[screaming] >> GET OFF! YOU DON'T HAVE TO DO THAT. >> HALLOWEEN erupts into chaos and officers are forced to rush into the middle OF THE STREET. ONE STREET FIGHT ENDS WITH A PAIR OF HANDCUFFS. Halloween night seems festive as usual, but in downtown Des Moines, a sudden brawl forces police officers to rush in and take control of the situation. >> I CAN'T SEE [ __ ] >> THAT WAS STUPID. LIKE BRO. >> WHY ARE YOU GOING TO JAIL? >> HUH? OH, she came up and started PUNCHING PEOPLE. >> NO, I was trying to break it up. >> WAIT, WAIT, WAIT, WAIT. >> Oh my god. >> You're right? >> Yes. >> Detained in the middle of the chaos, she repeatedly insists that she was only defending herself, but her panicked reactions make the situation even more tense. >> You're right. I was trying to handle my friend. >> What a what >> No, they're all saying that. Don't say that. >> No, they're all trying >> It's a baby. >> Cuz I'm scared. >> Why are you saying stuff? >> BECAUSE I'M SCARED. >> YEAH. >> I'M SCARED. You want to press charges on me, but I'm scared. >> Okay. >> No. >> You're all right. Just listen. >> I peed all over myself. >> OKAY. WAIT. HOLD ON. >> NO. >> Why is she going to jail? >> For disorderly disorderly conduct. >> What happened? >> So, we were breaking up a fight. She ran up like right in front of me and just started punching the girl. Like that we were trying to break up the fight. So, she ran into us and started punching us away right in front of the cop. >> When another group continues to charge into the fight, officers are forced to deploy pepper spray to regain control of the increasingly unruly crowd. >> I'm on 127. It's not It's not clear to me if there are two fighters. >> Punch the cop. That's what YOU DO. >> BRO, SHE JUST MADE >> I DON'T WANT TO HEAR >> SHE JUST >> BRO, WHAT THE >> WHERE IS SHE GOING? >> I HAVE HER PHONE. WHERE IS IT? >> 421, we have our spray. We're going to have one in custody. >> PUNCH THE COP. THAT'S WHY. >> WHAT'S HAPPENING? >> LET'S TAKE THESE OFF the hand. >> You literally let >> Stop saying that. Stop saying that. >> It's >> Stop saying that. >> Okay. Okay. >> She got to go for disorderly, okay? >> Hold on for a second. >> What's your name? >> Listen mine. >> What's that? >> Listen mine. >> How do you spell that? All right. What's your last name? >> Deavilla. D E A V I L I A. Like there's a whole new fight going on. And you think I'm sitting here running? >> What's your What's your birthday? >> Sorry, I'm I'm just right here for her. I don't know. >> Yeah, you're fine. What's What's your birthday? >> Yeah. >> Okay. You want to slide over? >> Do you want to slide over? >> SO, I DID. >> SHE DID get me. >> I'm not even GOING TO LIE. >> CELL phones that were handed to you, do you want to hang on to her or are they still on? >> Yeah. >> It's all right here, okay? >> No, it's okay. No, it's not. >> YOU'RE GOING TO JAIL. >> OH MY GOD, IT'S OKAY. >> YOU NEED TO CUFF HER. >> I CAN GO TO JAIL. >> THAT'S WHY YOUR phone is in your pocket. >> No, I'm taking it out. >> Are you Yeah, she can. >> It's going to be okay. I'm sorry. It's going to be all >> Do you need phone NUMBERS OUT OF >> NO. I DON'T. AND I NEED TO CHECK MY CELL PHONE. I DON'T. ALL RIGHT. >> JUST SECONDS LATER, THE INCIDENT escalates beyond an ordinary street fight when a woman is accused of assaulting a police officer. >> She's got to go to jail. So, she has to go up to the station and get booked. >> So, we have to have to go through the whole process >> Yeah, so she'll go up to the county and then she'll get she'll get booked in but then she'll she'll be like a $300 bond. Like I mean, so I mean, it's it's it's a simple basic >> I don't know why she would do that. >> I don't know why I was like, "What the hell?" Like you know what I mean? We're just trying to break it up. So, obviously I mean, it was a little over the top, so that's I mean, that's why she got singled out of everybody, so But yeah, that's basically it, so >> It's going to be okay. She don't know my number by heart. I mean, she doesn't have my number. >> I can give I can give a phone >> Can you give her my number? >> Uh this belongs to one of the people in here. Did she punch you in the face? >> No, she got my arm. >> She launched you >> gets you in the face. >> Mom, she missed. >> I This is No. >> She'll find No, that's her birthday. That's that's my mom. >> That's it. >> I'm going to need a new can of spray. >> Here you go. Take this. >> Thank you. >> Where's the one I gave you? >> This one got empty. >> Um I'm going to fight I just want to make sure we got enough people here to wait for the wagon with our prisoners, so. >> Do you want us