When a law enforcement officer, asks you for your identification, you're required to produce it. >> No, you're not. This is not a stop and identify state. So, I have not broken any laws. >> When you are being contacted by a police official, >> No, sir. >> You are not. >> No, sir. You are not. There is no law. You have to have reasonable suspicion that a crime has committed, is about to happen, or is actually happening. >> Look at it from our point of view. >> Police and security officers approached a man simply for filming from a public area outside a military base, then quickly escalated the situation by demanding identification, and turning the encounter into a prolonged, pressure-filled interrogation. As the man calmly refused to provide ID, and repeatedly asked the officers to identify any crime or legal basis for detaining him, they resorted to vague claims about suspicious activity without presenting any actual evidence. But, instead of backing down, he continued recording, challenged their authority, and exposed the contradictions in the officers' story. In the end, unable to establish any criminal activity or lawful justification for the stop, the officers were forced to back off and allow the man to continue filming without any charges. >> What is going on here? >> Just out here taking pictures. >> What about >> What can I do for you? >> Huh? >> Why? >> Because I want to. >> Why do you want to? >> I don't have to explain myself to you, sir. >> Will you understand that the law enforcement officers on this installation, we have an expressed interest in knowing why you want to film the installation? >> I understand that, but that sign right there is is your jurisdic Right here, you don't have any jurisdiction here. >> Oh, are you an attorney? I wasn't aware. >> Have a nice day, sir. I'm not going to I'm not going to sit here and argue with you for you to make smart-ass comments. So, just I'd appreciate you let me alone. >> I'm just curious because you were informing me where my jurisdiction was. >> On that base, >> are you going to ask him about his jurisdiction? >> I don't give a damn about his jurisdiction. It doesn't matter. I'm I'm anything. >> The question remains, what exactly is your interest in filming a United States military installation? >> I already explained it and I'm not going to explain it again. >> You explained that you want to that hardly suffices as an explanation. >> Well, I don't need to explain myself. I could have told you to leave me the hell alone, but I didn't. I explained it. So, and that's all I'm going to do. >> Realistically, sir, we would just like to be left alone. >> I'm not bothering you. You guys came out here to hassle me. I'm out here on a public right-of-way. >> Filming a military installation is in fact something of interest to us. >> Well, that's That's all fine and dandy. It's not illegal. >> Again, I would ask you, sir, are you a lawyer? >> You don't have to be a lawyer to know your rights, sir. >> When a law enforcement officer asks you for your identification, you're required to produce it. >> No, you're not. This is not a stop and identify state. So, I have not broken any laws. >> When you are being contacted by a police official, No, sir, you are not. >> For sure. >> No, sir, you are not. There is no law. You have to have reasonable suspicion that a crime has committed, >> is about to happen, or is actually happening. >> Look at it from our point of view. There's very few There's very few legitimate reasons to do that. The point is we're simply trying to make contact with you and get information. >> You have. That's all. You have. I've given you all the information I'm going to give. >> Okay. >> And I'd appreciate it if you guys stopped crowding me. This is harassment. So, thank you. Have a nice day, y'all. >> We are vested in the security of this installation. You refuse to identify who you are and why you are filming the installation. And that to you is not being interpreted as reasonable suspicion. Sir, if you don't move along, you're going to be impeding the flow of traffic, which is also a violation of the law. >> I'm not the one with a vehicle, two vehicles, in the lane. I'm on the sidewalk. >> Well, so you can't be impeding traffic. I'm going to ask you, why exactly are you filming our airbase? >> None of your business. Thank you. >> And how is it that you determine your filming is none of my business? And you are filming security procedures at a security checkpoint at a military installation. >> Put up a wall if you don't like it. You can't trespass the eyes, sir. >> I'm sorry? >> I said you cannot trespass the eyes. Put up a wall if you don't like it instead of chain link fences. >> Well, you're not taking pictures of those planes, sir. You're taking pictures of the security checkpoint. >> I'm taking pictures of everything. >> Yeah, why? Why are you taking pictures of this of everything? >> Cuz I want to. That's it. >> What do you Why? What is your motivation? >> We're going in a circular conversation, man. >> Exactly, because something causes want. You don't just want to take pictures of something. There is a reason why. >> done. All right. I I don't want to answer any more questions. I don't have to. I'd appreciate it if you guys left me alone. You have no reason to bother me. >> We do have We do have reason to bother you because you are now filming a security checkpoint. >> Doesn't matter. It's not illegal, sir. If it were, I would be in handcuffs and I would be in the back of a patrol car, so >> Are you sure about that? Because quite honestly, maybe I'm just trying to be nice to you. >> Yeah, you're not going to follow me, dude. >> Maybe I'm just I don't know, trying to talk to you man-to-man rather than just put you in handcuffs. >> That's not You're not That's not going to bother me. I probably would have been gone by now had you guys left me alone. >> We're just trying to figure out why you're filming the installation. And that is 100% within our scope of responsibility. >> You can come out and you can ask, which you did. I don't have to answer, but I gave you an answer. >> That's fine. I can keep asking as long as you keep filming. >> All right. Oh, well. I would appreciate it if you gave me some space and stop stop hounding me. This man seemed to know what was up. And he he asked Let me alone. >> I would appreciate it if you stopped filming while >> Yes, sir. >> This could actually all be over very quickly. >> It could if you guys went back to your post and left me alone. I would Sir, your post is behind that fence. >> We'll have a nice conversation. We'll talk to you, and if everything checks out, we'll let you go on your way. >> If I've done something wrong, arrest me. If not, leave me the hell alone. All right, I'm going to cross the street. >> Sir, Now, having said all of that, how about making this easier, making this go quicker? If you just tell us your name, tell us your more about why you're here. >> I have no intention of identifying myself. I told you guys why I'm here. I told you why I'm out here because I want to, and then the law allows me to be out here, and that's it. I mean, I That's it. I don't want to be harassed. >> You understand that everybody has a job to do, correct? >> I understand, and you guys are doing it and then some. >> Our job is actually to make sure that we protect the personnel, the assets, and information that go along with this military installation. That's exactly what we're trying to do right now. Is we're just trying to make sure that you're not posing a serious threat to any of those things. >> How am I posing? If I was here to pose a threat, I probably wouldn't have stuck around and talked to you guys. I probably would have taken off running, but I didn't. >> If we just say, "Hey, are you a threat?" and then the individual says, "No, I'm not a threat," then I'm not a very good cop if I just take their word for So, if you would help us maybe get to know you a little bit better and figure out why you're filming the installation and the security checkpoints and everything like that, it would help us understand that you're not a threat. >> I get that, but I didn't come out here to introduce myself or meet anybody. I came out here to get some shots and get out of here, and that's it. >> Well, you got some shots? >> I did. As soon as you guys leave me alone, I'll be on my way. >> Okay, let's wrap it up. Let's go people.
