Hello. Hey. Okay, let me talk with them. I I got it on here. All right. Thanks. Bye-bye. Hi. How y'all doing? All right. Okay. Yeah, I called in Barbara Barbara Williams. This guy over here Marcus, whatever his name is. He has been harassing all of the neighbors. You got a file probably this long. So, I just got a call from my workers there. He don't call the code enforcement planning committee or something. Planning truck was out here. And I wanted him to give me a report for why he was out here, but he wouldn't talk to me cuz he said I wouldn't calm down. Okay. So, I want a report that I'm reporting him for harassing. Every time we work out in the yard, he calling somebody. Code enforcers or the planning people or something. Okay. >> And they come out here and they say, "Okay, nothing is wrong." So, what was his what was his thing for today? Okay. I got a I got a question. Let's We'll We'll go with this one. He has PTSD. Mhm. Now, That's what he said he got. >> Barbara, please. I need to get in contact with the follow the Veterans Administration to see if he's a veteran and if he has PTSD. Because from what I understand, he pulled a gun on somebody a while sometime ago. If he's a veteran and if he's paranoid about everybody over here, Mhm. either he's going to get hurt or somebody else is going to get hurt. Because he's harassing everybody over here. Uh I want to talk to the neighbors and find out what all he has done. Because if he has PTSD, Mhm. and either he going to click or somebody one of these youngsters in the neighborhood is going to click. >> over here and show you these cameras or lights or whatever. >> Uh yeah. Yeah. Yes, I mean but he he he is extremely paranoid paranoid. >> It's It's not It's not his It's not his house. It's not his house. It's not his house. Oh, he had probably had 15 cameras over there. He got them pointed here cuz how else can you But uh every time every time we work over here, uh now we have we're trying to do something. Working with He is raising a garden, working with kids. We have the chickens in the back. They're within compliance. So, every time I'm doing something to to he's calling uh code enforcement. They come out say, "Yeah, okay. We'll see you later." Well, you know, and it doesn't bother me. It bothers Barbara. It doesn't bother me. Right. Because now the other day I told him that it's not a one of the threat, but if he comes on that property again and he see those signs, something might happen to him. Okay. So, if he comes over here makes contact with you and then calls code enforcement or He calls code enforcement. He know he know he doesn't talk he doesn't talk he doesn't he doesn't say anything, but now when he came over the last time was over on the property. I said, "The only thing I'm telling you, this is private property. You shouldn't be over here." I said, "Now, what you do with your cameras over there?" I said, "I could care less. Mhm. But don't come on somebody else's property for whatever your whatever your whatever your reason is. I said, "I could care less. Stay off of this property." Right. So, he he doesn't come back over here now. So, he set the camera up. In fact, I can see the camera right over there. Uh and I mean that's not I would imagine if he had to deal with me personally, one of us would have got hurt. That's why that's why I said that they need to call the Veterans Administration and find out if this guy has PTSD. And if he doesn't, then what we do do we need to do? Do we need to call prosecuting attorney and file a harassment against this guy? Because he's harassing everybody in the neighborhood. So, they're not they're not going to give out that information to you. I mean, just like And then when somebody >> call the doctor That's why I want a report. So, when somebody gets killed >> Administration >> So, when somebody gets killed, Yes, ma'am. And it's it's it's been reported. >> They can't So, my question I was going to say he come on this property where at on the property? Do you own all of this? You own all of it. Okay, you own all of this. Yeah. Okay. That's why I had to put up those >> That's what I'm saying. So, But that didn't stop him. >> Because see he was he was coming over the property taking pictures. And after she put the signs up, so now he takes a picture from his property. You know, make this make sense to me. We called we called the police before because he had all these little bells sirens and going off. And every time you come outside, the siren the little sirens go off. So, that kind of calmed down. He got rid of them then he changed them and turned them off there. But you don't need to have cameras and lights pointing in my direction. Point them to your house. If you want to see somebody coming to your house, not my house. And my thing is if if he's if he's mentally imbalanced, somebody needs to know about it. 12257 What did he say this time? What did they say this time? >> He uh He hasn't been out here. No, what did they say when they came? The people the planning people. They took their pictures say everything is in compliance. We good. Cuz I I see them every time they >> They didn't tell you the complaint though? 