He's got a sword? >> Sir, GET ON THE GROUND. GET ON THE GROUND. HE'S APPROACHING. LOOKS LIKE HE HAS A KNIFE. >> OH, [ __ ] I saw her at the same time. >> All right, everybody. Welcome back. We got a video for you today. This is a special request video. This is uh we posted one the other day and it's is is I Z S said, "Hey, he wanted to see us react to the guy with the axe from Midwest Safety." And then Linda Zeno said, "Just saw that yesterday. Would love to see Sheriff Lamb's take on it." And then Gemma B or Gemma LB said, "The Techno Viking?" Gemma, you're in my head. Like, you're my kind of person cuz I didn't think too many people remembered who Techno Viking was. We're going to get in this video. I actually did watch it because my wife and I did this and we it just didn't come out right and so I'm redoing it and we'll find a different video to do with Janelle. So, without further ado, Midwest Safety. This is axe-wielding suspect attacks man on a bike path at the request of our followers. Here we go. >> Well, just for future >> Techno Viking. >> Freedom. >> Yeah. >> All right. So, she was in another call and all of a sudden you get over the radio, we got a stabbing. So, she's now >> They're going to be hiking bike just east of North Freedom Street. >> And my PR is not the anybody else in the area. >> Apparently, he's possibly stabbed in the buttock and the arm. >> Somebody go. >> Stabbed in the buttocks and the arm. >> Jesus Christ. >> Okay. Most One of the most frustrating things when you're trying to run code and people are just not moving out of the way, moving the wrong way, just sitting there. And obviously, she's trying to get to the call. >> And that guy's going to be almost at Freedom Street at this point. He's going to be a bike that guy's trying to flag you down. >> He's down there? >> officer now. >> He just fell down. >> Okay. >> He was walking this way, doing okay. >> All right, I'm going to let you go. >> I hear him yelling. >> He was calling for help. Coming this way from the uh >> Did you see anybody else? >> Nobody else. Like kind of I was coming from the B Shop ladies. >> Okay, so you have a stabbing. You got the bike guy leading you down there. But look at all these trees. You don't know where the suspect is. So you got to This is what makes policing very difficult. Not only are we looking at this victim, now we're keeping our We're trying to keep our peripheral check scanning to see if we run into the suspect as well. >> 20 out. 26. >> I don't have any gloves. >> Sir. What happened? >> I was in my tent. Dude stabbed me, man. I don't even know what the hell was going on. >> You're in your tent and dude stabbed you? >> Yeah, dude like I was >> Okay. >> And last he got me kind of real good. Real real I can't move my leg right now. >> Do you know who it was? >> It's somebody with a key down there with glasses. He's got a big axe, double-sided, with a hook knife. Down there. >> If you got an extra set of gloves, I'll help you. >> It's not every day that somebody tells you that he's got a big old axe, double-sided. >> To your arm. >> Okay. >> What about your butt? >> Your butt? >> My ass he got me two, three times. >> He stabbed you in your butt? >> Yeah, cuz I put my leg up and kneeled up and I kind of pushed up, man. I was just putting my boot on. >> So what does he >> I only got one tag, see? >> What does he look like? >> Bald head with glasses. >> Does have stab wounds to the arm. >> And I got one on his butt. >> I believe I see a male coming down the bike trail now. Might be him coming down now. >> Got gray on, no shirt. That's him. >> Is the female supposed to be the suspect? >> We got one walking up here. >> Why did he stab you? >> I don't even know the man. I don't even know him. >> All right. >> Uh hang on. I don't know where the suspect is. We might be able to walk up to the guys right here, but we have someone walking up. >> He's got a sword. >> All right, I'm not >> Sir, GET ON THE GROUND. GET ON THE GROUND. >> SO, AT THIS POINT, you're going to have fire hold. I get it. You have a suspect or you have a victim there, but you don't know what's going to happen yet. I would tell the other guy, the bike guy, to get back. And I would hold fire until we had this scene secured. >> He's approaching. Looks like he has a knife. >> I saw this in the tent. >> The witness needs to back up. >> a hatchet. GET ON THE GROUND. >> SORRY, GUYS. >> DROP IT. GET ON THE GROUND. >> 40'S GOT AN AXE. >> STOP. >> PUT THE AXE DOWN NOW. PUT IT DOWN. >> STOP. >> ALL RIGHT, you're looking at the estimated feet from officers. 