Luke, last chance. Down on your knees now. Luke, go down onto your knees. [Music] [Applause] [Music] Stop. Stop. Resist. Stop. When officers are asked to do a welfare check, their goal is to help people who might be in danger. But despite their good intentions, sometimes things go terribly wrong. Sometimes welfare checks lead to horrifying discoveries. Get out of the way. I'll get her out of the way. On March 27th, 2024, in the Queensboro of New York City, police received a call about a mental health crisis. When they arrived on scene, it didn't take long for the cops to find the person who needed help. But unfortunately, that's not what he would get. What's up, man? Hi. Did you call my brother? Brother? Yeah. On who? Call on himself. What's going on, bro? Um, he's having an episode. What kind of episode? Um like is he a bipolar skittle? Like no like he just on episodes? Yeah. Basically like he was just going like he don't he don't even know what he's doing to be honest. How old is your brother? He's 19. How old are you? I'm 17. Where's your dad? He's not home. He's So who did I speak to on the phone? I think it was my mom. No, I spoke to a guy. He called on himself. Yeah. take anything? I don't think so. I on drugs. I don't. Is he diagnosed with anything? The officer slowly climbed the stairs, having no idea what to expect. Supposedly, 19-year-old Win Rousario was having a mental health crisis, and he was the one who called police in the first place. But when they finally got face to face with the young man, he wasn't so keen on getting help. Oh, you told him second floor. Yeah. Okay. What's up? Anybody else in the house? Yo, yo. Whoa. Whoa. [Music] Whoa. Let him go. Let go of him and back up. Let go of him. Please don't my mother. The officer quickly realized that when it opened the kitchen drawer and was reaching for a weapon. His mother saw it too and tried to stop him, but he overpowered his mother and appeared to be trying to attack the officer. The officer acted quickly, tasing the asylent. But the question was, will the taser be enough to hold him down? We're not telling the out of the way. Get out of the way now. I'm not going to give me another call over here real quick. Miss, get away. Get away. Get out of the way. [Applause] [Music] [Applause] Get out of the way. Get out of the way. Get out of the way. Get her out of the way. Get her out of the way. Both officers tased the man, but he just kept on going. Obviously, his mother knew what he was capable of and that the officers were likely to shoot him if he continued attacking them, but there was little she could do to prevent that. [Music] Get down. Get down. Get down now. Get out of the way. Get out of the way. Get out of the way. Get her out of the way. Get her out of the way now. No. No. No. No. Put it down. Put it down. [Music] Sadly, when Rosario succumbed to multiple gunshot wounds, his family was clearly enraged and demanded the officers be fired and prosecuted. However, NYPD Chief of Patrol John Shell defended the shooting as the suspect had been wielding scissors and was moving towards the officers. What are your thoughts? Let us know in the comments. Mental health issues can lead to tragic loss, and no one knows it better than the Ingram family of Palm Coast, Florida. The inevitable chain of events started when a father, Clint Ingram, invited his 19-year-old son, Luke, to visit. On November 9th, 2022, Clint barely escaped with his life and then called the police. What's up? What's going on today? Hi, I'm Deputy Wood County Sheriff's Office. Stop right there. All right. What's going on? What's his name? Luke. Luke says he's behind the truck at 34. I still don't understand. I don't see him. Sheriff's office coming to the door. They're on the way. We're still trying to figure things out. Stay back at the cars. Stay back at the cars. Stay back at the cars. Clint was living with his father, Darwin Ingram. Since Luke started having problems at school due to his schizophrenia, his father invited him over, hoping he would benefit from a stable environment. However, on that fateful evening, the father walked downstairs to see Luke sitting next to his grandfather's bloodied body. Walk out to me with your hands up. Come out here. Slower. Hands up in the air. Walk out to me. Nice and slow. Walk out to me. Come on, bro. Walk out to me. Come on, bud. Josh. Josh, come out to me, buddy. Let's talk about what's going on. Come outside with us. Figure everything out. Luke, come on out to me. The cops were desperate to apprehend Luke as quickly as possible. They were uncertain if the grandfather was still alive, and every second was precious. However, knowing the young man was aggressive and potentially armed, the cops had to proceed with extreme caution. Can you come out to us? Come talk to us. What's going on today? Slow. Hands up in the air. Come out nice and slow. All right. Turn around for me. You turn around. Work with us. You turn around for me. You turn around. Face away from me. You all right? You