501 501 >> No, he doesn't have a complaint. He takes pictures. I meant the code enforcement. They didn't tell you the reason they were responding what complaint they were responding to. He sent them picture of us working. Mhm. And that's it. That's what they told you? That's what he does all the time. This is what I'm talking about. Every time he see us working out here, he calls them. Well, how can you Okay, now next week we'll be working on the garden. When we start cuz we're doing some raised beds. And I guarantee you you're going to get a call when we start working on the raised beds. Anytime anytime he see us doing anything out here. What we're doing now is getting ready to put up uh uh They said as long as our fence is less than 7 ft. And the fence is to keep chickens to to keep chickens in. That's all that's for. Uh so, how can you put a fence up last year out working? So, if y'all working whenever he sees y'all working, he's taking pictures. He got a baby coming. Oh. I'm listening to you though. She's been in with the chickens. She's been in with chickens. She's eating chickens in the morning. But uh I just want to report cuz they're about to get a petition going. He made one guy move over there. That's the one he pulled the gun on. They was fussing back and forth. He called on the dogs. He called on her dog. And now she's trying to keep her dogs in the backyard cuz he don't feel like he have to listen to the barking. We had four or five dead animals come up dead. Don't know how. And then she has a recording of him on my property in the back recording the dog behind us. Okay, well, if you come up to my fence and I had a dog, what's the dog going to do? Bark. He's taking her to court for her dog. He made that guy move. This guy he moved back here. He had dogs. But he lost his dog. I lost the cat. She lost her dog. mysteriously In a couple weeks, there'll be a fence against going up within code 6 ft. And I guarantee you they'll be getting a call from him because of the fence. And more or less, the only reason Barbara's calling y'all so you have a report of what he's about to >> is the first report that you making with Barbara? With the police department? With the police department, yes. first report. Miss Michelle made a report because when he started putting them sirens out there or whatever. Then every time she comes out on her backyard, you hear a siren. So, we're out here today because code enforcement came out here. The planning city planning or something like that. They came out here and they said that Do they tell y'all who called? Yeah. No, no, no, no, no. They can't tell you who called. Okay. But they know who called. Officially, they can't tell you, but everybody knows. >> call was we had we was accusing animals. That was the name. Oh, they came for we was only chickens. There is nothing in the paper that they left me that said nothing about chickens. It said barking dogs. And that was the planning commission that did that? >> That was the code enforcer that came and did that. So, apparently the planning people come check then they send it to the code enforcer. I don't know. It should have been the code enforcer. No, the code code came out. And after they came out standing because I think he's he's sick about the way but he came out after they did. Taking make sure everything's okay. Okay. It's so weird that they sent them out for that complaint. That's not theirs to investigate. Who? The planning? No, he uh the last uh This is the second time he's been here. This second time. Because what he did he gives some erroneous on the report. Mhm. Probably because he was building. Maybe that's why they came. I don't know. It is I mean She didn't even have a dog so how can you put on report that about a barking dog? >> They can only just respond to what's being And that's what that's what I'm saying. They're going to either way they're going to respond. Right. Well, it was abusive animals. That's what the paper said and it was cold whatever whatever whatever but this lady got a three-page letter about her dogs. They've been in court and he told he's threatening her about making her move. I've had no verbal contact I'm going to I'm going to talk to her today and because this is where this is where I'm going at it from this point of view. I'm going to get the letter that he sent her. I'm going to call the prosecuting attorney for harassment. And I want to contact the Veteran's Administration because if he has PTSD they need to Do y'all have his last name? They need to at least know what if something happened to him or he does something to somebody they'd have a report. So first thing if if something happens and and all this has been going on they say well why didn't you get in contact with the authorities? No, I just wanted to report the >> to handle it by the I have a letter I'm going to send I'm going to