So who's wondering? Are you wondering or somebody else? Just put the attitude in the can, bro. There's no need for it. You just keep going. All right, bro. All right. You know that I have a First Amendment right? >> No, I don't know. Which building are you planning on going into? Cuz I'm not I'm not I'm not a threat to anybody. Take care. Just one camera and a few steps outside the courthouse and suddenly the entire system of authority seemed to explode. [music] I was peacefully I was peacefully out there on the sidewalk taking some video. >> You're a public servant. I am. Thank you. You serve You serve the public. An officer charged in with an aggressive attitude trying to overpower with authority not realizing the person in front of him knew the law. The camera turns on and just minutes later an officer shows up not to protect but to see if they're brave enough to stand their ground. I don't put up with attitude. You can go scratch with that. I'll stick to talking to you two if you have any questions for me. >> No crime, no disturbance, just a camera. So why did they still call the police? Is there something behind those government doors they don't want us to see? Name and badge number? Call Craig, 133. 133, thank you. Appreciate that. So how can I help you? Oh, so I'm just wondering what you're doing. Oh, okay. That's it? Yeah. All right. What are you guys doing? So who's wondering? Are you wondering or somebody else wondering? Oh, okay. Well, they they can ask me if they want. I couldn't I can't hear you. I'm sorry. It sounds like they did and then they wouldn't provide an answer and that's why I'm here. >> Nobody spoke to me. Okay. Yeah. All right. Okay. No, we've been recording since we got here, so. Okay. Any issue with recording here? No, not at all. Yeah, okay. Okay. Yeah, cuz this it's public property, right? Long as we don't go inside. Oh, yeah. I mean, you can go inside. That's That's public property, too. It's part of the county. >> Well, we they right now I guess they're restricting access because of the whole situation that's going on. So normally I would go inside and take a look around, but they have the door locked and you know, whatever else. So. Are they just restricting you from going inside because you're not wearing a mask or Well, the signs on the door say that they're restricting access to appointments. Okay. Uh because of the situation we're in, so. Got you. Yeah. So we're just hanging out outside. All right. Cool. You You can let her know it's all good. Okay. All right. Thank you. You know it could have been very easy for you to just ask me what I'm doing. No, you Well, you're obviously curious. You called the police. Yeah, but why don't you just ask? You're a You're a law enforcement officer with a gun and a badge. Why wouldn't you just approach somebody and ask them what they're doing? Well, now it's too late to ask me. Now you've You know? I mean, if you if you would have just walked up and asked me what I'm doing, I would have been happy to tell you. Your boss walked up to me and asked me what I was doing? Never happened. I've been filming since I got here. Never happened. And then he appeared, no mask, stepping in just inches away. The tension snapped tight. The officer brought attitude, the citizen answered with the law. Okay. Great. Thank you so much. Can you keep 6-ft distance there? You don't have a mask on. You don't either, huh? Well, I'm not I you just approached me. I didn't walk up to you. Listen, take your Take your attitude Take your attitude and shove it up That's what you can do with that. I don't put up with attitude. You can go scratch with that. I'll stick to talking to you two if you have any questions for me, but all we're doing is taking some video. Okay? So, you know, the attitude and that kind of stuff is What you guys are doing is creating an issue. I was peacefully I was peacefully out there on the sidewalk taking some video and now there's an issue because So what? You work in a public building that I pay for. What does that mean? That's another question I don't want to answer. But there's no you know, you have to use it You've You've got training, okay? You've got threat assessment training, okay? So you need to use that, put that in a place, try to figure out what's going on before you just set off alarms. I I don't see any reason for any of that. Your attitude's completely uncalled for. Uh you you get no respect. You get zero respect. I'm telling you, you get zero respect and you get a complaint. Okay. Yeah, for your attitude. You want me to get the chief down here or the lieutenant? >> You can get anybody you Anybody you feel like hanging out with. You can call anybody you want. Listen, you don't intimidate me whatsoever, okay? These people are acting cordial. Your attitude is going to get somebody hurt one day. So just behave yourself. Act like a public servant. Treat the the the people in this town with some respect, okay? And don't walk up with your attitude because all that does is give me an attitude and then once things go up, it's very hard to get them back down. So just behave yourself. Just behave yourself, Ortiz. Okay. One side holds the power, the other holds the camera and with just one heavy breath everything could spiral out of control. I hope you're not learning from this because you seem like a very conscientious, courteous individual, okay? And I maybe you should be his boss. That if it was my vote, that's what I would vote for. [music] He came up very courteous, very professional. Your attitude is in the garbage, bro. You're going to get people in trouble one day. You're going to wind up getting your own officers hurt one day. Just put the attitude in the can, bro. There's no need for it. You just keep going. All right, bro. All