the City of Charleston West Virginia has just released body cam footage taken by a city police officer investigating an allegation of in decent exposure by former canaa County Commissioner president Kent Carper the video was taken at Daniel Boone Park on May 15th 2023 when 911 dispatched police to the Charleston Park after a woman called to say a man now identified as commissioner Carper and decently exposed himself to her okay can you tell me what happened well here I'm waiting on somebody so this guy seen him go by so it's waiting he pulls up keeps looking at me and he's unzips his pants okay and starts pulling his thing out and whing around on it shaking it I didn't catch a picture of that but I did take a picture of him sitting in there with these pants I I think that's that dude from damn tv less than 2 hours after that interaction Mr Carper sent an email to the girlfriend of that police officer offering her a job it was exposed by the media I have the emails the family claimed it was just an awful misunderstanding and that he had actually had a heart attack that very same day it all fits together you just have to watch the body cam footage I can now tell you whether or not this man was prosecuted or whether there was a cover up or or he was treated with a double standard you don't recognize me but I recognize you no I don't you know my father you're the one that do not want to high yes I you know how much trouble that's been for me I I understand heart yes I believe before I tell you the answer to that let me know in the comments what you think happened watch the footage for yourself does it appear to you that this man just had a heart attack and is experiencing a medical emergency or something more sinister how you doing hello you called yes I am okay can woman tells me to move and gets out and comes up and says nice jeep the guy does sorry I shouldn't be cut it scared me understand I don't know if you can see it or not can you see it yeah to an extent all right you got your driver's license on you yes I this is a i a you know I work hospital I ain't had nobody do that to me if I can find him sir I'm sorry I'm I'm telling you I'm going to change my place where I'm I'm meeting people yes oh I ain't doing this no more all right I'll be right back with you okay okay my name I won't I I won't I'm going to take down your information on a piece of paper and I'm going to bring you this back okay okay all right if he a works in the news or the the state capital don't try to hi my name would you I will back get so this what I'm going to ask you really do to him right now than be like hey I don't know what you're doing here but he charged with sexual harassment go away that's not a charge to State West Virginia really no sir and anything it' be a misdemeanor charge at most and it wouldn't be something that we could handle I can't handle it I can't handle it here right now it'd be something that either have a warrant written for it or something like that it wouldn't be something we don't handle misdemeanor it had to be a felony and all right thank you sir yeah you're welcome man' for that K4 is a 2905 Beverly Drive 295 Beverly Joey Crawford on the telephone you don't recognize me but I recognize you no I don't okay okay well you know my father and you know Greg chers yes okay you're uh you're the one that they not want toire yes I you know how much trouble that's been for me I I understand your heart yes I am going to see they don't want to hire you you know they yeah s I'm aware um give me one second is who's what it'll be but I can go your back and generate a report for it I just don't know what'll ever come of it that's a detective thing all right long knows there's been report on this dat all right you have a good day at the very end there before the body cam footage shuts off you see the police officer har chis making a phone call on his cell phone if you look closely it appears that he's calling somebody named Morgan presumably his girlfriend at the time who was named Morgan Estep now why is this important less than two hours after this interaction occurred Mr Carper sent an email to a female County employee remember he is a county commissioner so he sent an email to a female County employee this is what it said are you interested in being the superintendent at Big Ben Golf Course again less than two hours after this occurred the recipient of that email was employed as an administrative assistant to county commissioner Lance wheeler another County Commissioner she has no known experience managing a golf course nor is there a County job opening posted or was there for a superintendent at Big Ben golf course but she did have one very unique qualification she was the then girlfriend of Charleston Police Officer Hart childis whose body cam footage you just watch because he was the officer who responded to the Daniel Daniel Boone park on the afternoon of May 15th so the incident happened on May 15th of 2023 a few days later on May 19th 2023 a statement was issued by the family of Kent Carper specifically Virginia Carper this is what it said I am Virginia Carper the youngest child of Kent Carper who has been a canaa county commissioner for over 20 years my father became ill over this past weekend his illness progressed and on Tuesday he was admitted to Thomas Memorial Hospital through the ER he was diagnosed as having a having had a heart attack on Monday his cardiologist performed a heart catheterization at Thomas Memorial Hospital which revealed serious blood vessel blockages yesterday my father underwent open heart quadruple bypass surgery at camc Memorial hospital the surgery appears to have been successful he is still in recovery at this time unfortunately an allegation of inappropriate conduct has been made against my father while he was apparently parked in a vehicle at or near Daniel Boone Park on Monday my father's illness and his apparent confusion have been misinterpreted as being something inappropriate my family and I regret this awful misunderstanding we we request that my father's privacy be respected while he recovers we expect a rapid full recovery which will allow my father to return to the job he loves most serving the wonderful people of Kwa County so apparently the heart surgery was successful he was released from the hospital on July 6th of 2023 he attended his first meeting once again as a county commissioner and he continued to serve as a county commissioner on July 19th of 2023 it was announced that Federal authorities are investing tigating in connection to alleged misconduct at a city park then the canaa County prosecuting attorney's office said that they would request a special prosecutor to handle any potential charges that may result from the investigation into Mr Carper so it's being investigated at the federal and state level Mr Carper says nothing at this time he continues serving as a county commissioner then in January of 2024 just a few months ago he steps down as president of of the County Commission and allow somebody else to move forward as president but he still serves as the county commissioner then just a couple of weeks ago around May 10th he completely resigns and totally steps down as a county commissioner nearly simultaneously it's announced by both federal and state prosecutors that they're declining to charge Mr Carper with any criminal violations longtime Canal County Commission commissioner Kent Carper has resigned today us attorney Will