Madrid was charged with four misdemeanors: DWI, no insurance, failure to produce a license, and speeding. He was placed on administrative leave, and is awaiting trial. The case has drawn attention because it highlights the potential for law enforcement to violate the law, raising questions about police integrity and ethical standards. Next, a horrific crash happened right at the central intersection. But it wasn't just the blood on the road that had officers panicking. >> I got a phone call from Crystal Garcia who was at 34 with us. And by 34, what is that? >> I don't know, like shaking up a little bit. And she said, "Hey, are you done?" >> And he just kept going and he was going fast cuz I saw him in my rearview mirror. Do what you got to do and get me back. >> I'll have them I will have them call you and have make sure you're on the phone before we have any conversation with him. Okay. >> Thank you, sir. >> Thank you, sir. [music] >> Sir, >> just hours after the accident, both officers were handcuffed, read their suspension orders, and forced to surrender their weapons and badges. >> [music] >> And the silence began. >> This is what it says. It says, "Officer Flores, you are hereby placed on administrative leave effective immediately. You will be paid for the period you are in administrative leave. During this period, you are required to be available from 0800 to600 hours Monday through Friday. Failure to respond to the dur during these hours will result in disciplinary action. You shall not act in the capacity of nor represent yourself as a police officer in any manner except for court appearances, nor shall you perform any offduty overtime work. You're required to check in with the IAPS lieutenant weekly. And if you have any further questions, and I know this is the least of your worries right now, bro. I understand that. Okay. Um, but if you have any other further questions or anything like that, you can call the number that's on this letter. I do have somebody from ops coming out to grab property, but let me just follow up on that. It's not. We have to say that we're going to take the property, but we can follow up with them and maybe later or something. >> Okay. >> Okay. Can you >> honestly if you guys wanted to take it today? >> Well, somebody from Ops is coming out and they would be the ones who would be picking up all of that stuff for from there. So, um your unit at your house, all that. >> Okay. They can they could probably coordinate that that year, you know. anything like that, you know, he'll be here to to assist you. Um, as far as the rest of stuff goes, but I haven't yet. Is it okay if that's fine? Just face the American flag and all American flag. >> A text message between officers reveals the shocking truth. Don't say anything. I don't want you to get involved. But every attempt to cover it up only pushes things [music] to a greater brink. >> I got a phone call from Crystal Garcia, who's a 34 with us. And by 34, what is that? Police officer. >> Okay. Um um she kind of sounded like she was, I don't know, like shaken up a little bit. And she said, "Hey, are you logged on?" Okay. She said, "Can you look up >> um a crash for me? A 45 crash?" >> Sure. >> She's like, "It's in the Southwest." So, I looked I was looking it up. As I clicked on the call, I was like, "What's up? What's going on?" She said she was on a motorcycle with another officer in our department. And as they were driving, a homeless individual ran into the road and they believed they clipped him with the bike. Once I clicked on the call, the first comment I seen was a motors call out. I said, "Hey, this is a motors call out. You need to get the figure it out." and I hung up with her, sat in my car for a couple of seconds to process what I just heard cuz I was freaking out internally and I called my sergeant to come meet me um where I was at. As soon as my sergeant got there before he got there, I'm sorry. Um I texted her. I said, "Hey, I'm I'm telling my sergeant what happened." And she said, "Don't I don't want you to get mixed up into it." But I said, "Stop. I'm telling him. It doesn't matter." I stopped responding at that point. I told her to stop texting me. Um, and as soon as he got there, I walked up to his car and I I told him everything that she told me. >> And who is your direct supervisor? >> Uh, ship. Sergeant Ship. Okay. >> Um, would you be willing to show us the phone? >> It's in my unit and it's parked at