24 traffic.
Chestnut Lee.
It's a white Saturn SUV. Unknown.
[Music]
Hi. Hello.
You don't have any lights on,
miss.
 My lights aren't on.
 No, that's
why I'm stopping you. I'm so sorry.
 I'm
Officer Turner at the Bloomington
Police. I just want to let you know all
my traffic stops are audio and video
recorded. Okay.
 Okay.
 You have a
driver's license there?
 Yes, I do.
 Where
you coming from tonight?
 Downtown.
Downtown. You consume any alcohol down
there?
 No.
 None at all?
 Nope.
 You lying
to me?
 No.
No. All right. Do me a favor
real quick. I just want you to follow my
finger side to side. Don't move your
head. Okay. Do you understand that? Mhm.
All right. See my fingertip mine? Don't
move your head.
Follow my fingertip. Okay. You see it?
You said don't move your side, right?
Yeah. Don't move your head. Follow it
with your eyes. So, like follow it with
your eyes only. Okay. Does that make
sense?
 All right.
Okay. Just sit tight one second. Okay.
Hey Sarah,
can you hop out for me real
quick? I just want to do some tests.
Make sure you're okay to drive. Okay.
Let me know I don't have shoes on.
 You
have shoes in the car?
 Yes, I do.
 Where
are these shoes at?
 Back to you.
 Okay.
You mind if I grab those for you? Okay.
What'd you take those off for?
 They're
heels.
 Oh, okay.
There you are. If you want to throw
those on real quick.
You got to keep some slides in the car
or something.
 I know.
I'll just have you stand um leaned up
against the front of my car with your
back to my car and uh we're just going
to do some tests. Okay.
 I don't really
never before.
 You're fine. You spin
around.
 No, you're fine.
 Just spin
around and all I want you to do is sit
at the front of my car just like this.
Okay. See how I'm standing? Just stand
just like that. Okay.
All right. So, I got to ask you some
questions first before we start doing
these tests. Okay. Um, how do you have
any eye abnormalities or conditions?
Nope.
 Do you have any physical
disabilities or ailments?
 Nope.
 How
would you describe your general health?
Good.
Good. Okay. Have you had any
recent head injuries or concussions?
Nope.
 Are you diabetic?
 Nope.
 Do you
smoke cannabis?
 No. I
 Every once in a
while.
 Yes.
 When's the last time you
smoked?
I'm going to say two weeks ago.
 Okay.
So, nothing like today or yesterday?
 No.
Okay. Do you take any prescription
medications?
 Nope.
 Awesome. And do you
have any issues with your feet, ankles,
knees, hips, or lower back that prevent
you from walking?
 Nope. I mean, I don't
know if this counts at all, but I have
spobifida.
 What is that?
 Which means
there's like a separation in between and
my spine.
 Uh-huh.
 That's it.
 Okay. Does
that affect your ability to walk though?
Like to walk a straight line if I were
to ask you to?
 Nope.
 Okay. Perfect. Are
you diabetic? Nope.
 Awesome. So, um I'm
gonna have us do three tests today.
Okay. I'm going to check your eyes.
We'll do a walk and turn and then a one
leg stand. Um for the walk and turn and
one leg stand, we'll figure something
out. I imagine you don't want to do
those in heels. Um but it'll be totally
up to you at the end of the day. Okay.
They have us read the instructions for
these out of the book. So, that's what
I'm going to do. Um for this first one,
it refers to a stimulus. The stimulus is
going to be the tip of my finger. Okay.
All righty. So, I'm going to get you in
a start position. I want you to put your
feet heels and toes together and your
arms at your sides just like this.
Perfect. Maintain that position for me.
Keep your head still and follow the
movement of my stimulus with your eyes
only. Keep following my stimulus with
your eyes only until I tell you to stop.
Do you understand?
 I've never done this.
So, yes,
you're fine. So, all you got to
do, keep your head still and follow the
tip of my finger side to side without
moving your head. Okay.
 Okay.
You understand that?
 Yes.
 Awesome. All
right. Can you see my fingertip fine?
Yes.
All righty. Follow it side to side.
Don't move your head,
Sarah. Fingertip. Stay on my fingertip.
Okay.
 Mhm.
You see it?
 Yep.
 You got to follow it.
You told me not to follow it, though.
