officers were called to Northside
Elementary School for a subject with a
gun the caller was a staff member of the
school stating that a male in a gold SUV
drove by the playground three times
pointing a gun in the air they reported
the man was also wearing a black mask
and loud music was blaring from the
vehicle the vehicle was located and a
high-risk traffic stop was conducted the
suspect was identified as Carter up just
listen to what I got to say okay just

backwards to the sound of my voice okay

the vehicle a lockdown was not fully
enacted however this was perceived as a
real threat by School staff I don't know

when I stopped him he said he was on his
way to his buddy's house at that's where

guys were driving by the elementary
school right you remember that he just
came picked us up right before we right
before the first officer stopped uh
started following us where did he pick
you guys up that K house and where's
that based on the information both
passengers provided as well as camera
footage it was believed neither of the
passengers were inside of the vehicle at
the time Carter drove past the school
both individuals were released without
charges came him for same person they're
going to tell me the same thing

any gun that's in that vehicle be honest
with me no 100% I put in my mother's

somewhere not I se I was paying more
attention to what was going on around me
like I was looking up the window the

passenger's consent to retrieve the gun
from his house it was then confirmed to
be an Uzi style airsoft gun that had
been painted to replicate a real

calling o problem sounds like he drove
by once Windows Down music blaring had a
gun up in the air like pounding against
the roof of the ceiling sped off down
outside the window or in the car okay
one like this sped across Gillette
Street came back another time music
blaring she didn't see the gun this time
then when he came back for the third
time s bound he had the gun up again
going like

mean do you know if that's the mask on
the front seat that he was seen

then white hooded sweatshirt on he's got
the white hooded sweatshirt and that's
the only mask we found in the
car and no
gun that
car can't see anything on video but you
see him come by three times were kids
outside when this was going on so we
should probably conduct more intense
interviews on what they saw and what
they
felt okay like
I mean I think just the fact that he's
driving by the 503d graders out at
recess and not like he did it once he
came back three times that's fine but
sometimes for these charges to stick
that's they want to know what the
victims
felt they got picked up and they never
went farther north than the high-rises
he said they were coming south they
turned back North and then went down
Liberty Street for a little bit and then
came here that's right on the monitor
that's when you saw

up at Charles Street and they were never
farther north in the high-rises and
he school by himself he came back to his
house picked him up the gun off and then
they picked him up and R around so he's
given us to go to his house and get gun

it was he said somebody he said he just

Carter was issued a $5,000 cash Bond the
charges from this case were dismissed as
part of a plea deal from another open
case since Carter's release he has been
arrested nine more times for a variety
