I'm going to kill all of you. >> Huh? >> I'm going to kill all of you. >> You need to come here right now. Okay, well, you don't want to do that. You need to come from behind that truck. You need to lay on the ground. All right, everybody, welcome back. We got another video for you. This one comes from Midwest Safety. Probably the best in the business. Uh police respond to a masked intruder at a million-dollar home. Let's go. >> December 20th, 2024. Charles County deputies in Maryland race to a million-dollar McMansion in White Plains after a 911 caller reported a violent sexual assault in progress. The caller said he'd been attacked, threatened with a gun, and was being held hostage inside the house. What deputies didn't know was that the situation was about to take a turn no one saw coming. >> Okay, so this is a case where this is an active crime. So, you can't sit around and wait. Somebody's being hurt, somebody's being held against their will, somebody's being sexually assaulted. So, this is one of those ones where we have all shifted in law enforcement to more dynamic entries in these situations where when you show up, you got to go. Um and so this is probably one of those cases. Let's see what happens. So, 10 minutes since 911 was called. That's important. >> siren off. >> Now, typically when we show up to a call like this most seasoned deputies will turn off their sirens long before, you know, uh maybe a half a mile before we get to the house, maybe more. Because what we don't want to do is once we're out of traffic, there's no reason to have the siren. Um we want to have as stealth approach as possible so that we have some level of advantage on into a situation where we don't have an advantage. Okay, you see where he's standing? Where you don't want to be standing is in front of the door. He is trying to look in the window, which is still a dangerous place, but he's got to try to figure out what's going on inside. Typically, you want to stand off to the door frames. That's where you're going to have the most protection if they do decide to open fire. That door is a fatal funnel. >> Let me see if you can locate a phone number for this house and or the homeowners name from that previous call. Doesn't look like I got any movement inside and no one's coming to the front door. >> You're going to be listening to see if you hear screams or any signs of distress or exigent circumstances. If you were to hear somebody screaming or signs of thing or hearing things breaking and crashing on the inside of the house, people yelling, you could then um make an entrance into the home. Now, normally you would need some type of warrant or probable cause. This is what we call exigent circumstances. You would then be able to make entry into the house and you would use you would articulate those what you heard that made you believe that somebody was being hurt or or something was bad was going on inside the house. >> Yeah. Oh, I got somebody inside. Come to the door. >> [ __ ] but we can see somebody through the window. >> He's got a mask on. Hey, come here. >> Okay, mask on, not good. >> Mask on. He's got a mask on. >> Come here. Kick the door in. I'd kick the door. >> Go ahead and start kicking it. >> Come here now. Let me see your hands or I will shoot you. PUT YOUR HANDS UP. Come over here now. FRONT DOOR, HANDS UP. >> I got contact with him at the garage and the garage door. Trying to give him commands, he's not listening. Hands are in his pocket. >> Take your hands out of your pockets. Go ahead, open the door. It's okay. >> 718, come over here. >> Open the door. >> Look through this window right here. Come here, MAN. HEY. You don't want to stand right in front of the window, though. >> He went back inside. I saw him for a second. He went over towards what looks like maybe the kitchen dining room. >> Can you see him, sergeant? >> All right, I'll take the backside. I got that covered. >> Look through the garage cuz I lost him again. >> Should be enough. Okay, 575 from the water is well. >> Okay, here we got a garage. Taking it Take a position of 224, come around front right now. Come here. >> Sergeant, open. >> Come here, man. Come here. HANDS UP. COME HERE. >> SO, they called this guy to the front, but you want to make sure somebody's in the back. This guy could easily have opened the garage door as a diversion so that he could slip out the back door. You want to cover You want to have somebody covering the back so that they don't get away out the back. This happens all the time. >> I lost him. Look through that window. >> Somebody go around back. >> man. If you're there, come here. >> Behind the car, behind the car. >> Come here. Come here. Come here. Get on the ground now. >> Just just get on the ground. >> Get on the ground. Do it now. >> now. It's okay. Got him at gunpoint. >> Got him at gunpoint in the garage. >> Come here. Come here. Come here. >> Sir, step out. >> Come here now. >> I don't want to hurt you. Just come out there from behind the car. >> Do it now. >> I can't see his other hand. >> Neither can I. >> I