step out you no step out you no okay out anything he did did not cause you to be in handcuffs today that was a result of your actions at this point on December 7th 2023 in Green Lake County Wisconson officer Lucas Meyer was dispatched to the residence of Wilbur after he reported a driver Ronald who was driving Wilbur's son and his friends as part of an Amish construction crew as appearing to be intoxicated and nearly crashing the vehicle sever times how we doing today sir we're doing good okay working a lot of okay TI okay I didn't want to get back on the road okay I in there sleep for a few minut okay all right when's the last time you did sleep prior to me coming up here cuz you were obviously taking a little snooze when I came up here when's the last time you had something to drink I you be honest with me why would I be honest with you why would he why I should I talking I yeah okay and what were those drinks beers mixers wine why are you asking that why am I asking that CU I have a slight order of intoxicant coming from the vehicle you have slurred speech and you have some shot eyes so that's why I'm asking that okay I have blood s eyes because I'm tired I'm tired and how do you explain the order of intoxicants coming from the vehicle then we have an open container in here that I need to be aware of cuz I didn't see any there is okay I don't know what you're thinking and and I'll so when did you stop drinking last night how about that what time did you stop drinking let's talk about let's talk about why I you know a private driveway you were on the roadway I and I got witnesses that'll write statements saying that you were on the roadway whoever was Witnesses that's the okay that's the garbage that you're telling there's also a recorded line that has them talking about you going westbound on Carter Road and then turning around and coming eastbound on Carter Road okay so I have plenty of witness statements to say that you were driving on the roadway okay that's wonderful that's just wonderful I'm so now I'm doing my job here and I'm having an investigation in regards to possible doing my job impair driving okay so let's get back on track what time did you stop drinking at last night let's get back on track here and say you have no reason to be bother I do I do actually I do you have I do like I said I have witness statements that said you were on the roadway okay so either you can told you who told you who are those Witnesses I don't have that in front of me right now but like I said I'm here making contact with you cuz you're the one that they called in okay so if you've been drinking some this morning Now's the Time To be honest with me no I uh now is the time for you to get back off a little bit because I'm just sitting here and your vehicle's running okay so even if your vehicle's parked if it's running you're still in control of that motor vehicle which means if you are intoxicated you're still in control of the motor vehicle which is still in ow okay no that's not okay but I'm telling you that's what it is that's not okay I'm explaining to you that's how it is okay so well that's that's just so you going to answer my question about the last time you had something to drink or now uh you're living in a wonderful life you know you're just in a wonderful world I'm sitting here I took a few guys here and I didn't feel I didn't feel like I could take them further because um I take a whole lot of medication I haven't taken any of this morning okay what time are you supposed to take it at normally well n of is business actually but I I was taking five in the morning so I could take these okay have you talked to your doctor about that I have okay you okay don't roll up your window okay I want you to step out of your vehicle step out of your vehicle step out of your vehicle do it now step out it's IL legal La order step out of your vehicle I am just sitting here how come you step out of your vehicle you're going to make this worse for yourself step out of your vehicle I am I am trying to you are driving on the road I have witness statements your vehicle still running step out of your vehicle tell me who the Witnesses are step out of your vehicle that does not matter right now step out of your vehicle I'm going to pull you out of your vehicle step out of your vehicle step out of your vehicle I'm here I have given you a legal lawful order to step out of your vehicle yes I have you are going to step out of your vehicle or I'm going to pull you out of your vehicle there are two options here okay one is comply with my legal lawful order and not get additional charges or the second is me pulling you out of your vehicle and you're going to get additional charges for obstruction if I can I can no do I have do I have to count like you're a child to me step out this is not step out of your vehicle I am you've been given a legal La Flor yeah step out okay and legally I don't need step out of your vehicle is this your residence sir yes it is this is your residence yep you live in this house no I live in this vehicle so step out you no step out you no okay step out step out you're going to drop right I mean there's nothing like that ever um I just when we get some stuff going here I'm just going to have you guys give us a statement of what'll happen yeah if you guys could I'd really appreciate it um that would really help so I don't think it's a medical thing nope I think you guys are right I think it's an intoxication thing so I appreciate it guys Robert you want to talk to me about what's in your cup here yeah what is it water water yeah what's been in this cup before water