What do you not pass? Huh? What do you not pass? That has nothing to do with you, bro. What the **** are you doing, right? That has nothing to do with you. Yo, that's why he's in handcuffs, right? Because he didn't pass something. What did he not pass? But you're not the cop. You're not a lawyer or a doctor. I'm asking you a question. What did he not pass? Huh? He's not a lawyer. Is he a lawyer? A doctor? You don't understand anything legally. My job is to protect the water and boaters. That's my only one job. You're a doctor. You should understand that. Huh? You're a doctor. Welcome back to the Donnie Rapture channel, where I always bring you fresh, never recycled body cam video. Today's body cam video features Florida Fish and Wildlife officers as they perform a routine BUI investigation. But it's really not that simple, folks. Today's BUI investigation was conducted wrong, very wrong, and really makes me worry. I've actually never seen an officer do it this poorly before. Actually, this officer does a whole bunch of things that really concern me. So I'm just going to let the video play out, and let's see if you regular viewers can spot where the officer made some huge mistakes. Alright. First step. Alrighty. My name is Officer Florida Fish and Wildlife. I'm just going to conduct a quick safety inspection. I need to see life jackets for everybody on board. Hey. Unfortunately, it has to be you, Cap. You're responsible of the vessel. Can I get you that here? Yeah. Alright. I need to be able to see it. Alright. Life jackets for everyone. Each one of you. Everyone grab a life jacket. Here. Hey. Guys. Hey. Just Captain. Captain alone. Yeah. Captain alone. Then we get one more? Alright. One more. You should have already been there. You have your registration for the vessel? Yeah. Take a look at it. Hey. Go away. You're quaking a lot of wakes. 300 yards. Alright. Captain. Captain. Captain. Captain. Captain. Captain. Captain. Captain. Captain. And just grab a seat right there. Alright. I'm going to ask you a few tasks. Questions. Alright. You mind taking off your shades? Yeah. Alrighty. Do you have any physical defects or disabilities? No. Alright. Hey. Cut it off. Cut it off. Hey. 300 yards. Stay away. 300 yards. Make a fist with both hands. Extend your index finger and turn left. palm forward like this. Alrighty. Remain in this position while I explain the task. Do you understand? Alright. When I say begin, you're going to tilt your head back at about a 45 degree angle and close your eyes. When I tell you to touch the tip of your nose with the tip of your index finger and immediately return it back to your side like this. So this is the pad of your finger, right? Listen to me right here. This is the pad of your finger. This is the side of your finger. This is the tip of your nose. This is the brows of your nose. This is the side of your nose. The finger is supposed to touch the tip of your nose. Alright? Do you understand? Gotcha. Yes. When I say right, you must touch your right index finger to your nose. When I say left, you must touch the left index finger to your nose. Do you understand? Yes, sir. Begin. Begin. Right or left? Hmm? Right or left? You have to tilt your head back. 45 degree angle. Left. Right. Okay, viewers. During the finger to nose, all this guy has to do in a nutshell is touch the very tip of his finger to the very tip of his nose. Left hand when he says left and right when he says right. Then immediately bring his hands down to his side. But you'll notice that the man isn't doing that last part. The whole bringing the hands to the side thing. And it's not because the man is drunk or he wasn't paying attention. It's because he was not instructed to do so at any point during the task. And every time he doesn't bring his hands back down, he's essentially getting one clue of impairment. Nine or more clues indicate impairment, which is essentially a fail. On this test, he was given 10 impairment clues total. Six of those being for not bringing his hands down, which is 100% on the officer for not giving proper instructions. All right. The next set of clues is the palm pad. Did you just say next set of clues? Place your hands palm to palm with one hand up and one hand down like this. Got it? Remain in this position while I explain the task. Do you understand? Yes, sir. When I tell you to begin, turn the top of your hand over and count one out loud. Then return it, the hand back over and count out loud, too. Counting only when the hands make contact like this. All righty. Repeat this. Speed up as you go and do not stop until told. Make sure you keep your hands and fingers parallel during each pad like this. Do you understand? Yes, sir. Begin. One, two, three, four, five, six. You can stop. Unfortunately, we couldn't see how the captain performed this test, but we were able to see how sloppy the officer explained it. Here's how a seasoned FWC officer does the test. Repeat