No, I said follow it, but don't move
your head.
 Okay.
 So, you got it.
 Mhm.
All right.
Okay. I blinked a couple times. We got
some more passes. Okay.
Okay. I'm going to go vertically twice.
Okay. Same thing. Just follow my
fingertip.
All right. So, we're going to move on to
the walk and turn test and the one leg
stand test. Um, is this something that
you're comfortable doing in those shoes
or would you prefer to do it barefoot?
If I have to do it, I'm going to do it
I've never literally never done this in
my life.
Okay. So, good news is the next
two tests I demonstrate them in their
entirety for you. Okay. Um, I do have
the option, if you're okay with it, I
can drive you to the police department,
which is a couple blocks away, to do
this inside so you're not walking on the
cold concrete.
 Are you okay with that?
Or we can do it here. Again, doesn't
doesn't matter to me. I just want to
make it as comfortable as possible for
you.
 We can do it here.
 Do it here. All
right. Uh, would you agree this sidewalk
right over here is relatively flat,
level for you to breathe and dry?
 Yes.
Okay. Let's take it.
 So, do I have to
take my shoes off?
 Here in a second.
Yep.
 Okay.
You're fine.
All right. So, what I'm going to do is
have you pop um I want you to imagine a
straight line from your feet all the way
down the block and back to you about the
width of your foot. Okay.
 So, all the
way down to the light right there.
 Yeah.
Just all the way down. Okay. That's not
where that's not where we're going to
walk to. Just imagine a straight line
about the width of your foot. Okay. I'll
have you take your heels off.
 Okay. Take
them off.
 Yep.
 Again, I've never done
this.
 You're fine. You're fine. All
righty. So, I'm going to get you in a
start position. Okay.
There you go. Perfect.
 What I want you I
know what I want you to do is place your
left foot on that imaginary line.
 This
right here.
 Yep. Okay. Now, place your
right foot in front of your left foot
with the heel of your right foot
touching the toe of your left foot with
your arms at your sides. So, you're
going to stand just like this. Okay.
Go heel to toe though.
So you'll be left foot and then Yep.
Nope. I don't want you to walk.
 Okay.
Sorry.
 I've literally never done this.
I'm fine.
 Just take a breath. You're
fine. So left foot on the line
and then put your right foot ahead of
your left
towards my toe.
 Heel to toe and stand
there. Okay? Do not leave that position.
Okay? Maintain that position until I
have completed the instructions. Do you
understand?
 Yes.
 And do not start to
walk until I tell you to. Do you
understand that?
 Yes. When I say begin,
you're going to take nine heel totoe
steps on the line, turn around, and take
nine heel to toe steps back in the line.
Oh man.
You're going to make your turn
by keeping your front foot on the line
and turn by taking a series of small
steps with the other foot. I'm going to
demonstrate this for you.
 Sorry, but
that's a lot.
 I'll demonstrate it. It's
real simple. Okay.
So, just like you, I'm left foot on the
line, right foot ahead of it, heel to
toe, and count your steps out loud. 1 2
3 4 5 6 7 8 9. Series of small steps.
Nine steps back. 1 2 3 4 5 6 7 8 9. And
that'll conclude that test. Okay. Do you
understand those instructions?
You good? Mhm.
 All right. Go ahead. You
can begin.
2
3
6 7 8 9
1 2
3 4
5 6
7
Okay, I've got one more test for you,
Sarah. Okay, it's the one leg stand.
This one's pretty simple. You okay?
What's going on?
 I've never done this.
Okay.
 And it's just
go ahead, please.
 All right. So, take a
big deep breath for me. Okay. This next
test is as it sounds. You're going to
stand on one foot. It doesn't matter to
me which foot you stand on. Okay. So,
when you do this, you can use your left
foot, you can use your right foot.
Doesn't make difference to me. All
right. So again, we're going to get in
the start position. I want you to stand
with your heels and toes together, arms
at your sides, just like that. Perfect.
Uh, do not start this test until I tell
you to. Do you understand?
 Yes.
 All
righty. When I tell you to raise either
foot approximately 6 in off of the
ground, keeping your raised foot
parallel to the ground. You must keep
both legs straight and arms at your
sides. Hold that position while you
count out loud in the following manner.
100 one 100 two 100 three and so on
until I tell you to stop. Keep your arms
at your sides at all times and watch
your raised foot. I'm going to
demonstrate for you. Okay.