medical. We have an ambulance on standby to check you out, but you got to come with us. Come on. Turn around and walk backwards towards us. Look, we're only going to ask nicely so many times. Come on. Don't do it. Okay, get down on your knees. Let's talk about this and figure things out. You got to work with us, though. All right. Going to get you guys taken care of. All right, just turn around and go down onto your knees. The tense situation lasted for several minutes. The suspect remained quiet and the blank stare on his face gave off an eerie vibe. here to talk to you. What's going on? There is a rifle in the master bedroom, but they don't turn around for me or go down onto your knees. One way or the other. Either works. Do you have any weapons on you or anything? Don't get agitated. All right. We're here to help you. Keep your hands up and go down onto your knees. Luke, don't stretch. Come on. Luke, last chance. Down on your knees now, Luke. Go down onto your knees. Do it now. Okay. Okay. After several minutes of standoff, Luke lowered his arms and began to stretch. The cops read this as a possible threat. And since the suspect didn't listen to their commands, they decided to move in. But the job wasn't done yet. Even after a second taze. Hit him again. Watch your hands. I can't do anything. All right, get on the ground. Step it up. Okay, deployed. 24 251. Put your hands behind your back. Do it now. We're not playing with you. Come on. Stop fighting. Stop fighting. We're all wrestling courtes. Check pulse. Check vitals. 221. It appears he's going to be deadly. I'm Dickler. What do you mean? And we're good. I just don't want to move until it's safe to do. So, we're going to need him checked out, too. But not what's going on. You want to help me? All right. If we sit up, you're going to be good. You all right? If we sit up, we can get you off your chest. All right. You talking to him? I know you can talk. You were just talking a minute ago. You good? Once again, Luke stayed silent, making it difficult for paramedics to assess his injuries. He still had multiple taser prongs embedded in his skin and he might have banged his head pretty badly when he was tased. Does anything hurt? Do you have any pain anywhere? All right. Um, you guys wouldn't mind since you pull them or we got the pictures. Would you mind pulling them since you're here? [Music] I think that might have been rear seat. All right, Luke. Stay still for me. All right. While the medic pulled the taser prongs out as slowly as possibly, it must have still been painful. And yet, the suspect didn't make a sound. When he was cleared to be transported, the cops pulled him up and began walking him to the squad car. Mine Mine's right here. We'll just Are you able to stand up? You stand up. [Applause] Hold on. Hold on. Hold on. Um, we have a camera. They already got pictures of that. Did you get pictures backside back here? He was initially charged with seconddegree murder, domestic violence, battery by strangulation, resisting law enforcement with and without violence, and aggravated battery on a law enforcement officer. However, in May 2024, after a lengthy psychological evaluation, he was declared legally insane at the time of the offense. He's since been committed to psychological treatment at a very secure medical facility. When 55-year-old Lane Carver hadn't been seen for days, her sister, who was deeply concerned, called for a welfare check in Puntaort, Florida. As the cops approached the property, one of them walked to the back of the house and immediately noticed something was terribly wrong. It smell when you went to the door. Yeah, there's a door on the outside. Did you see somebody? The other side of Root's bed. Hello Sheriff's office. Am I in there? No. The other door smells like a seven. Broke the [Applause] window. This place is a disaster. You smell it? No. I do. I don't know what's coming out of just ask the neighbors, I guess, do they see anybody. That reef right there, right? Yeah, I saw him. Neighbor. There were lots of red flags. There was a random tent in the yard, which no 55year-old woman in her right mind would be using. Also, there was all that broken glass in the window. The more they investigated, the more suspicious they got. And they knew they had to go inside. But first, they decided to talk to the neighbors and get more information. How you doing? Hey, doing good. How are you? Oh, hi, brother. Have you seen Laney recently? The girl? Yeah, next door neighbor. Just the guys over there. When's the last time you seen them? Him? He usually walks up and down the road. But her, I haven't seen her in a while. How long would a while be? Days? Months? Day or two? days. Three three days or something like that. When's the last time you seen the boys? Yesterday. Okay. Nobody today. Have you heard any any fighting, anything in the last two days? Any loud commotion? I know it would be not abnormal for you to hear yelling and screaming coming from over there. So, nothing. We're kind