You're making me feel really uncomfortable. Like >> you made me feel uncomfortable cuz you didn't stop. >> That's fine. I have to like >> then stop yelling at me cuz you're lucky you're not in handcuffs right now. >> Back up. Like back up. >> Get your insurance. Open. >> Open the door. >> Piss me off. >> Stop. I know. You can't let people like that piss you off. It's hard. Everybody tells them all the time they don't have to stop for a marked car an unmarked car until they're in a safe spot until they're ready to go. That is that is the rule. Women are told that all the time. >> On February 6th, 2019, a mother with two 1-year-old children was targeted by officer Raymond Wonka for allegedly speeding on North Interstate 265. According to Kentucky Revised Statutes 189.90, a peace officer in an unmarked vehicle may stop a vehicle, but the officer should not direct the operator to stop until the operator can do so safely. Exercising this right, the mother activated her flashers and continued to the safer Westport Road exit. Yet, Officer Wonka's aggressive demands for an immediate stop, followed by banging on her window, turned a routine stop into a frightening ordeal. Her choice to prioritize her children's safety on a busy interstate was met with hostility, showing how officers can abuse their authority to intimidate vulnerable individuals, especially mothers protecting their children. When the mother provided her license but hesitated to hand over insurance due to fear, officer Wonka broke her car door handle when he forcefully pulled it with anger to open it. Under KRS503.090, no officer shall use or threaten to use force against a person unless making or assisting in making an arrest. This excessive act captured on his body camera was unjustified for a minor traffic violation. The mother locked in her car with her children, expressed fear and requested another officer. A reasonable response to Wonka's unmarked vehicle and aggressive behavior. Instead of deescalating, Wonka's destructive and intimidating actions violated her sense of security, escalating a simple stop into a traumatic confrontation. >> Put your hands on the steering wheel. >> Where's your other hand? >> Sir, I have friends in the car. I was not going to pull my >> Why didn't you stop? All you had to do was No. All you had to do was stop. >> No, I wasn't going to do that with >> Where's your insurance? >> Okay. >> 881 1086. Excuse me. >> I'm talking to my child. >> Don't yell at me. >> Don't get in my face when I have my >> You need to stop when there's lights and sirens behind you. >> I pulled over to a safe destination. I was not going to pull over. >> You need to pull over when you see the lights and siren. You're making me feel really uncomfortable. Like >> you made me feel uncomfortable cuz you didn't stop. >> That's fine. I have kids. Like >> then stop yelling at me cuz you're lucky you're not in handcuffs right now. >> Back up. Like back up. >> Get your insurance. Open. >> Open the door. Open the door. Roll your window down. 881. >> Open your door. >> 881. >> Roger. She rolled up the window and locked the door. She's got two kids in the car. Um, >> open the door. >> Not get yours. No. I I will get it. But you need to move away from our car. Get another place. >> No, they're coming. Trust me, they're coming. >> That's fine. They can come. You need to get away from my car. Get away from >> No, I cannot get away from your car because you should have stopped several miles back there. >> So, here we are. >> That's right. >> Lock me up if you want to lock me up for not pulling over with one-year-old. Okay. >> Do you not have kids? You have money? Do you not have children? Do you have a daughter? Do you want to please then roll the window down? >> No, I will not. >> I will absolutely >> And if you are going to harass me, I'm going to >> I'm not harassing you. >> You are harassing me. >> I am not harassing you. >> Banging on my door. >> I wrong for speeding and waiting to pull over on the safe side of the road. >> You just said safe side of the road. If you pull it on the shoulder, >> it's the Jean Snider going 80 just like you were. >> I'm not. >> That doesn't matter. You're supposed to pull over and get out of my way. >> Okay. Let's just wait till somebody else. >> No. No. >> Open the door. Open the door. >> Open the door. That's all you got to do. Open the door. 881. 810 is going to have to come out. >> Open the door. >> 81. We have a broken door. >> I've been behind her since old Henry. She should have been ripped out and thrown a hand. >> No, the door handle. I can't copy. >> 810's going to have to come out. >> We're 1086. She's just argumentative at this point. >> Negative. Negative. >> Hey, what did he have? Hey Ted, I went to open her door and the door handle's now broke. >> I'm okay on that. What's the status? Is she 10:15? >> Negative. She's still in the car. Has not unlocked the door, but she's talking to the other officer. >> David, I'm clear. >> 161. 