Stop Victor Robert Jones. It's a blue Honda. Step out. Put it in park. Put your hands out the window. You got any guns? No. PUT YOUR HANDS ON THE CAR. FOR WHAT? I'M IN A POLICE CAR. You didn't see that police CAR BEHIND YOU? IF YOU WOULD LISTEN, NONE OF THIS WOULD be going on. No, it's not okay. Why you got handcuffs? Why do YOU HAVE HANDCUFFS? THE INCIDENT CAPTURED ON DASH CAM FOOTAGE shows a North Little Rock police officer aggressively handling a suspect during an arrest stemming from reports of credit card fraud and possible vehicle theft. The suspect, who was wearing a cape and carrying handcuffs in a case, repeatedly questioned the officer about the handcuffs leading to the officer slamming him against the car trunk. Under Arkansas code section 5-2610, a law enforcement officer is justified in using non-deadly physical force only if the officer reasonably believes it is necessary to affect an arrest or defend against imminent physical force, but excessive or unnecessary force exceeds this justification and can lead to criminal liability. This forceful maneuver resulted in the suspect complaining of arm pain and he was later diagnosed with broken bones in both elbows after being transported to the hospital. Body camera and dash cam evidence depicted the officer lifting the suspect's arms high behind his back while pinning him to the vehicle despite the suspect's cries of pain. POLICE CAR BEHIND YOU. IF YOU WOULD LISTEN, none of this would be going on. No, it's not okay. Why you got handcuffs? Why do you have handcuffs? >> OH, [ __ ] HE TOOK MY [ __ ] KNIFE. YOU GOT TO STAY STILL, BROTHER. If you don't stay still, I can't pat you down. Do you understand me? Do you understand me? Do you have any weapons? Why do you have handcuffs? >> I have a knife. I have Where? Do you have any needles? You have to be still, okay? If you move again, I have to do what I did before. Why do you have handcuffs? Do you have any guns? >> No, I don't have any guns. Why do you have handcuffs? Oh my god. What is this in here? Is that needles? No. What is that? That's the knife you talking about? Hey, stand up for me and face me, okay? Let's put him in the car. I'm going to leave your handcuffs on there for now, OKAY? HEY, I'M GOING TO LEAVE YOUR HANDCUFFS ON THERE FOR NOW, OKAY? OKAY, DUDE. NO, you're not listening, brother. That's why you got put on the car like you did. You have to listen everything that the police tell you, okay? That officer up here said you was trying to get away from him and then Listen, and then you're trying to get away from me. That's twice. Okay, well, you'll just go to jail for fleeing then, okay? How's that grab you? We'll put him in my car. Where was I running? Well, I don't know. I was just walking back there. >> Okay, well, I'll explain that to you in a little bit, okay? Okay, but you don't listen. That's why you got put in the car like you did. You're going to grab a seat right there in that police car and give him your name and date of birth, the real one, okay? Do what? We have no idea. He was screaming and hollering the dude was leaving in THE CAR, SO OH, [ __ ] OH, [ __ ] GET UP, BROTHER. [ __ ] He just wouldn't listen, man. Put them on, man. Yeah. Yes, sir. I'm going to run the tag real quick to see what it is. Arkansas 555 Victor Robert John, 555 VRJ. Who's Who's Who's car is that? You're who? You're what? You're what? Your wallet? Hey, man, if you just listen to the police when the police were walking up to you, none of that would have happened to you, okay? They walked up to me and told I swear to you. >> I told you three times to turn around and face that car and put your hands on that car, and you didn't do it any time, okay? And then when you did turn around, I started patting you down, you turned around on me, okay? You're not allowed to do that, brother, okay? You have to listen to everything that the police tell you. If you had a gun or something like that, it'd have went real south for you, okay? Do you understand that? And it's not normal that somebody's wearing handcuffs. Most people wearing handcuffs are wearing a gun. Okay? So, why would you be wearing handcuffs? I had tried to run away like the house and I just No, you're getting a cuff case, dude. Why are Well, like I said, when he Cordell got on the radio and said he was leaving, I tried to get behind him. He wouldn't going to stop till he saw Scott coming I think. Then he pulls in here. He gets out of the car and I told him twice to get up against the car and he wouldn't do it. And then he finally did and then he turns around on me while I'm trying to pat him down. We had to slam him up on the back of the car. He says he hurt his arm so Cordell was with uh Petty's over here with him. But he he says he's he's hurt his arm because I slammed him up on the car so but I hadn't went that far yet so we're running him right now. He Hey, he's no warrants just uh no DL. Driver's license suspended. All right. Adam 30 32 you go to three here. See if I can get him on three and see what he's got. He said the dude tried to walk away from me first and then he jumps in this car. He's wearing these on his side in a damn case with a key. I thought it was good. Hey, what's the story? What you got? We got this guy detained up here. All right, so owner of this vehicle here