there are further repercussions for not obeying what the judge says. Judges are kind of a big deal. You got to listen to them. >> Why are you putting me on the floor? >> Just so you know, the rap is going to >> Where the knees go? We're going to hurt you. >> The less you comply with us, the more you can't be hurt. >> Where's this one? >> Oh, the burrito. >> Be able to call your attorney in the morning. >> No, actually, I do not agree. >> You must sober up and watch this and think, "Oh my god, I went crazy." >> I don't think that my disagreement is recorded because I'm telling you, I'm not agreeing to this. All I'm asking for a warrant for your blood signed by >> I ask for an attorney. >> You can have an attorney. You will have an attorney just attorney right now. >> Do you have anything on you that I don't know about? Anything in your brawl? Anything like that? Okay. >> Cuz you are going to go down to county tonight and they have body scanners and if they see that, if you have anything that you're not telling me about, >> then that's a charge down there. Why are you holding it? >> Well, because this is a third OWI. >> No. No. No, it's not. >> No, it is. So, that's why you're going down there. All right. >> Wow. >> Okay. Do you have any pockets or anything? No pockets. Is there anything in your bra? No. Nothing on your bra. Okay. Well, let's turn around. We're going to place that gray dome up there. It's another camera. >> This Please don't do this. >> I don't have a choice. So, face that gray dome. That's a camera. Okay. Separate your feet for me, please. >> It's not on a 30. >> It's not on a 30 UI. >> Sure. Probably not. Why are you doing this? >> Well, because it is a third. Okay, so here's what I'm going to >> I don't want to have a third DIY. >> Here's what I'm going to ask you. Now, okay, if we take these handcuffs off, are you going to fight us or anything like that? >> No, I'm not. >> Okay, so what we'll do is we'll have a seat right here on this stool. I'm going to take the handcuffs off. Are you right or left-handed? >> I'm right-handed. >> Okay, then I'm going to have to hook your left hand up here and we'll let you call your mom. Have a seat, though. >> Annette was transported to the Milwaukee [music] County Jail and charged with operating while intoxicated. Third offense, resisting or obstructing an officer. In January of 2025, Annette was sentenced to 18 months probation. [music] Her license was revoked for 2 years. >> I'm going to go again. >> Great thing about Arizona. Arizona is a really tough state on impaired drivers. >> Unlike So, in Wisconsin, she didn't even get any sounds like any mandatory jail time. In the state of Arizona, your third or subsequent DUI in 84 months is considered a felony. So, you are looking at the possibility of prison time, not jail time, but prison time. Um, it is something that we take really seriously here. Um, every state's different, and I I say that all the time. I can only speak from my experience and knowledge based on Arizona state law. Um, but many other states use the third or subsequent DUI as the threshold boundary between misdemeanor and felony. So, all that does is it it gives increased fines, increased jail time, um, some increased severity of consequences. We do that here. Doesn't look like uh like Wisconsin follows Arizona. Maybe they should. >> And she was given [music] an $1,800 fine. First day with the new bingo card. Boom. Bingo. So, we got mentions lawyer or court. Obviously, she did that quite a bit down on the bottom. For what? She said for what a bunch. We had don't touch me. Um that doesn't work when law enforcement is placing you under arrest. You don't get to just say that. Um and then I know my rights. I know the law. It's against the law. Some version of that. So, pretty good card. Um, we're definitely going to keep this one. This one's going to go into the the final five that we end up doing that we put on the website. This one's going to be one of them. So, we completed this. Now, I have an assignment for you to complete, and that is go to the homepage of the channel, click subscribe. So, we're trying to get to 300,000. If you could help us out, that'd be great. We'll see you on the next one.
