Officers from the Flagler County Sheriff's Office in Florida are called by beach construction workers due to a man repeatedly running in front of their bulldozers. As officers investigate the bizarre reason why this is happening, they couldn't have possibly expected what would happen next. All right, what happened? Okay, we run down the beach with sand. My last load, right when I got to it, he runs in front of the truck. Okay. Like being funny or like trying to like what's trying >> I'm not really sure, but he he just kept wanting to go anywhere. I think >> Right. he's drunk or Right. He literally stopped them right now. There's a bulldozer stopped cuz he won't get out of the way. He's going to be on the beach. Are they right here? Is that the guy? I'm coming down the beach load of sand and he thought it would be funny to run around in front of the truck and keep trying to lay down in front of the truck. He stopped. I got down and his friend talked some sense into him. He punched one of his friends in the face that's staying in his house over there with him. So, every time I went to take off, he would run in front of the truck, lay down, or grab a hold of the truck. He's got two friends that are with him. Okay. My commander's got them down here. Will you be here just for me to come back and talk to you real quick? >> Yeah, I'll just get my stuff out. Just hang out for a little bit, all right? Hey, how are you? How are you? I'm good. What are you doing? You guys I'm all right. Huh? Yes. Can we talk like normal people? Huh? What are you doing? I don't know. Did they do anything to you besides jumping in front of it? Can you come up here and talk to me? All right, I'm sorry. Keep your line on this one and then we'll keep it on. Another officer down the beach speaks to the suspect's friends to see if they have any idea what's going on. This is his house. It's your house? Yeah. It's Ray's house. And he hasn't lived here or what's going on with it? He lives He lives in Orlando now, but this is one of his houses. He has a couple houses. This is one of his houses. Right. We've been trying to get him to drink water and hydrate and get in the shade and I want you off the beach. You're blocking their work. Okay. I'm just trying to get out of here. I get my stuff. So, what are we doing now? This is very abnormal, right? I I'm assuming. And you got sand. All right, back off. Back off. Back off. Back off. Everybody back off. Lines. All right. Y'all good? We're going to take him out to my car. We just do the same thing over and over. An officer now returns to the friends to ask about the drugs Ray is claiming he took. So, I asked him what he was on. He said PCP. Meth? No? Meth. No drug use at at all? No LSD, nothing like that? I mean, he's not getting in trouble for using it. You know what I'm saying? What happened with you, man? Cuz I heard he socked you in the face. Oh, I was just trying to pull him away. Just trying to get him out of the way. >> Any charges for that? >> No, hell no. Nothing done. Since y'all are here, do you mind if I just get your ID? You're not in trouble or anything like that. It's just You got hit in the face, right? So, obviously there's a crime right there. Not saying I would pursue charges, I'm just saying it happened, all right? It's done. You are here together, I don't know what's going on. You obviously fought these two gentlemen right here, right? So, if I can just get your IDs, you're not in trouble, but as long as we get that squared away, he is probably going to take a ride to jail today. Actually, not probably, it's a definite, right? Well, I'd rather not be involved in any of this stuff, man, unless I have to. You're kind of on the borderline like you have to, man, but listen, I'll respect that. At the end of the day, it is what it is. I'm just going to put you down as you refuse to give your information, okay? Is that okay? 911 and 111 I'm not going to take you to jail, all right? You want to do the same thing? Yeah, I lied on my Two refusals, okay? We'll just keep it simple, all right? How much LSD did you take? A lot? Yeah. [ __ ] He's claiming himself, he's like, "I used LSD." Is that Does that have some merit to it? He's not going to get We're not going to go searching through stuff. We're not going to get a search warrant. We're just trying to figure it out. Nothing? I didn't see him take anything. At least not that you know of. Okay. No, we've been on the beach. We've just been here on the beach. We got here when we did. Like 10:00? 10:00 and we've just been down here chilling since. Cuz I'll tell you this, I I work narcotics, right? And that that looks narcotics induced. I'm just being straight up with you, all right? So, whether or not he did or not, whether or not you want to tell me, I'm not claiming that you're you're lying. I'm just saying, all right? Yeah, and I he did not disclose anything to us. So, if he took it, we didn't see it. So, I don't know. We got here, he was already here when we got here. What was his reasoning for jumping out in front of you? >> Dude, I have no idea. >> Cuz they were telling me like this is not your land or this is the people's land. Dude, I I honestly have Dude, I have no idea. He Anytime we tried to talk to him, he just wouldn't listen. >> All right. He would not communicate. Why were you messing with the construction people? I have no idea. Huh? We're just doing the same thing over again. Uh give me a little water. It's second, all right? Oh, you [ __ ] Huh? I can't leave you alone, so I can't go to water's edge. Boundaries. Huh? Boundaries. Boundaries? Yeah. Some sick ass [ __ ] y'all. Huh? Some sick [ __ ] What? You're doing a good job here. Really? Why you fight us then? [ __ ] While in custody, Ray told one officer that he had consumed PCP, another that he had taken LSD, and a third that he had taken mushrooms. While what Ray took, or if he actually took anything, is unknown, officers presumed he was under the influence of some kind of psychedelic drug [music] and was brought to a nearby hospital before being booked into jail. Ray was charged with breach of peace and felony resisting an officer with violence. Flagler [music] County Sheriff Rick Staly commented on the situation, stating, "I promise you that if you fight a deputy sheriff, you will go to jail every time. Nothing like turning a misdemeanor into a felony by acting stupid." [music] Ray was later released from jail after posting a $4,000 bond. He is innocent unless proven guilty in a court of law. I don't know if it was dehydration, drugs, or mental breakdown. But when someone starts acting like heavy equipment moving across sand is just there for show, we're watching a mind that no longer cares about danger. Because the sun's out and the scene is normal, but inside Ray, the connection between consequence and behavior just wasn't working the way it should. When an officer tries verbal commands in broad daylight and the person refuses to budge, the public might see stubbornness, but a cop sees something else entirely. And that's a situation that can go anywhere that Ray chooses to take it. We got workers waiting in uneven terrain and someone who seemed mentally tuned to a different frequency. Once hands are placed with control, the resistance told you everything. This wasn't Ray's filled resistance, in my opinion, it was confused resistance. And confusion can be harder to control than anger because there's no pattern. But that's what the use of force continuum is for. Remember, tools like tasers aren't punishment, they're translation. You try words first, you try patience. But when someone is behaving like this and their body keeps fighting with no comprehension of safety, a taser becomes the cleanest way to prevent a ground fight. People don't wake up saying, "You know what? Today I'm going to block a bulldozer and brawl with cops on a beach." It happens when hydration is ignored, mental health goes untreated, or they could be on drugs. We don't always need darkness to lose ourselves. Sometimes the sun's out, people are watching, and a mind running on its own wavelength turns danger into something it can't even recognize.