of new to the neighborhood, too. So, there's been a lot different things going on here. So, it's weird. We're not used to it. No. More more quiet. Yeah. The cops gave their contact info to the neighbors in case they saw her. Then they talked to another neighbor who said a few weeks ago, Lane's 30-year-old son appeared just when they saw the tent set up in her backyard. You got close to the AC's working. That that Yeah, we're not push this thing any clos. I mean, I can make an open door. There's a door on each side of the house. Just like propped up on top of this thing like ready to fall down. Hold the bench. What do you see, Jose? Nothing. The kitchen's over there. So, But I can't. They called all the nearby hospitals to make sure the woman had not been admitted. They also did a more thorough check of her house. As they were contemplating going inside, suddenly the door cracked open. Did you hear us knocking before where you knocked out? No, I was sleeping in there. I'm glad you woke up cuz you're about to come inside. We're looking for mom. Have you seen her? She's not around right now. Do you know where she's at? sister is asking for. She's not in any trouble or anything like that. When was the last time you saw her? Few days ago. Where'd she go? Said she a little while. Now, if this guy was guilty of doing something evil, you'd think by now he might have come up with some kind of cover story. However, he just mumbled something into his beard and kept staring at the ground. And it was just another red flag that something was very wrong here. Is it abnormal for mom to be gone for days at a time? Sometimes. Where does she usually go? Does she have a favorite place where she likes to go when she's not home? Not that I know. Does she tell you anything out of the normal when she last time you saw her? No. What happened the last time you guys were together? She gave me a few cigarettes and a little bit of food and some hand soap wash my hands and told me I would come stay back here. Okay. But you haven't seen mom since then? Yes. When was the last time you text called or anything like that? Okay. When was the last time you saw dad? The man then said that he saw his dad about a week ago. Supposedly, his mom might have called the cops on his dad for trespassing. The cops confirmed his dad was arrested about a month ago. In terms of Lane's disappearance, could the father be responsible? Do you know who stays in the tent? Well, that's what I was saying before coming. Oh, she told you you could come before she left. Yeah. Would it be all right if we just went inside to make sure she's not in there? My house. Huh? I can't tell you no. Okay. Then we're looking for mom. So, we just want to make sure mom's not stowed away in a closet or something. Dad didn't come back and retaliate for getting arrested or something like that. Joe, if you're not going to tell me yes or no, we're just going to peek your head in there real quick and then we'll come back outside. You can lead the way if you're so please. Lock the door. You could go in, but you could go in. Just lead us through. Do you have a key? No. Why would you lock the door behind you? I just usually do that. So, how do you get in? I don't know. How about this other little door that's over here? It's uh it's just barricaded out with what? Uh garbage can and some stuff. So, how do you get in the house? I had to lock the door. Cuz I feel like you're [ __ ] with me. What the hell? What's the deal? You understand how how this looks, right? Yes, sir. So, why So, how do you get in the house since you locked the door? Probably sleep in the tent or Are you not supposed to be in the house? Is that why you lock the door? Yes, sir. All right. That's fine. We're not worried about that. We just want to make sure right now is finding mom. That's it. If you know you're not supposed to be here, that's on whatever. We can deal with that at a later point in time. I really don't care about that. Yeah. My main goal is making sure mom's okay. Find mom and do that. That's that's what we're here for. We're not here for you cuz you were sleeping in the bed or whatever. Okay. This guy was definitely hiding something. And by this time, the cops were probably aware something was not quite right. They asked if he could let them in through the other door and having no way out, he complied. Or did he? Jessica was saying that her boyfriend had fire up and did. I think if you shimmy it in to the right, we could be able to just pull it out. Here he has he's one of yellow. So push it in to the right. Keep pushing it in. Now try to move it out and then push it out. There you go. After a little help from the officer a bit reluctantly, he opened the door. It was obvious the door had been barricaded from inside the house and it was also the side of the house where the tent was. Now, why would Lane do that? So, are you sure mom's not in there? I don't know. I just stayed in my room. Stayed in my living room. We're already in. So, we're going to find