What the [ __ ] is the matter with you? Are you his wife? Hi, officer. Yes. Okay. What happened? Well, I'd love to explain it to you. Okay. Okay. So, I was driving down the road, saw him do a U-turn way down in the grass, pulled down on side street, pulled off in the grass again just before I pulled him over. Were Were you just sitting by the bridge there earlier? I wasn't. Oh, over here. No, up here at Fourth Street. Yeah, I was sitting at the bridge of Fourth Street. Yes. Yeah, cuz I just came home. I had just finished talking to him. Show He showed me what he was doing up there at the corner of street. So, what I did, I left that bridge. I was driving. So, I see this car. It's dry down in the grass. Is he in the car? Yes, he is. Could we go back there? He is out of control. He's very upset and I'm afraid he's going to have some episode. His tag is all obstructed, okay, by this piece of something hanging. He's pulling off everywhere. The minute I catch up with him, he Oh, please. Please. You need to tell him to call down before I continue charging him. I will. I will. He is not a man to cause trouble. Well, he just got completely out of control. And all I needed him was to be calm. Nope. Do not open that door. God damn. I can't put that position on. You're killing me. You son of a [ __ ] You don't know who I am. You drive me [ __ ] crazy. Michelle, Joe. Okay, calm down. God damn it. This is [ __ ] tight. I'm going to be the rest of my life. I can't breathe. I'm going to have a heart attack. Don't keep yelling. Don't keep yelling. Too tight. They're not too tight. I can't breathe. He can't breathe. What can he? He's screaming and yelling. He can breathe. He needs to calm down and breathe. [ __ ] his gun off. You're killing me. You I got to turn you [ __ ] I got what I dealt with. He killing me. I got to call a Scott. They killing me. I swear to God. They roughing me out. He's pushing me around the king. He don't want to talk. The [ __ ] I can't breathe. Please don't let him. Well, what? He's acting out of control. He's the one that causing all the problems. He doesn't need to call. Ma'am, he's going to jail because he's resisting. What did he do? He got out of his car and didn't listen. I told him to stay in his car. He got back out of his car. He doesn't understand that he You just can't get out and walk away from my traffic stop. Okay. You can't do whatever you want to do. He continued getting out of the car. I continued telling him to do something and I had a lawful reason to stop him. Give me some water, please. I can't do that. I don't have any water. You wouldn't give him any water. Put in my car. Take a look at it. I'm not going to give him any water cuz I'm not allowed to give him something water in the in the Can you take a bun out of my shirt? I can't breathe. And do something. I can't breathe. I swear to God. No, you're not going in there, ma'am. Breathe. Can you take a bun? Taking my shirt off. I can't breathe. My mouth is so dry. I work in the dirt over there [ __ ] day moving. I can't breathe. You s I don't know what's the matter. You're not a human being, man. I don't I don't know what's the matter. Whenever you want to calm down, I'll be more than happy to justify. You don't want to listen. You just want to scream. I can't breathe. I need water in my mouth. I don't have water, sir. He's trying to do something good for the community. Clean up, ma'am. Street up there. Let me explain it to you. And if he wants to listen, he'll be more than happy to listen. Okay. Michelle, listen. Take a deep breath and breathe out. I don't have any water. We don't have any water. Quit screaming. Quit screaming. You're doing nothing. If you can't breathe, you need to quit screaming, okay? You're not helping your situation, sir. If you kill, you have been out of control since the minute I stopped you. Everybody knows me. And this I don't know you. Okay. Thousand acres over here. Godamn. I own the whole [ __ ] street of I told you call up Luke. I don't do that, sir. That's McN. Everybody knows me. All the police know me. You don't know me. Everybody knows me. Godamn it. Everybody knows me. Open the window. Can't breathe. The air air conditioning's on. No, it's not. Yes, it is. Can't breathe. I gave him a little bit of water. That's all I'm going to do for him. Cuz I'm trying to be nice and genuine to this man, but he don't want to listen. Sir, the air condition's on. If the windows are down, it's not going to get cool in here. Give me my take catch your breath before you choke on it. I can't breathe. I don't need you choking in the back. You know, I'm 7 years old and nobody ever had a handcuff in my whole [ __ ] hall. I've been doing it. Good thing. You just you're you're too worried about something that was a minor thing. You got the wrong guy, man. You got You don't know who I am. You don't know. I I've been doing so much police work. I help everybody out. I know the captain in West Palm Beach. And you come in and just roughen me up. Why you roughing me up? All right, ma'am. Here you go. So, as I said, he was on the side of the road. But I didn't know what he was doing. He was just kind of like parking all over the place. So he's probably looking at I don't know who he is. Okay, cuz look at the tag. I can't even read the tag. Oh, so half of it's covered. Something fell down. Okay, but that that's still a reason for me to stop him cuz I can't I can't read it. Okay, so I don't know who he is. There's somebody that's driving a car out here that's stopping and and standing and looking at properties. I don't know he's the property owner or anything. I get try to get pull him over right here cuz he pulls in and stops and he didn't just keep driving like he lived here. He stopped because I got behind him, which is very conducive of people like