The man behind the wheel was 38-year-old Rodney. He had walked out of a Cincinnati police station just 2 hours earlier. Investigators would soon uncover that this collision was no accident. Inside that police station, Rodney had seen something that broke him. Everything that followed wasn't coincidence. It was revenge. >> The following presentation contains material that some viewers may find disturbing. The case files and recordings shown here were obtained through official Freedom of Information Act requests submitted directly to the police department and may include previously unseen footage. Viewer discretion is advised. >> 24 hours before the incident on the morning of May 1st, 2025 or 2021, Kia Telluride was reported stolen. Officers located the vehicle in a parking lot on Ring Place behind a residential apartment complex and moved in to recover the vehicle. When officers arrived at the scene, there were four people sitting inside the SUV. As the officers approached, all four immediately fled on foot. Three ran into a wooded area behind the complex. The fourth ran in a different direction, and that was 18-year-old Ryan. What happened next unfolded in roughly 6 seconds. >> Shots fired. >> HE'S GOT A GUN. >> PUT YOUR HANDS STRAIGHT OUT. Believing he was facing an immediate deadly threat, the officer fired four to five rounds. Two bullets struck Ryan. One entered his chest and exited through his back. Another hit his arm and traveled into his side. Investigators recovered a handgun with an extended magazine near where Ryan fell. The firearm contained a chambered round, and Ryan was carrying two fully loaded magazines. A second stolen firearm, later traced to northern Kentucky, was recovered from inside the Kia Telluride. Despite the officers' best efforts, Ryan could not survive his injuries and passed away. Meanwhile, the officers were still searching for the remaining suspects. >> Shots fired AT THE GRAY TRUCK. Copy that. >> 756, we got that one. We're we're checking. >> Copy, it was 10-56 Shady Oaks Shady Oaks. >> Huh? Okay. >> You got any more? >> 626 I'm switching freqs. I don't got none. I'll give a [ __ ] All right, sit up. >> As officers focused on tracking down the suspects, the stolen vehicle was recovered and returned to its owner. That's when investigators learned how the group had been able to steal the car so easily and discovered that the vehicle itself wasn't the only thing taken. Several personal belongings were also missing from inside. >> This is your vehicle? >> Yes, ma'am. >> How did they get in? >> Okay, so this is normally like a light dark pitch black street. Um sometimes it's not a whole lot of people that live on the street. So sometimes I I know last night I left it open. >> Yeah. >> I left it unlocked. I know that for a fact. Um but there's been plenty of times where I left my car door unlocked and I think it's ever one. >> Yeah. >> And unfortunately, I'm not up at 3:00 and 4:00 in the morning figuring out what's going on. >> And here's the problem that even if people have cameras or whatever, it's probably not going to pick it up if if it's too if it's dark like >> Let me not tell you. He has this blue house right here has lights on it. Um and this older lady up here, she got lights on hers. But when there are no lights, it is pitch black. >> Yeah. >> pitch black so you can't see anything. >> So it wouldn't have picked up anything. >> And it wouldn't have picked up anything. Here's the problem that I run into. Um I bought my gun when I got my gun license. Um it was 5 years ago, okay? I I got it from the Pro Bass up in um Forest Park. Yes, the Oasis Lady Nails. >> Mhm. >> Well, I just I didn't need to get it fixed. Not wait. So I wasn't sure if >> check out my driver, please. >> I went to go uh where was that? I went to call the police. The lady at the police station said I need to call the city cuz I didn't know the the what is that? The serial number. I have it was 5 years >> They should have it though. If you called it and you called them and they don't have it? >> I called um I called um I called the one over at the Oasis Lady Nails. It's closed down. So I called the one over in Westchester. >> Yeah, cuz that's where they moved. >> So, he said that they have already taken those files up and they've been sent to corporate. So, I have to call corporate. Corporate told me to call ATF. >> Uh like I say, send all those records over to them. So, here's what we can do. I mean, unfortunately, with these corporate ends, there's not really a whole lot as far as