the Defined Fitness up there. >> I haven't But you are willing. >> Yeah. Yeah. Both Ezekiel and Crystal were immediately suspended, stripped of their badges, weapons, and IDs, and told not to identify themselves as police officers in any way. Conversations between other officers revealed outrage at the coverup, and dragging their comrades into the quagmire. A citizen with a camera in his hand made the whole building shake. And then what made the officials tremble? >> Hey, sir. >> How you doing? Good. harassing staff now, huh? I heard it. They always come in and say, "Oh, he's harassing us because I asked simple basic questions about the city and town hall." >> Tense faces slam doors. A heated confrontation begins to brew as the truth about public filming rights is challenged. >> Let's look around the building. Um, >> and taking pictures of what? >> The employees, the public information that I'm gathering. That's all. Who are you? >> Terry Hall. >> What's your position here, Terry? Is there a concern or >> Yeah, I just I'm uncomfortable with someone knowing the layout of the building and >> of a public building. >> Yeah, it's just out of all people have somebody that doesn't have business in the office. >> Who's to say I don't have business? Are you assuming? >> I got to get going. Hello. >> Hey. Who are you? Director of finance. >> Yes. >> Okay. What are you financing? >> Nothing, I don't think. [clears throat] What are you doing? >> I'm just taking some pictures video. um around the building getting some public information that's all. >> And you are a resident or >> No, I'm not a resident. I'm a journalist. >> Oh, >> independent. That's all. Just trying to get some information about the city town slash town. Right. >> What are you using that for? Just >> uh it's just for matters of public interest. Um you know, to disseminate to the general public if they have any questions or concerns about the town or city. And that's all. >> Gotcha. >> All right. And your name was Ann? >> Annie. >> All right. Nice to meet you, An. >> Thank you. >> Town manager. >> I am. >> City manager. Which one? >> Town manager. >> How you doing? >> Good. How are you? >> Good. Good. How are you? >> Good. >> Good. I'm just taking a tour of the building. >> Oh. >> Um, getting some public information, asking a couple basic questions. >> That's awesome. >> Good. I saw that she was had a little concern. >> Well, you got to understand, I mean, typically people don't come in videoing town hall. >> You got cameras all over the place. Come on. >> Wow. >> Come on. >> Just in the entrance. >> The police showed up. The chief of police was there, too. But this wasn't a kidnapping or a violent incident. It was just a camera. So, what was really going on? >> Hey. >> Hello, sir. >> How you doing? Good. >> Harassing staff now, huh? >> What's going on today? >> Interesting. How you doing? Name patch number, please. >> Officer DLE 1345. >> Awesome, ma'am. >> Officer Hubard 1321. >> Sergeant Delo 472. >> Good to see you, Sergeant. >> What's going on? >> Nothing [music] much. >> Okay. >> So, you're harassing some people up here. That's what they were told us. That's what they told us. >> Yeah. >> You want to break down the harassment level? >> I don't know. >> We don't know. >> Go figure it out. >> Come on. >> Yeah. Go do that. >> Do you even know who the caller is or >> not this time? >> Was it a panic alarm? >> No. >> That's good. Good. >> So, you just wanted to record? >> Tell them don't ask them some basic questions, man. But they call it harassment these days when you record our government officials in the course of their duties. >> What's your question? Just basic questions around the town and public information. I got a business card from the town manager. They don't like it, but that's tough. >> They have cameras all over the place. I don't call you guys for it. >> It's time. >> I have a camera. >> Yeah, more than just >> I understand. How you doing, man? Are we all set? Me and you. >> I'm just >> I know. I'm just saying like I know you didn't call. We had a very good conversation, me and the town manager, but your staff, I I'm pretty sure, just called the PD. So, you might want to talk to the staff and just get everybody rounded up and let them know what's going on here. >> What is going on? >> I'm taking pictures in video and I'm asking questions about basic town hall and city hall business. >> Okay, >> that's what I'm doing. >> Okay, >> they