I can't talk. >> Disorderly conduct and agile for Hurry up. >> What's going on? So, [clears throat] when we get there, it's just her, another woman, and three kids. small kids. The kid that apparently walked away was in one of the shopping carts. She's just totally belligerent, cursing, making a scene, not providing any information, starts to get the attention of everybody around us, continuing her behavior like this. What you see is basically what she was doing on the scene. Uh, >> I don't care. I'm not the MOTHER OF THE CHILD. I'M NOT THE MOTHER OF THE CHILD. IT DOESN'T MATTER. YOU HAVE NO RIGHT TO TALK TO ME. NONE. IT WAS EXPLAINED TO her multiple times like, "Hey, we're trying to make this easy. We just have to confirm who the kid belongs to. Can't just turn the kid over to anybody just could you say it." Uh, so I end up speaking with the other woman cuz apparently now they're saying, "Okay, it's the other woman who is the mother." So I start speaking with her. She continues to be belligerent. She walks over to the cart, tries to pick the kid up out of the cart at that point and push pushed by me, shoved me at the process. So, at that point, we locked her out for disorderly. And then there was a kid running around the parking lot unattended. >> Uh, not that I saw. When I showed up, she the kid was in >> the customer service saying that the child was out in the parking lot going >> Yeah, I didn't talk to anybody else. Rob was the first one here. But >> so disorderly and she's been spitting on me the entire time. So, I'm charging I assault. >> Talking. I was having a conversation. >> You're You're the mom. >> Yes, I have. >> How old How How old are you? >> I'm 24. >> Okay. And that and that's your child? Yes, it is. But I have my daughter in the bathroom. I'm taking my daughter to the bathroom and she >> Okay. Okay. >> Yeah. >> Come. I'm going speak to you. Okay. >> Like I said, you guys are not in any trouble. She caused all this. If she didn't get so excited and loud, she will not be in handcuffs right now. Okay. Do you have your license with you? >> And I need uh last name. Your your child in the car. Who is that lady? uh in relation to you. >> That's my friend. >> That's That's your friend? >> Yes. >> Yeah. What do you think? She's acting so uh >> erratic. >> Yeah. She's not she's not in trouble, right? My daughter taking him to the bathroom. >> Was he Wait, was he in the car with you when he walked off? >> When I walked off, he was in the car. >> So you guys were here paying and he just he just walked off. No, when I came when he when she said she had to use the bathroom, she walked across >> and and she was watching him. Okay. >> Okay. >> Yeah. No, they were all here. >> He walked in. He walked in. >> Okay. Yeah. There. Listen, there's a lot of kids. I get it. Happens all all the time. So, all right. Uh you're you're pretty good with the kids. Okay. >> All right. So, I had the JB's name and the mom's uh info. So, the mom was apparently taking another child to the bathroom. She was supposed to be watching that child. That child just wandered off into the roadway. I have the caller's info as well. The caller said that uh she found the child in the roadway when he was walking to the school. >> She was supposed to be watching the child. >> She was supposed to be watching the child. >> So, can we get can we get lost prevention to get the the video >> of this child in the parking lot unattended? >> All right. >> So, that way at least you have it memorialized. >> Right. Right. >> Then you can do the it'll probably be the clock, too. So, >> yeah. So, all right. So, let me try to get that. >> I'll follow him in. >> Yeah. All right. So then you know and then I'll see >> that way when she's out of here. >> Yeah, cuz I'll see you guys inside. I have I have the child and then the >> All right. >> All right. >> See if you could get a name for her. >> Okay. >> Yeah. Uh can you guys get video of the child on the roadway out there or not? >> Well, I don't know what happened. I'm the manager now. I'm hearing something happen. So >> can I come in and explain to you what happened? So what happened is that we got a call of a juvenile walking in the front lot. So when I came here, I guess whoever's supposed to be watching the child saw me, grabbed the child and went around the the store. I'm trying to get her information so we could document what occurred. She flips out, start yelling and screaming. She's not even the mom. And then of course when she got loud and started being aggressive, we told her that she was going to get arrested. She kept on being loud and aggressive and that's how she ended up in handcuffs. Now, we're