to hold one case for all? I think we have three or four or you want a separate one for this one over there? >> They're all fighting stemming from the same incident, I would guess. >> I have I think it's >> Maybe we do this early. >> Yeah, and then she hit me, so. >> Both women were charged with disorderly conduct, while the second woman, Lisa Marie, was additionally charged with assaulting a police officer. Next, she calls 911 for help, but the moment officers arrive, her confrontational attitude sends the situation in a completely unexpected direction. >> be here if they're only going to be here to stand and shake their heads or say stupid [ __ ] to me because I can do that, too. I can put on a uniform and say stupid [ __ ] to people to just make them pop off if that's what's needed. >> All right. What happened? >> Last night when we left when we came in the house, the car locked and I said, "You're going to have to get my keys out of the car." Like, you sat there and did something in the car lock. He said, "I can get the keys out of the car in the morning." So, then this morning, I wake up and I said, "Hey, get the keys out of the car." He says, "You can call the insurance." I said, "You can't call the insurance. The insurance stuff is in the car." I So, I said, "You need to get the keys out of the car or call the locksmith." He jumps up and he starts hollering and yelling and I'm, of course, going to scream and holler BACK BECAUSE I'M JUST a loud person and everybody knows that. So, I scream and holler for a second and then I was like, "You know what? This." I went in the house and I locked all the doors all the way around. He yanked this door back open, but when he yanked it open, I pushed him back out of my room and he knocked me down onto this tile floor. When he comes out here, I reached like this to grab something from him and he says, "That's what you get, you stupid you you're stupid you always" and I'm not always doing anything. I don't always lock my keys in my car. He did that. >> Okay. Where's he at? >> I don't know. >> So, he came inside, you pushed him back out. >> Yes. >> All right. Then you guys came outside arguing arguing. You tried to grab something, he pushed you to the ground. >> Yes. >> All right. Will you fill out an affidavit for me? >> No, I will not. I just want him to stop being stupid. Like that's stupid. Keep doing stupid to me. >> And you're not willing to write it down on a piece of paper, correct? >> No, cuz don't nobody want to press charges on him so he could be like, "It's your fault that I don't have anything." Like, no. >> I would like to talk to him if he come back. >> He hung up on me. >> Can you call him back? >> He's not going to answer. He's just going to keep doing the same game. >> Please leave your message for >> All right, he's not answering. >> Until he does, go and do stupid [ __ ] like this. He'll go and disappear and so I guess it's my >> Instead of calmly cooperating, she repeatedly demands a cigarette and begins challenging every instruction given by the officers. >> I would like to talk to him. >> If you were sitting here, you could hear that I've told the whole truth. I put I told you I pushed him and then he knocked me down. >> Please leave your message >> Can you please just open the car so I can have a cigarette? Okay, I'm getting ready to get in the other car and drive off. If you can't hear me, I need a cigarette. >> You are not free to leave. >> Well, can you open my car so I can have a cigarette? >> No. >> I I'm going to leave too then. If he can leave, I can leave >> Well, then I'm going to put you in cuffs. >> I need a cigarette. I want a cigarette. >> this is how this is going to work. I'm not obligated to open your car. >> I don't I don't care. I just want a cigarette. >> Well, you're not getting it right now. >> Well, I'm being held for something for nothing really. This is stupid to constantly be told that I'm doing something I stopped it. But now you're standing here making me cause something cuz I just want a cigarette. >> Okay, well I'm not obligated to open your car right now. >> And I'm not obligated to have to stand here. I haven't done anything. I CALLED FOR HELP. >> You just told me you pushed him. >> Whatever. >> Because you opened his door. >> No, he didn't open his door. He opened my door and he locked the keys in the car. >> Okay. >> No, he cannot. If I If the If the locks are on the door, you cannot do that. You can't break a door more than what it's already broken. That's so stupid to say. >> All right. Well, you cannot go anywhere. >> Officer Howard, can you please just help me have a cigarette so I