>> What are you doing?
>> Well, that's not the case because these
people have no idea who you are. Why
you're following them?
>> Are you following them?
>> They don't.
>> Do you live here?
>> Yeah, I copy these things.
>> Why? People do.
>> Okay. You have your license on you.
>> What?
>> I need your license. What was your
reason of stopping me?
>> They called. They have no idea why you
got them boxed in. Okay. And
>> do they live here?
>> Who does?
>> Them.
>> Okay. Well, you're driving a vehicle.
You don't have your seatelt on. I need
to identify you. So,
>> they break me coming in here.
>> Okay. So, that's the real story, right?
Is a brake check. A road rage incident.
>> They were road raging me.
>> That's fine. So, why didn't you start
with that and tell me that's what
happened and that's why we're doing it.
>> You never gave me a chance.
>> No. You said you live here and you're
acting like you don't know what's going
on.
>> You say I live here.
>> Your friend lives here. Exactly.
>> Okay. Do you have your license on you?
>> I do.
>> May I see it, please?
>> Yeah. But what did I do wrong?
>> You don't have your seatelt on. You
>> buckled it to get out to ask her what
she was doing driveway with her hazards
on.
>> Okay. Well, now you don't have it on.
You're behind the wheel of the car. The
car is running. So, I need your license.
>> So, you're not going to go and ask the
woman with her hazards on who?
>> I just pulled up and I'm talking to you
first. I'm about to go talk to them and
find out what's going on. For the fifth
time, I'm asking for your license. May I
have your license, please?
>> I see.
>> License.
>> Let me find it. But how about you find
the issue?
>> Come on.
>> Are you going to pull me out of my car?
>> I'm taking you out of the car. Yep. I've
asked you five times for a license right
to do that.
>> I have every legal right. You seem like
you're intoxicated, too. Have you been
drinking today?
>> I'm not intoxicated.
>> You're totally have slurred speech. Your
eyes are kind of jacked up. You're not
intoxicated at all.
>> Are you on? No.
>> Are you high?
>> No.
>> Nothing.
>> Nothing.
>> Cool. Come on out. I've asked you five
times for your license.
>> First of all, you just slammed open my
door.
>> Yeah. How? I'm not asking again.
>> That's against the law.
>> How is it against the law? I've asked
you five times for your license. You
have not provided me with your license.
>> And I'm asking what's the reason of you
coming to me?
>> And I've told you that I just pulled up.
They have no idea why you're following
them. You got them boxed in. You're
you're recording them and I'm trying to
talk to you. You're trying to explain to
me what's going on.
>> Invaded me into my friend's house and we
don't know her.
>> Checked you. Okay. And that's fine, but
you're not telling me that. You're
acting like you have no idea what's
going on.
>> I have your license. Get your license.
Get your license.
>> But you have no right to open my door.
>> I'm about to rest from trucking if you
do not give me your license.
>> I know my rights.
>> Awesome.
>> My license APD for 30 years. So, yes,
you may. But you can shut my door.
>> You're about to be in handcuffs and be
arrested.
>> Okay. For what? obstructing. I've asked
you 10 times for your license. I don't
know why I don't have your license yet.
I also feel you're inebriated. I feel
like you're high or you're drunk.
>> Yeah, I'm wasted.
>> You can't just open I know my rights.
You can't just open mine.
>> You're about to be arrested. May I have
your license for what?
>> I've asked you 10 times.
>> What am I being arrested for?
>> You're going to be arrested if I don't
get your license obstructing. I've told
you 10 times. Plus, you're you're not
you're intoxicating.
>> No, I'm not.
>> Can I have your license?
>> Did you prove that?
>> I'm about to.
>> No, you're not. Cuz I'm not. You're not
pulling me out of my vehicle.
>> Let's go. You're under arrest.
>> I'm not under arrest for nothing.
>> You can't come into my vehicle.
>> Step out of the car.
>> Okay.
>> She's drunk.
>> Wow. dead.
>> License and a simple explanation would
have all it would have taken
>> for you to just slam my door open
for helping.
>> What's going on?
>> I don't know.
>> Um I left the gym down there in the
valley.
>> Uhhuh.
>> Portage path. She was just the car
behind me after I pulled out.
>> Okay.
>> Following very close, swerving left and
right, like trying to look to get around
me. Uh-huh.
>> So instead of like taking cordage path,
I pulled here to see if she followed,
which she did.
>> I pulled in here and then she did that.
>> Okay.
>> Never came out or said anything, but
thought it was hot.
>> Did you any other exchanges besides her
seeming like she was in a hurry trying
to get around you?
>> Just that.
>> Just that.
>> And then why'd you pull here?
>> Just I pulled here and stopped right
there with my hazard.
>> I got you.
>> And she hopefully for her just to go
home.
>> So then I thought, well, I'll pull here
like it's going home and it's looking.
Did she ever get out and talk to you or
say anything?
>> She had her phone out. She was like
filming me in the car. She never got
out. She never shouted anything.
>> She never shouted or said anything to
you?
>> No.
>> Okay. Do you have your license on real
quick? I'll get you out of here in just
a second.
>> Well, what are you doing following his
car?
>> I didn't follow them. I was coming here
and she road raised me and just pulled
into there. Okay.
>> With her hazards on.
>> Start coming up out of the valley.
>> Yeah. Right there. Cuz I pulled out
>> like right before the train tracks.
Yeah,
>> at the intersection. That's She was the
cart behind me.
>> Okay. All right. Just hang out for a
second. Being difficult. I got to deal
with
I'm wondering why what am I being
arrested for?
>> Uh you're being arrested for
obstructing.
>> Really? Obstructing what?
>> Official business. I've asked you 10
times for your license. You seem like
you're intoxicated. You got white
powder. You're sitting
>> Yeah. our way.
>> Uh, plus you're really obstructing now
by not getting in the car and following
our command.
>> You just slammed me to the ground.
You're a gar.
>> I told you to get out of the car.
>> You opened my car door. You're
>> damn right I did.
>> With no um excuse why you reason to open
the car door and talk to you. I've asked
you a 100 times for your license and you
refused to give it to me. That's
obstructive. Have a seat. Plus, you have
warrants. Plus, you're not allowed to
drive.
>> Okay.
>> Okay. So, have a seat.
>> Did you say that before you did that?
>> Nope. I didn't need to because you were
under arrest.
>> You didn't know.
>> I didn't know. I didn't know until I got