78 feet at this point. Um this matters. There's this old old adage they taught us in the academy, the 21-foot rule, which means that if you don't have your gun drawn, that somebody 21 feet from you with a knife can actually make it to you uh most people, the average person, before you have a chance to pull your gun and shoot them. And they can hurt you. So, the 21-foot rule, I think it's been extended now to 25 feet. And really, 25 to 30 feet is too too close. So, let's see how close this guy gets. >> POLICE DEPARTMENT. >> STOP. >> GET ON THE GROUND. >> STOP WALKING. >> GET ON THE GROUND NOW. >> PUT IT DOWN. DROP THE AXE DOWN. >> DROP IT. DROP IT NOW. >> PUT IT DOWN. >> GET ON THE GROUND. COME ON. GET ON THE GROUND. >> PUT IT DOWN. PUT IT DOWN. >> ALL RIGHT, I'VE TALKED TO THIS about it before. I don't like backing up. I won't pause it again from here on out. 44 feet. I don't want to back up. I don't know who's behind me. I don't know what's behind me. I definitely do not want to trip and fall. You hold your ground. If he does not respond to those commands, you are going to have to use lethal force. And this is a justified use of lethal lethal force situation because he's already hurt somebody and you have fear you have a credible fear that he might hurt you or somebody else or kill you if you don't stop him. >> PUT IT DOWN. >> PUT IT DOWN. >> PUT IT DOWN. >> IN HIS HAND. >> YEP. >> WE'RE going to have to engage HIM. >> PUT IT DOWN. >> PUT IT DOWN. >> STOP NOW. >> PUT IT DOWN. >> 30 FT. >> Too close. >> Put it down. >> 25. >> Put it down. >> Stay. Shoot him. >> Shots. >> All right. SHOTS FIRED. >> STOP. TACKLE. >> SHOTS FIRED. Shots fired. Roll him over. Roll him over. Roll him over. >> ROLL OVER. >> HEY, HEY, HEY. BACK OFF. >> ROLL OVER. >> DON'T MOVE. DON'T MOVE. >> ALL RIGHT. We're going to need a 10 down here and another squad. >> All right. 10-10 squad down here and route. >> All right. I'll I'll hold lethal. You guys get up with Let's get him away from the weapons. >> 32 to 16 units are in training. You want us to respond? >> That's firm. >> Where's the other knife at? >> Knife right here. >> He's got the other one in his hand. >> All right. So we No, we got two knives. >> All right. Drag out that way. >> Drag him or the >> All right. He's He's completely out. >> Do you think he's safe or >> Yeah. >> Yeah. We're going to We're going to do a 30-4. >> Hey, fire department. WE NEED RESCUE. >> SEND FD down here. Send them down here. >> Off camera, the stabbing victim is quickly transported into an ambulance and officers now need to ensure aid is rendered to the medically unstable suspect. >> Here's one weapon. >> So you want to make sure the weapons are secured away from him. Um but clearly he had an axe and a knife. Deadly force was not only justified but needed to be taken and uh they did a good job here. Um nobody wants to do that but this was uh uh uh They did what they had to do. >> I forget what his name is. He lives in the >> Yeah, he we just dealt with him. >> Where's the other weapon at? >> The axe? >> Yeah. >> I moved the knife over there. Axe is over here. >> What's your exact 39? >> We're on the bike trail east of Freedom. We secured the weapons. >> Let me pat him down real quick. >> Yes. >> This one has a sheet. >> So, fire's getting ready to treat him. I wouldn't let fire treat him until I knew that he was didn't have any more weapons. And so, they're checking him right now. >> Where's his money? Where else is it? >> Uh, it's his head. >> Head? >> There's a turniquet. I don't know. >> You got sorry, what's that? >> Uh, he's got multiple shots to the back, chest, arm, shoulder. >> That's my 23 >> Start throwing gauze in it. Start plugging holes. >> Where's the some gauze at? >> You want to roll him over? >> Yeah, if you could. >> He's going to be 16, for sure. >> Put the loops on him. >> The Lund University cardiopulmonary assist system, or LUCAS device, delivers automatic chest compressions during CPR. Studies show it provides more consistent, high-quality compressions than manual CPR, improving patient outcomes and allowing caregivers to focus on other critical tasks. >> He's got one in the arm. One in the shoulder back here. So, it's coming out this way. >> He's got one in here. >> So, you want to have G to stage it the LZ? >> Yeah, I got I got it. >> Native, we already have him down here. Scene secure. >> You want to wait up there for us, sir? >> Yeah. >> Okay. >> Yeah, no, I >> Yeah, dude, come on. Read the room. >> by the car real quick. We have more cars coming. We'll be up there with you in a minute. Thank you. >> Yeah, he's good. >> And I appreciate the guy. Appreciate his help, but if I if the police shot somebody, I'm not going near that. I don't want to be dragged into the crime scene. Uh, whatever goes on, I'm staying back. But, this guy know he, you know, right up on him. >> 143 >> Yeah. I need someone to stay with this. and where the other stuff stay right here. I'll be right back. >> Did you get any rounds off? >> Yep. Yep. Twig. >> What? >> Did you get rounds off? >> No, I didn't. >> Okay. It's going to be you and him. Cuz all I heard was him yell. >> I got a shot. >> I had a trigger pull it. I was about to yell. >> I was getting it. I heard him say taking a shot. So then you're right there. Okay. So you got to see your trigger. Listen to me. You're going to go. You need to go to the hospital. >> Okay. >> This guy here was on the trail. We're going to have to talk to him. And then there was some other guy I don't know who it was had a yellow shirt on. Just not a lot of Suffer trauma right now. Come here. Stay here though. Just just You suffer trauma. It's a traumatic event. You need to go to the hospital. >> Yeah. >> This is not a problem but you tried to pull the trigger. So nothing is said, nothing's