on March 7th 2023 an officer was called by School staff in reference to a drunk minor who had been misbehaving and was very uncooperative she had also hidden a bottle of alcohol in her pocket and wasn't taking it out here's what happened when the police arrived can I get that profile the one that's in [Music] Charlie right here she won't give it to me right there she just dropped it's right escorted over there and then she she had her phone through the principal says give me the phone I don't need to be texting your friends tell everything here to school again little less okay so while the principal had the phone she lunched at the principal to snatch the phone and get the principal's hand and the principal goes I'm not going to fight with you I'm not going to fight over her phone but she gave her the phone back at that point she got up she's being really disordered she's really argumented cussing at everybody and she squared off to the principals she stood up and was coming at the principal again so that she didn't get hit or anything because of what she was doing the officer grabbed her by her side I okay you're than and like I got to go already um like I said like I know I mean my daughter has never given me any problems and like I said she was here as a parent it was your kid and they said Dad come pick me up I'm waiting for you here and said why I want my daughter to be and I got here and nobody would tell me it might be the alcohol I don't know I don't know is that okay for me though what is that okay for the parent to be hysterical and nobody says nothing walk out this is what she has it's Del cuz this officer proud he threw my daughter on the ground and my daughter's a minor okay I think that's battery to me okay okay so obviously um there has to be a reason that any kind of Officer uses force and so I'm not familiar with the incident uh but this is where I can let you know that we have a very very thorough review of any use of force incident so what will happen is Officer PR has to document what he did both in a police report and a blue team report and that has to then be reviewed both by his sergeant and eventually by myself as far as whether it was appropriate or not and what about a camera should he have yep is he supposed to have the camera on at all times miners yes correct yes most definitely most definitely and iing an incident that happened on March the 7th on Tuesday at Sierra Middle School okay and um I'd like to know if the things that he did was appropriate you know getting my daughter on the headlock on the ground and having all these other Securities like get on top of my daughter one of them was even sitting on top of my daughter okay and I want to know um because I'm sure it be anybody else's kid if somebody says hey this person to me down somebody hits me I fault because they threw me on the ground and my thought's only 13 okay you know I mean be better trained than that and you know she wasn't resisting arrest they were accusing her of being drunk at school okay and I think I can like I I have it on speaker I could have my daughter kind of say what happened the officer threw me on the ground and I bang my head and St my knees and then he he continued to play his knee on my hair and then he started getting me a handcuffs or trying to okay and then he had me like down face first and then afterwards all the three security guards started attacking me okay okay so okay so I hear it sounds like both of you are concerned and and feel that the officer's AC were not appropriate at all no there was to me no okay and and so what would you like us to do in this circumstance like obviously so the procedure is just that anytime an officer uses Force what needs to take place is the officer will enter that Force through our Reporting System um and then it has to go up through that system for review and so this incident happened you said March 7th yes ma'am okay and at Sierra okay so most likely this incident has not gotten through I don't recall seeing it and so with that said what'll take place is it will go through the system to see if we as supervisors feel that it was an appropriate use of force obviously if there's concerns we would then address those concerns now was that suff device for you knowing that that's going to take place or are you wanting some other kind of actions done here I I'm coming because I want to I want to put a um a charge on that officer for battering my daughter because he has no right regardless of what they're trained nobody has a right to throw anybody on the ground and have a bang their head and keep their head their leg press on their on their head for what okay what's the reason dir handup why you got to do all that okay and what what was your name again and you're the supervisor or the supervisor of somebody else exactly yes exactly yeah exactly back gonna take legal action about this matter but I'm trying to like I said I want to like address it to somebody that this is not acceptable behavior and somebody that access for should not be on this kind of field okay so so here's the thing if you're looking at legal action that that would be something that obviously that is your right however that that then to me says that okay then I have to back out of it because you're saying that you're going to take legal action against the city does that make sense oh yeah because that's not okay if it's somebody else's daughter what do you think happens you know they make a big deal because why it's not okay and I know mother her advocate and like I'm GNA make sure I get to the bottom of of this I'm gon to make sure this doesn't happen to anybody else's kid I can I can definitely put myself in your shoes there I'm a mom as well and I would definitely want to make sure that anything that occurred was proper does that make sense yes another thing that was very startling to me was that the school people they never called me I had a call from my daughter and then they had her in another extra room like when I got there and they were refusing like for me to see my daughter and they were refusing my you know my daughter kept asking for me and they were refusing okay you know know like they completely ignored and what it really wanted okay I'm deal with that you know but and your name again what was it again and so obviously there's there's a couple different things that we can do here this will obviously be under review review and and yeah so any kind of use of force has to be reviewed and so the way it works is that the officer has to submit that information and then that information will go to his initial supervisor who will review and then say that you know what this is reasonable or no this doesn't look reasonable and if it doesn't look reasonable then it even takes additional steps where we'd have a whole team look into it as well um obviously you can wait for that review to take place or you do place it's almost been 30 days since this incident happened I mean when is he gonna do you guys normally like review what so we do have so each level along the way has 30 days to review it and that's because of how serous we do take these reviews does that make sense yes I to put a complaint on this officer and i' also like for someone to um review this what I'm talking about because I I I speak facts Bas on what my daughter tells me I believe what my daughter tells me because I I'm her advocate I'm her mother and I'm anything she has okay and I just tell you she was an AMV student that was not acceptable at all okay and so I do hear you saying that you would like a complaint and so the way the complaint would work is I can even take that or you can even call our Internal Affairs section that is up to you like as far as like what you would like to do there but I can definitely take that information right now and enter it in as a complaint in reference to um in this case it would be a potential excessive use of force does that make sense uh what about a future battery charges I mean if I went to the streets right now and I for some reason like saw somebody that looked at me wrong and I I gra this person and th on the ground right that's sure even if you know even if what I did was not justified and it's not okay to you know what I mean physically hurt a kid or physically grab somebody by a headlock or or thrown down I mean so with me speaking to you today like when do you expect or when does anybody expect to review these I'm talking about so a complaint in reference to the excessive use of force what would happen is I could submit that into um what we call our blue team and into to our Internal Affairs system today I can't tell you how long it would take for it would be assigned to a detective and I can't tell you how long it would take for them to review it um that would probably be a better question for either one of the internal affairs sergeants or the internal affairs Lieutenant um but what I can tell you is that I can take that complaint today and then after taking that complaint it does start that whole process and that whole um