trying to get video because we're going to charge her. We're trying to get video to confirm if the child was walking in the front where my car is at because the caller said that he that he found the child walking in the front >> there. >> Yeah, somewhere up here. So, he found he was coming to the store. He found the child walking the front and then he brought the child in. >> But who child is it? the the child's mom was in the bathroom at a time with another child. So, this is the godmother that we locked up. So, the godmother was supposed to be watching the child and trying to check out and then the child will walk off. >> So, she'll run the camera. >> Yeah. If you can't have it safe on video, um, and then I'm going to send you a link. If you can't send that video to us, we'll attach it to the case. >> Or would you want me to like bring a video and put it here? No, we actually don't do the CDs anymore. We have a link and then you can just upload it to our link. >> Let's see. Around like 30 minutes ago. >> Uh, what time is it right now? Yeah. >> Okay. So, >> if you can get me on What time I came to the car? >> That lady? >> Oh, is she Is she up there now? >> Well, that baby just woke me up, right? >> Yeah, that's Hold on a second. I think that might be the mom. Who you looking for? >> Wait, what's the matter? >> Honestly, she is my only ride there. Is there any way? >> Where's your ride? I mean, where are you headed? >> That was my That's my sister. >> That's your sister. Okay. >> All right. Uh, >> she was just going to be a little frustrated time, >> right? And listen, has she been calm? We just got the name information. You guys didn't been on your way. >> Exactly. What's what's her name? >> What's her name? >> Her name is um Disha. I don't really know how to spell her name. She's not really my blood sister, but she's like my sister as a friend. >> Okay. >> So, I don't know how to spell her name properly, but her last name is Neil. That's all I can tell you right now cuz that's all I know. I know. But that is my friend. The girl misunderstood. >> Yeah. No, I have the mom here. The issue is that we locked up the sister and the sister was her ride back with the four kids she's got back there. >> So >> she's in the office. So whatever information you want. >> Yeah. But was she able to see the child in the roadway or >> Yeah. And she and she's a godmother to me. It's like she's like Yeah. She helped me out. She's she helped me out with them and everything. >> But and and I told you this. Had she reacted calmly towards us? >> Would have been a different >> Right. It may have been a whole different route, but she was yelling and screaming. You see how she was when we told her she was going to get arrested, she became louder and started, you know, >> putting the hands on uh the other officer and that's not the way to go. >> So, you don't know her first name? >> Yeah, I know her first name is Jisha. >> Jisha. >> Do you know how to spell that? >> No. >> Where's your car? >> Um, her car is somewhere in the front. >> Where car? >> Huh? You trying? >> Well, we Well, we're going to get her ID from down, but the issue is that >> I'm not I don't quite sure or remember where she put her car. >> Do you know where she lived? >> I mean, no. >> Where does she live? >> Um, her mom's house. >> You know, if you could get that, I'll try to get the video of the child. >> So, were you able to pull the uh video of your child on the way? Not yet. Cuz at 12:35, you just got here. So that must be before that. >> Right before I got here. Probably 5 minutes before I got here. If you could rewind the video back. >> No. >> Uh, do you see who picks him? Yep, that's the one. That's the one. Yep, that's the one. Is anyone you can shift the camera a little bit more? Please sit down. >> Can you if I give you a link, can you upload that segment of the video to the link? >> I'll I try to find better, better shop. >> Okay, great. >> I think we have one here. >> Okay. Um, >> can I get your info? Do you have a uh license? >> Yeah. Let me >> All right. So, I'm going to have you upload the link cuz they found a juvenile just walking out the front and the guy with a blue sweatshirt bringing the child in. She's going to be She's probably going to be at least an hour inside. >> Yeah. So, if you guys can hang out here for about >> You want to wait >> an hour? Fine. I'll wait an hour. >> Yeah. Just hang out here for about an hour. >> You could even hang out in Domino's if you want. >> Yeah. >> Okay. Sure. This is my card. If I go through the last two parts that I have, >> we'll bring them in there. >> Okay. Thank you. >> I don't I want to read