on November 25th 2023 two Florida Fish and wildli officers were on water Patrol in the HOSA River when they observed a pontoon boat with no side rails being operated on a plane in a slow speed zone cab is there a reason that you didn't slow down back there can you hear me yeah slow speed that you guys just came hauling out of and then my blue lights on and then we turned our blue lights on you guys cut the channel was you didn't see the blue lights and my Sirens going on back there a minute ago yes I did that's why I was telling him he didn't hear you I did I saw okay okay all right well the reason why we're coming up you guys is because you cut through that slow speed zone coming out of Salt River all right and then you completely just cut the channel and kept on Plain which you can't do right here it's all slow speed outside the channel and then you ran right past that sign after we turn on our lights after we turn on our sirens I did see a we were inside the channel you were outside of it we were inside the channel and the shrimp but was inside the channel and then y'all cut out of it and came h i did missed that sign because I was looking at your lights trying to tell him that you guys are coming I don't know I didn't see the sign all right whose vote is this do you have the registration no no registration is it registered is registered yeah there's a sticker right here so who's who's driving who's driving cuz both of you guys are behind the helm right now dud I'm coming back from an art show in no I'm asking who was driving the boat I was okay we got multiple violations right now so I just need to see an ID where are you guys coming back from the art show we just did the art show in no okay so we're justat Tire with the car so we all right so while we got you guys here do you have two life jackets yeah they got like all right can I see two of them out of there please or whoever was all right so uh cap I need a sound producing device a tipe four throwable and a fire extinguisher if I can have the guy who was operating Captain if you can show me no you're good I appreciate you getting the help but we're going to have Captain sir listen just bear with us here okay he's going to get all the safety equipment out okay I need to see life jackets so we're doing safety equipment now okay show I saw life jackets you saw life jackets so I need to see a fire extinguisher a whistle and a throw cushion for this boat you SE seen you've seen everything not all of them no okay I did not see we saw your life jackets we need to see a throw cushion a whistle a hogish yeah h no what about a hogfish see all the copper oh yeah I see all the art I know I have everything look I'm Legit life jackets life jackets okay American flags FL there I thought you no I told you hold your light no I told you you can't R Shine for I'm literally Shining inside of this for you man I don't see a extinguisher in there Mr Ryan how much did you have to drink today none none none at all okay is there a reason your eyes are glassy and I can smell an odor of alcohol coming from your breath right now I've been keep my so is there a reason I'm smelling some alcohol off your breath yeah what is the reason probably couple beers couple beers so your first sentence was that you said no you didn't have anything to drink today so it's starting to add up here no no I just did an AR beening all day you blew through the Zone in Lashley point you continued through while traveling outside of the channel you continued on plane outside of a mark Channel not try to get and then I put my blue lights on and my sirens and you continue traveling not stopping from right there to here and then the odor of alcohol and all of the other signs and symptoms I've observed just now lead me to suspect that you may be impaired okay would you be willing to conduct some field Sur exercises and make sure that you're safe to drive a boat today which includes me checking your eyes I know you're going right there I just I know you want you're trying to do your job I would I would like I would like to make sure that you're safe to drive a boat back to mcra or wherever you're headed to would you be willing to step on board the boat and we do that real quick okay know what what to do what I'm just going to check your eyes I'm going to run you
