Hey, ma'am. This is This is now a traffic stop. You are not free to go. >> All right, everyone. I'm Frank Slope. I'm a 25-year veteran of a sheriff's office here in Arizona. Today, we're going to be doing some body cam breakdown. So, we got today's video on Arrested on Cam. That's the name of the channel. Uh they're on YouTube. Go check them out. They got good stuff. This looks like it's going to be a good one. So, while we're watching this, we're going to play a little body cam bingo. >> [cheering and screaming] >> So, we're using card number four today. We sell them in a five-pack of five different cards. If you'd like to play along with us or play along with all your family and friends, you can order them on our website. Go there. Check out all of our merch, including shirts and hats. You can order those also. But, uh check this one out. >> No, you're not free to go. This is a traffic stop. You're being stopped for racing with him down Fruitville going 57 mph. >> Uh he was racing. He was so far behind behind me. >> Right. You were racing with him. You were the car that was right next to him, and that's why now this is a traffic stop. Love it. Go ahead and get your license, your registration, and your proof of insurance. >> I love getting people for street racing. When I used to drive my Charger, uh it was one of the things I was always looking for was someone to line up with me at a light and accelerate in an exhibition of speed. Um that's the verbage that's in Arizona law, along with a whole bunch of other examples like competing in a uh contest to set a time record, exhibition of speed or acceleration. There's a whole bunch of different um variables that you can choose from in your observations of vehicles on the roadway uh to justify. In the state of Arizona, if you are racing on the highway, your vehicle gets towed and impounded for 20 days, um and it is a class one misdemeanor. And if you commit that offense twice in two years, then it becomes a class six felony. Um so, we uh we certainly take it seriously here. And apparently, in Sarasota, they also take it seriously, which I love. I just I Everyone knows I love Florida. Police departments are great. Sheriff's offices are awesome. Um and they're doing their They're doing the good The good lord's work is the best way to put it by uh stopping them before they crash into someone. You're stopped right now. >> to me cuz you said that I pulled my window up. That's not fair. >> Lawfully, now you are detained because this is a traffic stop. I need your license and your registration proof of insurance. >> is a traffic stop right now. It's traffic stop. If you do not provide me with your license, you will be failing to identify yourself and I'll remove you from the vehicle. >> Where's your supervisor? >> I can get him here. >> Please do. >> Okay. Give me your license. >> Supervisor request. >> you my license. There's no crime committed. >> Yes, you were speeding. >> That's super unfair for you. >> You were speeding. >> That's super unfair. >> And he even admitted that you are his girl and that you guys were both racing down Burle Road. So, I need your license or or things are going to get a lot worse for you. >> There's no reason for things to get worse. >> Then provide me with your license. >> I don't need you to give you my license. >> Get her out of that car. >> 616 to any available supervisor. >> What are you doing is not fair. I know you know I know you know what you're doing. >> Can you get a supervisor here on scene, please? >> You didn't even >> Go ahead and provide me with your license. >> even record my speed. You didn't You didn't even check. >> Uh yeah, actually we did check your speed. >> You didn't check it. >> Yeah, both cars. >> You didn't. >> Why do you think I said 57 mph? Cuz he has a laser in his car and he lasered your car specifically. >> Got him, thanks. >> And you're right, he was going faster than you. >> He was going faster than >> I know. Now, I'm going to give you one more chance to provide me your license, your registration, and your proof of insurance. >> say anything now. You literally You literally stopped him and no There was no car going fast. I stopped because I was worried and I saw what was happening. So, there's How do you say you need my license like I committed a crime? >> Because this is a This is now a traffic stop. You are not free to go. >> You are not free to go. I need your license, your registration, and your proof of insurance. >> I love telling people about products that I've used before they come to me as sponsors. One of those is ChefIQ. This is my personally owned ChefIQ meat thermometer set. Bought it with my own money before ChefIQ ever came into the picture as a sponsor. I'm telling you right now, 4th of July, you cook steaks with these, you're going to be a big hit. All right, I just picked this ribeye up from the butcher. I'm going to cook it to a perfect medium rare. And that's not going to be a guess, it's a number. There's the great debate over what kind of pellets