You got to watch on how.
All right. So again, either foot you'll
raise your foot approximately 6 in off
the ground and parallel to the ground
and count in the following manner. 10,00
1,002 1003. If at any point you hop or
have to put your foot down, just gather
yourself and pick right back up where
you left off. Okay.
So, I have to go to
30.
 It's a 30 second test, but you'll
keep going until I tell you to stop.
Okay. Do you have any questions about
this test?
I'm not going to lie. You
said how far in the air?
 6 in. It's like
the height of a cup. Like a solo cup or
a beer can. About that high. Okay.
 So,
this
Yep. That'll be good. All right.
Are you ready to start the test?
 Yep.
Okay. Go ahead. 1001 10,002 1003
1004 1005 1006 1007 1008 1
1234
2015 2016 Yep. Just do what you got to
do, bro.
 Okay, Sarah. Um, how much
alcohol have you consumed tonight?
 I've
had like eight shots.
 Eight shots. Where
from?
Downtown.
Okay. What bar were you at?
 I
daddyos.
 Daddyos. Do you think you're
okay to drive tonight?
 I will literally
walk from right here to my home if you
do not take my car.
 Sarah, that's not
what I'm asking you. Do you think you
were okay to drive tonight?
 No.
 No. All
right. Well, at this point, you're going
to be under arrest for DUI. Okay.
So, do you have anything on your person
that's going to poke us hurt us? Doesn't
look like it. You don't have any pockets
or anything, do you?
 No, I don't. I just
want my phone and whatever's in my
purse, please.
 Yep. We'll grab your
phone, your keys, your purse. Okay. So,
before we get going, just take a breath
for me.
 Okay. I've never done this.
You're fine. All we got to do is some
paperwork. Okay. There's going to be
some tickets involved and you'll have to
go to the jail tonight. But all they're
going to do, listen to me. All they're
going to do is take a picture of you and
take your fingerprints and then you're
released. You don't have to stay. Okay.
You think we can handle that?
So,
 yes.
Okay. I'm going to handcuff you
up front. Okay.
 So, I'm allowed to have
my phone and whatever's in my car.
 Yeah.
He's going to grab your purse and your
phone and all that. It's going to stay
with you. Well, it's going to stay in my
car.
I'm sorry. Yes. I've never done
this. Uh, I want to say my jacket is in
the back.
 Okay, we'll grab that stuff
for you. Would you prefer to just stay
barefoot or do you want to wear those?
It's up to you.
 I don't want to wear
them. They're too much uncomfortable.
 A
little too much.
 Yes.
 Okay. So, just
stand just like this for me. Okay.
 And I
got to put these on you. Okay. Just
bring your hands away from your body a
little bit. Thank you.
I'll grab her purse. You said your
purse, your phone, and your jacket,
right? So, it's a black Tommy Hilfiger
purse.
 Okay.
And there should be a brown
bag. I just want my phone. That's all I
want.
That's all you want is your phone.
Take everything else.
 I want my purse,
but my phone is in the front seat.
 Phone
and purse. Okay.
 Phone. Black Tommy
Hilfiger purse.
 Okay.
My dad warned me about this so many
times.
Do you need to separate my arms a little
bit? Just a little bit, please. Okay,
there we go. All right. I just want
Damn, I'm putting it in my chest.
 You're
getting a mug shot, girl. You're fine.
 I
don't know why I did this in myself.
Hey, everybody makes mistakes.
 What
happens after this?
 Okay. So, we're
going to go up to the Bloomington Police
Department. I got to read some stuff to
you.
 Okay.
And then once we're done with
that, I'm going to ask you for a breath
sample. And then whether or not you
provide that, either way, doesn't
matter. We're going to go across the
street to the jail and you'll be
released on your tickets and stuff.
Okay. Does somebody have to bail me out?
No. Well, nobody has to pay anything.
You will have to have somebody come sign
for you.
But this is the first time this
ever has happened.
 So, it's up to you.
Um, if you are unable to call somebody
that can sign for you, they have to hold
you for 8 hours because it's a DUI
charge. Or you can have a friend or
whatever come sign for you and they'll
release you. Okay.
 How many how many
times can I call them?