just water that's the only thing that's in that cup okay remember how I talked to you about honesty uh this does not smell like water okay and you don't smell like a human either I don't smell like a human that's interesting okay [Music] [Applause] what's in the cup Robert what let's stop playing games out here yeah let's not play games you are just I was not doing anything wrong I'm sitting over here yes you were you drove up and down Carter Road your vehicle was still running it still is running okay you've been drinking there's something in that cup that does not smell like water which I wholeheartedly believe is alcohol in that cup so now's your time to be honest hey now your time I've been honest with you the whole time I told you everything I was going to do I've given you multiple legal lawful orders to step out of your vehicle which you refused to do I told you we were going to pull you out of your vehicle and you still play my hand you are not allowed to do yes I am because I gave you a legal lawful order to step out of your vehicle no yes no you're not allowed to do that yes I am that's illegal no it's not are you going to be honest with me or not I am going to be within my oh man what happened here setle no trying to just trying to yell at thumb just turn it around I'm not turning around I don't I don't turn my back on did I do something wrong [Applause] something we did not know what it was that's why I can I talk to this gentleman sure just stay you can stay right there I just don't want you slipping and fall in your hand you can come talk to [Applause] you this is sad Ron I don't know what's going on but I turn my [Applause] [Music] [Applause] well I'm in handcuffs over here can you tell me why you did not get out of the truck I don't need to get on my V that's not like you there's something wrong I something totally wrong there was something wrong uh I was not feeling my best this morning did not you medically I I got things going on uh and I didn't feel my best and I I got over here and I was even feeling worse when I got over here that's why we wanted to get help oh this is help that's sa understand that anything he did did not cause you to be in handcuffs today that was a result of your actions at this point no it was yes it was you you're just you can ask Deputy Tipton she'll tell you the same thing it's a result of your actions this morning you could have complied with everything that we asked this morning and we'd be in a totally different spot and you wouldn't be in handcuffs at this point okay understand that sir that's wonderful but I don't need to comply I don't you're when you've given been given a legal lawful order you need to comply with that legal lawful order this isn't right this just isn't right I I'm sitting there I I I uh just wasn't doing very good and and then you know I talk to the guys and is that doing well okay is it well I don't think I was driving on the wrong side or you were driving on the wrong side of the road on getting ready to go over the hill by Hilltop really um maybe for 5 seconds or 10 seconds or something that's a long time you know maybe I was having a medical problem that's why we want this help okay here's my medical help right here I I got handcuffs on me for medical help how do that help me what medical needs do you have that you need attention to I have a lot of medical problem you need an ambulance no I don't need an ambulance okay but I don't need uh to be in um this sort of situation you're just just no you're a right okay you're a't right are you willing to participate in standardized field testing with me I don't even want to talk to you anymore okay to be honest Hest okay I don't I don't you know you guys have treated me this this way bad way I don't I don't want to be around you okay so are you refusing field sobriety testing then I could you repeat sure are you refusing to participate in field sobriety testing then I don't want to participate in anything okay uh okay would you be want to give a preliminary breath test nothing nothing nothing at all I I wanted to just get back in my truck and I want to relax for a little while until I feel like I can that's not going to happen without me knowing that you're safe to drive at this point that's what I'm trying to do okay I figured if I just sat in my truck and I left the a little while um there would be a point where I would be safe to be able okay and I because of my medical conditions I didn't but you don't need an ambulance you have a good day cuz I'm I'm pretty much done with you our contact's not done yet so well are you put M on so you can pick your hands up my what's going on so I'm going to search your incident to arrest you don't want to participate in field testing I'm going to tell you right now you're placed under arrest for operating motor vehicle under the influence you also under arrest for resistant obstru okay so now you're going to be search incident to arrest have a seat stop tensing up and have a seat stop tensing up what did we say it's much easier if you cooperate nothing's changing at this point what this this is just getting way out of hand here come on I'm sitting in my truck holy cow what did I do what's what's the problem here what Ronald was then transported to the hospital by Deputy Tipton where his blood was drawn he was then medically cleared to be transported and booked into Green Lake County Jail Ronald ultimately was charged with refusing to take the test for intoxication his refusal was found unreasonable by the court and his do license was revoked for 2 years if you enjoyed this video don't forget to give it a