315. >> Is that 314 Charlie? >> Have her unlock the door cuz now she's going to jail. Who's going >> Marit out the vehicle, but she don't want to exit out the vehicle. She has two guns in the back. I have baby. I don't feel safe. He's been banging on my window because I didn't pull over when he wanted me to on the expressway. If I'm going to jail, I need to call my mom and come get my kids. >> Okay. Can you step out and let him talk to you first? >> No, I don't want to talk. He's made me feel so unsafe and so uncomfortable. No, I'm not getting out of my car. >> Will you Will you step out and talk to me? >> I don't want to get out of the car. I have kids in the car. Like, don't do this to me. >> Ma'am, we're going to give you the option to step out and talk out of the car and talk to him. >> I'm not talking to him. This is a powers thing. This is an ego thing. I'm not I don't know what's going on, ma'am. >> He needs to get away from my car. Get him away from my car. >> Listen. Listen to me for just a moment. Okay. >> You can take me a dog in your car. >> But in order for us to even have a conversation with you, I need you to step out of the car. >> I don't want to get out of the car. My kids are in the car. No. >> Ma'am, you're going to have to unlock this window or unlock the door for us. Okay. All right. I'm not going to do anything crazy or anything. I'm not going to be a jerk. You hear how calm I'm talking to you right now? Okay. I just need you to step out of the car. >> You go get my stuff. >> Okay. Well, phone so I can call my mom. Go get him. Please have a phone. >> Okay. Listen. >> I have an 8-year-old at >> Nor. Listen to me, please. Okay. I'm trying not to raise my voice and get nasty. Okay. I need you to step out of the car to talk to him so we can get this whole situation taken care of. Listen, ma'am. Listen. Listen to me. All right. I've tried to be calm and you keep talking over me and I'm getting really frustrated. I don't want to act like this. All right? This is not the officer that I am. However, in order for him to do his job and for you to get on your way, you need to get out of the car so he can talk to you. Is that understood? >> I'm not getting out of the car. >> All right. Go ahead, Ray. And then >> the door cuz I broke the door handle. >> Will you watch for me? Ma'am, >> what are you right now? Possibly. Your car. I'm tired of dealing with you. Stop. Relax. Relax. Relax. Relax. Relax. Stop resisting. >> Stop resisting. >> Oh my. Please don't do this in front of my face. Stop resisting. None of this had happened. I'm going to do a stop tomorrow. >> Will you please call my mother? >> How old are you? >> I'm 30. >> Okay. Why don't you call your mother? and just calm down. Okay. >> What's your mom's phone number? >> Can you call her right now? >> I'm going to call her. Don't worry about it. Listen, we're going to take care of it. You handle your business with him and we'll take care of your kids. All right. >> I'm nervous if I get the car out of that little >> My car is like [ __ ] blood in there. But I was trying to get up here to y'all. >> She said she wasn't >> and then she handed me the for ID insurance card. Can you step back? I said, "No." >> Oh, baby. What's wrong? >> Well, hello. >> As additional officers arrived, the mother was handcuffed and detained in a police cruiser for 15 minutes, leaving her two infants unattended in her car. According to Rodriguez versus United States 575US 348, detaining a motorist beyond the time necessary to issue a citation can violate constitutional rights. This prolonged detention for a speeding violation was excessive and reckless, endangering her children. Wonka's claim to internal affairs that the mother was armed and dangerous due to furtive movements lacks evidence and credibility. This unjust detention reflects a callous disregard for a mother's responsibilities and her children's safety, compounding the violation of her rights. Are you stuck? >> Yeah, I'm [ __ ] stuck. Is it unlocked? >> Here, I'll get to I was just trying to get up here to Ray and I just did what I had to do. Uh after all that and I'm just wondering what he's going to do. Are you all taking me down to >> I don't know. She drove faster around the bend here than she did on the interstate after she passed. >> Yeah, >> she was only going 84 days in the area. White male. >> Well, I lit her up cuz she sped past me down around about mile and a half, two miles back. >> Okay. >> And this is where she stopped. >> Okay. >> I get her ID and then she rolls up the window, go to open the door. Apparently the door's locked with the handle off. She told me to get away from the car. I want her to get out of the car. She's got >> She says it's not safe to stop on the highway and she doesn't trust me. >> Did you break the door? >> I went to open the door. You >> jerk it off. >> I just went to tug the door open cuz I was going to pull her out as the window was going up. >> Apparently, it was locked. >> Probably [Music] Superman. >> Piss me off. talking. I just can't let people like I got fish out >> I was trying to open the door cuz I wanted to >> where where is she? >> She's in the back of >> Is she 10 detained? >> We got her detained. >> What are you going to charge her with right now? >> Uh speed and >> Is she under the influence or something? >> I don't think so. She said she wasn't stopping on the interstate because of her kids and then she stopped here and then she rolled up the window and told me to get away. >> Why did she do that? >> Cuz she doesn't trust me. Is she waiting for a mark car or something? You didn't say. You didn't say. You didn't say it. >> No. No. Get your turn. I I will get you need to move my car to another. >> No, they're coming. Trust me, they're coming. And when she rolled the window up after I tried to open the door and that didn't work, I kind of knocked on the window and then that didn't work either. I go ahead. >> The sergeant has got to do an air now. >> Huh? >> Sergeant's got to do an air cuz I ripped the handle off. >> Yeah, >> she locked herself in the car. >> So, might as well do resisting because I mean that I would think that was consider considered resisting when I saw her. She's trying to turn around. >> Clear me and then I'll be around to the 1041. >> What are you charging her with? >> If you're only charging with speeding, then you better get out of those handcuffs and get her back up to her kids. Okay. >> Um >> I mean I don't see that I don't see a reason to is she I mean she doesn't seem to be under the influence. I'm >> not under the influence. The only thing she did once we got here was she rolled