 So, once we get
done with our paperwork at the police
department, I'll let you make a ton of
phone calls to make sure you can get
somebody person. Okay, we'll make sure
that you get that phone call. Okay, so
if you can just step over to the front
of my car, please.
Well, actually, I do have a cage, I
guess. So, you'll have to go in the
back.
We're going to go right back here.
Sarah,
I know I did. I forgot I had a cage in
this guy.
 Man,
I forgot I had a cage.
 My jacket.
 We'll
grab it for you. Okay. So, this seat
belt's already across you. Okay. So,
just have a seat in there and then I'll
buckle you in.
You want us to throw those sweet shoes
in the car?
I don't want them sitting outside.
 Okay,
we'll put them in the car.
 I just want
my jacket.
Uh, watch your hips here. Go.
Good.
No.
Well, I mean in there at least.
 Yes,
I am.
 Okay.
You don't have anything tucked in your
bra, do you?
 Nope.
 Okay.
 I can take it
off when you if you need me to.
 Nope,
not at all.
 Okay.
[Music]
It gets kind of tangled up sometimes.
There you go. You can just step out.
Here's this for you.
[Music]
Is there any way you can put it on me?
Yep. We'll go right inside and I'll take
your cuts off.
[Music]
After you
see that screen on the wall down there,
that's the room we're going to go to.
Okay.
I'm not going to lie, no.
 I'm
sorry. I'm going to say no.
 Okay. You're
going to say no to what?
 You said this
ring.
 Oh, okay.
Okay. That's the screen you were
talking.
Oh, you're fine. Grab a seat in that
chair. This chair here. You can pull it
to that side.
And I'll take those cuffs off real quick
so you can get your jacket on.
[Music]
All right, you can throw your jacket on.
All right,
I have to put these back on. Please let
me zip this up.
 Yep. Yep. You're fine.
So again, this is going to talk about a
bunch of stuff that does not apply to
you. Okay. Um but I do have to read all
of it today. Subsequent to an arrest for
driving while under the influence of
alcohol, other drug or drugs, or
intoxicating compound compounds, or any
combination thereof, DUI considering the
above, you are warned. If you refuse or
fail to complete all chemical tests
requested, and if you are first
offender, your driving privileges will
be suspended for a minimum of 12 months.
Okay. So, what all of that means is
 So,
this is my first time,
 correct?
 6 months
or no?
Yes. Um, as long as you provide a
breath sample. If you refuse to, it's a
year.
Well, I just took my car.
 So, your
car got towed. It goes to Joe's Towing.
State law mandates that it's impounded
for 12 hours. So, like 130 in the
afternoon, you'll be able to get your
car out.
 How much? 500 or 6?
 $410 to the
city of Bloomington. And then you'll
have to they'll let Joe's towing know
that they can release the car and then
you'll have to pay them whatever their
tow fee was from where I stopped due to
air lock. Okay.
 Um not I've been doing
this before but not like this.
 Okay.
 So
Yep. So it the 410 does have to be exact
change here though. They don't make
change. Okay. And it has to be cash.
 I
get a mug shot.
 Oh yeah.
 You get a bug
shot.
 Look the whole thing.
 This is my
first time. My question is,
 yes,
 this is
all a recording, right?
 Yes, ma'am.
Camera's right there.
 Am I able to like
see that whenever I'm
sober?
 What? The footage?
 Yes.
 Yeah, you
can. It's called a Freedom of
Information Act thing. You just have to
come I believe you come to the front
police or the front desk of the police
department. You tell them you're here to
file a foil request and then they can
guide you in how to get it. So you file
that and then we have somebody that I
don't know all the laws on it but
there's certain parts of the video they
blur out like personal information like
anytime I ask you for your full name
that kind of stuff but yeah they'll give
you a redacted version of the body one
camera and dash camera footage
 all
righty but if you can sign there for me
right there
 so after this
do what I got to do you know picture
whatever whatever
 so I'll be across the
street the jail. So what happens is they
go from here across to the jail.
 Okay.
 I
book you into the jail. The jailer, so
McLean County Jail staff will come take
custody of you from me and then they do
their booking process, whatever it is. I
just know it includes fingerprints and a
photograph and then they get you your
paperwork and as long as you have
somebody to sign you out, they will
release you.
 What if nobody's able to
sign you out?