don't have it. It's in his pocket still. >> Come here now. Come from behind that truck right now. Huh? >> Okay, he's now saying I'm going to kill all of you. Um he's got his hands in his pockets. You don't know what's going He's got a mask on. This is not a good one. >> He wants to kill everybody. >> You need to come here right now. Okay, well, you don't want to do that. You need to come from behind that truck. You need to lay on the ground. >> He's going to kill you guys. Okay, come from behind the truck. You don't want to do that. Excellent. The rifle is a much better tool. >> Hey Sarge. >> Yeah. >> You want to back up? I got long rifle. >> No, we got the store open. I don't want to close on us. >> Come here. Dude, we're not going to hurt you, bro. Huh? >> Okay, very smart by the sergeant. So, this guy says, "Hey, you want to back up?" No. Because if he if they close the garage, this way they're in that, you know, the little sensor that if you start to close it'll go right back up. So, they want to make sure that they can maintain visual on him. They got control. It's not the best situation, but they got control of the situation somewhat right now. >> I can't hear you, bud. Come here. Yeah, barely. All right, now I don't. All right, bud. You move over. I got a long rifle. >> Bud, would you just come out from behind this truck with your hands up? >> He's got something. >> Signal 13. Signal 13. You got coverage? Come here from behind this car to the truck. Come here. Come here, man. Come from behind the >> Woah. Watch your crossfire. Woah. I did not know this video was >> Let me SEE YOUR HANDS. RELOAD. >> WAIT. Just wait. >> Back up. Back up. Back up. Back up. Back up. Let me see your hands, bud. Hands. >> So, you heard the other deputy say, "Coming up behind you." You want to make sure you don't surprise these guys. Let them know. They also did mag exchanges. When you can, you don't know how many shots you fired. Most cop Most of us when you If you're in a shooting, you have no idea how many shots you fired. Some do, but it's hard to count. So, get a mag exchange done so that you This would be a called a tactical mag exchange. You're not empty, but you want to make sure that you have a full magazine in case you have to re-engage. >> I can't see the gun. >> I can't either. >> It's on his side. It's in between his thigh and his hips. >> Okay. >> He's folded over up against it. >> Up against it. Okay. Okay. Okay. >> Where did it fall when he went down? >> It's in between his right thigh, on the ground, and >> Okay. Just keep an eye on that right hand, okay? >> Hold on. Got one down. >> Got one down. >> Even with the suspect [music] on the ground, deputies couldn't stand down. The 911 caller had reported being held hostage [music] inside the home, and officers still had no idea where that victim was or if they were even alive. Their next >> The other thing you don't know is whether there's multiple people in there. I would still make sure that you got cover behind cuz what if there's more than one intruder? You don't know. >> reach the house and search for the person they believed [music] was trapped inside while simultaneously disarming the suspect and starting emergency first aid. >> Yep. >> JT, put it down. >> No. Yeah, I got I got to put my gloves on. Hold on. Just hold on a second. Hey, listen. >> Don't know. >> Yep. >> I'm going to go up on the right side, so >> Okay. One thing I never do is put my rifle down. >> On our left. >> On our left, in between the truck tire and his right hip. Go. You got gloves on? >> No. >> Hold on. I'll put them on now. >> Okay. >> Where's the gun? >> The gun's in the truck. >> Hold on. >> My flashlight's dead. >> Got you. >> Yep, tell them to come Send them in. Send them in. >> Okay, I wouldn't have sent DMS in. You haven't cleared the house. Look, I'm armchair quarterback and these guys are doing a fine good job. I but I'm I wouldn't have sent EMS in. You do not have a secure scene yet. You do not want them to come in here and this this thing go to hell in a handbasket. So, I would still hold them. I I get it the suspects shot got gunshot wounds, but the priority is to make sure that there are no other threats in this house and that that you have found all the victims as well. >> I got you. SHERIFF'S OFFICE! [screaming] GO AHEAD, BUDDY. >> YEP, GOING RIGHT. >> I got the hallway here. >> Yep, yep, yep. We're clear right. We're clear right. Watch out. Good. Good. >> Ready? >> Yep, I'm going to push. >> to keep going right. >> Yep. Sheriff's office! >> Got you. Got you. I got the stairs. >> Closet. Got you. Got you. Good. >> Nice. >> Yep. >> Ready? >> Clear in the house. >> Which way you going? >> Copy. >> Take left. >> Yep. You guys want me with you? >> 376 houses around as well. Advise how many you need. >> We're back here. >> Yep, upstairs. >> Keep the channel clear. We're still searching the house. >> Go left. Go left. You got another five minutes. >> work. We'll be held until we can find out what's going on and we're on the scene. Nobody secure at this time until we uh >> So, we would not clear the channel yet. So, all this chatter on there, I would keep that off the air right now until you have the house cleared. >> Clear. >> One on the left. >> Yep. Got you right. >> All units continue on the cotton ham from Woolworth. 