Which Which police department are you with? Public Safety for Pocono Country Place. Oh, oh, you're not you're not with the police department. >> No, public safety. Oh. That doesn't change anything though. We can still pull you over. License, registration, insurance? No, no, thank you. So, you're failing to provide me that information? >> Yeah, yeah, yeah, because you're you're not you're not law enforcement, dude. You are not supposed to be conducting traffic stops on public roads. Who's your supervisor, Officer Snyder? It's Lieutenant Defrancesca. >> Does Defrancesca authorize you to make traffic stops? >> Yes, he does. In this video, everything started the moment a security guard from an HOA community pulled a driver over as if he were real law enforcement. From the first question, it was clear he had been pretending to be a cop using a fake title calling himself public safety and claiming he could legally run traffic stops inside the neighborhood. The driver kept asking what authority he had and the guard could not name a real law enforcement agency because he was not with one. He tried to demand a license, registration, and insurance even though he had no legal power and he kept insisting HOA rules somehow gave him police authority. When he was pressed, he changed answers, got defensive, and tried to use flashing lights and sirens that he was not allowed to use under state law. The entire stop fell apart as the driver called out every lie and exposed him for acting like a sworn officer when he was not one. Watch how this HOA wannabe cop exposed himself completely. Good evening, officer. Good evening, Officer Snyder, Public Safety. How are you? Good. Which Which police department are you with? Public Safety for Pocono Country Place. Oh, oh, you're not you're not with the police department. >> No, public safety. Oh. That doesn't change anything though. We can still pull you over. Oh, you can? >> We can. You You can You can legally pull me over? >> We can pull you over within the community. Yes, we can. Oh, really? You're allowed to conduct con- traffic stops as as a security officer? >> Yes, we can. Really? >> Yes. What gives you the authority to do that? Act 235 in the Pennsylvania. What is it? >> Act 235. Act 235? >> Yes. Really? I'm not familiar with that. That's fine. You can look it up when you're done with the stop. Okay. >> So, I pulled you over today because I locked you on my radar doing 41 in a 25. Okay. And you also failed to come to a complete stop at the stop sign on Brentwood and Country Place. Okay. License, registration, insurance? No, no, thank you. So, you're failing to provide me that information? >> Yeah, yeah, yeah, because you're you're not you're not law enforcement, dude. Now, who who who exactly do you think you are? I'm a public safety officer. >> Right, and you you you you are not supposed to be conducting traffic stops on public roads. We can because >> you cannot. >> by the HOA. No, the HOA has no authority to grant you pub- to to conduct traffic stops. What's your name? Officer Snyder. Officer Snyder, what's What's your first name? What's your first name? It's Officer Snyder. >> Officer Snyder, yeah. Who's your Who's your supervisor, Officer Snyder? Supervisor is Lieutenant Defrancesca. Defrancesca? Yeah. And And And Does Defrancesca authorize you to make traffic stops? >> Yes, he does. Okay, great. We're going to be talking to the police right now cuz I'm going to go file a complaint that you're intimi- in in impersonating police officers. How does that sound? You can go ahead. Yeah, great. Pennsylvania law allows us to do this within the community. >> No, no, no, the police department doesn't allow you to do that because you have no legal authority to do this. All right, that's your opinion. >> You are not allowed to turn on emergency flashing lights and sirens. You are not a police officer, sir. Have a good day. You're dismissed. >> This whole encounter showed exactly why this HOA guard had no business trying to act like a real cop. He demanded authority. He never had used lights he was never allowed to use and tried to intimidate someone who knew the law better than he did. The moment he was challenged, everything he claimed fell apart. A uniform and a title do not make someone law enforcement, especially when they misuse both.