you want to use, what kind of seasoning you want to put on your steak, but what's really most important is the temperature that you cook it to. And because this probe is hooked to my phone, I know it's going to be perfect when it comes off the grill. All right, so on this graph, it gives me my grill temperature, which right now is 368. It gives me my target temperature, which is 125. And it gives me a little timer on the bottom that says in 14 minutes the steak is going to be absolutely perfect. Perfect. Even though I used my personal thermometer set for this cook, ChefIQ has a patriotic thermometer set special for the 4th of July. Go to chefiq.com, use code slope for 40% off site wide. >> What What are you doing? >> Put the car in park. >> Put the car in park. >> it in park. >> Put the car in park. Turn the car off. >> You don't need to interrogate me. You don't need to try to put your palm down. >> You need to listen is what you need to do. >> It's a private conversation. >> You didn't need to And I haven't even You haven't even needed to go through yourself. >> Get her out of that car. >> He's what? He's like super violent. Okay, well, I'm going to put my window I have the right to do that. Please. >> I'm going to ask you one more time. >> No. >> I got to know my rights. I'm going to go that one, right in the middle. >> Registration and your proof of insurance. >> I don't feel comfortable talking to you guys. I don't feel safe. >> I'm going to wait. >> Who cares? >> sitting 2,500 block of Fruitville. We seen that truck and this white car comes speeding westbound. >> In my agency, you can request a supervisor all you want. I am under absolutely no obligation to stop everything I'm doing and twiddle my thumbs while I wait for a supervisor to drive across the county that's just a little bit smaller than the size of Connecticut. Um, my supervisor right now is absolutely 100% on record as saying, "Give them my phone number and have them call me." That's it. It's But, he's not coming out to the scene. He has supervisor things to do. I have deputy things to do. I'm not stopping doing deputy things and he's not stopping doing supervisor things. So, now, every agency is different. That just happens to be the agency that I work for in my particular squad, um, but we have no policy agency-wide. I bet Sarasota Police Department, being a city agency, I bet they have a policy that says if someone says the word supervisor, you have to go and get one. Um, we just don't work like that and I like the way we do things better. >> So, I give her the benefit of the doubt to wait. Uh, otherwise, I'm going to rip her out of the car. >> Yes. >> How you doing, ma'am? >> Yes. >> I'm Sergeant Carter, Sarasota Police Department. >> Hey, Sarasota. >> Maybe. >> I wish I could hear this better. So, they are trying to talk to you about a incident where they believe that you were involved in a racing incident with this vehicle over there. Yeah. Yeah, so that means you're being detained, so you're not free to leave. So then they're not going to allow you to pull off on them if you're being detained for an investigation. >> This driver seems to have difficulty understanding that even though she's in a parking lot, we can affect a traffic stop. She was observed on the roadway. They have her speed. She's the sole occupant of the vehicle she's driving. She pulls into a parking lot. They then contact her. She seems to think that she's on some sort of home base, that she's, you know, just exempt from any sort of repercussions from what she was doing on the roadway now that she pulled into private property, and that is not the truth. Um so, I I mean, I think this officer just does an absolutely great job of really explaining to her like she's a 5-year-old that this is a lawful detention, that she is detained. It is a traffic stop, and that she needs to identify herself. It's like she just either can't either she's unwilling or unable to understand that, and either one of those isn't good. >> Well, we can contact you and have you detained without using the vehicle and our lights. So, if we're talking with you to stop you to investigate something, we don't need to use the vehicle. >> plenty of lights there. >> But we just said you tried to pull forward, I thought. Okay. Well, I'm telling you this right now, they're investigating whether or not you were involved in a racing incident with this vehicle. Okay? So, All right. Well, what I need for you to do is you need for you to cooperate. So, I need you Is your vehicle in park right now? Okay. So, can you step out of the vehicle for me and provide your license to them so that we can continue with this? I'm going to ask that you step out, please. >> Before you step out, can you grab the registration and proof of insurance for me? You can keep looking for it on your phone. How about the registration? You can just reach over and grab that. >> I don't think it's here. >> You don't have the registration in your car? >> I don't think it's in my car, but you can search me. >> I'll