fingerprints and that, but um you know, it'd be more like insurance purposes and then they could try to get that gun in the system. So, I can do the report now and then if you get that serial number, you just call the district. >> So, but my thing is what um what if I can't get through to ATF? I am a single mom. I have three boys. One of my babies autistic. I don't get into trouble. >> Yeah. >> I don't want nobody out here going to >> So, okay, yeah, but okay, so here's the thing. If for some reason you can't get through to them by eventually, I think you'll get through to them, but >> I know. >> It might be time-consuming, but I think eventually you'll get through to them. Worst-case scenario though, say you never get through to them. And all of a sudden your firearms used in some criminal offense, you're still going to have this report on file that says, "Hey, there was a firearm stolen. Okay, we didn't have the serial number at the time, but but more than likely it's it's this fire Does that make sense to you?" >> Yes, cuz I don't want to go to jail. I don't want to go to jail. >> So, I think you'd still be okay because it'd be like, "Hey, it was documented, but you know." And I'll And I'm going to put that in the news right now. You won't see that in my investigative news. Like you know, you called Bass Pro Shop who said when they moved their location that they sent it that they sent it up to ATF or they referred you to corporate and who told you >> They told me to go to ATF. >> that who told you that they sent it to ATF. >> I sent two emails to ATF just from different email accounts because this is kind of important. >> Yeah. So, like I said, I mean, it'll be you won't see it, but it'll be a in my news or whatever about that you've reached out to them. You're just hoping to hear back from them, but for the time being, we don't have a serial number to actually put it in the system, but it will at least be on that report of stolen property. >> Okay. Thank you. >> So, um what time did you park here last night? >> I think I got here about 10:30, I want to say. >> Okay. And then you came out this morning about what time? >> Um probably about 7:45. >> Okay. And this car is in your name, correct? >> Yes. What's your name? My name is Liza, L I Z A, Richardson. >> Um then what's a good phone number? Um real quick, you guys said cash was in here also, right? >> $50. >> $50 cash, was that in a wallet or just sort of in the console? >> Um tucked inside the thing where I try to keep my emergency money, but I know I can see it when I'm driving, so whoever came in here, they seen it. >> uh Um And then what kind of firearm was it? >> It is a G2 Taurus. Um a 9 mm. >> G2 Taurus, 9 mm, what color? >> Black. >> Black, black. I don't know if it's a semi-semi-automatic. I think that's all 9 mm, semi-auto. Um and then um Do you know how many the magazine held on that, or no? >> Probably like four or five. So, I have carpal tunnel, so trying to put especially cuz I don't use it, so it's hard to put stuff inside of the chamber. >> So, does it hold more, you just couldn't get more in there? >> more, but I couldn't get no more in there. >> Okay. I just knew I just won't put that on there then. Yeah, I know what you're talking about, because when you start >> too That's it. Baby, after a while, my hand are cramped up, and I got to get 15 minutes >> You need to get a um rapid reloader, whatever that you push it down in it. >> Oh. Okay. >> I don't know if it's a >> I need to invest in that. >> Yeah. >> Cuz I'm like God forbid the zombies come. >> Yeah. Yeah. >> I'll be messed up. >> I might be saying the name wrong or whatever. I don't To me, like I can load it faster I think a lot of times than I can Those are always good like if it For me, like if it's really cold and I'm out at the range cuz then cuz you know, then it's But like it like I said, I feel like I don't know like I do okay. Just load the revolver. But if you have issues with your fingers So I don't really use this. So it's almost like it's kind of a thing that it's like you stick down and it forces it but it's like a thing you hold and it pushes and you put the Put the bullet Put the bullet down and then you do them one by one, you know, and it pushes down and pushes down. I don't know. >> That sounds a lot easier. >> Mhm. Yeah, so look it up Look it up Look it up Look that up or um So but I think then if it's only the money and the firearm that's um I can get you your report number. Just give me Give me a minute or I can call you if that makes it easier. So