done. You just I'm going to have James start out this way now. We'll take care of that. But you guys are not to say anything. >> We've dealt with him a couple times. He lives in a tent back there just left of the bridge. And you that's exactly who it's going to be when we got called down here and they said he was under the bridge. We're going to call the next shift. >> So they'd already dealt with them. They knew who it was. He had me hear him say we knew exactly who it'd be once we got down here. Um now the reason why you don't it is a traumatic situation to be involved in a shooting like this. So the last thing you want is officers or deputies um being questioned at this point. They just need to let's get them taken care of get them back um get them away from the scene because obviously this is no longer going to be a report they're going to take. Somebody else is going to come in and do the report. And they're going to need their rep. Um they're going to need somebody or an attorney that will sit with them. Um we always gave our guys you know a day, two days, whenever they were ready to come in and talk to us is what we usually said. >> All of us were involved. They will at some point see your weapon. I want to see make sure they can give you another one. But everything was good. There's nothing we can do. I mean he was too close. >> He already stabbed somebody and he was coming at us. >> That's enough. >> Looking techno Viking. >> He was coming with an axe in his right hand and a knife in his right hand. Axe in his left. He kept scratching his back. >> You okay? >> Yeah, I'm good. >> You good, Abby? >> As good as you can be. >> That's the suspect. >> That's the suspect. Yes, he came at us with >> Why are they doing CPR? >> They're rendering first aid. >> First aid. >> He's been shot. >> So, he's saying why are they doing CPR? Well, good question because he was shot a couple times in the chest, it sounds like, once in the head. The reason why is because you're going to render as much aid as possible so that somebody later on does it cuz they're going to sue the police so that you can at least say that we did everything we could to render aid after um his actions uh forced him to be shot cuz that's really who's responsible is this guy's responsible. >> All right, that's >> Get the scene secured. >> Okay. It's officer involved. >> Just these two. >> Just stay holstered. Come on over here for me. >> Someone will probably have to move one of the cruisers for them to get the ambulance down here. >> I'm going to actually need you >> I'll be in I'll be in there. >> Yes. >> Well, once other people get your >> There you go. Union rep. >> It's >> attorney. >> recorded. I It is what it is. >> Is there another body to come down here and let's get So we can get Twig out of there, too. This is getting fire, but >> This is where the guy that was stabbed. >> Yeah, the victim was down here somewhere. >> He was not immobile. >> No, by the time he made it down to here. >> We got blood coming up, Tony. >> I'm going to move it down here, block the rest of this road off. Just you're going to have to drive unfortunately you're going to have to drive in the grass around that black SUV, but I need you to get out of the way as fast as you can. >> You all right? >> Yeah. >> Right there. >> There's so much blood. >> We're all down here and he came running up here at us. >> Yeah. >> Oh, I I watched the whole thing. >> Yeah. >> James, this is Myers. Call me immediately. Oh, yes. >> All right. So, the blood, you shot him in the leg, it's probably going to hit one of those main veins. It's not shooting people in the leg, they always say, "Oh, you should shoot him in the leg and not the chest." You're going to probably die more from a leg shot to the leg if it hits the femoral artery, the blood you'll bleed out. So, you probably survive a shot to the chest than you would more than a leg in the internal part of the leg, especially, or um the hips. So. >> Hey Beth, this is Officer Myers with the Reno Police Department. I'm the senior patrol rep. I have a critical incident involved an officer-involved shooting. So, we have two officers that fired rounds. >> You all right? >> Mhm. >> You dealt with him before? >> He was living in a tent back here with his girlfriend and we had warrants on his girlfriend. >> What are we doing? Are we working this guy or are we going to >> I'll call the hospital. >> You okay? >> So, he said, "Are we working the fire?" He says, "Are we working this guy or what are we going to do?" And the guy's another one says, "I'll call the hospital." This This is what happens in this situation. The doctor is who makes the call as to the time of death. And so, fire will work him, but eventually the doctor is going to make the call. So, they're going to call the hospital, tell them what they have, bleeding, shots to the leg, shot to the head, been doing CPR for X amount of time. The doctor will say, "Okay, let's call it at boom, this time." >> Okay. >> Yep. >> Good. >> Yep. >> Real quick. Where were you standing at cuz I'm just going to have to tape it off. >> Uh we were kind of where the squat was at. >> Okay. That's all I needed to know. >> Where