out. So, I understand, right? You're going to tell me you didn't know mom was in there. I got a whole bigger issue. Call 400 and have come out here. 431 to 400. Have a seat. After finding Lane's body, the cops then asked for a supervisor on scene. Her son Justin was the obvious suspect. So, they immediately placed him in handcuffs and read him his Miranda rights. He was taken it pretty well considering if they found the man guilty, he was probably going to jail for a very long time. Read these rights. You still wish to talk to us? We're not going to ask you any questions at this point in time, but just in case. still want. Yeah. Do you swear to affirm that the statement you're about to give is the whole truth but nothing but the truth? When we first got here and talked to you said you hadn't seen mom in how long? Few days. A few days. When is is that the act your actual answer or what's what is the answer you want to swear to the last time you saw mom? We were talking around the house here. I mean, yeah, I seen her riding a bike and uh she gave me a few cigarettes and stuff and told me to stop back by the house later and I came and stopped back by the house later and we were talking and cleaning up the yard and cleaning up the house and everything and she told me to stay inside and a few days ago. But you said that wasn't the truth that you weren't supposed to be staying inside. No. Yes. When we talked to you over there, I said you're not supposed to be here. That's so no contact order. Okay. I believe so. Lane had a trespassing order against her husband and a no contact order against her son. Judging by that, it looks like she was afraid of both of them. So why did she allow her son to stay in the yard? What is there no contact order between you and mom for? You got into um she said I slapped her. I punched her. So, battery. Yes, sir. Okay. Domestic stuff. Yes, sir. When's the last time you seen dad? This last week, I believe. Okay. What did How did your conversation with dad go the last time you saw him? Bad. Bad. It wasn't bad. It wasn't bad. How between mom and dad? Did they talk? Um, the only thing I knew is she told at that point in time when she got home, she told me and him both to leave. So I left you on walking somewhere and stayed away. Do you know where dad is at currently? Yes, sir. Do you know if dad has a job? No, sir. And you haven't talked to dad since that night? Yes, sir. That night? Okay. That day that both her husband and son were there, Lane called the cops. Her son was wise enough to leave, but her husband wasn't, and that's why they arrested him. But Justin claimed after that happened, his relationship with his mom was okay. Did you notice anything different while you've been staying here? Did that not raise any alarm to you? Did you go and check? I did. Look in there. I'll see. I guess I should not have a cell phone or anything. I should have thought something. So, you saw her in the position that she's currently in now. So, why did you tell us that mom wasn't there? You know better than me. I wasn't the one that did it. So, so I smelt her before you ever even came outside. Then you were telling me mom's not in there and you know damn well that she was in there. You're lying to me. So why wouldn't you just tell us the truth? The man was definitely lying about things. And considering his history of drug offenses and battery, he could have clearly been the one who killed his mother. However, since there was no obvious evidence pointing to that, they instead charged the man with failing to report death to a medical examiner. Justin plead guilty to the charge. On November 14th, 2022 in Milwaukee, Wisconsin, neighbors requested a welfare check for a 75-year-old woman named Dorothy Douglas. They were worried about the old lady primarily because of her strange and aggressive roommate who reportedly suffered from mental health issues. [Music] There you go. You got to make sure you got an animal or something. Yeah. Go ahead. What? This one? Yeah. So far. Oh, no. Block the door. Slings open. The supposedly aggressive roommate was 31-year-old Israel Webb. When the cops arrived at their address, the man was calm and cooperative. He allowed the officer to come inside the apartment and have a good look around. You want to just [Music] Dorothy, where's [Music] your left? You got any lights here? Uh, yeah. You got the lights on? [Music] She's running from Yeah. What do you mean? She's right here. Oh, she's right here. Really? [Music] Israel's body language indicated something was not quite right. He was almost acting like it was his first time being in the apartment. It was clear the man was hiding something from the way he was moving or being unwilling to turn the lights on. Turns out that something he was hiding was Dorothy's dead body. She was lying on the bed covered in blankets and adorned with fake flowers. Is she sleeping? Yes. How long she been sleeping for? Since six. What's the bed for? She wet the bed. She wet the bed. Why you got to cover