casing places, auto birds, all this stuff that we deal with. Okay, I pull turn my lights on. I pull behind him. He immediately gets out of the car and starts coming towards me. I tell him to stop. Listen, doesn't make any difference if it's a problem. Ma'am, you got to listen to me. You need to listen to me. Okay, think. He didn't think. You know, if you get pulled over at your house, it does not give you the right to get out of your car and do whatever you want to do. We don't know that. You know, we're You should know that. We don't know that. When the police tells you to do something, you need to do he was I guess he was over yell and he didn't know. So, he walked back here and I told him seven different times to get back in the car. Let me tell my daughter I have to go back. Never mind. Once he got back, I told him to sit in the car and give me his license. He doesn't want to listen. His license says West Palm Beach on it. Right. Okay. That is not this address. So, how do I know he lives here? I don't know that, ma'am. So now I'm looking at somebody who is immediately aggressive with me, doesn't want to listen to me. He's been like that the entire time I stopped him yelling and screaming at me. He doesn't get to yell and scream at me. He doesn't dictate how this works. Okay, I pulled him over because he was doing something suspicious to me and I had a valid reason to stop him because of the tag issue. I pull him over, he immediately gets aggressive with me, yelling and screaming and telling me what I'm going to do and how I'm going to do it. It doesn't work that way. I told him to sit in the car. another ship. That's fine. It's It's my backup unit because I called for another unit cuz he's out of control. Excuse me a second. So then he gets out of the car. Marian, I have to call you back. Yes, I have to call you back. Yes. Yes. Okay. Bye. So, he gets out of the car and starts walking that way. On the phone, I tell him to stop and get back in his car. I've already told him two times if he doesn't sit in the car and stay because I'm here by myself, he's going to go in handcuffs in the back of this car. And he refused to listen to what I told him to do. I told him to get in the car. Then I told him to get out of the car and I was going to put him in handcuffs cuz he started yelling and screaming at me again. So when I went to grab him and put him in handcuffs, he starts pushing and pulling against me. So then I took my taser out and I told him I was going to tase him if he didn't listen. And he decided he wanted to listen cuz he didn't want to get tased. And all he wants to continue doing is telling me he's an old man. He's doing his work. He's helping the police and all this. And all I wanted him to do was listen and behave, but he can't do that. Sheriff Pharaoh kept. He is literally yelling and screaming at me. Hello. Yeah. Hi, uh, Luke. This is his wife, Michelle Perome. Is that his phone? Yes. Okay. Hi. Well, I don't know. Um, I'm here talking with Deputy Corporal Matthews. Corporal Matthews. And he he stopped my husband uh over here at the end of here. I'll more more than happy to talk to him. Hands, you know, in cuffs behind his back and he's he's very worked up and he can't breathe and he's he's very upset. Um, you want me to Matthews is going to speak to you if you don't mind. Thank you. It's so Yeah. No, I'll give you the rundown. He's in this little blue RAV 4. was a simple stop to make sure who he was and he wasn't scouting property and then he's just causing a big problem. So, so, yep, I understand. I just wanted to give you a rundown cuz he immediately when I stopped him, he told me to call you. So, but All right, man. Yep. I I I'm trying to explain it to her, but everybody keeps calling, so I have to keep stopping. But it's not a big deal. All right. No, you're good. I'll let me finish explaining it to her, and then you can talk to her. Okay. Okay. I'll tell her that. All right. Thanks, buddy. Bye. All right. He said, "Call you back when everything's done." I could charge him with battery on a law enforcement officer, which is a felony. Okay. He could have a felony charge now. But all I'm going to do is charge him with resisting, which is a misdemeanor. Okay? I'm not going to charge him for pushing me and give him a felony because he's upset and out of control. And I can understand, but when he deals with law enforcement, he can't yell and scream at me, especially when everything dictates that he's possibly committing a crime to me. And I have no proof of anything that he is here and lawfully allowed to be here. But yelling and screaming doesn't get us. If he talked to you like you're talking right now, this is as simple as it would have been, right? But he escalated it way above and beyond. You saw how he was when I brought you up to the car. He was very upset, yelling and screaming. And that's how he was from the minute I stopped him. How am I going to respond? Do you think I'm going to be Oh, please sir. Please, sir. It's That's not my job. Okay. I I know where you come from. My father was police officer in in Jersey City, New Jersey. And your and your dad was a police officer way back in the day. I can tell you right now, if your husband would have did what he did back in the day to your dad, your dad would have beat him to a pulp right here next to this car. I guarant I will promise you 10,000% because my dad was a cop here back in the 80s and I know how it happened. I didn't hurt him. I pushed him against the car to contain him because I don't know what he has. Okay. And I'm not going to sit here and fight him in the car. So, I backed away and told him I'm going to tase him. My husband understands that, too. But once he calms down, I he I'm sure once he calms down and I can explain anything to him, he understands he