Thompson says the investigation into Carper allegedly exposing himself has ended and Carper would not be prosecuted commissioner carper's been here for a very long time and we're thankful for that service but uh we're moving forward Carper never commented publicly about the allegations Friday I asked president wheeler for comment on the US attorney and special prosecutor choosing not to prosecute Carper president wheeler responds it's outside of his purview instead wanting the commission to put the investigation behind them I don't know anything about the investigation more than what you probably know Daniel uh we made sure that we're keeping to what we do best and that's serving the citizens of Canal County uh I think today it's over us attorney Will Thompson releasing a statement the investigation uncovered significant allegations of concern it also found that Carper had significant health issues that could have had an impact on his actions to the investigation so the federal prosecutor declined to prosecute him but it's not really a a federal type charge anyways more importantly the state level prosecutor refused to prosecute the special prosecutor was appointed this guy's name is David wandling and he's a prosecutor from Logan County West Virginia so he's brought in because the actual prosecutor in this county is seemingly unable to prosecute Ute a politician in the same way that he prosecutes you as a citizen here's what David wandling said in a statement the special investigation conducted by the West Virginia State Police revealed information of concern about the allegations made by the complainants however mitigating information was also uncovered that Mr Carper had significant health issues that could have could have had an impact on his actions as a result the decision has been made to end the investigation without taking further action and I guess that's it and by the way before serving as a county commissioner Mr Carper he also has been an assistant prosecuting attorney in that county director of Public Safety and police chief for the City of Charleston where this happened he was also an attorney for the West Virginia Department of Highways and the state auditor office his Law Firm is very well known and very powerful does that explain why nothing was done here what about the victim who called 91 one she seemingly disappeared from what I can tell so it had been a year I mean it's May of 2024 this happened in the middle of May of 2023 The Narrative gets pushed out for the past year that this was a medical emergency he had surgery it was an awful misunderstanding and it's like wait a minute this was all captured on body Camp footage they didn't show the public the body Camp footage for that whole year then he resigns it's announced at every level that no the investigation is ending no charges are being filed still public doesn't get to see the body cam footage we just have to accept the narrative that was put forward then like last week the body cam footage is finally released to a news organization I'd be curious to know what you think about this had the public seen this body cam footage because if it were you or I that did the same thing in Daniel Boom Park on May 15th 2023 how quickly do you think our mug shots would have been posted online how quickly do you think the body cam footage would have been made publicly available to the news media but we didn't see it nobody saw it until after the investigation was over and after it was announced that no charges were being filed and after he got to be a county commissioner and get the salary get the benefits get the power for a whole another year and now that new president of his County Commission is President because he stepped down in January and said here you get to be president and that new president despite being a member of another political party has nothing bad to say about him takes no adverse actions against him I don't know anything about the investigation more than what you probably know Daniel uh we made sure that we're keeping to what we do best and that's serving the citizens of Canal County uh I think today it's over do you see how this worked out this is exactly how West Virginia had been run all of the 20th century in West Virginia there was a rampant corruption there was a ruling class of swamp creatures essentially And Then There Were The Peasants on the outside you get treated one way the ruling class gets special privileges now a lot of West Virginia has changed in the past decade but Charleston West Virginia where this happened is still swamp creature controlled essentially they still do things the old way there and here you see it play out had the public been able to view the body cam footage what would they have seen well rather than just being told that there were vague allegations which would better fit into a narrative well it could be explained by health reasons we you could hear the specifics from the body cam footage you can evaluate the veracity of the person who is telling you she sounds pretty believable to me so you'd also see that the off police officer who was supposed to serve and protect her is instead appearing to Serve and Protect his political crony or his father's political cronies these people are all the same political party from what I can tell it sounds to me like the police officer says to Mr Carper I believe you about this I believe I believe I believe now why would you believe him when this woman can be seen on your body cam footage not only telling you the explicit details of what she observed but also showing you the picture that she took of this guy in this compromising position I didn't catch a picture of that but I did take a picture of him sitting in there with these pants can you show me yes I don't know if you can see it or not can you see it yeah to an extent all right how you got your driver's license on you yes the public also would have seen that what didn't fit the you know Health crisis narrative is that he appears to be perfectly fine not only does he appear to be speaking coherently he recognizes who this police officer is he knows who he is he knows who his father is and he starts telling him how much he's helped him that he wouldn't be a police officer if it weren't for him sort of A Veiled Threat that you know how much trouble was for me to get you your job your political patronage job for your father who is the same political party as me you owe your job to me you know my father and you know Greg chers yes okay you're uh you're the one that they're not wanting to hire yes I you know how much trouble that's been for me I I understand your heart yes I am going to see they don't want to hire you you know yeah yes sir I'm aware um it does those are not the word words of somebody who is not in the right mind due to a health emergency in my opinion the public would have seen that that's why they didn't get to see that moreover sending an email two hours later to the girlfriend of that police officer are not the actions of somebody who is not in the right mind because they're experiencing a health emergency it all fits together you just have to watch the body cam footage and what you see is a county commissioner pulling rank on a police officer who is all too willing to allow it to happen because he acknowledges that he only has his job because of this individual now that you've seen the footage let me know in the comments what you think does the body cam footage fit The
