on June 29th 2023 officers were alerted by a 911 call about a 21-year-old individual found unconscious on the roadside the emergency responders arrived at the scene to find the person unresponsive what's going on walking back down the road after did one of y'all call no after our crash no no we have been walking the whole time I don't have a car none of us have a car all right hold on just was one of y'all just on a bike no oh God no storm that our friend rode off on a bike her name storm all right so what where y'all headed to right now our house our house where do you live at re street reia right down the road okay we we work at where's your clothes at this is you're walking around in underwear okay all right so who is it storm storm storm okay y'all headed Rania Street yeah that's our okay she sister all right we'll follow up with y'all if we need to upon arrival at the scene the officer met with Witnesses and offered details about the incident they described the situation involving the unconscious individual and provided any relevant observations or information they had as the officer gathered these accounts the focus was on understanding what had occurred and how to address the situation effectively while the officer collected information from the witnesses a female at the scene suddenly attempted to escape the officer quickly intervened approach approaching her to prevent her from leaving he took immediate action to arrest her as her sudden attempt to flee raised concerns about her involvement or potential relevance to the incident stop where you running to turn around put your cigarettes down you're running and as soon as we pull up you want to take off running from what I don't know why'd you run hey so as soon as the cop pulls up in front of you you cannot just run away like me f God she was uh did you do any drugs no drug me you were you were unconscious she was unconscious just like up there on top of the road I had to I was doing her chest like this oh yeah for like 2 minutes like two minutes finally she woke up and when she woke up get me in the hey make your life so good goddamn r no I don't give I give my r ARR me mother [ __ ] you are being detained I'm going to explain you're on somebody's property you're not going to help during the arrest the female began to resist physically making it difficult for the officer to restrain her she reacted aggressively using abusive and offensive language towards the officer which further complicated the situation and impeded the arrest process the officer arrested the woman and put her in the patrol car while Gathering more information it became clear that she was not cooperating you're you know what go sit in a damn trck you do dumb ass that's already knew that you ain't going to [ __ ] help me when you want to sit in here and calm down I will speak to you yeah sure yeah whenever you can put me in here BR hey you said somebody did come out of this house somebody came out so a girl came out and then they all of a sudden like I was like do you know the girl that just ran in your backyard and she was like yeah and then all of a sudden when she come back they started arguing and something about a knife and this and that killing somebody and then the girl went inside and slammed the door and then she's like hey hey hey so I was going to pull I was just here because she was I mean when I I Come Around the Corner she's unconscious barely breathing inside the road so I started rubbing her chest rubbing her chest rubbing for like 2 minutes finally she came back to when she came back to she just got up and started running down here so she's like OD on theik did you see the other three no okay apparently they took off and left her yeah where's the bicycle at uh down down the road down there but yeah she was out she was totally out of Barely Breathing just like my buddy the other day yeah but when she came back too she came back and she jumped up and took off running and then she ran here so there is somebody in here though there's some I'm going to go talk to them real quick I don't know what going on am I good to go you're good to go man appreciate it her physical appearance and slurred speech indicated that she was intoxicated beyond the legal limit the woman was highly uncooperative continually shouting and cursing at the officers despite their attempts to manage the situation her aggressive behavior and erratic speech patterns indicated that she was significantly impaired while the exact substance she had consumed was unknown her physical condition and disoriented State suggested that she was either heavily intoxicated or under the influence of drugs all right now do you want to speak to me for a second yeah if I can all right so my name is Deputy a oh yeah what's your name I'm not a rookie well you look like it I'm not you look new huh I've been here for a little while okay so you just know my name right I do not you don't I in on somebody's property and as soon as you see that was my property for one cuz I live there too so you don't live on R who you live on what a little what around the corner um with your brother and them are your yeah I do okay so if I walk up and knock on this door they're going to tell me you live here you okay but they're not going to answer it cuz CU you're the [ __ ] offs huh and they going they're not in trouble but if you can prove to me that you live here that's a whole different story well he's not here now he's at work and they don't do [ __ ] I'm sure he knows everything okay well here's the deal so when can I least get a puff of the damn I'm going to work with you but here's the thing I'm arrest me I'm not arresting you you're detained and I'm trying to explain the reason why you're detained is if you run in the presence of law enforcement it's resisting we're here for a lawful reason I didn't see y'all I was running to the show as soon as you seen my truck you took off R I seen another Tru seen have you had anything this morning prob the woman refused to comply with the officer's requests and struggled to understand the questions being asked she persistently blamed the officers for her arrest given her behavior the officer decided to transport her to the station for further investigation just alcohol problem have you taken anything that could potentially be life-threatening that's why we're out here because somebody found you unconscious on the side of the road no we're not out here cuz we just want to be jerks we called here for a reason that's why we come in lights and Sirens we don't just ride lights and Sirens everywhere so fln C on my [ __ ] ass but yet she was drinking too don't even it's not against the law to drink I'm 21 I can drink what saying [ __ ] I feel like it I did I just said it's not against the law to drink oh so it's not no it's not so it's there a limit when but out here laying on the side of the road is a different story gain better control over her despite her continued resistance and erratic Behavior the officer proceeded to restrain her by tightly binding her hands this measure was necessary to ensure her safety and to prevent further disturbances during the trans port to the station as the officer attempted to restrain her by binding her hands the woman's Behavior escalated further her increasingly erratic and aggressive actions made it even more challenging for the officer to manage the situation and proceed with the investigation the handcuffs off no no no no no no hey don't do that [ __ ] on me like case the officer briefed the senior officer on the incident and together they removed the woman from the vehicle to speak with her stop stop stop stop God damn gra bro y'all don't get no [ __ ] sideways dumb ass [ __ ] my bad so apparently they found her passed out on side the road when I come here she's running out of this yard this is her mama have y'all tried to talk to her yet uh she just she refuses to talk to she came out and told her I asked if this girl was allowed to be on her property because she was back there soon as we pulled up she started running that way so but they refused to talk to me I didn't know y down here by yourself I stopped out with him or I would have come straight to y'all Oh no you're good so I guess she's under influence what's her name storm yeah station for further investigation close to hey what's going on hey we over there that little incident we all over there what's so what happened over there off a hattic I just stand over here so I don't want you to get hit by a rescue pH friend of mine came over last night said she was left out of walked out of her house I let her stay over the night going to go to her dad's house I grew up with her older brother I thought that's completely normal we're going to our dad's house go over there there was a yelling match between her and her sister and she sped off on her bike and we started heading home cuz we didn't know what else to do okay so yeah she sped off do me a favor cuz I don't know you just if you keep your hand out of your pocket I appreciate it so um she sped off my bike I don't know what happened after that we just started walking home cuz I don't want to be involved in that so where you guys was coming from what what location uh I don't know the exact address it's down the road on minor uh this road obviously okay on the right I don't know the exact address so there's no physical altercation anything I just just I know I just I know what she's been through personally been through and I'm not from here I'm actually from Washington did she take anything nothing she take nothing I just I just out of there because it was reminding me and my family of my childhood do she take anything have y know history I'm not talking about today but in in the past she she's like she's like my sister last night she's like my sister when it comes to like emotion everything I talked with her she is actually a very kind person she's just going through something s would I go through when I was her age let me go through please I understand I understand let me do later the woman was brought before the court to address the charges against her she faced accusations of public intoxication which involv being visibly impaired in a public place disorderly conduct for her disruptive and aggressive behavior and resisting an officer due to her non-p liance and obstruction during the arrest process the court proceedings would determine the legal consequences based