send a letter to him and I'm going to send it to the city. That's what killing And I'm going to send it to the city as well but I'm going to send him a harassment letter. I don't need him harassing the people that's coming No, you need to leave him alone. You need to leave him alone and let the authorities take care of him. Don't bother him. Because this guy is crazy. So so and I just I just want to be up front and honest with you. I don't want you to be blindsided by this. The issue we're going to run into is because no one has specifically said this is where the complaint came from. Unless there is documentation saying he has called all these times on you and he is where the complaint is focused on. We can't necessarily say he's the one harassing you with it. I know more than likely you're Well, I get what you're saying. And unfortunately with with the law we can say >> we need to talk to? for >> Prosecuting attorney or who? Honestly in Do you know if planning and development has an FOI >> to send him a certified letter. I would I would assume because they're a city. That would be the first step I would suggest is FOI-ing those documents to say this is where the complaints are coming from. This is the paper trail that we're talking about. That's what we need to do to talk to him about that once planning commission first we think they can say So if you're able to get those documents you can take those documents depending on the issues that are being brought up. You could go with the the harassment which I'm going to tell you from personal experience I've had to deal with it. You're going to take it down to the prosecuting attorney's office. They're going to send them a a cease and desist letter saying hey leave this person alone. Right. And that's the most that they're going to do at that point. Now if it continues then they'll move forward with possibly seeking a warrant for harassment. Um but they don't like to go through with that first time. They like to send that letter. I know that letter is not doing much. Trust me I get it. I've been there. It's kind of a slap in the face but that's the way they do things. Um Another option is to take those documents down to 401 West Markham which is the Pulaski County Circuit Courthouse right across from DoubleTree Hotel downtown in the River Market. Go to room 120 and file for a order of protection or no contact order. Okay. You got it. Both. Okay. Um and just show them hey this person we have all these documents we're able to prove that it they are coming from him now. >> Right. Um He won't leave us alone. Then if he tries to make contact with you through a third party meaning code enforcement or anything like that it could be seen as a violation of that order. Right. But the but the issue is right now saying because none of them have confirmed it to y'all more than likely it probably is because of what you're telling us. However we can't go off of that legally and which means we would write the report up as harassment because >> said the same thing that uh uh he can't uh show me where they Right. This is room 120. Yes, ma'am. Um So that would be the issue at this point. I was about to say stay about the street the same Because uh I mean it's not going to do any good to go back and forth with them. That's one Right. >> going back and forth with them. What we can do is we have a behavioral response team. Um I can pass his information along to them. They work hand in hand with social workers. Um Because of the issues that he's caused throughout the neighborhood we can pass their information along to them. And they can kind of get a game plan going trying to figure out more information on him. Um And if Marcus Veteran's Administration Right. See if there's there's either somebody who's responsible for him depending on how bad off he is. Um he might have power of attorney or something along those lines. If not they can get in touch with the veterans. Um and see about what steps they need to either get him admitted or getting some type of help to help the situation. Because you know uh He's paranoid about about everything that's going that's going on and and now Marcus lying These people uh over here are Hispanic. He's harassing and threatening that he's going to call ICE. They moved. Okay. The next day he called because they hadn't cut the grass. The sign over there you know that's why they can't put the sign on the yard but it's just you know uh he can't put the sign on the car. They came out the next day and put the sign out. And the grass here needs to be cut but nobody was living there so I called the landlord but it's it's something that it's it's that type thing that uh Just being a nuisance. Yeah, exactly. And uh who's to say that the next person that rents that house The people on the the people where the guy moved out where they was gun play uh Michelle has talked with him. They've had a a few run-ins with him. Nothing major. But I mean it's it's crazy that you can't even just be out and just and I don't want I want