he's going to figure it out at the inside. But unfortunately because of his anger and he was so far gone, I c I couldn't bring him back in. If he would have sat here and been comfortable in the car for a minute, let me be honest with you. I was going to go back to the car. I was going to give him a warning and let him calm down and try to explain everything to him. But he once again took it way past that level and and and continued not doing what I told him to do. Okay? I mean, at this point in time, I don't know why he got he has to listen to what I'm telling him. Usually when I have people get out of the car and immediately approach me, I'll tell them one time to get back in the car. And if they don't, I'll detain them. I'm pretty sure it's the same with this deputy. We don't we don't play these games, okay? It's it's 2025. It's not 1985 anymore. People are out here trying to kill us. Stupid. And and I don't know. And I don't know him. Just because he's old doesn't mean he can't hurt me, right? Okay. That's something I learned a long time ago. You could be a little child or an old man. You could still hurt me just as easy as I could hurt somebody else. Okay. I know. So, I'm not writing him any tickets, but he unfortunately because I had to put my hands on him and pull my taser on him, he is going to go to jail. Okay? If it would have been just me simply detaining him and him sitting down, then it would have been a different ballgame. But I had to put my hands on him to control him. And if I put my hands on somebody, you have to go to jail. That's just plain and simple what it is. More more than just putting somebody in handcuffs. I physically had to use force against him to control him. Years he has done nothing but good. I'm sure he has. And I'm sure every other day other than the minute I just pulled him over, he is probably a wonderful gentleman. Assisted with police work in He said he has but yelling and screaming at me. I've helped the cops. I've done this. Helping them to clean air neighborhoods up and stuff like that. So, all right, ma'am. Well, you can call um Sergeant Keell back. He said just to call him when I'm done. I'm going to go ahead and get him. I'm not going to write him any tickets for anything. Okay. So, if you I know this is your problem. Write him a ticket. Well, unfortunately, because I put my hands on him, he has to go to jail. Okay? I cannot do it because if he's injured or anything else happened to him, he'll have a bond here in a little while. What happens now then? So, all I'm going to do is charge him with resisting without violence. Okay? I mean, I could charge him with resisting with violence, which is a felony, but I'm not going to even charge him with that. I'm literally cutting him multiple breaks. I could charge him with resisting with violence cuz he pushed me when he pushed me back. What do you mean that he's going to jail? He's going to jail for resisting. Is he going to be able to come out today? Yes, he'll have a bond. His bond will be seen anything. His bond will be $500. They just have to book him in and I have to finish my paperwork. Okay. So, it could take a few hours. Then he'll have court dates that he has to go about. And where is this? It'll all be on his paperwork. And where is this jail? The jail. Do you know where the sheriff's office is? No, I don't. Okay. The sheriff's office. You're just going to have to look up in your phone cuz I can tell you where it is. It's 4055 41st AB. It's at 43rd A and 41st Street. Uhhuh. That's the intersection there. The sheriff's office back there. That's where the jail is. Okay. 41st and 4th and 43rd app. Okay. Just type in Indian River County Sheriff's Office in your phone and it'll tell you how to get there. Okay. Yeah. All right, ma'am. Yeah. So, unfortunately, I'm sorry this is how it has to happen, but this is where we're at. Okay. I don't know. I just can't believe it. Well, everything was recorded on my body cam from the minute I got out of the car and on my dash cam. So, it'll be more than happy for everybody to see it and it'll be part of his information for court. Okay. Can you give him more water? I'll give him one more drink of water before I leave, but that's it. Okay. Uh, you can say hi to him or bye to him, whatever you want to do. All right, sir. I'm gonna give you a couple more drinks of water. Okay. I can't stay like this. My I can't My arm are killing me. I'm not used to Take a drink or I'm going to put it back to her. Give me the whole thing. I'm done of thirst. I had no water. This is what you get. Okay. I'm trying not to drown you. You can give me No, ma'am. I'm not going to I'm not going to sit here and keep pouring water in his mouth. Okay. Say goodbye. They're taking you up to the boat because you were really good. Michelle, I've been number six. He's stopping me over here. He put the lights on over here. I know, but he didn't put the lights in the road that came here. I was checking my property. Don't know. He thinks because he got a problem. It's not how it works. And he wouldn't listen. So I had to push him back. Even if Even if it's your problem. I could have drove in all the way in my house. I know, but you did. Why you roughing me up? Why you roughing me up? You want a taste of me? I give up. You want to t Why you got a taste of me? I never been that careful in my life. Why you got to taste? Say goodbye. I'm I'm leaving, okay? Cuz I'm not going to stand here and just listen to my head. I can't The air condition's on, sir. You understand? Godamn. I got All right, I'm backing out of here. As long as I got a heart condition for God's sake, you're [ __ ] killing me. I don't know what I'm uncomfortable, you know? I can't even [ __ ] move. I'm not equipped. No. God damn it. Why are you stopping me anyway? Why do you stop me?