right, bro. What are you a [ __ ] Seriously, are you like [ __ ] Are you like slow or something? I guess so. All right. Well, hop back in your car and go slowly down the road so you don't hit anybody. Adios. Have a good day, Ortiz. You're just going to stand around and do nothing? Yes. Okay. I'm going to head out. All right. Well, You take care. You have a wonderful day, Officer Craig, and I appreciate your professionalism and your courtesy, for real. >> name? You probably won't give it to me, but appreciate your time. >> Well, I might have given it to you, but your your superior here has got an attitude problem and I don't deal well with that, so. And you know what the serious problem is? Guys like him that started attitude, once things go up, it's very hard to get things to come back down. That's why de-escalation is such a big part of your policy, right? So what he just did, you don't have to answer me. He's your boss. You're in uniform. I don't want to put you in that situation, but you just saw what happened. And there's no need for that because that conversation, that escalation didn't happen with me and you. It happened as a result of the way he approached me, trying to be intimidating, walking up a foot away from my face. I asked him for his name and badge number. Said, "No, I'm not going to give it to you, but you can have my card." Just, you know, power tripping. And what that does is that There's a divide right now in this country between law enforcement and the citizen, okay? And what our mission is, unbeknownst to Officer Ortiz there, is to close that divide and create open dialect and communication with law enforcement so that we can highlight the good guys, [music] but we don't mind highlighting the bad guys, either. What shocked everyone wasn't the anger. It was the silence of the officer standing beside him. A single moment caught between loyalty and justice left millions in disbelief. It's It is a waste of resources for you guys to be sitting here. He knows he can leave. He's just sitting here because his ego kicked in. You know, and he he just That's That's That's what we're We're looking for guys like you so we can highlight that and we're looking for guys like him so we can highlight that. So this was a home run for me. And I hope it we walk away My end goal at the end of these things is I want to walk away educating myself and learning something I didn't know yesterday and I want you to walk away whether you've learned something or whether it inspires you to think about something or maybe it'll just, you know, positive results. And if we all walk away from this conversation and this situation as better people, then I call that a good day. I think so, too. And that's all it is. All right. Take care, guys. >> Well, we appreciate you, Officer Craig. Have a good day. You, too. >> Thank you so much. Stay safe out there. Take care, sir. Honor your oath, buddy. I said honor your oath. I do. No, you don't. We'll be keeping an eye on you, bro. We will. You want to get that third strike, man. Take care. Get out of the roadway, sir. I'm not in a roadway. You could get hit. No, you're not You're not here for my safety, bro. You just roll on. Have a good day. Honor your oath. Treat people with respect and dignity. It goes both ways, bud. Yeah, sure does. Absolutely does. You learned a lesson today. Citizens may sue public officials for violating their constitutional rights pursuant to 42 US Code SS 1983. Individual/organizations are required to pay damages to the injured party. Violating police officers may be disciplined, have their licenses suspended, fired, or expelled depending on the policy of the agency/police chief. There was no arrest, no detention, and no use of force. However, Corporal Ortiz showed signs of abusing his authority, attempting to interfere with a citizen exercising a lawful right. Up next, just seconds after stepping into Kentucky City Hall, a single camera sent the entire system into turmoil. Uh what services do you offer to the public here? Uh are you recording? Yeah, I am. Okay, you can't be recording here. I I can't record in here? Why is that? No, it's just because you're recording me. So. Oh, well, you Well, you asked me You asked me if I needed any help. I asked you if you needed help and you're recording in the office. So wouldn't that Wouldn't you assume that if I was recording in the office and you asked me if I needed help, I would I would have I would record you? What do you need help with? Wha- What uh what services do you offer to the public here? We can uh if you needed to open a business or we have property that we can help you with. Property taxes. So this office is for property taxes and what else? I mean, if you have property taxes or if you have a business to Okay. That's all you handle here at this uh at the annex. Okay. Thank you. You're welcome. I'll never understand. You see me recording and then you make contact with me and when I start recording you because I record everything I can see from public, you know, for transparency and accountability, the minute I do that, it becomes a problem and please don't record me. You can't record in here, etc. etc. So, it's definitely uh doesn't make sense. The keeper of the city's records refused to reveal her name on camera, a public servant acting as if she had something to hide. Is it okay? When you when you answer it that's a better question. There you go. Thank you. Why are you doing it? >> That's a better question. Thank you. Yeah, so I'm just taking pictures and video. I already explained to everybody inside what I was doing. So, >> Okay. you know. Yeah. No, yeah. I wasn't inside. I didn't hear it. I'm sorry. Okay. Do you Yeah, but who who are you though? I work for the city. But in what capacity? >> In lots of