I'm not So I'm not holding up this street. Yeah, this is >> [laughter] >> This is tighter. So actually I've never been back here. I've never been back here. It's sort of like it reminds me up on Queen City nor near La Fiel if you're familiar with that area. So it's like it's like Yeah. Yeah. Well, I was in District 3 for years. So I've been back there a couple of times or whatever. But it's funny I've never been >> back here. >> back here. I was like oh [ __ ] I'm about to pass the street >> even more terrible because they won't fix it like it's a private owned street, right? >> That's what I When I came back here, that's what I was thinking. I was like I This must be private owned cuz this is terrible. >> And at first like and when I first got here 3 years ago, all of us kind of chipped in and we would get like gravel and stuff like that to fill it up. But it's not very community like anymore. >> Yeah. Yeah, it's unfortunate, man. I'm like I'm like man, this is this >> it Deathrow Records? I'm like somebody's going to end up with a flat tire or you know what I'm saying? >> Even having a flat I've had a flat tire back this far. And had to drive slowly all the way up to the tire shop. Worst experience ever. >> Yeah, yeah, it's uh I mean I've seen worse, but like I said I was as as I was my first thought this has got to be a private street. >> all street. >> So so they don't plow or anything then so >> It's got its pluses and its minuses. >> I was going to say there's pros and cons to that so >> This is the first condo like ever ever really. I've been back here for 3 years. My car has been here. >> Yeah, I could imagine it's it's quiet back here like I said cuz I don't ever hear really anything. >> Especially when it's dark it's almost like a scary movie. Don't nobody want to be [laughter] back here walking around at night. I don't even sit on my porch. >> Yeah. >> Unless I got my lights on I'm about to get all this together. >> I bet they'd have I bet they'd have a heart attack if you would have been sitting on your porch and they would have got in your car. >> I would have had a heart attack. >> [laughter] >> I would have had a damn heart attack. >> Yeah, you probably would have but you probably would have startled startled them and they would have ran. Yeah. So so >> That's too much. >> Yeah, so well like I said I'll knock out your report I'll end up calling you. It might be a little bit or whatever cuz I'm going to try to pull up and ever and >> Take your time. I appreciate it. >> I'll give it to you and if you don't answer then I'll leave a voice voicemail. Uh no problem. You're awesome. >> The suspects were eventually identified and arrested as well. 18-year-old Jerelle and 19-year-old Deanthony were charged with receiving stolen property and obstructing official business. Another suspect, 18-year-old Sincere, was later taken into custody. >> Black mask, gray shirt, black pants, black shoes. >> This is under pants blue. >> Black mask, gray shirt, black pants, blue shoes. >> All right. >> I'll I mean, I'll run it just so we have it, but >> All right, shoot them up here. >> Here you go, Jake. Give it back to him. >> No wants. >> Uh hang on 1 second. >> No wants. >> Dude, that is not a >> nature. >> Mhm. >> I'm turning this >> What's your >> Jason >> What's your name? >> Do you have any bullets? They say I'm being charged with? >> Uh no, I'm just going to be the transport officer, so I wasn't even on the original investigation, but they're going to come talk to you obviously. Um so they're going to be able to answer all your questions. >> Where we finna go? Downtown? >> Yeah, just to the interview room so we're not out on the street. >> All right. >> But just real quick, I'm going to read you your rights. You have the right to remain silent. Anything you say can and will be used against the court of law. You have the right to talk to a lawyer and to have him or her present with you while you're being questioned. If you cannot afford to hire a lawyer, one will be appointed to represent you before any question if you wish. You can decide at any time to exercise these rights and not [music] answer any questions or make any statements. Do you understand your rights? >> Yes, ma'am. >> Okay. Actually, hold on just a second. >> Did they keep my property? >> Yeah, your wallet. >> Thank you. >> I don't have your phone though. >> I have one. >> You don't have a phone? >> No. >> Glad I remembered to grab your wallet. All right, just roll clear and step out. Do you have everything on you? Nothing