it like that? Cuz urine will out in the window and stuff. Yeah, you pull the cover back from [Music] Why is she covered up like that? Her face. All right, just step back. Miss Dorothy. Miss Dorothy. [Music] Why don't you got flowers and stuff on her? Okay. Step back. Step back. It was an incredibly challenging situation for the officer. He was alone in a house with a potentially violent man who was nearly twice his size. For whatever reason, if Israel decided to attack the officer, there's no telling what could happen. What do you mean? She's She's dead. I was going to call her relives in the morning. Okay, put your hands up. Um the phone's in the room. Put your hands up. All right. Put turn around. Put your hands behind your back. 5446. Can I get another squad to my location on the supervisor? Put your hands behind your back. You don't got any weapons or anything. Turn right. You're looking at me. Why you look? No, you're not going to get shot. But if you looking at me like that, it's kind of making me nervous. 28 lower. Don't do that. Stop looking at me. You're going to get tased. You hear me? I'm just letting you know. Don't do that. All right. It was obvious to both men that Israel was a potential suspect. So far, he seemed to be calm and cooperative like we said. But the question is, will he stay that way while he's being handcuffed? I got a taser right now. Okay. All right. In the face. No. No relatives. [Music] Make that little squad 107. [Music] Please also respond north booth in the lower 1072. Don't move. Just don't move. Put your hands up cuz you're doing too much moving and you're making me take off. No, just don't move. On the ground. On the ground. On your stomach. No. On your stomach, sir. On your stomach. Okay. You're doing too much. Okay. I'll take it. No, you're going to get to this. Okay, I'm down. Put your hands behind your back. Now, hands behind your back. Behind your back. Put your hands behind your back. Put your hands behind your back. Put your other hand behind your back. Your other hand behind your back. Stop resisting. I'm not resisting. Put your hand behind your back. Your other hand. Yep. Put it behind your back. Don't move. Just going to do Stop. Stop resisting. Stop. Stop. Stop. Stop. Stop. Stop. Stop. Stop. The cop was right to be apprehensive because every move Israel made looked like he was just biting his time, waiting for the opportunity to pounce on the cop. And that's exactly what happened. During the scuffle, the officer's body cam fell off, but it's clear from the audio that the man somehow got a hold of a weapon. Stop. Stop. Give me another squire now. Sir, right in the head. Stop. Right in the head. You will be shot. Stop. Right in the head, please. Right the head. Stop. Okay. Drop the pole. Right in the head. Drop the pole. Right in the head, please. Drop the pole. Right in the head. Right in the head. Do it. Drop the pole. Right in the head. Drop. Do it in the head. Please. Right in the head. Right. Drop the pole. Right in the head. Come on. Have to head. Right in the head. Come on. Do it. Please. Come on. You don't know what I see. Do it, sir. Do it. Do it. You don't know what I see. Do it, sir. Right in the face. Right in the face. Come on. Come on. Come on. Right in the face, man. Please drop. Right in the face. On your On the ground now. Right in the face. On the ground. Make it quick. On the ground. Please make it quick. The flowers on the bed, combined with Israel's desire for his life to end, tell us two things. First off, he was likely very sorry for what he did. And secondly, he really didn't want to spend the rest of his life in jail. Also, it looks like he wasn't too keen on getting tased either. Drop it. Drop it now. Right in the face. Drop it right in the face. Drop it right in the face. Drop it right in the face. Come on. Drop it. You got to do it, man. Right in the face. Drop right in the face. The weight now. Right in the face. Drop the weight. Right in the face. Drop the weight. Right in the face. Drop the way. Subject is that girl squad. Come on. Come on. Take me, man. Don't take me, man. Drop the way. [Music] Israel grabbed one potential weapon after the other, hoping he would get shot. Meanwhile, other officers struggled to get inside. Here's what happened from their point of view. [Music] truck. Give me your hand. Check that. I got to Someone get medical now. Call for medical. Just like you wanted, the cops did shoot the man. In the end, however, he survived. The strange thing about this situation is that the autopsy revealed that Miss Douglas died from lung cancer. Israel's terrible judgment brought charges of resisting arrest, felony battery on a law enforcement officer, and according to court records, also two counts of bail jumping. That's a wrap on today's video, and now we're wondering what you think of the suspects. Do you think they should be helped, locked up for good, or perhaps both? Let us know in the comments and join us again next time when we examine yet another untold file.