that what you're telling me?
>> She road raided me, slammed and tried to
break check me and hit me.
>> Okay.
>> Yes.
>> Did she hit you?
>> Damn near.
>> Oh, she didn't. Right.
>> Why did you think I was recording her?
She damn near did.
>> Do you have any alcohol or No.
>> Nothing in your system? No.
>> Why do you have speech? You seem like
>> I I don't know. I always have had
>> What's his way in his bag?
>> I have no idea.
>> Never seen before.
>> Never in my life.
>> Okay. Are you going to have a seat so we
can kind of

your booking slip. I got to get you up
to the counter stuff.

>> I understood that. Um,
this lady said I was following her, but
she road raised me and said,
>> "Who's driving the car?"
>> What?
>> Who's driving that car?
>> What car?
>> The car you've been following. Did you
talk to them at all?
>> I didn't get a chance to.

something.
>> Yeah, ask the guy that wasn't here. You
threw me out of my car.
>> He's even going to take her. What do we
got? What are our charges?
>> The original that we have right now is
just obstructing
>> original obstructing
>> obstructing
from where
is it?
>> It's barbaran. It's barbaran.
>> We didn't want to go that route either.
>> I what? I did what?
>> I did what?
>> I got Irene. Say it to my face. That's
great.
>> Okay.
>> I'll get you the Oh, I switched them out
already.
>> Yeah.
Okay. Hold on a second. St. You got your
Purel thing or whatever that is. Okay.
And your card in here.
>> Hey everyone, it's Trent, Prior Deputy
Sheriff, Patrol Sergeant, and K9
handler. These road rage incidents in
general are extremely dangerous and
potentially deadly in certain
circumstances and you never know what
the person in the other vehicle is
capable of or what lengths they're
willing to go to. Fortunately, nobody
was seriously injured or worse in this
situation. However, what we do see is
that we still have a suspect who has
followed this victim for an extensive
period of time, even if he did break
check her, and has now blocked him in in
this driveway, preventing him from
vacating the area. The victim also
relayed that fact to these officers in
the report that he was in fear for his
safety, not knowing what the suspect's
intentions were, what she was capable
of, or what she was about to do based on
her actions thus far. And one of the
charges the suspect was arrested for was
unlawful restraint, also known as false
imprisonment, which is typically defined
as intentionally and knowingly
restricting or preventing somebody's
freedom of movement. And the suspect
definitely has to legally identify
herself to law enforcement in this
situation. Up front, she's potentially a
suspect in a criminal investigation.
However, for this situation
specifically, all law enforcement needs
to be able to articulate is that they
had reasonable suspicion, which is a
pretty low threshold to establish the
suspect is committing, has committed, or
is going to commit a criminal offense.
And when this officer gave her multiple
opportunities to provide her identifying
information, her refusal to do so, of
course, is going to earn her that
obstruction charge. And at that point in
time, officers are legally within their
right to remove her from her vehicle
using reasonable force as necessary to
affect that arrest. It's notated in the
report that they did find a baggie with
a white powdery substance. However, it's
also stated that they had it on the hood
of a vehicle while they were filling out
paperwork and it subsequently blew away
in the wind and so they were obviously
not able to test it or charge her with
anything related to that.
>> The 25-year-old woman was arrested for
obstructing official business and
unlawful restraint. She was also cited
for driving under suspension while the
suspected possession was dropped due to
lack of evidence but remains innocent
until proven guilty.