fell out of your pockets or anything like that? Okay. What's that? >> I said this is all I have. >> Okay, we're going to go this way. Good, you're right. I'm going to keep going to those glass doors all the way to the left. >> You hurt or injured? Huh? Huh? You don't know? Hello. >> Hey, how are you? >> I'm good. You know what floor I'm on? >> How's it going, man? And then, what's your current address? What's your phone number? >> I don't got any phone. >> Do you have any mental illnesses, injuries, or anything like that I need to know about? >> Injuries? >> Mhm. >> I'm prescribed to >> Okay. And do you want to list an emergency contact? >> Emergency contact? I don't know anybody in the area. >> Okay. All right, man. Thank you. Oh, uh one last question I forgot. Where are you employed at? Are you employed? >> I work at Like a job? >> Mhm. >> I work for my my auntie's business. She had a cleaning business. >> What Do you know the name of it? >> No. >> Okay. And are you a military veteran? >> Mhm. >> You a military veteran? >> Mhm. >> Are you a military veteran? >> Mhm. >> Okay. Thank you. And are you employed? >> Yes. >> Where do you work at? >> Uh uh Innovated Innovated Labor and Energy Services. >> And are you military veteran? >> No. >> Okay. All right, thank you, sir. >> For Ryan's family, the news was devastating. Their attorney, Michael, filed public records requests for body camera footage from every officer who had been present at the scene. The family would argue that the footage did not clearly show Ryan pointing a gun at the officer and questioned whether deadly force was necessary. >> Are you guys >> Family. I'm his grandmother. >> Three subjects out of 3201 Horse Ave. Might be family of the uh victim earlier. You have any next of kin? >> Come on, let's go in. We We don't know what happened. No criminal charges were filed, and the officer's identity was never publicly released. But, Ryan's family viewed the footage differently. Rather than providing closure, the body camera footage left them with even more unanswered questions. And by the next morning, those questions would be at the center of yet another tragedy. On May 2nd, 2025, the morning after Ryan's death, Rodney, Ryan's father, visited Cincinnati Police Department Headquarters with family to view the body camera footage. Rodney became overwhelmed and left after about 20 minutes without watching it to its conclusion. He later returned to retrieve his Ford Focus from the Linn Street parking lot. Nearby, the University of Cincinnati was holding its spring commencement, causing heavy traffic and deployed traffic control officers. 57-year-old Deputy Larry was directing traffic at Martin Luther King Drive and Burnett Woods Drive in full uniform and a fluorescent vest. A 30-year Hamilton County Sheriff's Office veteran, former US Marine, and Medal of Valor recipient, he had served on the SWAT, Bomb Squad, and Dive teams, and as an FBI task force officer. A husband, father of five, grandfather, and foster parent, he had recently retired before returning part-time as a special deputy. Minutes after leaving the police department, Rodney turned onto eastbound Martin Luther King Drive from Clifton Avenue. Witness statements and video footage indicate what followed was deliberate. He pulled into a middle lane, paused with a clear sightline to Deputy Larry's position, then accelerated crossing into oncoming lanes and driving directly into the intersection. The Ford Focus struck Larry and the utility pole behind him with no indication Rodney attempted to brake or swerve. Larry was thrown into the air and came to rest in a turn lane. Officers immediately rendered aid and he was transported to UC Medical Center in critical condition. Deputy Larry was pronounced dead that same day. Rodney Hinton Jr. was arrested at the hospital and transferred to Clermont County Jail for his safety, charged with aggravated murder. In March 2023, Rodney was involved in a separate incident in Ohio in which he allegedly tried to steal a vehicle at knifepoint and was struck by the vehicle as he attempted to get inside. The case later became part of the public record as his criminal history came under scrutiny. The trial of Rodney is scheduled to begin October 5th, 2026. He faces one count of murder and two counts of felonious assault. This concludes the report from our investigation division at Twin Scope Cops. All individuals involved remain presumed innocent until proven guilty in a court of law. Thank you for supporting verified and responsible case analysis.