capacities. What what are you what's your title? I'm not telling you my title, man. >> Why not? >> you looking for? What what are you Why can't you tell me your title? >> What's your title? You tell me first. What's No, come on. >> me first. This isn't kindergarten. You're a public servant. >> I am. Thank you. You serve You serve the public. >> I do. I'm a member of the public. I'm just asking you what capacity you work for the city. I work for the city. >> Yes, public information. I I tell the I give information to the public a lot. Yes. Okay. So, what do you need from What do you need from me at this day today? What? >> Anything? Why would I need it? I don't need anything from you. I didn't come up to you and then ask you for anything. I just asked you what capacity you worked here. And I thought you'd be I thought you'd be more professional. >> something, I'm trying to be professional. If you need something, let me know. I don't know how you can help me with. >> Okay. Then, thanks. What can you help me with? Whatever you need, you just ask me. That's my job, isn't it? Okay. What do you need? >> Take care. All right. Take care. My name's Greg, by the way. Take care, Greg. What's your name? Take care. My name's Shawn. Shawn, nice to meet you, Shawn. Take care. See you, buddy. At the annex building, instead of answering a simple question about public services, the staff demanded that filming stop immediately. When I was in the annex, one one woman I was filming the uh the lobby area and she had a She said, "Can I help you?" So, I turned to speak to her and she says, "You can't film me." And um I thought that was just a little bit you know, I don't know. You Why would you talk That's like you coming up to me, right? You saw me with a camera. You coming up to me and then you're like, "Hey, can you not film me?" It doesn't really make any sense to me, but >> care if you film me. No, I'm not saying you. I'm just saying, you know, most people they they try and make contact with me and then when I film them, they have an issue. But yeah, no one no one told me to leave anywhere or or even stop filming. No one even told me that. She just asked you why you were filming. Yeah, just why. Exactly. Just why. And then I I spoke to Greg from the IT department when I was outside in the parking lot. And uh he asked me what I was doing. And I told him I was filming. And that's that's that's basically the the full extent of what was going on. Why you got to call that says I was told to leave? Mhm. And that to stop uh I mean, I can't stop you from filming. Yeah, no. First Amendment protected First Amendment protected activity. It was just that they asked you to leave or asked you to stop filming or something like that. I don't know. Okay. Yeah, none of that happened. Yeah, none of that happened. Uh officer, would you mind if I got the call if you can give me the uh the call number for this? Like the incident number? >> The incident number. That's what I meant. The incident number. Sure. You need Yeah, please. Cuz I would like to get the 911 call just to see what was said. That's all. Okay. Well. False information was spread. He was told to leave the building but refused. And just a few minutes later the police showed up. You let them know that I have a First Amendment right? >> I don't know. Which building you're planning on going into? Oh, true. You're right. >> Calling every building kind of No, I would I would mean at least the city hall because I still have to do an open records request over there. I guess they went to lunch. So, you know, I I have to go back there and do an open records request. So, I was just taking a walk Okay. until they come back from lunch to do an open records request. So, if you want to call over there and let them know like, "Hey, you know, we have freedom of press in this country, First Amendment right." >> not going to inform them of their rights. They know they know their rights like you know. So, Okay. I'm just saying so that way they don't call you again and waste your time. That's all. Cuz I'm not I'm not >> every day. >> I'm not a threat to anybody. Take care. Stay safe. Hi, how are you? Fine, thank you. Let us take your temperature, please. Sure. That's all right. No problem. >> right here? Right here? Yeah, right here. Look at me. Uh maybe just step over. So, you have Sure. Nice to meet you, ma'am. You want me to go We're good? Okay. Thank you. And if you work with somebody Oh, I I work for myself. Okay, cuz we have to ask about you taking the pictures. That's why. Oh, yeah. No, I work for myself. Okay. Is it the reason you're taking pictures though? Yeah, for sure. Mhm. Okay, cuz they might They'll probably see you on camera wondering why you're taking pictures. Oh, okay. >> Suspicious. [music] I don't know what that means. Isn't that funny, ma'am? They're going to They're going to find me suspicious by looking at me on a camera. >> If you probably work with someone else. >> [laughter] >> You know what I mean? Isn't that funny that they would find me suspicious for recording when they were recording me? Yeah. >> me, I look around like there's another camera. >> Yeah, there's another There's a lot of cameras around here. >> see people getting nervous cuz they >> Okay. All right. Not a problem, ma'am. Thank you. Appreciate it. Just a citizen with a camera, yet the government security and police were all called in. No violence, no crime, just a clash between authority and the Constitution. A seemingly simple encounter between police and a driver suddenly turns into a tense drama. On April 28th, 2024, when a police stop for suspected dangerous driving turns into a heated argument, what happens when the line between power and citizenship is broken? Can I help you? No? Can I help you? Yeah. You was