This video is intended to provide you with information about a critical incident involving Sanino County Sheriff's Department personnel. In this critical incident video, we will provide you with the synopsis of the incident and include any relevant video and audio. We may have redacted some names and blurred civilian faces to protect their privacy and integrity of the investigation. On Friday, December 1st, 2023, at approximately 1:43 p.m., sheriff's dispatch received a man gun call at the Arco AM convenience store located at 13660 Bear Valley Road in Victorville. The reporting party informed sheriff's dispatch that a male and female were inside the store and the female indicated to the reporting party that the male identified later as Jorge Cardennas was armed with the gun and had threatened her. The female asked the reporting party to call 911 and then she hid in the store's bathroom. As deputies were on their way to the call for service, the reporting party relayed to dispatch that Cardennas was now in his car, a silver Ultima, which was parked in front of the store. The following is the dispatch audio from the 911 call made by the reporting party. Hello, 911. What is the address of your emergency? It is 13660 Fair Valley Road. Is that a business or hello? It's a business. It's a business now. Okay. What's the name of the business? The AMPN on Bear Valley and Amethyst. Okay. Do you need police or paramedics? No. I need uh I need the police. I had a customer that um went inside the red room and she says that she's uh with the guy the guy's outside in a in a silver Ultima and he is threatening her and he has a gun and I can't get a plate number. He doesn't have Okay. So, I'm sorry. The guy's in the bathroom. The girl is in the bathroom. The girlfriend. So, who told you this information? The car. I know. But who told you the information? The guy or the I ask you to call you the girl. Okay. And she's in the bathroom. He's in the bathroom. Okay. Just a minute. And what color vehicle is he in? It's a silver Ultima. I want to say like 2019. And it doesn't have a plate in the And she has a gun in the car. That's what she claimed. Was she Was she threatening her with a gun or? Yes. I'm sorry. She think Yeah. The following is a summary of information investigators gathered from witness statements, dispatch 911 audio, bodywn camera video, surveillance video, and computer aided dispatch entries. At approximately 1:48 p.m., a sheriff sergeant was the first to arrive on scene and located Cardennas in his silver Ultima. The sergeant approached Cardennas and attempted to detain him. Cardennas entered the store, drew a handgun from his waistband, and shot at the sergeant. Cardennas and the sergeant exchanged gunfire. During the exchange, Cardennis's gunfire struck the sergeant's legs and a taser which was holstered on his duty belt. The sergeant fell to the ground outside of the store. As Cardennas continued to shoot, Cardennas walked out of the convenience store and advanced towards the sergeant with his firearm still in hand. The sergeant returned fire and struck Cardenna several times, which caused him to fall to the ground. The following is footage from the sergeant's bodywn camera. Not yet. Additional deputies responded to the convenience store and detained Cardennas. Cardennas was pronounced deceased at the scene. The injured sergeant was transported by helicopter to Lomol Linda University Medical Center for treatment and survived his injuries. When San Frernardino County Sheriff's Department personnel are involved in a critical incident, multiple investigations are immediately initiated. The Sheriff's Department Specialized Investigations Division and the San Bernardino County District Attorney's Office generally conduct a joint investigation. The district attorney's office will make the determination if the actions of the involved sheriff's department personnel were within the law. The specialized investigation division conducts a criminal investigation related to any suspects involved in the critical incident. The department also conducts an internal review of the critical incident to determine if the actions of the involved personnel were within policy and whether additional policies, training or equipment is needed to assist personnel when confronted with future critical incidents. is needed to assist personnel when confronted with future critical incidents.