if he got cameras now the last people that came they went over there and they said it was no cameras. He was not recording. That was Michelle's complaint. He was recording her because when she comes out on her With that that There's proof that they have uh They have pictures of of us working. So they have documents they have they have that. So he so he's recording y'all working. Yeah. See and then the last people the last officer that came out Hey. What's going on? Dealing with this crazy person on the phone. Yeah. All right. I'm just checking on you. Thank you. Thank you. that um Well, she has a recording of him and I didn't know he I didn't know they had pictures of y'all. They have pictures. The proof is there like I said I don't think we can When they checked when they checked when the officers came out and checked when Michelle took them over there they said it was no camera. So I don't know what he got now. It could poss- from what you're saying it could possibly be a motion detector. No, no that's a camera. Well, if it sounds No, she's talking about the one that make all the noise. I don't know. That's some kind of little motion That's a little motion detector he has over there. I'm not concerned about the camera because he can't high pitched screeching noise. And when the lady was over here when we first started with the chicken she said that's a military tactic that they use for the enemy or something cuz she used to be in the service. I'm not concerned about all of it. My concern is that somebody's going to get hurt. >> Right. You know that's my Uh-uh. All right. This going back and forth with him is is not you know going to do any good anyway. I just need the authorities to know what's going on. And who did you say to call other than going downtown to the So the best thing to help would be to reach out to planning and development and see what um office to call for FOI request, freedom of information. And you would have to file an FOI request for the complaints in this area pertaining to either your property or I mean you would have to make it specific to your needs. I'm pretty sure because they are a city organization, they do have an FOI office like the rest of us. Um you would just have to file that with them, that request with them. And like I said, uh starting uh next week uh we got the nation. Uh we're going to put a fence up. Mhm. And they don't need to call again. Well, every time every time every time we work over here, uh he call us. Uh But like I said, I'm not I'm not concerned about that. I can't see him too many times daily now. I figured and and he said, "Well, I don't mind that, but I just didn't know about you know, taking sandwiches and and there was something that's not right." Yeah, yeah, you know, go through proper channels, they'll take it. Uh take it in your own hand. And uh I don't know, I guess he has he has this thing about Hispanics, but he just harass the hell out of him. [ __ ] Can she get the letter that he sent her? Can she get the letter that he sent her so we can see it? So I can see it. Oh. Okay, okay. Okay. But I've been here and just just call you out here to let you know that. Yes, sir. Of course. Next step. I don't like putting them I don't feel like putting them I want to talk to him after the video of him. Can you go find him now? Send to the phone. Mhm. house Yeah. Have the video have somebody else Right. Well, that's that's what I was telling them that they have >> [cough] >> that you know, I know your daughter showed me the video of him behind my house taking pictures. So, you know, it's just crazy. Okay, thank you. And this letter this letter he sent her? Mhm. He cited all of the city codes and this and that and uh the Then he told her that her fence was too high and I told her to go and make a complaint. I said, "Cuz that fence is grandfathered in. I don't know why it's too high, but people that used to live there had big dogs and so you don't have to take your fence down." He said, "But he said I'm going to move. He's going to make me move." I said, "He can't make you move. You own the house. He think you're a renter. That's why he's saying that cuz everybody that rents that house was a renter, this house was a renter. Everybody that rents, he tries to get rid of them." Oh, got you. So you found him in your list with the letter that they sent you? No, he didn't. He didn't? Okay. But this the report number. Okay, that's all I wanted to have a a report and I have all this here. The guy wouldn't give me his name or anything. >> stay. The planning guy wouldn't give me >> [cough] >> He wouldn't give me an incident report. He wouldn't I know his name, but I told you his name. That's his middle name. Okay, well thank you. That's what I needed. Yes, ma'am. All right. Yes, sir. Of course. And you may be seeing me in about a week. Might not be us cuz this isn't our area. Yeah. Well, we work on the other side of Barrow. >> Okay, on the other side of Barrow. >> Yes, sir. All right, we appreciate it. Yes, sir. Of course.