the story. I don't have a reason to do that. And so, I have to go DROP THEM OFF. I >> HE'S JUST GETTING the rest of the info from the mother. This woman is not the mother of the child. >> How long IS IT GOING TO TAKE? I have to drop them back off. I BROUGHT THEM HERE. THEY'RE IN MY CAR. MY KEYS AND EVERYTHING IS IN THAT PLATE. >> OKAY, just stop talking right now. >> How long is it going to take? >> I want food. How am I going to be WATCHING A CHILD? >> NEGLECT FOR WHO? >> Let me try to get that. >> I'll follow him in. >> Okay. So, how excuse me, I have a question. How long is it going to take? I have to take them back home. MY CAR IS PARKED HERE. Are you going to bring me back here? >> Hello. >> Okay. >> Are y'all going to bring me back here? >> See if you could get a name for her. >> Are you going to bring me back here? I'll follow you. >> All right. >> Are you GOING TO BRING ME BACK HERE? MY CAR IS HERE. Are you going to bring me back? That's an okay charges on me. >> Female to headquarters starting mileage when you're ready. >> I [ __ ] hate the style. Like, how do you do that? >> 65930 followed by >> How long is it going to take? I need to know CUZ I HAVE TO DROP THEM back off home. >> So, you're not going to answer the question. You're not going to answer my question. >> What is your question, >> sir? I brought them here. I have to take them back home. They came here in my car. My phone. >> Who are you talking about? My friend and my family. What do you mean that's my family? >> Okay. What is your question about your family? I can't I can't hear you when you're yelling back home. >> Okay. >> My car is in this parking lot. >> She's going to have to make other arrangements and or take your car. >> What's that? >> How am I going to get back to my car? >> How are you going to get back to your car? Figure that out when you get released. If you get released. >> Why you even arresting me? You don't have a reason. >> I told you because of disorderly conduct. >> I didn't do nothing to you. >> A assault on a police officer. >> Do that [ __ ] She went nothing to do with me. Okay. >> Well, you should understand my frustration. I'm in there with three kids and a mom. She's in here. >> You had your opportunity to calm down. >> To tell you I don't have nothing to do with that. >> You You didn't. You were screaming and cursing. >> I don't have nothing to do with that. I'M NOT THE MOM. I SAID I'M DOUBLING OUT MY KIDS. >> SO, now I'm going to jail. I have to sleep there, too. I don't even have any other charges. So, WHAT AM I GOING TO JAIL FOR? >> I just explained it to you. >> Okay. So, I have TO GO SIT IN THE COUNTY. >> I don't KNOW YOU. >> NO, I DON'T. I DON'T HAVE ANY CHARGES. >> OKAY, if you say so. >> But you need to have my name cuz you can have my name. >> True charges. >> Okay. What? >> I don't want to do nothing. >> That's even better. >> Why are you going to bring back to my car? I'm asking. >> Why couldn't you just cooperate like this when we're on scene? >> I'm not my kids. She should have been talking. I'm not my kid. >> Okay. I never even said >> [ __ ] away. I'm not supposed to be watching [ __ ] >> I never said they were your kids out. >> Say I wasn't supposed to be watching nothing. I don't know why she would tell you all that. I was not watching no [ __ ] kids. I was hanging up fool. >> Y'all will see that on the camera. I never told I was never watching nobody's kids. >> But if you just talk to me like a normal person, this would have been all avoided. >> Okay, you're you're apologizing now, but it's too late for that. You're already under arrest. >> Okay, you're already going to charge with him. I'm saying I don't have no charges on the county for >> Well, you you are going to have charges. >> You do have criminal charges on you right now. >> You are being charged criminally right now. Okay. But I'm going to have to sit in the county court. >> I don't know that yet. I don't know if >> charge could go to the county shut off or do you have to have >> No, not necessarily. It depends on the charge whether it's put on a warrant or a summon. You could be released on a summon today, but I don't know. I don't have those answers right now. >> Summon me, please. >> It's not up to me. I I don't have control over that. >> I have to explain to you. I'm really I don't have nothing to do with that. I I didn't have nothing. Maybe you should take this as a learning lesson for next time you deal with law enforcement is just be cooperative starting off and not get your emotions high. You're cursing and yelling. >> I'm sorry. I have I have mental disorders. I have mental problems. I have mentalities. >> I