Then you have to wait 8
hours from the time of your arrest. So
they'd release you at 9:30 in the
morning.
Mhm.
I'm going to say this right now.
Nobody's going to be able to sign me
out.
Well, it can be anybody as long as
they show up inside.
 I have two phone
numbers and both of them are asleep
right now.
 You don't have any friends?
Nope.
What about the friends that we're
going to get you?
 Look, I don't memorize
their number. There's only two people
that
You have your phone with you.
So, I can do that.
 Mhm. Yeah. All right.
So, this thing is going to go through
what's called a blank check.
 Um, what
that is, it's purging the system to make
sure there's no residual alcohol from
whoever would have used it last. Um, as
long as that blank check passes, it'll
allow you to provide a breath sample and
then you can go to the bathroom.
 Okay.
All right.
I got a patient there.
You want to hop up here? I'll take the
cuffs off.
I got faith.
 I feel so bad.
 I got faith
in you.
Oh lord.
All right. The blank check passed. Here
one second. It's going to allow you to
provide your sample and then you will be
able to go to the bathroom. So,
um,
do I have to do anything with my
earrings?
 Nope.
 So, um, what's it? What
you're going to have to do is take a big
deep breath in. Wrap your lips around
this tight seal. Long constant breath.
Okay. It's like blowing up a tough
balloon.
 So,
Yep. But a long It's a long blow. Okay.
Okay.
 All right.
 So, deep breath in
right now.
Yep. Big deep breath in. You
can step closer and blow.
Keep going. Keep going. Keep going. Keep
going. Keep going. Keep going. Keep
going. Keep going. Keep going. Keep
going. Keep Perfect. All right.
Bathroom. We'll see what the sample is
once we get back.
All right. To the left here. Moment of
truth. You know what the legal limit in
Illinois is?
It's a 08. Know what you are?
178. So,
 can I see that?
 Yep. Right
here.
 Should I mind?
 Yep.
Right here is your breath sample. It's
178.
 And it's a 08.
 Yeah.
 Okay.
 So,
you're like over twice the legal limit
to drive.
 Okay.
 All righty. But grab you
a seat. I just got to fill these out and
we'll run you across the What kind of
shots were you having?
Well, I started off with pink Whitney at
home.
Good call.
Uh, and then when I got to
Daddy Rose,
 ain't no way you actually
like Pink Whitney.
 Listen,
long story short, my ex-girlfriend, she
was an alcoholic.
 Yeah,
 that's what I
was drinking when we were together.
Gotcha.
But my go-to is apple crown.
That's right.
 Nope. Just apple crown and
water.
 You mix it with water.
 Yep. My uh
my taser is apple which apple crowd is
water. Really with any liquor is just
water.
 A bold strategy.
 Yeah, cuz it
just gets you straight to the point.
All right, back out to the car.
at this way.
Yep, that's fine.
This is clean right now.
 No, I'm going
to get a wart or something on my foot.
[Music]
God damn it.
Switch which side of my belt. I keep
these damn keys on and now I always
screw it up.
Have your seat.
All right. Are you able to get that seat
belt on you?
Nope.
I don't know what you were doing. I was
going to let you do it, but
 say
a favor or no?
 What's up?
 Is there a
vape in there?
 Uh, I don't know.
That's all I want right now.
We're going to be right around this
corner.
You can't open it. Can you
 open what?
That bag.
 I can.
I don't think I saw one in there
earlier, though.
 Oh,
 I didn't see one
earlier.
It's in there. If it's not,
where's my car at? Is there
Huh?
 Joe's telling.
 Joe's.
 Yep.
 Man, I
got to pay the ass $500, bro.
 It's going
to be an expensive bait.
 I've been
through this twice. Yeah.
 Yes.
 Just have
a seat right there. Okay.
Girl, where are your shoes at?
 Listen, I
had heels on. I wish I had socks.
 What
do I have to do?
Do I have to bend over
and slide my butt cheeks or No.
 No.
Okay.
Any drug charges, girl.
 And you're not
saying I think your ride's here already
to be honest with you.
Do I get all of this in some type of
document? Yep. You're going to get all
all the documents.
 All the paperwork.
All of it.
 Yep.
 What if one day, not
even one day, what if I want like the
footage and you can
 just for
you want to freedom of information,
okay?
Real short and simple.
[Music]
Hey.
