Well, I'm not operating a vehicle. >> Well, we need to You got to show us insurance. >> Yeah, that's part of the law to have insurance to operate the vehicle. >> I am not driving the vehicle. >> but still the sign and if you want to film it too, but there's that's that's kind of what I was talking about earlier the loitering on CHA. That's why we get out and talk to people on CHA property. >> I just came out of this house. >> I don't know that until I talk to you. >> I'm not loitering. >> I'm going to ask you again. Would you rather show the judge the insurance with a court date or would you just rather show us now? >> Why not? >> I'm asking you. You can choose now. Like I'm giving you the option. >> In this video, a Chicago man was sitting in his car outside his residence with the heat running when officers suddenly approached and started demanding his driver's license and insurance. What should have been a simple conversation immediately turned into a fishing expedition as officers bounced from one explanation to another. First mentioning how the car was parked, then talking about loitering on CHA property, and finally threatening him with an insurance citation. Instead of simply complying with every demand, the man kept forcing the officers to explain why they were investigating him in the first place. Every time he challenged their reasoning, a different justification seemed to appear. The entire encounter became a battle over accountability as the officers struggled to provide a consistent explanation while the man continued pushing back and demanding answers. Watch as one resident refuses to let officers control the conversation and forces them to defend every step of what they're doing. >> ask me. >> All right. Do you have a driver's license on you? >> Yes, but I'm not driving though, so >> Okay, you are The car is on and you're in sole possession of the vehicle. >> I just stopped in this car. >> All right. >> I got the heat on. >> Okay, you can chill. You can choose now. Like I'm giving you the option. I'll have to give you a ticket. >> Why? >> Sir, this is I have to write you a ticket. >> That's That's Hold on. Just Just record. Just record. I got you. I got you. >> The biggest issue in this encounter was the officers constantly changing explanation for why they were focused on this man. Throughout the interaction the justification shifted from parking concerns to loitering concerns to insurance concerns creating the impression that officers were searching for a reason to continue the encounter rather than responding to a clearly defined problem from the start. The man spent the encounter challenging those shifting explanations and refusing to simply accept whatever answer was given at the moment, rather than allowing the officers to dictate the narrative. He repeatedly asked why he was being investigated and forced them to keep explaining themselves. Instead of finding a resident who quietly went along with everything, these officers encountered someone who questioned their authority, challenged their reasoning, and put the focus back on their actions rather than his own.