up the window, locked the doors, and then >> you know that that everybody tells them all the time that they don't have to stop to for a marked car, an unmarked car until they're in a safe spot until they're ready to go. That is that is the rule. Women are told that all the time. So they they can pull over to a safe spot and that's what she's playing. So I mean if she was speeding that's you know you got to charge her >> obviously. Okay. They do that. >> Got to get you got to let them do that you I mean, that's >> okay. >> Every every attorney in the world will tell you that that's what they tell their clients to do. So, >> I mean, when you're in an unmarked car, that's part of the deal. They're allowed to request a mark car. So, even though you're in uniform, clearly. >> Clearly. I'm just saying if you're not going to charge her, we probably need to get her out of the handcuffs ASAP and let her get back up to her kids. You know what I'm saying? All right. >> So, what do you think? >> That's fine by me. What about the door handle? >> Well, we're we're going to have to take pictures of that. Do a blue team on that. we're end up paying for that. So, I mean, that's that's the deal. You just It's one of those situations, man. We just got to Sometimes you just got to be cool. I know it's frustrating, but you don't know you're strong. >> I didn't know I had the kids in the car until I got up there. >> Yeah. Well, that's okay. Does she real? Does she know the door handles, bro? >> I don't know. >> She's claiming she's really scared. Dude, I'm worried you're going to have a a suit here. I mean, you just got to be careful. Just you just >> cuz after she handed me her ID card, she rolls a window up and says she's afraid. >> I'm scared of you. >> Just be careful. Damage the property. That's all I'm talking about. The suit as far as getting it repaired. We're going to have to pay for that more than likely. So, I have to do a blue team on it cuz it's d it's damaged property. Uh but don't I mean it may not may not come to anything. I mean the city will pay for it obviously, right? >> But uh uh we'll have to take a report for the damaged property. um give her a report number and they'll have her go get her car fixed and then it'll it'll go it'll go from there. >> So I just need to know what you're going to charge her with. >> If you're going to arrest her then I mean was she what was she driving erratic and just pass you speed? >> Pass me doing 84 and 65 right about Lraange Road and then dropped down to >> about 40 with her flash. >> Um I haven't run the tag yet and I can't find insurance. >> She says she has all that. So, >> I'd say get her if you're good with me just cighting her for the speed and failure to yield emergency. >> Yeah. Yeah. >> Vehicle. >> Yeah, I think that's good. >> All right. Do you need a camera? >> Uh, I'm going to take my camera. Get my camera. Get pictures of the door. >> All right. I would if you're not going to arrest her, I wouldn't give her back to her kids. That's what she's crying about. >> Yeah. Jennifer. Jennifer. Jessica. >> Jessica. I'm sorry. I let you out. Took the handcuffs off. You're going to take care of your kids and find me some insurance. >> Okay. I'm going to >> another You're making me feel very scared. Ed with Elsa. I don't >> She doesn't want me to deal with me. >> All right. What she need? >> Uh, take the handcuffs off. Get the insurance and the kids out of here. >> She doesn't want me to take the handcuffs off. So, >> so and have her check him for insurance. >> Oh, no. Go ahead. Make get your stuff done. Wait, why you arresting the girl? She should have stopped over by Lraange Road when I first lit her up. >> Yeah, more than the right arrest. I got videotape, but you said they tried to tell you get out, didn't come if I resist today. I'm just waiting on insurance from her cuz I couldn't find it in that car. >> Did she give it to you? >> No, that's So when she rolled up the door and locked the door, that's what I was waiting for. As soon as uh she rolled up the window, I tried to open the door and the door handle. >> Were you able to find the copy of insurance, ma'am? No, >> I have state. >> Okay. >> I just don't have the cost. >> Okay. You know, your registration expired about 2 years ago. >> I don't have my basic. >> Okay. >> I have it though. It's active. >> I just need to see. >> I don't know. Okay. >> Okay. >> Should I even put while we were trying to detain her that she passively resisted? >> Yeah, you could. Well, you could put on there that um >> the only reason why I didn't break a window was probably cuz the kids were in the back. >> Well, you put on there. Uh well, we'll get to that. Go ahead and draw a number real quick. All right. Return off. After the stop, she was charged with speeding and failure to give right of way to emergency vehicle and lastly, no registration plates. Despite recorded evidence, Officer Wonka faced no significant consequences and remains employed by the Louisville Metro Police Department, earning $75,600 annually. Under KRS15.520, officers must be held accountable for misconduct through disciplinary action. Yet Wonka's actions breaking the mother's car door handle, intimidating her, and detaining her unjustly went unpunished. The supervisor's recognition that women are advised to pull over in safe locations, alongside the DOJ's critical findings exposes a diluted police narrative lacking substance. This case highlights a systemic failure to hold officers accountable, allowing such violations to persist and leaving mothers to endure fear and humiliation in front of their children. The lack of disciplinary action against Wonka sends a chilling message that such abuses of power may go unchecked. Like and subscribe for more police cam stories. Watch the next recommended video.