call it harassment. >> Well, I didn't I said that's the call came >> I know how it came in. I had the radio. I heard it. They always come in and say, "Oh, he's harassing us because I asked simple basic questions about the city and town hall." And then they, you know, go apeshit and call you guys for a crutch. >> What's the badge do you have on there? >> Yeah, I can read it to you. It says, "Shiny badges don't grant extra rights." >> Warnings, headshakes of refusal, and a chief of police suddenly losing his cool set off a tense climax that no one in the building could have seen coming. >> It came as a disturbance. >> Yeah, it usually does. or some type of whatever it is, recall, reinvestigate. >> Yeah, it depends on how you guys react to the call and then investigate. But as far as I'm concerned, no laws have been here been broken. I'm not here to break any laws. >> We don't we don't know that until we talk to you. >> Yeah. And you're not the deciding authority either. We're just trying to talk. >> My camera is I'll fight it in court with my camera evidence. >> There's nothing to fight in court. We're having a conversation. >> I'm willing to do so is what I'm telling you. If you try to trespass me or get me for disorderly conduct, I'll fight it in court all the way to the Supreme Court. >> Okay, that's your right. But we haven't even mentioned any of that. That's your person. >> I'm just I'm I'm telling you. >> I'm advising you. >> I am. >> Yeah. Get your body cams. >> Of course. >> Yeah. >> You guys going to tell me that? Are you Are you guys by law to tell you? >> We don't have to tell you. >> Is it a policy? >> Yeah. >> It is a policy to tell the public that you're >> It's not It's always recorded. >> Okay. >> When we interact with the public, we record. >> Yeah. Yeah. No, >> we're not required to tell you that it's recorded. >> Well, some states and cities are required either by law or policy. So, that's why I'm asking you. >> Not Not Connecticut, I think. >> Really? Okay. >> Yeah. No. Okay. >> At least not our requirement. Yeah. >> I mean, I think it's a good thing. >> We think it's a good thing, too. >> We think it's great. >> Depends on the officer. >> What do you mean? >> Depends on the officer. If they like the accountability, you know, >> behind the the recording and the camera. >> No, we love it. >> I didn't say you didn't. I said some officers. >> Huh? >> Don't like it. You mean >> they don't like it. And there's a reason for that. >> Oh, I haven't met anybody yet that just said they don't like >> It's good. I have. >> Oh, I'm sorry. >> They mute it, you know, they delete it, all that stuff. Well, we have no access to >> Do you have a business card? >> Uh, not on me. >> Do you have one downstairs? >> Yeah, it's on the website. >> Just when things seem to be about to get out of hand, an unexpected outcome occurred, causing all those in uniform to quietly leave in Walk of Shame. Enjoy your day. >> You too. You guys are dismissed. Thank you. >> Actually, I'll walk you guys out. >> Yeah, it's usually the other way around, but not today. Was that four or five offices for a camera? >> Amazing. >> Chief, if you have a business card, that would be great. >> Yeah. Don't. Sorry. >> You don't? All right. Enjoy the phone call, son. Violating police officers may be disciplined, have their licenses suspended, fired, or expelled depending on the policy of the agency/ police chief. The case illustrates the risk of calling the police without cause to suppress civil rights, potential violations of freedom of the press and freedom of speech. Up next, with just a camera, a citizen walked into the town hall and immediately ignited an unprecedented wave of tension. >> Yeah. Top flight security. Is it DPS? You got name. Oh, now you don't want to talk to me. Just want to follow me around, babysit me. Want to hold my hand? >> You didn't want to be filmed, but he's right there. >> Want to hold my hand like I'm a child. You ready? >> You're not going to touch me today. >> Hi. >> See you later. Oh, my first rodeo clown. I think you know better. >> Tense eyes, challenging words, and then each step followed closely like a shadow opening up an unexpected confrontation. >> Oh, there they are. >> Can you do something with these? >> I'm here to talk to him. >> How you doing? I was actually going to go downstairs and talk to you guys cuz he just told me that you were here and like I didn't see that they were coming.