were you shot at? >> Multiple. Shoulder, two in the chest, both femurs, both both arms. >> Was it closed up down there or were you just >> I don't think so. We're just going to send everybody back. Have a good day. >> One other copy. >> Yes. >> So, everything's good. I want to make sure you guys by all measures, too. >> No, we're going everybody's out. We're all going to pull no holes and >> Yeah. >> everybody's good and we'll get them. >> I think it's the same guy that we were with the elk the one time that set his up on fire. It's in a report. >> You're going to go to RMH here as soon as we're in a control. Standard thing. Was your body cam still running? Leave it go. It doesn't go to anybody but me or the chief. >> You want it running while I'm at the hospital? >> You want it till we get there and then we get there, yes. Just going to just leave it on. I'm going to out of there. That's he's involved in this. I want to get him to a hospital. >> We are our officers are good. I was >> I I don't know why they're going to a hospital, but must be their protocol. >> We're not going to transport, so the rest is all how you guys want to handle this. >> You definitely want to talk to the chief or the captain on that one. >> Um, do you guys have somebody down there closing off that end of the bike and hike trail? >> I don't think so. I haven't seen anybody come down this way yet, though. Do you guys have caution tape? >> I got >> We have tape. >> Is he done? >> Yeah, he's done. >> Don't discuss anything or go over it. Leave that go body cam until you leave here. And I'm going to collect that body cam for you. Um, do not give it to anybody other than me, Jake, or Jeff. But, for now >> What about firearm? >> We'll get to that in a minute. We're not going to leave you unarmed out here in the field, so. >> Doctor, all you tell the doctor is I suffered traumatic event. You can't even say cuz they can be held accountable. You can't say anything to nobody. Then you all I can do is I was involved in officer-involved shooting. >> How's that? >> ETA under 20 minutes. >> You're right. >> He's right. Don't say anything because any spontaneous utterances. So, you just got to say I was involved in this. That's it. Don't give them any more information. >> to leave it as good. >> Okay. Can you see to it that they send Twig out? Twig and I didn't get the fire, but we're he was right there, so. >> You said it was closed this way. >> This is closed. It's going to be closed for a while. >> Shut them off once we get to the hospital. >> Yep. Well, yeah, your medical information is none of their business. >> Okay. >> I had no idea who this was, either. It's the guy who got stabbed. It like >> I don't even know who that guy is. >> He said he lives in the tents too back there. They're like just outside of the city cuz they're just past the 14 bridge on the left. We've been back there before so we arrested his girlfriend out of there with warrants like I don't know a month ago. They said there was some other dude that lived back there. It must have been the guy that got stabbed. Yeah, I'm assuming he stabbed him with that. >> guys know any of the 25 on him or >> We do. We've had We've had reports. I just don't know right now. So there's shell casings somewhere over in here. I just saw it right here. >> The problem with having fire come in is you got to have them come in and it's not fire's fault. But when fire comes in, their job is to treat the person. Their job isn't necessarily to think about preserving the crime scene. Um and so they're they're stepping on things, footprints everywhere, wrappers coming off. You know, sometimes they move the body from where the body was a foul. So there's a lot of stuff. It's just the way it is. Um but they can jack up a lot of evidence uh because they got to come into the crime scene and treat suspects or treat victims and it makes things tough. So you're trying to preserve the crime scene as much as possible but also give the treatment to the people that need it. >> talk to her. >> I don't mean to dictate just not saying anything to her. >> No, wait. Not even with him. Hey hey hey what's up man? Cruz Just stay away from both of these guys. Go over here. >> Now the police are here. >> right here. >> I'm going to grab my camera real quick. >> Whatever you feel like. I just want these guys to have what they need. I just want them to be covered by >> Keep them away. >> They're running. >> All right, thanks. Tell the other guys >> You can move them. >> Guys >> I don't know where we are with keys. >> You can be right here. >> Okay. Where do you want me? >> Just over here and see what they need here. You can go down here and talk to Wait for Dustin to tell you what you need. >> Yeah. I'll I'll put >> So you don't even drive your your patrol vehicle off. Typically somebody else will drive you to the station or to the hospital in their case and your patrol vehicle somebody they're going to have to find somebody else to drive their patrol vehicle away. A lot of times the patrol vehicles end up in the crime scene anyway. So but this is why they're going to end up driving him somewhere else. >> Pull that cam off once we get to the