4159 Woolworth day work unit. >> All right, good. >> 727 >> Go right clearing this wall. Watch these doors to the left. >> Got you. >> Yep. >> Got the bathroom. >> All right. >> Good. >> JT, are you looking? >> Clear so far. >> 7150 >> So, was this guy just trying to do suicide by cop? So, he called in and that there was victims and that people were being held against their will so that the police would arrive and shoot him? >> 7150 >> All right, clear. >> That's kind of what it's starting to look like. >> All right, the house is clear. >> Clear. >> All right, well, where's that ambulance at? >> Just hold what you got. >> All right. >> Let me get my trauma kit. Watch out. >> Yep, go, go. >> Okay, I'm I'm really uneasy about the rifle just laying there on the grass. I just I don't know. It's a small thing, but >> Yeah. >> What do you need? >> Uh right now we just got clear his uh his pants. We got to check his wounds. Hey, do me a favor. Secure my rifle. >> There we go. >> That's the blood. >> Jordan. Where are the plates? Jordan, stay with me, okay? Stay with me, Jordan, okay? Give me a nod. Okay. >> your eyes. >> Okay. So, depending on what the wounds are, You got what? inner thigh, you're probably going to put a tourniquet on. You're going to also shove gauze into the wound. Um, hopefully stop the bleeding. >> Down his stomach. >> The suspect, 30-year-old Jordan Proctor, was taken to the hospital where he was later pronounced dead. [music] As investigators pieced the case together, they uncovered something unexpected. The 911 call that sent deputies racing to the home came from Proctor's own phone. >> What did I say? I swear I hadn't seen this video, but just by the based on look that and how he was acting, he called it in to get the police to show up, part of the sheriff's office to show up and do suicide by cop. >> He was the caller. At the time, Proctor was awaiting trial on previous sexual assault charges in an unrelated case where he was accused of trapping his house cleaner [music] inside his own home, threatening her with a gun, and assaulting her during a violent encounter earlier that year. And now, from that very same address, he was calling in a nearly identical emergency. Only [music] this time, there was no victim at all. He was alone. Investigators also determined that Proctor was never actually armed. What officers believed to be a gun was a wallet. Proctor had pointed that wallet at deputies while stand >> Okay, now I want you to look at that. So, we're forced to make split-second decisions, and he's wearing a mask, the nature of the call that somebody was being held against their will inside the home. You don't know at the time that he was the one that called. And then he literally raises something up in a shooting position like that. We can't tell in a dark garage. You tell me if you think it's a gun or a wallet. You just don't know. And so, these guys have to they have to take action. And they at this point they're under the the belief that this is potential intruder and he's raising his what looks to be like a gun and a in a aggressive manner and so >> ending in a shooting stance. Ultimately, [music] after reviewing all available evidence, the Maryland Office of the Attorney General determined that the [music] deputy's use of force was legally justified and no charges were filed. >> Absolutely. Absolutely. Um I think that they got that one right. It's a tough one, you know, based on the call. That's all we have to work with, folks. When we show up to call, all we have to work it with is what is being told to 911. And sometimes things are completely different than what you think they're going to be when you show up to the house. In this particular case, they showed up and found a masked person inside of a home on a call that was an intruder call in a million-dollar home. So, you would think, "Okay, this is probably a legit call." Um turns out this guy has had some other issues, sexual assault in the past and it looks like he was just doing it to to get the police to shoot him or kill him. And so, he raised his wallet or he did took an aggressive stance and and they did. Let me know what you think. How did they do? I I thought they did good. I you know, look, I was pointing out little things along the way. That's easy for me to do now. They're the ones that are on scene actually running it. I thought they did a good job of staying out of each other's way. They did pretty good job of finding as much cover as possible. I didn't love the rifle on the ground, but they felt I guess secure enough. I always keep my weapons on me and if I until I secure them back in my own vehicle. Um but yeah, I thought they did very good. Let me know what you think. Comment, like, subscribe. Thank you Miss Midwest Safety for the the video and we'll catch you on the next one.
