Get out of the car. >> I'm pulled over for him. >> Get out of the car or you're going to get tased. >> He's not telling me why I need to get out of the >> Get out of the Hearing the pleas and screams of a young man yanked from their truck and tased near their heart without probable cause for being stopped and then tased several more times without resisting or fighting back made me want to throw up. And we're demanding a review and a removal. >> A Texas man gets pulled over on his way to work. Minutes later, he's on the pavement, tased, and then tased again. Police say the driver ignored commands and reached toward his center console, but when the case reached prosecutors, every single charge was dropped. So, what exactly happened during this traffic stop? Because the body camera video is now going viral and people have a lot of questions. Thin blue lies, baby. The incident happened in Corpus Christi, Texas. According to police, an officer initiated the stop after claiming the driver nearly struck his patrol car while passing on the road. That claim became the justification for the traffic stop. The driver, identified as Jacob Miller, says he had no idea why he was being pulled over. Body camera footage shows the officer activating his emergency lights and attempting to stop the vehicle. Police later said Miller failed to stop immediately, ran a stop sign, and did not comply with commands. But when reporters reviewed the dash cam footage, they said the video does not clearly show the vehicle swerving toward the patrol car. And that's where the two versions of the story begin. A local traffic stop is now under a new spotlight, not in a courtroom, but online. Body camera video from Corpus Christi is spreading fast. And tonight we break down the moments leading up to a takedown and taser and talk to the driver involved. You don't Sir, DON'T YOU UNDERSTAND? PART OF THAT, DON'T YOU UNDERSTAND? HELP. HELP. >> [screaming] >> A SIMPLE TRAFFIC STOP IN APRIL ON Corpus Christi Southside goes from bad to worse fast. Nearly a year later, it's gone viral after being featured on the YouTube channel Lackluster. But to understand how we got here, we need to take you back to the beginning. The driver, Jacob Miller, employed with Lennar, was headed to work. Senior Officer Manuel Hernandez, who's been with CCPD for more than 10 years, was also headed to work leaving his neighborhood. The two cars pass on a narrow road. Officer Hernandez pulls to the right to let Miller through, then turns around and follows him. Emergency lights go on, Jacob stops in front of his work site. Officer Hernandez approaches the vehicle. The audio is muted at first, but then picks up as things escalate. Jacob is recording it all on his phone. Get out of the car. I'm pulled over for a hand. >> Get out of the car or you're going to get tased. >> He's not telling me why I need to get out of the car. SORRY, DON'T YOU UNDERSTAND? WHAT THE PART OF THAT DON'T YOU UNDERSTAND? >> HELP. HELP. PUT YOUR HANDS BEHIND YOUR BACK. OH, [ __ ] PUT YOUR HANDS PUT YOUR [ __ ] HANDS PUT YOUR HANDS BEHIND YOUR I CAN'T. I CAN'T. >> [screaming] >> BEFORE WE GO ANY FURTHER, WATCH THIS next moment again because this is the exact point where people online completely disagree about what happened. Some viewers say the officer responded to a legitimate threat. Others say the driver was simply asking a question. So watch closely because this is the moment that changed everything. >> car. I'm pulled over for a hand. >> Get out of the car or you're going to get tased. He's not telling me why I need to get out of the Get [laughter] out of the [ __ ] CAR, DUDE. SORRY, DON'T YOU UNDERSTAND? WHAT THE PART OF THAT DON'T YOU UNDERSTAND? >> HELP. HELP. >> [screaming] >> PUT YOUR HANDS BEHIND YOUR BACK. ALL RIGHT. NOW THAT YOU'VE SEEN IT AGAIN, WHAT DO YOU THINK? Did the officer respond to a legitimate threat? Or did this traffic stop escalate because the driver kept asking a question? Miller is tased two times, once in the chest and once in the back, then placed inside the patrol car. I need your supervisor right now. Huh? I need a supervisor. Okay, I'll get one for you. >> I need one right now. Shortly after, Officer Hernandez tells his side of the story to another officer. In his probable cause statement, Hernandez writes that Miller failed to stop and resisted on the ground, and that led to the taser deployment. >> Bro, let's just do the right thing, bro. Exactly. I'm taking you to jail. For what? Uh reckless driving, eluding, >> Reckless driving? >> resisting. Here's the part that makes cases like this difficult to ignore. The arrest happened, the taser fired, and the charges were filed. And then two weeks later, the entire case disappeared. No prosecution, no trial, no conviction. Just a dismissal. Which leaves people asking a very simple question. If the arrest was strong enough to file a felony charge, why wasn't it strong enough to survive in court? And that's usually the moment when body camera video starts spreading online. Because when the official report and the video don't seem to match, people start deciding for themselves what they believe happened. >> Miller is taken to jail on two misdemeanors and one felony. About 2 weeks later, the Nueces County District Attorney's Office drops all three charges. >> It It really just shakes me to my core when I have to relive that that moment that I thought I was going to lose my life. Nearly a year later, Miller says he released the body camera video hoping for accountability and reflects on what could have happened differently. Let's inform them why they need to get out of the car. Let's inform them why they're being pulled over or why they're being arrested so that they can understand and be more compliant. I don't want anyone to ever go through that again. The video is now sparking conversation here at home, including during public comment at a recent city council meeting. Hearing the pleas and screams of a young man yanked from their truck and tased near their heart without probable cause for being stopped and then tased several more times without resisting or fighting back made me want to throw up. And we're demanding a review and a removal. In a statement to KRIS 6 News, CCPD says it's aware of the video and takes community concerns seriously, adding it remains committed to maintaining public trust. Our questions concerning taser deployment and escalation policies went unanswered. >> If you're going to be in those positions, then you have to have self-control and you have to be able to maintain that and use your power for good. >> At the end of the day, the arrest happened, the taser fired, the charges were filed. And then 2 weeks later, the entire case disappeared. So, either prosecutor suddenly lost interest in a felony or the video told a slightly different story than the report. But, I'll let you decide which one makes more sense. Did the officer respond to a real threat or did this traffic stop escalate further than it needed to? Let me know in the comments. And if you want more breakdowns like this one, make sure you're subscribed. Thin blue lies, baby. Hey. if you're still here, that tells me two things. One, you actually care about accountability.