parking lot. >> Yep. >> It's all matters. >> Any demographics? I guess you guys knew the guy? >> I got I got nothing right now. >> Twig. Come over here. Here. >> See, the fire is like, I guess you knew the guy? That's a Don't answer that question. First of all, fire doesn't need to know whether they knew the guy or not. They're asking for demographics. Don't ask the guys that were involved in the shooting. >> I think they're going right now you were involved even though we didn't pull it. We're going to wait till the FOP gets here. We're not saying anything. Not doing walk-throughs. We're not going to do statements. That'll come later. >> Did you know that there is homeless that live just beyond that bridge to the left? >> Yeah, we're a whole camp. >> Karen, read a room. I mean, we're clearly that something's going on. Uh are you aware that there's uh homeless camps up here? Karen, please read a room. >> We're a little busy right now, ma'am. >> Oh, I know, but you know, YEAH. >> ALL RIGHT, SEE, HE'S IN THE PASSENGER side or she is in the passenger side. >> Don't. Just Not Not right now. You're done with everything as far as this case is. You're done right now. Just zip it until FOP gets here. You're not even You're not even doing a report tonight. We're not doing it. I know we didn't pull the trigger, we were right there and it went It's still a hell of an event. >> I was being serious. >> You just going to the ER? >> Yeah. We're just going to wait for Dustin down there. >> Okay. >> I'm going to be transferred to UH. I'm on 83 with to the UH. >> You okay? >> It's all right. >> The axe-and-knife-wielding suspect, 43-year-old Matthew James Freeze, allegedly sustained bullet wounds in both legs, both arms, torso, and head before succumbing to his injuries. An autopsy confirmed he was high on methamphetamines. His criminal history stretched back to 1999, including convictions for two counts of first-degree assault, two counts of first-degree domestic violence, three counts of disorderly conduct, one count of carrying a concealed weapon, one count of aggravated menacing, one felony count of possessing methamphetamines, one count of vandalism, one count of trespassing in a habitation, and one count of resisting arrest. The shooting was un precedented in Ravenna. Captain Jake Smallfield said it was the first time an officer had shot someone in his 25 years on the force. Thankfully, the stabbing victim was taken to the Center of Hope, where he received food, clothing, toiletries, bandages, and help connecting with a social worker about housing. While the two firing officers' identities have not been publicly disclosed, Ohio's Bureau of Criminal Investigation determined they would not pursue any criminal charges in the officer-involved shooting. They clarified that the officers responded appropriately to an imminent threat to their lives. The case has since been closed. Yeah, so there you go. Look, um it takes time to get this letter. This is the best feeling when this letter comes in and actually the the attorneys say, "We're not pursuing any charges, that their actions prevented an imminent imminent threat. So, they had There was an imminent threat to danger and they addressed it, so their shooting was justified. Um 21st shooting in over 25 years. So, when people go around saying, "Oh, the police are this or that." This is the first shooting in 25 years at that agency. So, you think those people don't want They don't want to have that on their conscience? Now, these two, the the female officer and the other guy, they are going to have to live with this for the rest of their lives and their careers knowing that they took a life of somebody. Now, it was his actions that caused it, but they have to live with it as well. And then they also have this looming over their head until they they they somebody tells them they're going to be that they're clear that the shooting was justified. Um who knows how long that took, but they did finally get it. And we are always open up for lawsuits. So when they talk about taking away qualified immunity from law enforcement officers, they're talking about taking away the protection for these guys that end up having to take somebody's life. If you take away qualified immunity, then somebody else's family or somebody can go sue the police officers and they're personally held liable. And if we have qualified immunity, we're doing our job and as long as we're doing it the right way, we should be protected and that's what the qualified immunity does. So man, not a not a great situation to be in, but I thought they responded well. They held their ground. They gave good clear commands. The guy failed those commands. He'd already hurt somebody. And his his body language said he was willing to hurt somebody else. And so they did what they had to do. They they stopped the threat is what happened. They stopped the threat and the threat ended up dying based on the shots they that he received. One to the head, some to the body, to the leg. So I think it was good work. Um it's is thanks for for recommending the video and I hope you enjoyed it. Um well, it's hard to say that. I hope you appreciated the breakdown I gave it.