swerving back in your vehicle. Hands off me, dude. I'm I'm being attacked by one actually in here. Get on the ground now or you're going to get tased. Get on the ground or you're going to get tased. >> Dude, you just attacked Get on the ground or you're going to get tased. >> just attacked >> on the ground or you're going to get tased. >> You just attacked me. Put your hands behind your back. You just attacked me, fool. And it's on camera. >> Okay. You just attacked me. 56, give me the air, please. I got him prone out at taser point right by Subway. Dude, you pushed me. No, you do not get out of your car. You do not follow a police officer. Are we understood? You do not get to do that. Dude, you >> not get out of your car. I do not know you. I do not know if you're aggressive. Now, exercise your right to remain silent. I thought you were drunk. Are you kidding me? Dude, you just You cut over lanes without even blinker or using your signal. >> 56, I'm code four. He's compliant. I got him at taser point. You are not going to follow me. You're not going to step out of your vehicle. Okay? I do not know you. I do not know if you have a weapon. You're right. You put your hands on me though. Yeah. Well, I'm a police officer. You do not approach a police officer in a aggressive manner. You could have told me to step back and I would have. Yeah. Well, you've made your decisions today. You've made your decisions today. You got your body cam on? It sure is. And you got you saw pushing me? Yeah. Code four. 82 with one. Hi. All right. I'll be heading up. Use force taser display, but we'll get that later. Yeah, what was your probable cause to put hands on me? Uh you were following me and you stepped out of your car in aggressive manner towards me. You are not going to advance on a police officer. That is a threat. No threats towards you and then you put your hands on me. Uh I I told you to back up. >> You did not. You put your hands on me. >> on you. Yes, I did. You pushed me back. Okay, whatever. >> You had no reason to put your hands on me. You had no lawful authority to put your A confrontation between a police officer and a citizen that was [music] supposed to be a traffic check ended up with both facing harsh accusations and unanswerable denunciations. It was defending myself once you attacked me. >> nothing on you that's going to pop up. No, sir. I don't have anything illegal on me. I I asked you if there's anything that's going to No, sir. I don't have anything that's going to be dangerous to you or that is illegal. I'm in no way a threat to you or anyone else. He is most definitely with us. I'm going to use the one that I can use to continue. There's I've got my headphones on. You sit on your butt. Yep. Absolutely. Oh, yeah. Whatever you need, boss. Who was the one that just said it was all you? Yeah. Yeah, I'm good. No, so I'm heading westbound on 41 here. And this guy's like doing weird things to like avoid me getting his license plate. So, I pull over, he goes to the right lane. And then he starts following me. He's like, "Are you drunk?" He's He's out of his car. And I'm like, "No, don't get out of your car." And it was on. When words are no longer enough, force and authority are put to the test. >> [music] >> But is it a last resort or an unacceptable abuse of power? You finally think that you can just touch a civilian for no reason. You put yourself in that situation. >> Sir, I never touched you. We'll agree to disagree. If you don't like it, go to court. You put your hands on me. You assaulted me. I did nothing but defend myself. Okay there. I could have. But I didn't. Whatever you say. Look up the code, man. You don't have to agree with me. Just after you drop me off That's what I'm saying to you. You don't have to agree with me. No matter how many ways you turn this, you're in the wrong, sir. Yeah, whatever you say, man. All I'm saying is look up the code after you drop me off. You cannot just [music] walk up to a civilian who has not committed a crime and touch them. You have no lawful authority. You realize I didn't walk up to you. You got out of your car and advanced on me, right? You walked up to my car. You do not get a step out of a car unless a law enforcement [music] officer commands you. >> Okay, Russell, we're going to agree to disagree. >> It's not agree to disagree or some [ __ ] Okay, that's that's your opinion. law enforcer, dude? You don't even know the law. You think you can just touch people? >> [music] >> Clearly, you know all about the law. This That's your rap sheet, brother. From a simple situation, a debate [music] exploded with accusations and tense actions, causing both the participants and [music] viewers to ask the question, who is right, who is wrong? You guys like to play games and not hand them out. Why are you so angry? Dude, look how you treated me. I got out of the car, you put your hands on me. I did the same thing to you, and then you throw me on the ground and act like I did something wrong. >> Cuz you're terrified, dude. You're a scared little [ __ ] Seriously, you got you put your hands on me, and then I touch you back, and oh my god, he touched me. Get on the ground. You realize how ridiculous that is, right? >> You act your age, dude. You're supposed to be a cop. What is wrong with you? You put your hands on a citizen without a legal right. You understand that, right? Yeah, whatever you say. Act your age. Don't be mad at me cuz you lost the fight. Apparently, [music] it's legal for cops to touch anyone they want. For no reason. Whatever you want. Citizens are restrained, subject to arrest or fines. Police actions [music] that show signs of abuse of power, provocation, or lack of transparency in their actions may result in internal investigations [music] or legal complaints.