car somebody stole his car and they stole his uh car and they used it to come steal it. So I get up here and make contact with the people at the hotel. They said that uh somebody in two of 207 was standing in front of them. They made contact with these two people, got their information. They said that a truck that they steal when they steal it they get in the room from them. But hotel people said that a male came in and he stole the car. But the car don't got a name on it and it's accused of first degree So make contact with the the phone that I'm going to call them. And they they were saying that he needs to wait there while he steals my car too. So I come to the car and he he tried to run over the people. And I see and two people on the side of the come here and they said they told the guy that he needs to stop but then the car took off. away he walked away before I turned the corner. I doubt I missed him. Man, I I don't know man. I've never had it stolen from me. You may possibly have charges on him after we watch the video. Did you copy any of that? He said more more than likely the guy called said his someone's using his credit card for a room. Yeah. And they said he also stole his car and he said that the the witnesses told him that it was this cat here that paid for the room and that was getting in our car. But he's going to have to go down and look at the video for all that, so. I guess we got enough to detain him, so you have warrants on him? Just detain him. Yeah. He like I said when he got out of the car he has a pair of handcuffs that he was wearing in a case and when I first went to pat him down I thought it was a gun. So I flung him up on the car like this because he wouldn't Well, I asked him times he said he just tried them on and I said he said I just got them and I said no nobody carries them in a case. I mean handcuffs in your pocket maybe but in a case I don't know. He didn't he didn't really really answer stuff. He probably does. And Cody's out. Yeah, Cody's out and about. Yeah. Um but All right, goodbye. I don't suspend and tow it. I'll see what Cody wants to do. I think once he watches the video he might have a charge on him for theft side if he sees him getting in and out of the stolen car out there. But yeah, he he was clowning when he got out of the car. He didn't want us to pat him down and when I grabbed them cuffs I thought it was a gun. So I flung him up on the trunk lid of the car and that's when he said oh my arm my arm. Do you want me to have men to look at him or not? >> 825 from 8, sir. All right, man. You gave him a ride in the back of the car. All right. Your driver's license is suspended, correct? Um I'm sorry. You didn't know that? >> Okay. I know it now, man. Well, we're going to tow your car and I'm going to write you some tickets, okay? That officer up there is detaining you on the grounds that he wants to see some video down here in this lobby. And then once he gets done watching that video, then you can take that up with him, okay? What about your arm? Yeah, I'll I'll live, man. You want to You want me to have medical come look at it? [ __ ] it. All right, you guys stay put. Okay, you're fine. Stand up for me. I'm going to just come look. Go around and look at it. Out of the car. Out of the car. Out of the car, buddy. Get a medical He's complaining that his right arm Jerry, are y'all going to be at the lobby? Yes, ma'am. We are. We are. Well, like I said, man Hey, listen to me. You had handcuffs in a case. You know what I thought that was when I grabbed it, right? I thought it was a gun. And then you act a fool and you want to turn around, you know, okay? But you you have to stand still and let the officers pat you down, okay? Or you wouldn't have been put on the car like that, all right? You got to listen, man. Yeah, I did. All right? Normal people don't wear handcuffs, man. Unless you're Are you a bondsman or anything like that or Okay. All right, I'm just checking. It's just kind of odd that you had him in a case like that, man. I thought it was a gun. And then when you spun around like that, man, I'm not I'm not going to get shot, dude. All right. Grab a seat. I got the medical coming to look at you, okay? Is it just your arm? Which arm is it? Left or right? Both. You got both? Okay, all right. Grab a seat. We'll have them come look at it. They'll be here in a minute, all right? You can lay sideways in there or however you want to do it. This one is sideways, that's right. Yeah, that's fine. Put your feet in those so I can shut the door cuz I got to start some paperwork on your vehicle there. You said that's your wife's car? Yeah, she's the owner of the vehicle. I'm going to start the post sheet that's saran wrapped right there. Okay. license What? I'm hearing one. That's what I figured. Let's go ahead and pull up the car. >> Yeah, I am. What that one? We move it? Uh, no. Just leave it right there. All right. record and route Yeah. Yeah, cuz Teddy went over there to check on him cuz Adam 30 30 10-10 Also going to be super smart Sergeant Dickinson Yeah, dude. I thought that dude lost his [ __ ] mind. I [ __ ] wrapped him up in that [ __ ] car. I said, "Man, what is wrong with you, dude?" Yeah. And I looked at him and he had handcuffs. I was like, "Are you Are you a bond jumper?" No, no.