take your license. You don't have registration and your expired your insurance proof of insurance that you gave me is expired. >> Can I get my phone? >> Yeah. >> It's probably not. >> Go ahead and look there. Just stay right there, okay? >> You think you have a valid insurance, you said? >> I have it. Can I close my door? >> Uh it's just going to stay open for right now, okay? >> It's not like I'm going to leave. >> Well, it's not saying that you're going to leave, okay? It's just for your safety and ours, okay? >> Yeah. Why is his door closed? >> It's a completely separate different situation. >> How? >> What do you mean how? It's a separate separate traffic stop. I'm confused on what you mean how. It's not your traffic stop. That's a different traffic stop. >> Okay. >> So, it's a different situation. >> How is my traffic stop different than your officer said? >> Sorry, say that again? >> How is our situation different when your officer said that we were stopped for speeding? >> Yeah, you guys were both stopped for speeding, but you're on vehicle traffic stop. >> Yes. >> He's his own vehicle traffic stop. >> I understand. >> All right, circumstances are different in both situations. >> I understand. >> All right, he made he made certain decisions that you know, rolled down his window, gave driver's license, registration, insurance. You know, and >> And you didn't. >> I did everything and when I spoke to him >> Yep. >> You guys still asked me to step out. >> Correct. Yep. >> Which I haven't even done. >> Correct. >> I don't know if you were serious or if you were inside the car. It's just like all these things I just want to understand if this is drugs or stuff or supposedly you think I was speeding. >> Yep. >> Why are you searching my car when you haven't even said >> It's not a search. It's not a search in your car. We're allowed to look inside of your vehicle from the outside. You have no expectation of privacy in your vehicle. We are not searching your vehicle. That's completely different. A search is when we are inside of your vehicle looking around, okay? >> No. >> That's a search. >> Why do I have to have my door >> So, right now you have your door open for officer safety, okay? Because your vehicle was not in park. You weren't >> I was >> You weren't >> trying to be >> You weren't exhibiting your driver's license, registration, or insurance upon ask, right? >> Yep. >> You have a right to ask for a supervisor, but you still have to exhibit those things when we ask for them. >> But I can wait for another person to get here. >> You don't get to. >> It's not like I'm going to run off when he gets here. >> Well, your vehicle wasn't in park when I got here. You were in reverse still. >> Yes. That's why I was trying to park it and when I was trying to park it, you didn't even let me pull over to the side. >> Well, because your vehicle was moving, right? >> But obviously you can tell I'm not going to do anything. >> Well, we don't know that. >> Mhm. No. We can't tell that. >> Have the all of the intention in the world from You You have to look from our point of view, right? You're inside of a vehicle. We are not. You have the right to You can drive straight through. We can't stop you cuz we're outside of a vehicle. We don't We're not Superman, right? >> Mhm. >> You're still Your vehicle is still in reverse whether you knew it or not and it's backing up as we're talking to you, right? So, these things are now leading us to >> I am >> you know. Right? And it makes us nervous, right? When we're asking for items, you know, on a on a legal on a legal traffic stop, right? >> I was supposed to have >> We're at We're asking for these items to be exhibited. Is it It's Dominique? All right, go ahead and step out of the vehicle for me. All right, turn to face that way for me. Place your hands behind your back. There we go. That needs to happen. Hands behind your back, right here. Perfect. Perfect. >> What am I being charged with? >> Yeah. Hold on, just a second. No, at this point now you are under arrest. There we go. >> Why am I under arrest? >> Uh street racing. All right, do you want your phone and your wallet to go with you to the jail? >> So, if you can tell him to drive my car >> Uh no, we're towing your car. >> car gets towed. Boyfriend is doing in the 70s, she's doing in the 50s, like 57 I think is what he said. Um boyfriend gets stopped and he is absolutely compliant. He provides his driver's license, registration, insurance. He talks to the cops, they have no issues there. He's not acting like she's acting. Now, she is trying to leave the scene, she's arguing with the stopping officer, she's refusing to provide ID, she demands a supervisor. All of these things. So, guy who's compliant with law enforcement gets issued a criminal citation, issued a court date. Hey, go to court, talk to the judge. And then they hook her. And I love it. She needs She needed the attitude adjustment of cuffs. And I love the fact that this officer says, "It's my discretion. I let him go with the