this. Speed up as you go and do not stop until told. Make a fist with both hands. Place your left fist at the center of your chest and your right fist against the left fist. Remain in that position while I explain the test. Do you understand? Yes, sir. When I say begin, you must perform these tasks. The first task is to count out loud from one to four while moving your fist in a step-like fashion, making contact between your fists at each step like this. One, two, three, four. All right. In case you were wondering what this looks like, here's a great demonstration of this insane task. One, two, three, four. Okay. The second task is to memorize the position of your fists after you've counted to four. You're going to clap your hands three times and return your fists to the memorized position. Like this. One, two, three. I can memorize position. The third task is to move your fists in a step-like fashion in reverse, counting out loud from five to eight and returning your left fist to your chest. Five, six, seven, eight. The fist is center of the chest. The fourth task is to open your hands with palms down and place them on your lap. Do you understand? Do you understand the whole task? It's a lot, to be honest with you. Uh-huh. Okay. One, two, three, four, six, seven, eight. And that's the last part. All right. The next task I'm going to ask you to do is stand up, turn around, place your hands behind your back. Uh-huh. Which one of y'all got a valid driver's license? Who can drive the boat? Who can drive the boat? I got one. All right. I got one. Do you know how to drive the boat? Yeah, what do you not pass? Huh? What do you not pass? That has nothing to do with you, bro. It's the fucking thing you're doing, right? It has nothing to do with you. Yo, that's why he's in handcuffs, right? Because he didn't pass some shit. What do you not pass? But you're not the cop. You're not a lawyer or a doctor. I'm asking you a question. What do you not pass? Huh? Is he a lawyer? A doctor? You don't understand anything legally. That's fine. Huh? So the thing is, what's going to happen is, this is between him. He can have every place to contest it. All right? This has nothing to do with you. You can make it your business, but it has nothing to do with you. He's going to have every opportunity to blow at the jail and win. All right? So now I'm trying to find out who's able to drive. I have a driver's license. Are you able to drive? Do you know how to drive a boat? Huh? All righty. I'm sorry. We'll just put our phones everywhere. Please. Give us a second. 6445 Orlando. Show 1-10-15. I'm trying to release y'all so y 'all can get on your way. It's fine. Huh? It's fine. I'll get you chips. I'll get you sweets. It's fine. Just grab your bag. Grab your license. It's fine. Thank you. We just need a driver's license. 6445, you can change this 10-50 to a signal 1. Any driver's license. Who do you feel okay with taking over the boat? All right. My job is to protect the water and boaters. That's my only one job. If you're a doctor, you should understand that. Huh? All right. Because this is one thing. Okay. So now, which one of y'all got medical marijuana cars? What? Who has the marijuana on board? What? Because I smell marijuana. I know there's marijuana on board. How? Because I smell it. I don't got marijuana. No. No. No. No. No. No. No. No. No. Can someone find my phone please? Thank you. Steve, that's in charge. Everyone else. Hey, boss. I'm going to ask you to adjust your vessel and pull off. So, we don't have to launch into this deck. Question. Yeah. Ma'am. That's on y'all. I cannot. He can ask. Huh? He can ask what he want. So, the thing is, ma'am, my boat cannot tow y'all. So, I have a question. Uh huh. and so that I cannot tell y'all so I already said he can't drive it but ma'am I cannot tell you're a vessel I'm not gonna release him like all of this capable bodies that can drive the vessel who's just choosing not to but y 'all y'all can tell y'all can just that's just what I first but ma'am I would already y 'all so you're good to drive how much alcohol you had to drink all right that's what I said I already said I was gonna release the vessel yes y'all can follow me okay so not only did this man get arrested for BY the officer is so horny to get this man in jail he doesn't even bother to check to see if the new captain is safe to drive given the amount of alcohol on board the vessel I'm shocked that the officer took this man's word that he was safe to drive in what world is this okay in the end the man was charged with boating under the influence and refusing to provide a breath sample which is wonderful because I'd be willing to bet if this man lawyered up he could beat this case again I can't stress enough I'm not anti cop I'm very much anti bad policing if you guys like today's video be sure to hit that like button and if you're not subscribed this would be the time to do that right now please do it