don't have to have anything to say back there? >> I do have a piece of candy. >> I don't want that. I need a cigarette. >> You ain't got a cigarette on you. >> He's just sitting here with me just to bother me. I just need a cigarette. So then I won't have anything to say to the officer to make me do something in me. >> When a man speaks up over the phone, the story begins to change, giving officers even more reason to take action. >> Cuz as of right now, they can't leave me alone because I told them the truth that I pushed you as you're pushing into my room. >> I didn't do anything. >> Hey, it's Deputy Savage with the Sheriff's Office. You're not in any trouble, man. She told me that she pushed you, okay? I just need to talk to you so that I can figure out what happened because as of right now, I only have first eye of the story. >> I just got out of there cuz once you get like that, I just leave. All I wanted to do all I did was go in there to get my phone. And when I tried to go in there to get my phone, like she hit my phone and go in there to get my phone and she said you get my phone, she was trying to rush me and started to push me and bite me and all kind of stuff. All I did was grab my phone and she was hollering and doing all that herself. I didn't rush at her. I didn't go towards her. All I did was try to get my phone and leave out. When I left out of the door, I closed the door behind me. She pushed the door back open and she tried to rush me and tried to take my phone out of my pocket. So when I knocked my phone on the floor on the ground, I grabbed my phone and then she tripped over that stool that you see right there hit her head. >> You hit your head? Are you You said you tripped. >> He's lying. He did not hit his head. I did NOT HIT HIM. >> JUST seconds after being told to turn around, the scene erupts into chaos. Shouting, resistance, and a disorderly arrest unfold all at once. >> Yeah, but turn around. >> I'm not Officer Howard, I'm not. >> You're not. You're not. >> No, I AM NOT. >> NO, yes you are. >> No, I'm not, Officer Howard. >> Stop. >> No, I am not. >> I'm going to take you down. >> I am not. THAT'S NOT FAIR. NO. >> RELAX. Let go. >> Wait. Let me get my cigarettes FIRST. NO. NO. DON'T TALK TO GET OFF. >> [screaming] >> YOU DON'T HAVE TO DO THAT. GET OFF OF ME. >> Give me your hand. >> I cannot. You're on my Can you please get off my tech? >> Give me your hand. >> You're hurting me. >> Give me your hand. >> You're hurting me. >> Give me your hand. >> Get off of me. >> No. Give me your hand. >> STOP. IT'S ON MY TECH. STOP. LET ME GET THE [ __ ] DRUGS off of me. >> Nope. It's too late for that. Nope. You're going to get arrested, kid. >> I'm not resisting. >> Yes, you are. >> I asked you to stop. >> And if you kick me, you're going to get tased. >> You're on my ankle. That's swollen, clearly. There's a bracelet that you Can you take the bracelet off? That hurts. Can you take this off? >> All right. >> OW. >> WELL, IF YOU QUIT >> NO, YOU QUIT. YOU'RE NOT HEARING ME. >> You're all towards me. >> No. Take this off. You're an idiot. I told him to take it off. YOU'RE A LIAR. I ASKED HIM TO GIVE ME MY PHONE. He won't give ME MY PHONE. >> WALK. >> I asked him to give me my phone. You don't lie. Y'ALL THINK that's stupid. You're going to lose your job. I wouldn't think you're going to make that because you're with him. >> Stop. >> YOU STOP. CAN YOU please take this off OF ME? >> NO. >> OW. >> I'M SEARCHING Lean against the car. >> A BRA OR ANYTHING ON. >> OKAY, now I don't know that. >> I know You do know that. You can see my damn hair. >> Girl. >> You stop. GET THE [ __ ] OFF OF ME. YOU'RE PULLING my pants down. >> Stop. If you hit one OF US >> MY PANTS DOWN. >> IT'S NOT GOING TO GO WELL. >> I don't GIVE A [ __ ] GET OFF of me. >> Get in the car. >> STOP. YOU DON'T HAVE TO JERK ANYBODY AROUND. YOU'RE NOT GOING TO JERK ME AROUND. >> GET YOUR HANDS OFF OF ME. GET in the car and walk. >> I'm getting WHEN I'M DONE. IF YOU TOUCH ME, I'M GOING to kick her. Let's go, AMELIA. BECAUSE I JUST KNEW I'M NOT KICKING YOU. SO, you can lie if you want to. >> Move your leg or I'm breaking it. >> If you break my leg, I'm going to charge you. >> Go ahead. >> [ __ ] you, you stupid piece of [ __ ] That's [ __ ] YOU KNOW THAT. TAKE THE PASSWORD OFF SO SHE CAN OPEN IT. >> NO. You don't get a phone call or a ticket. >> I'm not ASKING YOU FOR A PHONE CALL. I SAID TAKE THE PASSWORD OFF SO SHE CAN OPEN IT. >> I do that? >> I have to touch IT, YOU [ __ ] IDIOT. >> WELL, if you keep talking to me like that, I'm just going to shut >> Well, WHY ARE YOU SITTING LOOKING AT ME LIKE YOU'RE CONFUSED?