understand. There's nothing I could do with that. You have to speak with the judge about that at that point. >> Wait, I have I have Wait. So, I have to sit I have to sit in there >> at police headquarters. You do until we figure out if it's going to be sent on a warrant or summons. >> Why can't it be summoned? >> It maybe it can be. I just don't know. I I'm not in charge of that. I don't decide that. We have to talk with my watch commander. >> Was that the one that was there? >> The watch commander is inside. >> And I wasn't spitting on you. I was talking. I don't know how TO SWALLOW WHEN I TALK. I was angry. I spit. Am I >> I know, but I'm actively telling you not to spit on me. And then and then you continue to spit on me. I know. But just cuz you're trying to mask it with you talking, you're still spitting right in my face. >> On purpose. I swear to God, I'm still doing IT RIGHT NOW. IT WAS NOT ON PURPOSE. It was not on purpose. I don't have reason to spill you. No reason at all. >> Okay. Well, now I have to go wash my face cuz I have spit all over my face. >> Like I said, I was talking. When I get upset, I don't know how to spell my snake. I tell that where I'm at. I talk >> I talk fast cuz you don't think you're going to spit. >> Well, it seemed like it was going to get home. >> It seemed like it was intentional. >> It was not. Why would I spit you intentionally? I said I was I told you I wasn't speaking. >> Ma'am, you were claiming You were claiming that I was trying to talk. You were claiming that you couldn't breathe when you were because I was choking you. >> In my neck, >> but my hand wasn't on your neck. >> YOUR ELBOW WAS DEFINITELY IN MY CHIN. IT WAS. >> It was on your chest. >> No, IT WAS IN MY NECK. I'M TELLING YOU WHERE IT WAS. I'M not going to lie to you. >> Okay. Well, I know for a fact it was on your chest. >> I don't have to lie to you, sir. I do not have to lie to you. I told you I could not breathe because I could not. >> That's cuz you kept leaning forward again trying to be aggressive with me. So, I put my I put my forearm on your chest to prevent you from leaning forward. >> The question is what you want to do. What are you charging with? A assault on a police officer assault you >> for spitting on me. >> I assault you >> and disorderly conduct and possibly neglecting the child. >> I never assaulted you, sir. >> Okay. I just explained that you did. >> Huh? >> I just explained to you that you did. >> I never assaulted you, though. >> Okay. Well, I've spit all over my face. >> I didn't spill you on purpose. That's not That's >> even after I told you. >> That >> I was trying to talk to you and right now I'm still spitting right now. That's not on purpose. I'm talking. >> Let's just trying to tell us, >> man. Let's just get through the the booking process here and then and then we can figure out >> I didn't say that at all. I I don't know what you're going to do. >> I'm I'm not sending you on anything. It's up to Got to talk to the wash commander. I don't know if he has to call a judge or not. I'm not sure. >> I don't have no charges. No, no charges on no warrants. Nothing. I should have thought about that when I was trying to explain everything to you. >> Okay, BUT NO, YOUR OTHER COP WAS BEING A [ __ ] ALREADY. >> OKAY, he he walked away [ __ ] 21 in in a in a parking lot. I didn't know that. I didn't know he walked away. >> 65 932. >> Oh my god. Now I'm going to jail for nothing. They have to go home. >> The way she was acting out there. She's complaining that he that he was putting his arm on her neck. She couldn't breathe. All this [ __ ] spitting assault on police conduct. She's >> cursing and screaming in the middle of Walmart and created a scene with everybody watching. There's small kids around that, you know, the kids are getting scared based on her behavior and she was uncooperative. Didn't provide a name or anything like that. So, initial arrest was for disorderly conduct. And then, um, she's kind of resisting as we're walking her to the car. I'm trying to seat belt her in and she's trying to lean forward. So, I put my arm on her chest to keep her from leaning forward so I can seat belt her. She's, as she's talking, she's spitting my face. I said, "Stop spitting my face." And she turns her head and then intentionally is now talking and spitting in my face. And it was clearly intentional. Where's the fire? He's got I told him I said, "Why don't you go in and find loss prevention and get the video showing this child in the middle of the the parking lot by itself, 2 or 3 years old?" So that's what we wanted to. >> So I followed him to get her out of the charge. >> I don't know if