declines citing protection under the Fifth Amendment of the Constitution officer Gilmore asserts that the driver must provide identification as per the state vehicle code since he is operating a vehicle however given that the vehicle is currently idle and not actively being operated this law may not be applicable in this situation let's observe how the encounter unfolds literally just parked