court date, you're going to go to jail." Because her actions are what led to that decision. She's just absolutely disagreeable. And we have we have a lot of discretion in our job. And my sheriff, especially, wants me to use the discretion. She needed to learn a lesson by being placed in cuffs, having her car towed, and being booked in the jail. So, when she gets out, she's going to have a very different view of law enforcement and of contact with law enforcement than she did before, prior to this stop. So, great on this officer for making that decision to teach her a lesson that hopefully she'll learn from for the rest of her life. >> So, do you want the phone and the wallet or do you want us to just leave it in there and then it'll get towed to the tow truck company? >> I would like to get my phone. >> Phone? Anything else or just your phone? >> And my wallet. >> And your wallet? Was that the thing that you had like the wrist uh thing? Okay, I'll make sure both of those go with you to the >> What about him? >> What about him? >> going to jail. >> No, he's not. He was >> He was cooperative and he got he got a court date that he will go to for his part of it. You were not cooperative. >> I was cooperative. >> No, you weren't. No, no, I asked >> And I opened the door. >> I asked you for >> had the right to ask for someone else. >> Yeah, that's actually I don't even think that's a right. >> It's okay. >> You're not going to jail for that. You're going to jail for street racing. That's what you're going to jail for. >> Yeah, and he's not going to jail for I should have the right to have for any people. I should have the right to either give me a ticket if you think I was speeding cuz I wasn't speeding and I need a proof of that. And then if you're going to give me a ticket and then send me to court, but why why arrest me? >> Cuz you need to learn a lesson. It's an arrestable offense. It's it's my discretion as to whether or not I'm going to arrest someone. >> And you arrest me because I said to speak to someone else. >> And I did. >> No, I >> Cuz you're just being terrible. >> You're the authority. You decide you want to arrest me for that, go ahead and do that, but >> I I mean, I was letting you dictate the whole situation and you didn't cooperate with life. It's not fair. Life's not fair. Make better decisions. >> I'll just read this to you. You have the right to remain silent. Anything you say can and will be held against you in a court of law. You have the right to talk to an attorney and have him or her present with you before and during questioning. If you cannot afford to hire an attorney, one will be appointed to represent you at no cost to you before and during questioning if you wish. If you decide at any time to exercise these rights and not answer any questions or make any statements. Do you understand each of these rights I have explained to you? >> Yes. >> Having these >> I It should just be like a little wrist wallet that she had. She said that that and the phone is the only thing she said to go with her to the jail. >> Sorry. Do you understand each of these rights I have explained to you? >> Yes. >> Having these rights in mind, do you wish to speak with me now? >> No. >> Okay. Perfect. Sit down. >> Can I speak to him before you take me? >> Speak to who? >> To the other driver. >> To the other driver? So, I don't have to let you speak with him. Does that make sense? >> Yes, that's what I'm asking. >> So, I don't I don't have to. Why would I cooperate with your request and let you talk to him when you didn't simply give me your license? >> But, do you have a reason for waiting on giving you the license? Like, for waiting some reason >> I'm not arresting you I'm not arresting you for that. The I'm arresting you for speeding and for street racing. The arrestable offense was the street racing part. That's what I'm arresting you for. >> Yeah, but what took you to do that was because I didn't give you my license. >> You had the option to be You're just a terrible person. Terrible people need to go to jail. >> my car properly and then your officer >> to leave. >> I didn't try to leave. >> You're lucky I don't charge you with resisting without violence. >> Are you serious? >> You put your car in drive and tried to get out when I was standing on the side of your car. >> I was parking my my car that's right. >> This camera was on the end of the >> video. >> I'm glad it was, but >> So, to tell me that you didn't, come on. This isn't my first rodeo, that's for god sure. >> So. Love it. >> Boy, she's coming from a long ways away. >> Learning curve. >> Can you find out if you can talk to me? >> Have a seat right inside there. Careful, it's not comfortable. Oh, perfect. >> The pen only hit card number four twice. I thought we were going to get it cuz I thought she'd be a little bit more mouthy, but it just didn't happen. So, it left me wanting. Left me yearning for more squares. So, if you're yearning for a live chat, we've got one coming up. It's going to be Sunday, June 28th.