you're going to the county or not. Okay. I don't know how many. >> So, it was just one kid or there were multiple kids. >> I didn't I didn't make to where they originally were. When I walked in, >> the situation was in full >> alone. Kids was three kids and there was one that had to apparently took the kids to the bathroom. The other one I thought was with her. I didn't I assume I didn't know. I just wanted to walk. >> That was it. That was That's all I was doing. It was a kid sitting next to me. It's all camera and it's there. I was standing I was standing by the rest putting stuff in the bag. That's all I knew. That's all I was doing. I did not know walk away. I didn't look. I didn't know they walk away. All I know is that I knew that it was a kid next to me. That's it. >> The whole time. That was it. >> But it wasn't your children, right? It was your friend's children. >> Yes. I didn't say nothing the whole time. That's that's what was pissing me off cuz I'm looking at her looking at like why why think that they're my that's my kid. They're not my kids. I just want to go get them. That was it. I just went to go get them. >> Go find out. I'm going to go get them. That was it. >> All right. >> But the kids returned the was found in in the parking lot was turned over to the mom. >> Yes. >> Okay. All right. >> And [snorts] then a simple let's just confirm that the child belongs to so and so turns into this >> because I was mad. I was upset because there was so much going on. >> You know, the emotions get the best of us sometimes, right? >> Yeah. And I Yeah. How old are you? >> I'm 23 and she's 24. Those are her three kids and I'm with her. Like we had so much We have mad [ __ ] going on. There's three kids were shopping for the whole month. Like we got mad [ __ ] going on today. I I completely understand. But >> that set off that set up the whole [ __ ] cuz he never walked away like that before. Never. >> Okay. But see how see how emotional you are now? >> Because I'm I'm upset. >> I understand. >> And I was emotional then too cuz why why are y'all messing with me? That's all I wanted to know. >> Nobody was messing Nobody was messing with you. >> Okay. We [snorts] had to verify the welfare being of the child. >> Can you you got to let you got to hear me out. Okay. I'm letting you talk. You got to let me talk. I know you're upset. Okay. And emotions do get the best of us at times. Hence the reason why we're here right now. But all the guys were there trying to do was to make sure that the child was with the with the guardian, the mom, and everything was okay. >> And that's all I was trying to tell you that we would that we were okay. I said that we were okay. That was it. Now you need this. >> We do need Well, we do need a name. >> But I didn't know that. I didn't know that. >> Well, they said we need a name, right? >> Yeah. But I didn't know that cuz I'm like, well, why would you need that if he's already here with us? He's here with us. He's not We have to confirm. That's what I thought. I assumed that he was safe without that. >> So your your emotional level was already way up here. >> Yes, they were. And that just listening to reasoning to reason wasn't making it any better. Right. So here we are now. The best thing I could tell you, let's just be cooperative. Let's get through this and get out of here. >> But I'm saying you think I'm going to go to county for being charged today. That's what I'm asking. >> I I don't know what >> cuz they have to go home. They came to the store with me. >> You have to listen to them. You have to listen to me. Okay. Please. >> Yes. I'm trying to help you. Okay. I don't know what your criminal history looks like. Have you ever been arrested? >> Okay. Serious charges or just for traffic violations? >> No. Like nothing. >> Stupid stuff. Okay. They're going to see what your criminal history looks like. Okay. And let's hope that you're >> my ticket. Wait. My thing for my thing for was just a ticket though. Okay. >> I just paid a fine for. >> Okay. >> You don't have warrants, right? >> No. No. Nothing. >> You're 100% on no% no. I have only fines. That's it. Well, let's get through the process one step at a time [snorts] and let's hope out >> listen and let's hope that it's going to be on the signs. Okay, we can hope, but there's no guarantee. All right, but the more cooperative you are, it's going to go a longer way. Okay, >> but I already started off [ __ ] up. >> Well, let's fix it now. Okay, >> isn't it too late? >> No, I mean you're Let's Let's go forward on a better note. >> Jishia M. Neil was charged with disorderly conduct, resisting arrest and assault on an officer.
