[Music] [Music] on August 10th 2024 Atlanta police officer Kieran Kimbro responded to a minor accident at Cunningham place in Joseph E Lowry Boulevard in southwest Atlanta after investigating he informed Johnny hman 62 that he was at fault needed to sign a traffic ticket hman refused repeatedly denying any wrongdoing their argument escalated as Kimbro warned hman to comply or face arrest when hman resisted signing Kimbro attempted to arrest him leading to a brief scuffle hman was pushed to the ground where he struggled as Kimbro issued warning arcs with his taser meant to intimidate without contact hullman cried out I can't breathe and help me moments later Kimbro used the taser Drive stun mode for pain compliance deploying it multiple times hullman soon became limp and unresponsive as another officer arrived to handcuff him the video captures the entire incident starting from the officer driving to the scene share your thoughts was the officer Kim bro's actions there's traffic in terms of like I'm basically essentially just making a right turn and I saw the car he wasn't even looking at me I even tried to BU he just cut way too sharp and just ran right into to his patrol car to finalize paperwork and review traffic camera footage from the intersection which took about 12 minutes Atlanta police officers have access to traffic camera feeds directly from their patrol Vehicles allowing them to assess incidents more thoroughly and determine fault in accidents this technology enables officers to make informed Decisions by cross referencing live or recorded footage with eyewitness statements and physical evidence at the scene the portion of the video showing officer Kimbro reviewing the footage has been omitted as it did not contain any critical developments or Visual Evidence relevant to the case all right this the case number um your car that tire is messed up so you ain't going to be able to drive it all so but uh this is where your car is got like y 62-year-old Atlanta Deacon Johnny hman tragically passed away later that night at Grady Memorial Hospital in Atlanta the full County Medical examiner's Office ruled his death a homicide citing a combination of the officer taser and hullman's pre-existing heart disease Holman had underlying conditions of chronic obstructive pulmonary disease diabetes and obesity according to an autopsy report despite this ruling no charges have been filed against officer Kimbro however he was dismissed from the Atlanta Police Department 2 months after the incident for failing to follow departmental procedures including neglecting the policy requiring a supervisor's authorization to arrest someone for refusing to sign a traffic ticket Kimbro has since appealed his termination and is awaiting a hearing hullman's family contests the account that he became combative after being found at fault for the minor accident in response to this incident the Atlanta police department has revised its traffic citation procedures in the wake of hallman's death about 40 people gathered at first Iconium Baptist Church for a candlelight vigil held in anticipation of this video's release hullman's eldest daughter arnitra hman expressed her hope that the footage will vindicate her father I thank God as we're moving forward in getting Justice for my father arnitra said the public should expect to see exactly what we saw murder senseless murder according to arnitra her father called her that night distraught after being repeatedly threatened with arrest for refusing to sign the ticket she remained on the phone with him for over 17 minutes while driving to the scene the family's attorney mly Davis acknowledged the Rarity of body cam footage being released in Atlanta he credited Community advocacy and the support of hullman's church for pressuring authorities to release the video this release marks a shift Davis said district attorney funny Willis has now committed to reviewing cases every 60 days with the Georgia Bureau of Investigation to determine what footage can be released Deacon Johnny Hall man's life is already making an impact the District Attorney's Office agreed to release this footage after determining it would not interfere with the ongoing investigation into the use of force previously the video had been withheld at the request of the Atlanta
